The Challenges

Little importance to City Hall

• Line item in the Norwalk Department of Public Works

• City deposited any revenue collections into the general fund

• Enforcement almost non-existent as a result of political pressures; little or no compliance

Page 11: nepc conf presentation March 2014

The Challenges

A business that had yet to be run like a business

• No systems in place; No economies of scale; No compliance

• The facilities suffered from negligent maintenance

Page 12: nepc conf presentation March 2014

The Challenges

Paradigm of paid parking

• For public - Surrounding smaller suburbs where most parking is free,

taxpayer subsidized - Misconception that Parking Authority was taxpayer funded

• For business community

Page 13: nepc conf presentation March 2014

The Solutions

The Solutions: Two-Fold Approach • Apply business concepts to manage public parking assets

• Improve perception of public parking

Page 14: nepc conf presentation March 2014

Norwalk lots are now cleaner, safer and more sensibly priced. Solar-powered

pay stations are being added to improve everyone’s sense of eco-friendly. And,

because a better parking experience means a better Norwalk experience, we’re

adding information kiosks with Norwalk’s own parking “ambassadors”.

And you’ll like this: Norwalk on-street parking meters are some of the first on the

Eastern seaboard to accept credit cards. Soon you’ll even be able to increase

your metered parking time right from your cell phone! Talk about answering the

call for convenience…

Best of all, these great improvements (and more) are NOT funded by taxpayer

money. Norwalk has a self-paying, self-improving parking system.

PARKING AROUND TOWN JUST GOT A LOT FRIENDLIER.

To learn more, find parking, buy permits or pay/appeal tickets, park yourself at www.NorwalkPark.org. You’ll discover how we’re raising parking to a whole new level.

While there have been rec-ommendations by some inthe General Assembly tomerge some functions of themotor vehicles departmentwith other agencies, Malloysaid he believes it will remaina stand-alone agency for atleast the near term.

“In the future, I thinkthere’s a real possibility,” hesaid.

Both he and Currey havealso spoken about possiblyexpanding the use of thirdparty organizations to pro-vide various DMV servicessuch as photo licenserenewals. Currently, the statehas an arrangement with theAAA automobile club.

Currey said she believesthe DMV is the ideal place forher to work.

“I have spent the majorityof my career working withconstituents and my aim hasalways been to make it workbetter for people,” she said.“Government is working forthe people and we should do

everything in our power tomake it work well and weshould do it as cost-effective-ly as possible.”

Currey lives in East

Hartford with her husbandDonald. They have four chil-dren and three grandchil-dren. She was first electedmayor in 2005.

has mirrored that of NorwalkPublic Schools, although Sideby Side instructors are notunionized. So, too, mightstaff members adopt an HSAmedical plan.

When the NorwalkFederation of Teachersadopted its HSA plan in2009, The Hour reportedsavings well into the mil-lions.

“Those are two things ourfinance committee will reallytake into consideration,”Nittoly said.

He added “We are still in agood enough position where Idon’t see any kinds of drasticcuts to positions or pro-

grams.”In addition to its state-

allocated charter funds, Sideby Side qualifies for federalmoney like Title I, whichcomprises between $40,000and $50,000 of its yearlyoperating budget, Nittolysaid.

And like any school, Sideby Side can raise funds inde-pendently.

Every year, Nittoly saidthe community holds a galaand a wine-tasting event tosupport the experiential pro-grams, including educationalfield trips, that form thebackbone of the Side by Sidecurriculum.

In 2010, Side by Side also

netted a one-year endow-ment of more than $111,000through Connecticut’s 21stCentury LearningEnvironment Program. Thatmoney was earmarked torevolutionize classroomsthrough technology.

“Fortunately, we have nothad to make any significantcuts yet,” Nittoly said, adding that Side by Side has“planned around a rainyday” by setting money asidefor potential capital projects.“But that’s not to say there’sany more of a cushion. Weare nearing the point wherethere will be more difficultdecisions down the road.”
