MarchThe stakeholdersand advisors of the NewLight of Myanmar held ameeting on Thursday todiscuss pressing issues re-lated to the Ministry of In-formations joint-venturepartnership with a privateinvestor slated to begin op-

Ye Htut said at the meet-ing. How to nance suchan ambitious project andhow much money will beoffered to highly-skilledstaff has not been decid-ed yet in detail, with theeditorial staff voicingconcern on how to keepthe newspaper going withthe lack of manpower,

resources and nances.Basic equipment such ascameras and telephoneshave not yet been pro-vided, with the monthlysalaries for editorial staffwell below market aver-age. Journalistic traininghas only been given spo-radically due to the timeconstraint during dailyoperations.

The lack of transpar-ency and communicationamong the stakeholdersand the multitude of par-ties involved has also led

    to a series of complica-tions.(See page 3)

Half of population over 40 suffers from hypertension dueto unhealthy habits and stress By Aye Min Soe

Hypertension amongpeople over 40 is growingat an alarming rate, withthe current estimate of mid-dle-aged and elderly peoplesuffering from high bloodpressure standing at 50 per-cent of the population, of -cials said Thursday.

The main causes of hy-pertension in rural areas inMyanmar are a salty diet, betel nut, alcohol and nico-tin consumption as well asthe daily struggle to makea living, according to DrKyaw Myo Naing, a doc-

tor of the station hospitalin the village of Taung Nyoin the western part of NayPyi Taw. Obesity and gen-eral stress also play a majorrole, he said.

When I arrived hereeight months ago, I real-ly wished I could provideaffordable blood pressuremonitors to every familyin this village because thenumber of hypertensionpatients is very high in thisvillage. Each family shouldhave equipmentto monitorblood pressure, said one

of the young doctors, whowas posted to the stationhospital of TaungNyo Vil-

    lage-tract, and has to treatpatients from 26 villages,with a population of around25,000.

Hypertension has be-come a common diseaseamong the non-communi-cable diseases in rural are-as, and should prompt peo-ple to change their habits.

We all should changeour daily eating habits andlifestyles as soon as possi-ble because hypertensionis seriously threatening ourhealth, said Dr Hla MyaThway Eindar, Deputy

Director of the Health De-partment of the Ministry ofHealth.

She was present asabout 60 of the villagershad their blood pressuretaken as part of a healthcare campaign, jointlyconducted the Ministry ofHealth and Japan-basedcompany Omron, whichdonated 200 Omron digi-tal blood pressure monitorson Thursday to the HealthMinistry in Taung Nyo Vil-lage.

    According to Dar

Hla Mya Thway Eindar, amember of a medical teamwhich is providing mo-

bile health care servicesto over 2,000 villages inthe Nay Pyi Taw CouncilArea, consumption of saltydry sh, mixed edible oiland alcohol were the maincauses of hypertension. Ac-cording to the discussionon eating and lifestyle hab-its, which was attended by60 people from Taung NyoVillage, children as youngas ten are drinking toddy, with women chewing betel

nuts with tobacco and alsoincreasingly relying on oth-er unhealthy means to dealwith the stress of daily life.

There is this wrongassumption by villagersthat hypertension simplyoccurs as a symptom of amajor disease, the doctorsaid.

According to Win ZawOo, 31, who also receivedblood pressure monitor-ing, villagers tend to go to

hospitals only if they sufferfrom a serious illness thataffects their mobility.

Now, at least somevillagers here understandthat they should monitortheir blood pressure fre-quently, but only over halfof them said they will go toa station hospital to moni-tor their blood pressure, be-cause we all are strugglingto make ends meet, WinZaw Oo said.

erations in the next months, with the advisors voicingconcern about the lack of

nances, resources andtransparency to guarantee asmooth transition.

The joint venture be-tween the Myanmar-borninvestor who will own 49percent, and the Ministry

of Information which willown the remaining 51 per-cent, has prompted wor-rying questions not onlyon how to improve thecontent and quality of thedaily but how to remainat least on the same levelduring the transition peri-od, as the majority of staff

have announced they willleave the paper before thestart of the joint venture. The NLM will relocatefrom Nay Pyi Taw to Yan-gon where a new printingpress is being built, withthe move currently organ-ized by the private stake-holder.

The CEO of the NLMMr. Nitobesent by theJapanese news agencyKyodo News headquar-tered in Tokyo, whichsupports the daily withadvice and equipment said at the meeting that,a bureau should be es-tablished in Nay Pyi Tawto gather breaking gov-

ernment news, stressingthat pressing topics suchas human right abuses andenvironmental destructionshould be featured in thedaily in the future.

The NLM currently re-lies heavily on translationsfrom the Myanmar NewsAgency, with internationalnews taking up most of thepaper. In future, the dailyshould act as the windowto Myanmar based onthe concept of The StraitsTimes, with the target read-ership foreign diplomats,

businessmen and otherdecision makers, DeputyMinister for Information U

Japan, N Korea to restart govt dialogue at earlyS HENYANG , 20 March

Japanese and North Koreandiplomats have agreed towork toward the resumptionof formal intergovernmentaltalks for the rst time sinceNovember 2012 as soon aspossible, a Japanese of cialsaid on Thursday.

