J. F. White Contracting Company, one of Massachusetts’largest heavy/civil contractors, is about to finish rebuilding a56-mi. (90 km) commuter railway in metropolitan Boston. Itis nearly a year ahead of schedule and under budget, due tothe company’s unique use of three “trains” of multiple exca-vators mounted on railroad bodies, outfitted with complexand semi-automated hydraulic attachments.“In preparing our bid to win the contract,” said Nick
Bruno, J.F. White’s project superintendent, “we felt anaggressive plan incorporating the newest technology, new ornearly new equipment, and a proven work force would notonly win us the contract, but allow us to confidently shoot forearning the bonus of an early completion.”
The specialized equipment has been sourced from severalplaces. One is Rail Construction Equipment (RCE), aChicago-based manufacturer of specialized attachmentsdesigned for Hitachi excavators and Deere wheel loadersand motorgraders. Another is Taibbi EquipmentCorporation, a local minority-owned equipment-leasingcompany. Not only did it rent out new Hitachi ZX80 exca-vators with special attachments already mounted to high-railbases, but it provided skilled operators as well. J.F. White found this combo package especially attractive.

Overall, although some equipment pieces were bought,most have been rented.
Keeping on TrackThe project calls for the removal of 160,000 concrete ties
that had prematurely failed, and the installation of 187,000new wooden ties in their place.
Work began at 9 a.m. weekdays, after the last morning-rush commuter train has run and rail service suspended. By3:30 p.m., the track must be completely restored to service,so the afternoon rush trains can run. During those six and-a-half hours, buses ferry commuters from station to station,arranged for by J.F. White. In addition, 56 railroad gradecrossings are being totally rebuilt. This is done on the week-ends, when the tracks and roads can be completely shutdown.
Besides the ZX80s, a ZX190W-3, customized with ahigh-rail base and grapple, loads up the old concrete ties fortrips to a recycling crusher.
Due to the nonstop reliability of the Hitachi equipmentplus the tight management and oversight of J.F. White, theproject should be completed in under half the time budgetedby the railway’s owner, the Massachusetts BayTransportation Authority.
J.F. White is a longtime, loyal user of Hitachi excavators,with a fleet ranging from the ZX80s leased for this project toa number of ZX190W-3 wheeled excavators and the largerZX450 excavators.

HARTFORD, Conn. (AP)Connecticut lawmakers approved leg-islation May 7 that allows govern-ment agencies to negotiate laboragreements on construction projects. The House voted 109-37 to
approve the measure, followingSenate approval the previous week. Itnow goes to Gov. Dannel P. Malloy,who has promised to sign it. Malloy emphasized parts of the
legislation that give the state trans-portation commissioner more flexibil-ity in directing how high constructionand maintenance projects are con-tracted. The governor said the legisla-tion will make Connecticut morecompetitive in applying for criticalfederal money. The legislation allows government
to negotiate so-called project laboragreements that establish a disputeresolution process between contrac-tors and unions.
Associated Builders andContractors, a trade association, hascriticized such agreements, callingthem anti-competitive. The group saidthe agreements force contractors andsubcontractors to recognize unions. Lelah Campo, president of the
Connecticut Associated Builders andContractors, said contractors will becompelled to pay into union healthand welfare funds, which will add tothe cost of local and state constructionprojects. “We think it opens up a lot of prob-
lems for cities and labor,” she said. Sen. Edith Prague, co-chairwoman
of the legislature’s Labor and PublicEmployees Committee, said citiesand towns have the option to enterinto project labor agreements but arenot required to do so. The agreements will make skilled
workers more available, prevent con-struction delays, advance the hiring of
minority and women-owned busi-nesses and improve local employ-ment, she said. Project labor agreements help
streamline public works projects witha ‘no strike, no lock-out’ pledge bycontractors and unions and a disputeresolution process, Prague said. The legislation also requires the
state transportation commissioner tohave agency employees conductdevelopment and inspection workwhen possible to reduce consultants’work. Ben Phillips, a spokesman of
CSEA/SEIU, which represents engi-neers and other professionals at theDepartment of Transportation, saidthat provision was added after theunion urged Connecticut to use stateworkers rather than contractors. “Our concern was that there was
not going to be enough accountabili-ty,” he said.

NESCO Commits $35,000 toAid ‘Homes for Our Troops’We’ve all seen the stories of heroic mem-
bers of the armed forces who returned homewith serious disabilities and injuries sinceSept. 11, 2001. Many know some of theseindividuals personally.Now, Craig Swain, president of New
England Sealcoating (NESCO) based inHingham, Mass., and Sales Manager JayMuir have committed to raising $35,000 forHomes for Our Troops (HFOT) to helpbuild customized homes with adaptive fea-tures to provide these veterans with maxi-mum freedom of movement and the abilityto live more independently. Swain’s dona-tion will represent a percentage of compa-ny sales over the next few months. Asked about his commitment, Swain
said, “I’ve always been a history buff, espe-cially related to the Vietnam era since I livedthrough it. I remember how poorly theVietnam vets were treated when theyreturned and how bad I felt, especially forthose who were injured. After September 1,2011, knowing how these courageous menand women’s lives had changed, I wanted todo something tangible to thank them fortheir sacrifice. They’re a perfect fit for whatwe want to do.”Homes for Our Troops, based in Taunton,
Mass., is a national non-profit, non-partisan501(c)(3) organization founded in 2004.Funds raised underwrite the costs of build-ing materials and professional labor. Theorganization also coordinates the process ofbuilding the homes at no cost.
In 2006, HFOT founder John Gonsalveswas welcomed at the White House byPresident George W. Bush who said, “Yourefforts are a wonderful example of the greatcompassion of America.” Since its found-ing, HFOT has donated more than one hun-dred specially adapted homes to severelyinjured veterans in more than 35 states. Atany given time, the organization has approx-imately 30 homes in various stages of con-struction across the United States. The pre-miere charity rating agency CharityNavigator, awarded the organization itshighest rating of 4 stars.An eligible veteran or service member
