By Jay Adams CEG CORRESPONDENT The Connecticut Department of Transportation (ConnDOT) and Northern Construction Service LLC are combining to replace two heavily traveled highway bridges that are central arteries for all state commuters in two direc- tions. They expect to do it in less than eight months. The physical work to replace the Interstate 84 east and west bridges over Marion Avenue in the town of Southington began the first week in November. Northern Construction Service in Palmer, Mass. is the general contractor under the auspices of ConnDOT for the $6 million project. It was awarded to Northern on June 7 with a scheduled completion date of July 2014. The brisk November to July timetable is possible because the state is utilizing accelerated bridge construction methods that employ innovative, time saving techniques and mini- mize construction time and the disturbance to the traveling public. Coupled with incentive bonuses (and late penalties) to meet state highway deadlines, there is even more encour- agement to stay on schedule. The department’s office of construction is administering the project; District 1 Rocky Hill, Conn. It consists of the superstructure replacement of Bridge Nos. 01235 and 01236, which carry Interstate 84 through Southington. Prefab Is Fab and Fast The new superstructures will be prefabricated on site in staging areas adjacent to the bridges. Interstate 84 mainline and Marion Avenue traffic will remain open during the entire prefabrication period using only temporary lane closures for other work associated with the bridge work. According to Shawn Clark, Northern Construction Service project manager, tree clearing began on Nov. 6 of both the east and west staging areas, accompanied by the continuance of utility relocations that have been ongoing for several months. Clark said that excavation work for both staging areas began on site on Nov. 18. Approximately 10,000 cu. yds. (7,645.5 cu m) of excavation is required to bring the two staging areas to a flat grade so that the new bridges can be constructed in each of these areas on temporary bridge abut- ment supports. According to ConnDOT, the bridges were constructed in 1963 with some rehabilitation work performed in 1995. Deterioration is typical for these 50-year-old bridges, but its foundation is solid. The spans have weakened, but the abut- ments are in good condition. Some 83,800 vehicles per day on average cross the high- ways, based on a study completed in 2008. This includes both eastbound and westbound totals. of traffic in each direction with breakdown lanes. The newbridges, already fabricated, are 53 ft. (16.2 m) wide fromcurb to curb.

Clark and ConnDOT confirm that upon completion of theprefabrication of the new superstructures, Interstate 84 east-

bound and westbound at Exit 30 and Marion Avenue will beclosed for one 56-hour weekend next summer.

The prefabricated superstructures will be moved from thestaging areas using self-propelled modular transporters(SPMTs) to replace the existing superstructures. The existingbridges will be removed and new structures will then be set

into place. Existing structures built in 1963, are single span structures

that consist of a concrete deck slab on pre-stressed girders.Clark said the new structures will be of a similar design how-ever, the vertical clearance on Marion Avenue under thebridges will be increased based on evidence of impact dam-age on the fascia girders.

The existing vertical clearances are 21 ft. 8 in. (6.6 m) atthe eastbound structure and 15 ft. 10 in. (4.8 m) at the west-bound structure. The proposed vertical clearances overMarion Avenue are 22 ft. 2 in. (6.8 m) at the eastbound struc-ture and 16 ft. 4 in. (5 m) at the westbound structure.

The bridges weigh approximately 1,000 tons (907 t) each.“Temporary staging areas and access roads from the east-

bound and westbound staging onto Marion Avenue will berequired to transport the bridges from the staging areas totheir permanent locations,” said Clark. “These staging areaswill be loamed and seeded after the work is completed. Thebridges will be constructed in staging areas and transportedvia the use of SPMT units.

“After demo is completed, the new bridges will be placedon the existing abutments that require minor modifications.The process of moving the bridge is that the SPMT units willmove under the new bridges constructed on temporary abut-ment supports,” said Clark. “They will jack up the bridge offof the supports and travel up Marion Avenue and lower thebridges onto the abutments. The existing abutments arebeing utilized with minor modifications as they are in verygood condition.”

Done in Eight MonthsThe completion date of the project is July 2014. “The bridges will be closed on Friday evening of whatev-

er weekend we choose based on weather, among otherthings, and the bridges will be re-opened by Monday morn-ing fully to traffic,” said Clark. “The specifications requirethat I-84 only be closed for a weekend, which is why theSPMTs are being utilized for this accelerated construction.”