The agreement wasreached during informaltalks between the diplomatson the sidelines of a two-daymeeting of the two coun-tries Red Cross societies inthe northeastern Chinese city

    Shenyang, according to the

of cial, who spoke on con -dition of anonymity.

The Red Cross meet-ing just ended. The informaltalks on Wednesday andThursday between KeiichiOno, director of the North-east Asia Division of theJapanese Foreign Ministry, and Ryu Song Il, chief ofthe Japanese affairs sectionat the North Korean ForeignMinistry, were sincere andconstructive the of cialsaid.

    Formal intergovern-

    mental negotiations between

Japan and North Korea weresuspended in the wake ofPyongyangs launch in De-cember 2012 of what it sayswas a satellite. Other coun-tries condemned the launchas a covert test of long-rangemissile technology in viola-tion of UN Security Councilresolutions.

If government-to-gov-ernment negotiations wereresumed, they would likelybe at a director-general level. The issue of Japanese na-tionals North Korean agents

    abducted in the 1970s and

1980s would be a majoragenda item for the two gov-ernments.

For Japan, the abduc-tion issue remains a majorobstacle to normalizing bi-lateral relations with NorthKorea.

The agreement betweenthe diplomats in the Chinesecity was made after the par-ents of a Japanese womanwho was abducted by NorthKorea more than three dec-ades ago were able to seetheir granddaughter for the

Four men were foundguilty on Thursday of thegang-rape of a photojour-nalist last year in Mum-bai, an attack that sparkedstreet protests in the cityand raised fresh questionsabout attitudes to womenin the worlds largest de-mocracy.

Womens safety in In-dia has been under the spot-light since the gang-rapeand murder of a studenton a bus in Delhi in 2012,which provoked nation-wide protests and the intro-duction of tougher sexualassault laws, yet an ongo-ing stream of high-pro leattacks has raised concernsthat little has changed.

UNSGS message onThe International Day of

    Forests21 March 2014

Forests are the lungs of our planet. They cover one-third of all land area, and are home to 80 per cent ofterrestrial biodiversity. They are crucial for addressinga multitude of sustainable development imperatives, from poverty eradication to food security, from mitigat-ing and adapting to climate change to reducing disasterrisk.

It is estimated that 1.6 billion people depend onforests for food, fuel, shelter and income. The WorldHealth Organization estimates that between 65 and 80per cent of people rely on medicines derived from for-ests as their primary form of health care.

Not only do forests provide essential econom-ic safety nets for a signi cant number of the worldspoor, they underpin economies at all levels. Roundwood production, wood processing and the pulp andpaper industries account for nearly 1 per cent of globalGross Domestic Product. Non-monetary bene ts fromforests, such as water, energy, shelter and medicine, areestimated to be two to three times as great. Forestedcatchments supply three-quarters of freshwater, whichis essential for agriculture, industry, energy supply anddomestic use.

The International Day of Forests is dedicated toraising awareness about the importance of all typesof forests and trees to our economic, social, envi-ronmental and cultural well-being. However aware-ness must be coupled with concrete action. As wedeliberate on the post-2015 development agenda, letus acknowledge the vital role of forests and pledgeto work together to protect and sustainably managethese vital ecosystems.

V IENNA , 20 March Iran and world powerslocked horns on Wednesdayover the future of a plannedIranian nuclear reactor that

could yield plutonium forbombs as the United Stateswarned hard work will beneeded to overcome differ-ences when the sides recon-vene in April.

The meeting in Viennawas the second in a seriesthat the six nations theUnited States, China, Rus-sia, Germany, France, Brit-ain hope will produce averi able settlement on thescope of Irans nuclear pro -gramme, ensuring it is ori-ented to peaceful ends only, and put to rest the risk of anew Middle East war.

This week the two sidesendeavored to iron out theirpositions on two of the thorn-iest issues: the level of urani-um enrichment conducted inIran, and its Arak heavy-wa-ter reactor that the West seesas a possible source of pluto-nium for bombs.

They appeared to reachno agreements and said onlythat they would meet again

on 7-9 April, also in theAustrian capital. However,

Teherans foreign ministervoiced optimism that their20 July deadline for a nalagreement was within reach.

The broad goal is totranscend ingrained mutualmistrust and give the Westcon dence that Iran will notbe able to produce atom-ic bombs while Teheran in return would winfull relief from economic

    sanctions hamstringing theOPEC states economy.

