This is the neighbourhood action plan for Central Estates in Barry.This includes, Williams Crescent, Owens Close, Irving Place andsurrounding streets.Central Estates sits in the Buttrills ward in Barry, Vale ofGlamorgan. The Buttrills ward is situated in the middle of Barryand its most northern edge borders the Buttrills area. CentralEstates bene ts from being close to the Buttrills laying elds,the Cherry Orchard ub and the emorial all. It also containsGladstone Primary School.

This Neighbourhood Plan sets out a range of speci clocal priorities which are important to people wholive on the estate. The Plan takes into account a widerange of information including the results of residentconsultation, results from the large scale tenants’satisfaction survey, socio economic data includinghealth, employment and poverty as well as recurringthemes identi ed by sta . Together, this informationshapes priorities which a ect people’s lives, includingenvironmental issues, promoting active communitiesand addressing crime and security.A number of actions are identi ed which address the riority issueson the estate and these will be delivered over the next few yearsin order to im rove the neighbourhood and ma e a di erence totenants’ lives.

Access toservices

Peo le in the neighbourhood have good access to sho s and services. Thereare good bus services meaning tenants can get into Barry town centre or visitsu ermar ets easily.

Rent arrears of tenants on the estate say that their rent re resents value for money.3 of tenants are in rent arrears which is in line with the Vale average of 31however a high ro ortion of tenants receive ousing Bene t or niversalCredit to cover their housing costs.

Repairs Average waiting time for a re air was days.3 of tenants on the estate were satis ed with the re airs service andfelt that re airs were carried out quic ly.

Employment The neighbourhood has higher levels of em loyment com ared with otherneighbourhoods in Barry.

Householdincome

The neighbourhood has some roblems with family income levels com aredwith other neighbourhoods in the Vale. This indicates that some families maysu er the e ects of de rivation and have di culty in ma ing endsmeet.6 of tenants have heard about niversal Credit but don’t now how thechanges will a ect them.

Themain crimes re orted to the Police er 1 eo le include ASB 3. ,violence and sexual o ences 2. Criminal Damage 1. , burglary 2. andall are higher than the Vale average.

Health andwell being

23 of residents’ health limits their day to day activities, this is similar to theVale average.The neighbourhood has some issues with eo le’s health and disabilitylevels com ared with similar neighbourhoods in the Vale. This could indicatethat more eo le than usual may havemobility roblems of one sort oranother, need some long termmedical su ort in their homes and erha sfeel quite isolated.During a recent tenant survey residents highlighted that as a riority theywould li e to see more su ort rovided to vulnerable eo le living withinthe area.

Young people The ro ortion of young eo le living in the area issimilar to the Vale average at around 21 . owever thereis little rovision made for young eo le via youth clubs, social grou s.

Education Educational attainment levels are amongst the lowest quartile whencom ared to other areas in the Vale with average attainment scores belowaverage at ey stages 2, 3 and .The area also has higher u il absence rates than the Vale average atPrimary and Secondary school

Open spaces There is a variety of o en s aces which could be usedby community.

Whilst the indicators show us useful trends and oint us in the rightdirection we need more local nowledge to identify some of thes eci c issues we need to address.To gather this information we have conducted a neighbourhoodaudit as ing the eo le who live and wor here to identify what theythin the issues were.

Residents view/commentsThe area as a whole bene ts fromestablished communities and a steadyturnover of ro erties.

The frequency at which eo le move inand out of the neighbourhood is low andit is easy to let most ro erties. Garageareas, oor a earance, lots of voidscan we do something di erent

Par ing is a roblem in some arts ofthe neighbourhood mainly due to thewidth of some roads and the lac ofavailable s ace. There is also a lot ofhard standing ar ing areas whicharen’t used to their full otential andcan attract youths and y ti ing.

The general a earance of ro erties inthe area is good, with some signi cantim rovements in the a earance of theestate following the external wor s thathave recently been com leted.

There are also some roblems withthe condition of gardens and fencesin some areas due to maintenance andoor fencing.
