European Union has pro-posed a time and place for
further talks on Irans nuclearprogramme, but Iran has yet
to respond, an EU spokes-man said on Friday.
Iran said earlier on Fri-day it had agreed to resume
talks in January with six ma-jor powersrepresented bythe EUbut the EU spokes-
man said Tehran had not yetreplied to proposals made on31 December.
We offered dates and avenue, but we are still wait-ing to hear back from Iran,
said Michael Mann, spokes-man for EU foreign affairs

France, Britain, Germanyand China.
Mann declined to saywhich dates and venue theEU had proposed.
The countries involved

workwhich Teheran saysis for peaceful purposes onlybut which produces material
which, if processed further, can be used to make nuclearbombs.
There was no break-through in three rounds of

Obama to name Hagel as
Defence Secretary
Senator Chuck Hagel
Washington, 5 Jan
US President Barack Obamais expected to name former
senator Chuck Hagel to serveas his next Defence Secre-tary, and the announcementcould come early next week,
US reports said on Friday.Media outlets such as
CNN, Foreign Policy maga-
zine, all quoted governmentsources as saying the an-
nouncement could come onMonday or Tuesday. White
House ofcials would notconrm the reports.
Hagels name has been
oated as a potential Defencenominee last month, but wasmet with resistance frompro-Israel groups. Several
Republican senators havealso voiced their opposition.Hagel has made comments
that the Jewish lobby in-timidated people in Wash-ington, and has expressed
willingness to engage dip-lomatically with Hamas andIran.
Hagel was also facedwith criticism from gayrights groups over comments
he made in 1998 about agay ambassadorial nominee.
Hagel apologized for thosecomments. Obama defendedHagel in an interview last
week, saying there was noth-ing that disqualied Hagelfrom being selected.
Hagel, 66, is a moderateRepublican. He served fortwo terms from 1997 to 2009
as senator for Nebraska, andis now chairperson for Presi-
dents Intelligence AdvisoryBoard. Other contenders forthe Pentagon post were said
to be Michele Flournoy, for-mer defence undersecretaryfor policy, and Ashton Cart-

Italys Monti unveils alliance, rules out minister role
rome, 5 Jan ItalianPrime Minister Mario Montion Friday unveiled the alli-ance he will lead into Febru-
arys parliamentary electionand said he was unlikely toagree to serve as a minister
in another premiers cabinetafter the vote.
The 69-year-old former
European commissioner, who replaced Silvio Ber-lusconi as prime minister in
November 2011 when Italywas scrambling to avert a -nancial crisis, announced last
week that he would run for asecond term. Monti said onFriday the grouping would
be called With Monti forItaly, whose logo is a circu-lar symbol with the colours
of the Italian ag and his sur-name in the centre.
I hope that (the newalliance) helps improve poli-tics, and that it renews the
interest of those Italians whohad turned their back on poli-tics, involving them actively
again in public affairs,Monti said.
Opinion surveys haveshown that up to 50 percent
of the electorate plan to ab-stain or are undecided in the24-25 February election that
is a three-way battle betweenrightist Berlusconi, Montiand centre-left frontrunner
Pier Luigi Bersani.Focusing the campaign
strongly around Monti could
be a risky tactic, with his pop-ularity dented by the toughtax hikes and spending cuts
he has introduced over thepast 13 months. Roughly 60percent of Italians are against
the idea of him standing for asecond term, polls show.
A poll by the Tecne re-
search institute released onSkyTG24 on Friday showed
that Montis grouping wouldlikely attract slightly morethan 12 percent of the vote.
Monti, who wants toform a broad coalition ofpro-Europe, pro-reform par-
ties after the election, said onFriday that his goal was tocontinue as prime minister, and he was unlikely to ac-
cept a job in someone elsescabinet.
When asked if he would
consider being, for example, the economy minister underanother prime minister, he
told La 7 television channel:
I believe not.I do not think I would
have the motivation to com-mit myself to serve a govern-
ment that did not agree withme on at least 98 percent ofpolicy, he said.
He told La 7 he wouldbe open to a three-way tele-vision debate with Berlusco-
ni and Bersani.Reuters

While appraising thecountrys collective achieve-ments over the past four

Ghanaians of the hard workthat lay ahead of them.
He therefore admon-

as afrming our status as aPan African giant, remain farfrom nished, he said. Pres-

ing that success would onlycome in their shared respon-sibility to work towards the
achievement of these goals.Mahama also recalled
the latest economic achieve-
ments of the nation, particu-larly in prudent scal andmacro-economic manage-
ment. Through hard work
and implementation of pru-
dent scal and monetarypolicies, we were able, over
the last four years, to sta-bilize the macro-economicenvironment. This resulted
in remarkable acceleration ofour growth, said Mahama, against the backdrop of the
distressed economy the NDCgovernment inherited in Jan-
uary 2009.A year after commer-
cial oil production, Ghanas
economic growth in 2011 hit14.4 percent and got toutedby the World Bank as one of

