•The ministry initiated a process to review provincial funding provided to boards of health in an effort to ensure a fair, transparent, and consistent method of funding.

•The FRWG was struck with a mandate to provide advice to the ministry on a future public health funding model.

– Membership consisted of representation from boards of health, public health units, alPHa, AMO, and the City of Toronto.

•The overall objectives of the review were to:

– Develop a needs-based approach to public health funding;

– Improve funding responsiveness to service needs through the inclusion of equity and population adjustment factors; and,

– Reduce funding inequities among boards of health over time.

•The review was not intended to make a recommendation on the current provincial/municipal cost-sharing formula, it focused on provincial funding only.

funding model, the FRWG:

Reviewed and analyzed historical

and current funding levels.

Examined prior public health

funding reviews and reports and

information from other jurisdictions.

Established sub-committees to

conduct research and make

recommendations on key

issues/areas.

Reviewed potential components

and indicators for the model.

Developed the respective scaling

and weighting of various

components.

Sought input from the field on the

proposed model elements.

• The FRWG submitted its report and findings to the ministry for consideration in December 2013.

• The recommendations support the creation of a public health funding model with an “upstream” approach incorporating socio- economic determinants of health.

• An equity-adjusted population model was recommended that takes into account population as well as equity measures.

• The resulting model has two (2) groups of equity factors (and associated indicators).
