National Curriculum Framework

What about his teacher?

• No adequate teacher training material on MIL.

• Media culture/FILM• Major without MIL.• Low institutional support.• Insufficient LLL programs.• Low MIL capacities!

Paris Declaration on MIL in Digital Era, 24.6.14.

• „All citizens need the critical MIL competencies to demand transparency and to analyse information about what freedoms they gain or lose, what opportunities they face, and what risks they take, by interacting with computer programming languages that are normally invisible”

MIL

Promissing capacity?

• EMEDUS, ANR TRANSLIT• 250 entities registered (Ministry of education; Government

institution; Network platform; Observatory; Official research institute; Organization of Media Education (or ML); Regulatory authority and Research groups.

• Bibliography on Media Literacy which includes over 350 documents, from the years 2007 to 2013.

• 550 experts who work in or are related to Media Literacy in the 27 EU countries studied and other non-European countries

What about GOVERNMENT(s)?

• Strategy of Education, Science and Technology (0) (11/13)• The National Youth Program 2009-2013 (0)• National Action Program for Youth (2002) (0)• National Activity Plan for the Rights and Interest of Children 2006-

2012 (4 measures)• Law on Education in Compulsory and Secondary Schools (0)• Guidelines for the strategy of education, science and technology (0)• „Vision, mission and objectives of the Ministry of Science, Education

and Sports” (0)• “Strategic Plan of the Ministry of Science, Education and Sports for

the period 2012-2014” (0)• “Government Programs Strategy for the period 2012-2014” (0) • Strategic Plan of the Ministry of Science, Education and Sports for the

period 2013-2015 (0)

What about the public?

Do you think that media education has to be included in our educational system in order to learn media literacy and

reflect upon media content?

Yes – 62%NO, because the educational system already has too much content –

11.8%NO, because it is not very important - 11.7%

Do not know or no answer - 14.5%

There is a long road from coding to media literacy

Is this enough?

New approach - 70 VOLUNTEERS!

www.djecamedija.org

• DKMK (Association for Communication and Media Culture)• www.dkmk.hr, www.djecamedija.org, • 270 workshops for 3500 children, parents and teachers• 38 radio programs• 250 news articles• 100.000 visitors• Workshops on: cyberbullying, safer Internet, sensationalism

in the media, cartoons, video games, media and advertising…

• Search for Djeca medija, or djeca_medija• Partnerships

The mission to educate and inform - DKMK

THREATS for M(I)L in Croatia!

• No M(I)L policy at all. Why did we ignore AVMSD?• Poor MIL manuals and training materials.• No legal definition of media education.• No coordination between ministries.• No official inter-ministerial body or committee.• No law that designates a clear authority to oversee media

education.• No responsibility of public institution in relation to MIL

programs.• LLL MIL programs?

New approach

• We cannot promote and implement MIL without ICT sector.

• It’s not wise to promote just one supplier • NGO’s are still the best promoters of MIL in Croatia.• Politicians: no literacy on MIL.• Political parties have low MIL capacity and awareness!• We need „grand coalition” for MIL. • MIL as a part of „acquis communautaire”?• Computer science/informatics as a optional subject?

Can we count on our Government?

• „Not so long ago Department for Informatics had an annual budget of 300 mil. Kn (39 mil. E).

• Today not only there is no budget, but there is also no Department…

• When we equip all our schools with IT equipment we will be in a position to have informatics as a new compulsory subject.”

Minister of Science, Education and Sport, prof.dr.sc. Vedran Mornar, 23.9.2014.

This is our approach in 2014/2015!

• 70 workshops!• 21 primary and secondary schools throughout Croatia!• 3500 participants!

• How much does it cost? We also have a budget.