Iran denies that its de-clared civilian atomic energyprogramme is a front for de-veloping the means to makenuclear weapons, but its re-strictions on UN inspectionsand Western intelligenceabout bomb-relevant re-search have raised concerns. We had substantive anduseful discussions, coveringa set of issues, including en-

richment, the Arak reactor, civil nuclear cooperation and

sanctions, European Unionforeign policy chief Cath-erine Ashton told reportersafter the two-day session. The United States has calledon Iran to scrap or radicallyalter the as yet-uncompletedreactor, but Teheran has sofar rejected that idea whilehinting it could modify theplant.

The Regions and States with no access or lit-tle access to electricity are Rakhine State, ShanState (east), Taninthayi Region, Chin State, NagaSelf-Administered Zone, Sagaing Region (North)

and Kachin State (North). These regions areforced to pay the higher fees of private compa-nies. With the new move, power for those peoplewill become more affordable.

With the rise of power bills, more moneywill fow in to build power grids which will beinstalled in the regions with no such facilities.Better power supply will lead to a higher so-

In Nyaung Yan Dy-nasty [1599-1752 A.D]of Myanmar dynastichistory, teak wood giltmonasteries bearing thename Bakaya werebuilt. During the reignof King Nyaung Yan[1599-1605 A.D] whoassumed the regnal titleof Siha Thura MahaDhamma Raja, therewere four Mon monksresiding at his CapitalInwa. They were (1)Ba Mei (2) Ba Tamaw(3) Ba Myaik and (4) BaKaya. Because of theirlearnedness in Tipitakaand all Buddhist litera-tures as well as their vastknowledge of secular

subjects such as astrol-ogy, astronomy, vedas, alchemy, metreology, herbal medicines and oc-cult sciences, they weremuch revered, respectedand consulted. They be-came raja guru monksand mentors. The kingbuilt for each monk, ateak gilt monastery ofa large size, where hismen were sent to learnfrom the guru monks allarts and sciences. Suc-cessive Kings continued

to provide royal patron-age and support to suc-cessive head monks ofthese monasteries.

During the reign ofKing Singu [1776-1782A.D] of the Konbaungdynasty [1782-1885A.D] Lord of MagwayTown the Interior Min-ister built a teak woodBakaya monastery wasbuilt in Inwa, the thenCapital. Bakaya Monasterytal a vast monastic circleof Maha Vijiyarama Taikwas founded. In that cir-cle a large teak wood giltmonastery was built forhis guru Monk of Inwa. The monastery was namedMaha Waiyan Bontha[Great Building like thePalace of Saka Deva inCelestial Kingdom]. It is this secondBakaya Monastery whichnow was reconstructedon its original site and inaccordance with its orig-inal design and structurethat attracts visitors athome and abroad. The en-tire building is one of thewood architectural won-ders of the time.

cost of labour for theconstruction of the mainmonastery was over hun-dred and twenty thousandKyats in pure silver.

During the reign ofKing Mindon [1853-1878A.D] this Second Bakaya

Monastery was destroyedby re in 1866 A.D. Onlyeight staircases of brickand plaster remained assurviving remnants. Grad-ually the entire site wasswallowed by wild vege-tations.

In 1951, Mya TheinDan Sayadaw monk Ash-in Nyanutara cleared thegreen overgrown monas-tic precinct and built atwo-storey brick buildingin which he depositedover 500 Buddha images

and statues and 5000 setsof palm leaf manuscriptscollected from aroundMandalay and all over thecountry.

In 1993, the Govern-ment decided to recon-struct the second BakayaMonastery on the originalmodel. Luckily the pictureand the ground plan of theoriginal were found in the

frescoes of Maha ThetKya Yantti Pagoda Tem-ple commonly known asTaung Tha Man KyaukTaw Gyi [The Sagyinmarble Buddha Imagesheltered in the Templebuilt on the bank of the

natural Lake called TaungTha Man at Amarapura.Based upon these pictori-al records, the reconstruc-tion was begun on the 5 th

day of February 1993 byMyanmar traditional ar-chitects and engineerswith guidance of AuvadaCariya Sayadaw Monks.Within three years thereconstruction was com-pleted. This new structurewas a happy blend of teakwood, Sagyin marble, brick and plaster.

No monk resides inthe reconstructed build-ing. The principal hallhas been converted intoa museum and library, the former occupying theupper oor and the lat -ter the ground oor. Forresearchers and scholarsof Myanmar tradition-al architecture, Buddhisticonography, Tripitaka,

In the latest glitch, plant operator Tokyo Elec-tric Power Co said onTuesday that one of thethree ALPS lines was notremoving radioactive sub-stances to the level it shouldachieve.

A treated water sam-ple extracted on Mondaycontained around 10 mil-lion becquerels per lit-er of beta ray-emitting

radioactive substances, such as strontium. Usuallythe radiation level is said todrop to around several hun-dred becquerels.

The 21 tanks keepabout 15,000 tons of water,so workers may have to putthem through the systemagain to reduce their radia-tion level, TEPCO said.

The amount isincreasing daily becausegroundwater is seeping intoreactor buildings and mix-ing with water used to coolthree reactors that melteddown during the nuclearcrisis that began in March2011.