Novells board must face investor suit over Attachmate saleWilmington, (Dela-

sonably conceivable claimthat the directors acted in badfaith based on their unex-plained, extremely favorabletreatment of Attachmate,Delaware Court of ChanceryJudge John Noble wrote in a50-page opinion. His rulingon Wednesday will allow thecase to proceed.
Novells board agreedin November 2010 to sellthe company to Seattle-based software rm Attach-mate for $6.10 per share. Aspart of the deal, Novell alsoagreed to sell a collectionof patents to a group led byMicrosoft Corp for $450million. Novell sharehold-
ers, led by pension funds forOklahoma reghters andLouisiana police, sued andalleged that the board didnot allow another potentialbuyer, which initially hadthe higher bid, to partnerwith others as Attachmatedid. Attachmate was alsotold of the simultaneous
patent sale, while the otherbidder was not.
Bret Fitzgerald, aspokesman for Novell, whichis based in Waltham, Mas-sachusetts, did not imme-diately respond to a requestfor comment. Judge Noblerefused the directors requestfor an early dismissal, and
the case will now proceedto trial where the defendantscan present evidence and tes-timony to counter the plain-tiffs claims. Many investorlawsuits settle after survivinga motion to dismiss.
However, Noble diddismiss claims against At-tachmate and Elliott Asso-

Group aims to challengeSamsung Electronics Co Ltdto become the No 1 smart-phone vendor in the Chinesemarket this year, accordingto the companys chief ex-ecutive ofcer. Innovation, strong distribution channelsand effective operations havebeen the key factors that helpLenovo smartphones standout, said Yang Yuanqing, chairman and chief execu-

Zhongguancun technologyhub in 1984, Lenovo hasbecome a personal com-puter giant, competing withrivals including Hewlett-Packard Co and Dell Inc,and extending its reach tothe smartphone market. Le-novo was Chinas second-largest smartphone vendorby shipment in the third

Specic market sharegures from local researchrm Analysys Internationalshowed Lenovos sharerose to 14.2 percent in thethird quarter, from 4.8 per-cent a year ago.
Lenovo does not want
to be the second player ... wewant to be the best, Yangtold China Daily, addingthat he hopes the companywill gain the top position inChinas smartphone marketthis year. Lenovo has thecondence to outperformSamsung and Apple, at leastin the Chinese market, hesaid. Yang said Lenovo haslong been dedicated to themobile phone business. Asearly as 2002, it started re-
search and developmentwork on mobiles. It was therst company to offer smart-phones and tablet comput-ers in the Chinese mainlandmarket, launching Le-Phone,a smartphone model, veyears ago.
IDC analysts said Le-novos rise is largely dueto aggressive ramping-upand improvements in chan-nel partnerships. Comparedwith Apple, which launches
one smartphone model an-nually on average, Lenovointroduced 46 smartphonemodels, covering all priceranges, to the Chinese marketin 2012. It also invested 5 bil-lion yuan ($793.5 million) inWuhan, the capital of HubeiProvince, to build a manu-facturing base with a produc-tion capacity of 30 millionto 40 million smartphones ayear. While Huawei has boostedsales and gained marketshare in Europe, Africaand Asia, it ran into a few

national security and cyberespionage concerns.
Slower telecom spendingstemming from a weak

Racial gaps in access to robotic prostate surgerynew YorK, 5 Jan
Minority and Medicaidcancer patients are less
likely to have their prostatesremoved at hospitals that
use robot-assisted surgery, according to a new study thatstops short of suggesting the
robotic technique representsbetter care. People who arepoor - frequently Hispanic,African American or black,
and Medicaid patients -- tendto get what is consideredto be less high-quality carethan those who are middleclass and wealthy, said DrOtis Brawley, chief medicaland scientic ofcer of the
American Cancer Society.
But Brawley, who
wasnt involved in the new
study, also said there is noevidence that removing a
prostate with a robot is betterthan the old-fashioned way,
with open surgery thatrequires an incision acrossa mans stomach. Thoseare two of several treatmentoptions available for prostate
cancer, including radiation aswell as active surveillance, also known as watchful
waiting. The American
Cancer Society estimatesapproximately 250,000 menwere diagnosed with prostatecancer in 2012, and about28,000 died from it.
Despite a lack ofevidence showing its
superiority, robot-assistedprostate removal has become
the predominant method
since being approved bythe US Food and DrugAdministration in 2000,
according to the researchers, led by Dr Simon Kim at theMayo Clinic in Rochester,Minnesota.
Robotic surgical toolsallow doctors to operatethrough small incisionswith the aid of a tiny video
camera, an approach thatis considered less invasive
but also tends to be moreexpensive. Kim and his
colleagues write in TheJournal of Urology thatevidence does exist to
show that black patients arealready less likely to getradiation or to have their
prostates removed, but thereis less data on whether theyand other minorities have
equal access to robot-assistedprostate removal.
For the study, Kimsgroup used two nationaldatabases to compare thedifferences between the
approximately 20,500cancer patients who hadtheir prostates removed athospitals offering robotic
surgery, and the 9,500 who
had their surgery at hospitalswithout robots between 2006and 2008.

