Bauld, outgoing commander, relin- quished command to Col. Kelso C. Horne III. Bauld had been com- mander since July 2, 2014. Following the welcome and en- trance of the official party, which in- cluded Brig. Gen. Richard B. Dix, Commanding General of the U.S. Army Joint Munitions Command, Bauld and Horne, flowers were pre- sented to Ronette Horne, Col. Horne’s wife by Beverly Tucker, PBA Commander’s Office. “Yellow roses are being presented as a symbol of the warm relationship that will con- tinue during her time here,” said Stephen Redman, narrator. This was Brig. Gen. Richard B. Dix’s first visit to Pine Bluff upon taking com- mand June 20. “This is a two-way dis- cussion. I need you guys to talk to me. I’m doing three things at once – I’m traveling, I’m seeing the command and I’m trying to take care of a new house and the family dog,” said Dix, who was visiting the Arsenal as part of the Change of Command cer- emonies held July 7. “I’m trying to get out and see the command elements, and work from the office.” With great enthusiasm, Dix began his town hall to the PBA workforce. “I’m going to give you a quick overview so you can see who you got and hold me accountable,” he said. “How- ever, I’m going to turn right back around and hold you accountable. My job is to come in here, do no harm and lead this organization. The only way to do this is to lead from the front.” Dix said he was getting ready to go to Washington, D.C. in August, and talk with senior leaders there. “Everything I plan to talk about is based on how efficient, how effective and what is the best value we can bring across the board. If we do those three things, we will remain relevant, increase strategic readiness for the Army and rest of DoD, but more importantly we will enhance the PEO’s (Program Executive Office) buying power,” he said. “This all comes down to the almighty dollar. It is hard to believethat my family and Ihave only been here atPine Bluff Arsenal a lit-tle over a month. Weare excited to be here.Our thanks go out tothe community andworkforce for their gen-erous hospitality, warmwelcome, and seamlessintegration into “Amer-ica’s Arsenal”.As I continue my

transition, I have beenvery impressed with thelevel of pride and effortfrom each member ofthe Pine Bluff Arsenalteam. I haven’t metevery member of thisgreat workforce yet, butI’m looking forward tomeeting each of you.This will take some

time but it is importantto me. The people ofthis great Arsenal arethe fabric which holdsit together, and it is thatteam of people that isessential in making usflexible and responsive

to the ever changing re-quirements of the war-fighter.We must continue to

build, rebuild, andmaintain positive rela-tionships with our keycustomers and stake-holders – internally aswell as outside of theArsenal.It takes a total team

effort to generate rev-enue, keep expensesdown, and prepare toperform new work. Itwill take everyone’shelp in the next twoyears, as we focus onthe future of the Arse-nal.I come from a small

town in Georgia, so I’mpretty accustomed tothe close-knit, small-

town community lifeoutside our installationgates. I see great sup-port for the installationin the local communitywith the formation ofthe newMilitary AffairsAdvisory Committee.From talking to thelocal elected officials,White Hall and PineBluff have always beenpublicly and deeplysupportive of the Arse-nal. We welcome thisdedicated effort andfocus on PBA and theArmy’s mission.In the short time I

have been here, the Ar-senal leadership hasbeen able to meet withseveral potential part-ners. These meetingswent well, and could

potentially lead to somegreat collaborations inthe future. We are veryoptimistic about thepossible outcomes.As we move into Au-

gust, the weather con-tinues to stay hot andhumid. Some weeks areworse than others whenit comes to the heat.The alert levels that aresent out have beenreaching critical levelsnear or close to noondaily.Please stay mindful

of the daily weatherand heat index updatesand plan accordingly.Take scheduled breaks,stay hydrated and limitoutdoor work duringthe hot times of the day

to prevent heat-relatedinjury. Please watch outfor your teammatesduring this time.My family and I are

thrilled to be joiningthe Arsenal team. Wethank you for all thatyou have done, and allthat you continue to doin support of this greatnation, joint war-fight-ers, and the Arsenal’sfuture.Over the next two

AR 360-1 is the regulation that governs the re-lease of public information. This includes what to release and how to re-

lease it to the public, non-releasable subjects, anditems that need to be cleared through public af-fairs channels prior to release.The Public Affairs Program is the overall re-

sponsibility of the Arsenal commander. Only the commanders and their designated

representatives are authorized to speak for thePine Bluff Arsenal.