According to Northern, this project requires the approxi-mate quantities of materials as follows:

Bridges will be constructed in staging areas in advance ofthe closure of the bridges carrying Rte. 84 over MarionAvenue. “When Marion Avenue is closed, rapid replacement can

commence with prefabricated bridges. This is as opposed toconstructing the bridges in phases and open to traffic whichwould take several years,” said Clark.“We have all been attending seminars for Federal

Highway Initiatives. There are a lot of innovative practicesbeing looked at,” said Terri Thompson, transportation super-vising engineer of the ConnDOT’s office of construction inNewington, Conn. “This type of project, using acceleratedbridge methods, allows us to look at more and more ways touse our abilities to get in and get out quickly.“Northern will be using different techniques,” added

Thompson. “Sliding one bridge out, lifting a new bridge inand using a combination of these techniques. One bridge willbe under demolition and one will be lifted, and anotherbridge will be cut and taken down. We will be going in twodirections at the same time.”The designer of the new bridges is Stantec, 2321 Whitney

Ave., Hamden, Conn.“We will be constructing the new bridges during normal

working hours, approximately 7 a.m. to 4 p.m. Mondaythrough Friday. During the weekend of the acceleratedbridge move, we will have two crews (one on each bridge),each working 12-hour shifts (one during day and one atnight), and the same will go for the other bridge since thereare two bridges,” said Clark.

On this project, time is literally money. “Since this is a weekend closure, ConnDOT has specified

the following: There is a $250,000 incentive if we open thebridges Sunday before 10 a.m. Then, starting at 5 a.m. onMonday morning, there is an hourly incremental disincen-tive up to $1 million, if the bridges are not open by 5 a.m. inboth directions.” Marino/Barnhart out of Newington, Conn., is moving the

prefabricated bridges into place.Northern Construction Service LLC, a well-regarded

company, which has performed numerous DOT highwayand bridge projects throughout New England, is based inPalmer, Mass. Sean Hoey, superintendent will run the fieldwork for

Northern in addition to Clark. Shawn Mangan, ConnDOTresident engineer will supervise the work for ConnDOT andJoe Calafiore, area engineer of ConnDOT will superviseMangan.

Thompson said there is tremendous interest amongConnecticut commuters on this project. “Northern is a great partner. It’s a large effort by a small-

56 hours in June 2014, there is a lot of interest in what theyare doing and how they are doing it,” said Thompson. “Weplan to hold a public information meeting on this. Theyalways prove to be helpful. Transportation has been honored with the2013 James B. Sorenson Award forExcellence in Pavement Preservation fromFP2 Inc. The award was presented toNHDOT Commissioner Chris Clement atthe Midwestern Pavement PreservationPartnership meeting in Indianapolis Nov. 11to 12.Intended to recognize agency pavement

preservation, the Sorenson award is usually,but not always, presented to city and countyagencies. New Hampshire joins Californiaand Tennessee as the only state DOT win-ners.“The future for state DOTs lies in main-

taining and preserving their existing trans-portation infrastructure and networks,”Clement said at the Nov. 12 ceremony inIndianapolis. “Pavements are the largestasset value in some states. That’s why itmakes sound financial sense to properlymaintain and preserve that asset to maxi-mize its useful life.”New Hampshire’s Pavement

Management Group, led by Eric Thibodeau,has done an outstanding job with data col-lection, programming and treatment selec-tion to fulfill pavement preservation’s

mantra of The Right Treatment, for theRight Road, at the Right Time, according toFP2.NHDOT also has developed equivalent

annual costs (EACs) for its most commonlyused treatments. An EAC is calculated bytaking the treatment cost and dividing by theaverage service life to obtain a cost per sq.yd. per year. The lower the EAC, the morecost effective the treatment is. In NewHampshire, preservation treatments havelower EACs than rehabilitation treatments,and also can be used to select treatments.Clement has presented detailed perform-

ance data to the governor, executive council,legislature and public entities to secure addi-tional revenues for the department’s pave-ment and bridge preservation programs.New Hampshire utilizes every pavement

preservation process available, includingcrack sealing, conventional single and dou-ble chip sealing, asphalt rubber chip sealing,micro surfacing, bonded wearing courses,thin HMA overlays, WMA mixes, highpolymer thin overlays (HiMA), cold mixRAP, paver shim, and mill-and-fill.