Competition affects who gets
a liver tr ansplantnew YorK, 5 Jan
More competition betweenmedical centres that performliver transplants may mean
sicker patients get lower-quality donor organs, a newanalysis suggests.
When more than onecentre has patients on thesame donor list, the centreshave an incentive to get
organs for as many of their
own patients as possible,researchers explained.
So doctors are morelikely to take the rstavailable organ when their
patient is at the top of the
transplant list whether or
not that pairing has the bestchance to succeed ratherthan risk the organ will go toanother centre.
There is the questionwhether competitiondecreases the ability of a
centre to better match donorand recipient characteristics,Dr John Paul Roberts from
the University of California,
San Francisco and hiscolleagues wrote.
They analyzed dataon more than 38,000liver recipients who hadtransplants from non-living
donors between 2003 and2009.The transplants were
done at 112 medical centresin 47 so-called distributionareas some that were
covered by only one centre
and some that fed organs tomultiple transplant centres.Roberts and his
colleagues found clinicallyimportant differences
showing patients whoreceived organs were initiallyworse off, with a higher risk
of dying or having theirtransplant fail, in areas that
had more medical centresin competition for the same
organs.For example, 10 percent
of patients who received
organs at centres with nocompetition had the worstscores for liver disease
severity pre-transplant,compared to more than 28percent of those in the high-
competition distributionareas.
Areas with high
competition also transplantedmore organs that wereconsidered at higher riskof failing, according to the
new ndings published
in the journal LiverTransplantation.
lthough that might not bethe best way of distributing
organs on a society-widescale, it could be considered
a plus for the people whootherwise wouldnt get anorgan or for livers that would
otherwise be considered toolow quality and be discarded.

More regions to reform migrant education
systemBeijing, 5 JanMore
Chinese Provinces and mu-nicipalities have announcededucation reforms that wouldallow children of migrantworkers to enter senior highschools and sit college en-trance exams locally.
Educational authoritiesin Ningxia, Shanxi, Hubei,Sichuan, Gansu, Henan,Shaanxi and Jiangsu an-nounced in recent days theirrespective plans to ensurethat children following their
migrant parents to cities canenjoy the same rights in edu-cation as their urban peers.
The announcementscame after 13 other provinc-
es and municipalities, includ-ing Beijing, Shanghai andGuangdong, published simi-lar plans amid nationwidecries for fairer educationalopportunities for children ofmigrant workers.
China currently hasmore than 250 million mi-grant workers living in cities. An estimated 20 million oftheir children have migratedto the cities, while some 10million are left behind intheir rural hometowns.
Chinas household reg-istration system used to con-ne kids to attending schools
in their home provinces. A2003 regulation amended
this by allowing migrantworkers children to receivethe countrys nine-year com-pulsory education in citieswhere their parents work.
However, children ofmigrant workers continuedto face the problem of havingto return to their hometownsfor further schooling whenthey were about to enter sen-ior high schools or at times ofcollege entrance exams.

The year 2013: A time of
peace and prosperity
We left behind the year 2012 that witnessed aseries of exciting and impr essive reform pr ocesses
producing both the challenges and positive
developments. There were unpleasant events in
the previous year ar ising from misunderstand ing
between the parties concerned who fail to do
something on mature consideration. Whatever
twists and turns and ups and downs we faced in
the last year we hope this New Year will bring
greater peace and pr osperity to Myanmar in all
of its pursuit of genuine democracy.
Although our country has been widely
acknowledged as a mir acle in the tr ansition from
the militar y rule to the par liamentary democracy
among the some nations struggling to reach
democratic goal, internecine strife that inictscasualties on both sides is likely to remain as a
serious obstacle to reaching everlasting peace.
It became apparent to all stakeholders that it
is required to make negotiated political culture
healthy. This culture, in fact, once ourished when
Panglong agreement was reached dur ing the time
of independence struggle.
Now is the time to r evitalize this cultur e for the
success of our dr ive to forge nat ional reconciliation.
Only the negotiation based on mut ual tr ust could
help us atta in our common goal of ensuring peace
and pr osperity. In building trust thr ough it, all
stakeholder s are to desist from employing tactics
in a manner of tit-for-tat to restore balance or
to initially gain advantages before the process. In shaping the promising future through
ongoing reform process, those concerned are to
set aside differences and r espect the aspirat ion for
peace of the popu lation of 60 million. Flexibility of
appr oach, the only way acceptable to all par ties,
is an essential prerequ isite to the countr ys quest
for peace and pr osperity.
The entire people far an d wide the nation, on
their par t, ar e to clearly know what th ey need and
what th ey want. The onus is on all of us wher ever