The PAO acts as the liaison between the mediaand the installation. However, employees are en-couraged to speak to civilian professional groupson matters in which the individual has personalknowledge and expertise. This needs to be coordinated through the Pub-

lic Affairs Office. They shouldn’t comment on mil-itary matters that are beyond their knowledge andexperience. Obviously, classified information won’t be dis-

cussed at all.

tumors are complications that Lynne deals withevery day. “Because of the tumors, I have limiteduse of my left arm,” Lynne said. “I have weakness

in my legs. There's fatigue because my immunesystem has taken such a big hit from the cancerand the cancer treatments. I get sick all the time.There might be a day that I can be at home andresting and I'll try to make the best of it. I'll wakeup, fix breakfast and eat, and that takes a whilebecause of my physical limitations, but also be-cause of my first tumor that was in my face.”Having been helped by Social Security, Lynne

tries to help others. “I'm also helping people whohave issues learn to cope with them, because theysee in me someone as a role model, essentially.Life without Social Security benefits, it's a horrorstory, because I imagine myself on the streets.”The disability benefits Lynne receives are a cru-

to both the Horne andBauld families thismorning. We talkedabout the National An-them and what itmeans to those in uni-form,” he said, as heconducted a brief his-tory lesson of the an-them and why it waswritten. “For the past241 years, men likeyour father (Col.Horne), Col. Bauld andyour grandfather andgreat-grandfather haveanswered the call.”During his speech,

Dix recognized the ef-forts of our Veterans,especially the VietnamVeterans, which arebeing honored for theirservice this year. “Onbehalf of the Presidentof the United States, wewant to say thank youfor your service andeverything you havedone for our great na-tion,” he said.Of the Arsenal, the

general said that theworkforce’s extraordi-nary contributions toour nation andwarfighters are unpar-alleled.

“It is your everydaylabor that permits ourwarfighters to be suc-cessful. Your dedicatedsupport is immeasura-ble and we greatly ap-preciate it,” said Dix.“Today we not onlyhonor the remarkableinstallation but espe-cially its departingcommander, Col. Horne is a gradu-ate of the ChemicalOfficer Basic Course,the Chemical CaptainsCareer Course, theCombined Arms Serv-ices Staff School, theCommand and GeneralStaff Officers Course,and the Air War Col-lege. acronym for “Quality Assurance Specialist, Am-munition Surveillance.” The QASAS program, es-tablished March 22, 1920, is the first and oldestFederal Civilian Career. QASAS are known in theArmy system as 1910 Quality Assurance but wefall under the Career Program 20 guidance (thatis what separates us from traditional QA posi-tions). Prior to gaining the GS 11 Journeyman level,

QASAS interns complete one year of classroominstruction at the Defense Ammunition Center(DAC) in McAlester, Okla., and one year of fieldinstruction at one of the six major depots/activi-ties/arsenals. The intern learns the Army Ammu-nition system fromthe ground up. Re-gardless of his/herpast experienceeveryone starts outon the ground flooras a GS 7. QASAS are the

only personnel au-thorized by regula-tion to inspect,determine service-ability, and classifya m m u n i t i o n .QASAS are part ofa mandatory mobility program because we gowhere the Army needs us - to include active com-bat theaters. QASAS have deployed everywhere the Army

has deployed since World War II. The QASASprogram has had up to 60 careerists deployed inthree different threat zones at one time. Our cus-tomer is the Soldier and it is our duty to providethe warfighter with the best quality and most re-liable ammunition possible and we ensure thatthe ammunition is ready, lethal, and reliable. Whether stationed at one of the big six instal-

lations or located at a post, camp, or station, aQASAS duties may vary, but the core of ammuni-tion inspection, HAZMAT transportation, and ex-plosive safety is always there. QASAS personnelare subject matter experts for the commander ofthat installation. They develop, manage and execute the Com-

mander’s Ammunition Surveillance program. Asa QASAS, personnel must be willing to get theirhands dirty in the field but also be able to openthe books. There is no wiggle room when it comesto ensuring that ammunition is managed andhandled safely and properly.Personnel who like to move every three to five

part of the initial ac-countability operationspanned more than240 years and 29 ceme-teries on 19 garrisons.The IMCOM CemeteryOperations team willnow move from ac-countability to sustain-ment operations.“This work honors

all those who rest in anIMCOM cemetery, aswell as the spouses andfamilies left behind,”said Gregory Kuhr, theDirector of G4, Facili-ties and Logistics forIMCOM.“Visitors now know

their loved ones aretreated with dignityand respect and are in

an environment befit-ting of their sacrifice,”Kuhr continued.Based on the success

of the Arlington Na-tional Cemeterygravesite accountabilityinitiative in 2012, thenSecretary of the ArmyJohn M. McHugh di-rected all Army land-holding commands toperform the same 100percent accountabilitymission, and directedthem to bring and sus-tain cemetery opera-tions to new standardlevels.IMCOM responded

by creating a cemeteryoperations team thatincluded Geospatial In-formation System spe-cialists who travelled toeach cemetery and cre-ated digital maps withgrave marker photosand meta-data in a cen-tralized database.The paper records of

interment for each ofthe more than 43,000deceased were thenscanned and uploadedto the database, andmatched to their corre-sponding grave sites.“The key to the ac-

countability mission isthe quality assurance,quality control processthat ensures every plotis reviewed for accu-racy,” said Mr. PeterKendrick, IMCOM’sCemetery OperationsProject Manager.“IMCOM analysts

reviewed 100% of thecases—one case pergrave plot—to confirmthe accuracy of the dig-ital records,” Kendricksaid.The team leveraged

technology by develop-ing a knowledge man-agement tool called theIMCOM Wiki Ceme-tery Library that al-lowed cemeterypersonnel to quicklynavigate through largeamounts of informationand compile cemeteryinformation into onecomprehensive data-base.“The database is easy

to access and easy touse,” Kendrick said,“Easier access to filesand documents meantless time spent search-ing for information.”“This system is ex-

pected to be used by the

Army National MilitaryCemeteries office as abest practice for theArmy, DoD and Federalagencies to use enter-prise-wide,” Kendricksaid.Now that the ac-

countability is com-plete, the IMCOMCemetery Operations

office will focus on sus-taining the process withupdates for each newinterment, and enhanc-ing the system to allowpublic access.The goal is to create

a robust, online data-base that will allowpublic viewing of notonly interment infor-

mation, but of thecemeteries and gravemarkers themselves,through the internet orsmart phone utilities.“Ultimately, we hope

Many people are exposed to heaton the job, outdoors or in hot indoorenvironments. Operations involvinghigh air temperatures, radiant heatsources, high humidity, direct physi-cal contact with hot objects, or stren-uous physical activities have a highpotential for causing heat-related ill-ness. Workplaces with these condi-tions may include iron and steelfoundries, nonferrous foundries,brick-firing and ceramic plants, glassproducts facilities, rubber productsfactories, electrical utilities (particu-larly boiler rooms), bakeries, confec-tioneries, commercial kitchens,laundries, food canneries, chemicalplants, mining sites, smelters, andsteam tunnels.

Outdoor operations conducted inhot weather and direct sun, such asfarm work, construction, oil and gaswell operations, asbestos removal,landscaping, emergency responseoperations, and hazardous waste siteactivities, also increase the risk ofheat-related illness in exposed work-ers.

Every year, thousands of workersbecome sick from occupational heatexposure, and some even die. Theseillnesses and deaths are preventable.

When a person works in a hot en-vironment, the body must get rid ofexcess heat to maintain a stable in-ternal temperature. It does thismainly through circulating blood tothe skin and through sweating.

When the air temperature is closeto or warmer than normal body tem-perature, cooling of the body be-comes more di8cult. Bloodcirculated to the skin cannot lose itsheat.

Sweating then becomes the mainway the body cools o9. But sweatingis e9ective only if the humidity levelis low enough to allow evaporation,and if the fluids and salts that arelost are adequately replaced.

If the body cannot get rid of excessheat, it will store it. When this hap-pens, the body's core temperaturerises and the heart rate increases. Asthe body continues to store heat, the

person begins to lose concentrationand has di8culty focusing on a task,may become irritable or sick, andoften loses the desire to drink. Thenext stage is most often fainting andeven death if the person is not cooleddown.

Excessive exposure to heat cancause a range of heat-related ill-nesses, from heat rash and heatcramps to heat exhaustion and heatstroke. Heat stroke can result indeath and requires immediate med-ical attention.

Exposure to heat can also increasethe risk of injuries because of sweatypalms, fogged-up safety glasses,dizziness, and burns from hot sur-faces or steam.

Workers exposed to hot indoorenvironments or hot and humid con-ditions outdoors are at risk of heat-related illness, especially those doingheavy work tasks or using bulky ornon-breathable protective clothingand equipment. Some workersmight be at greater risk than othersif they have not built up a toleranceto hot conditions, or if they have cer-tain health conditions. The tablebelow shows some environmentaland job-specific factors that increasethe risk of heat-related illness.

Workers who are suddenly ex-posed to working in a hot environ-ment face additional, but generallyavoidable hazards to their safety andhealth. New workers and those re-turning from time away are espe-cially vulnerable.

That's why it is important to pre-pare for the heat: educate workersabout the dangers of heat, and accli-matize workers by gradually increas-ing the workload or providing morefrequent breaks to help new workersand those returning to a job aftertime away build up a tolerance forhot conditions.

Employers should include theseprevention steps in worksite trainingand plans. Also, it’s important toknow and look out for the symptomsof heat-related illness in yourself andothers during hot weather. Plan foran emergency and know what to do— acting quickly can save lives!
