Welcome to the 78th New Mexico Association of Counties Annual Conference in Deming, Luna County! The Luna County Annual Conference Committee plans to entertain you with an exciting and fun-filled conference.
We appreciate you taking the time to travel to Deming and encourage everyone to attend our affiliate meetings and engage in discussions on issues facing counties today. We do our best to provide relevant content during our conferences and work very hard to accommodate our members’ needs.
New Mexico State University Dean, Dr. Lowell Catlett, will kick off the conference with his motivational keynote address at Wednesday’s opening session. That evening, the ROADEO event winners will be recognized at the Old Fashioned Carnival. We hope that you will also have some time on your own to enjoy the southwestern lowlands of New Mexico which feature the Pancho Villa State Park and the ruins of “the U.S. Army’s first grease rack.”

NMAC Meetings & Events Policy Individuals may not engage in political activities, nor distribute campaign literature at NMAC sponsored meetings or events. Literature will be removed and those who continue to violate this policy may be asked to leave the event.
Information DeskThe NMAC Information Desk at Deming High School will be open beginning Tuesday, June 17, at 12:00 p.m. Our staff will be available to answer your questions throughout the entire conference. Please visit the Information Desk should you need any information or special assistance.
Name BadgesNMAC requests that as a conference participant, you wear your name badge to all meetings and events. During daytime events, individuals without name badges will be asked to return to the conference registration desk to verify their registration and receive a duplicate name badge. During evening events, participants without their name badges will be asked to return to their hotels to retrieve them in order to attend the event.Guests of attendees may purchase a guest registration and badge at the registration desk for conference events. Guest registrations are not available to non-registrants. A limited number of per event tickets may be available, based on space availability.
NMAC Drink TicketsOur sponsors will be providing drink tickets for NMAC events.
Conversations and Electronic DevicesAs a courtesy to all attendees, we ask that you silence electronic devices and refrain from conversations during all meetings and general sessions.
Consumption of AlcoholNMAC requests that all attendees and guests adhere to the “Alcohol Consumption Policy” of the NMAC Conference Meetings Policies. These policies are available by contacting the NMAC office or downloading from the NMAC website. Alcohol shall be consumed in a responsible

manner. NMAC encourages individuals to use designated drivers or call for a cab when drinking. NMAC provides transportation to and from all events that serve alcohol.The vendor of alcoholic beverages at our events reserves the right and has the responsibility to refuse service when appropriate.
Hospitality suites of any kind are not allowed at NMAC conferences or meetings, whether in a private room or public area. A hospitality suite is defined as a non-sanctioned reception or event at an NMAC conference or gathering at which alcohol is served and which is open to the membership.

Luna County History
Luna County, New Mexico, was created by an act of the New Mexico Legislature and adopted on March 16, 1901. The new county was comprised of the eastern portion of Grant County and the western portion of Doña Ana County. It is said that the impulse to create the county of Luna arose from the intense rivalry between the cities of Deming and Silver City in Grant County. Beginning in 1881, legislation was annually introduced in the Territorial legislature to create a new county and separate the two cities. Logan and Florida were proposed as names for the new county, but when the county was finally created it was named in honor of Solomon Luna, without whose support the effort would not have succeeded.Luna County has a population of 25,095 and shares a 54-mile border with the Republic of Mexico. A large modern International Port of Entry located three miles south of the Luna County Village of Columbus on State Highway 11, provides 24-hour service between the Mexican State of Chihuahua and the U.S. market for a variety of agricultural products. Luna County owns and operates an international livestock import crossing located just west of the Port of Entry where more than 80,000 head of cattle are crossed into the U.S. annually.While copper mining and refining have been a primary source of wealth in the surrounding area for most of the twentieth century, Luna County has a proud and successful heritage in farming and ranching producing chilies, pecans, cotton, melons, sweet onions, and grapes and is home to value-added agricultural product processing plants. Luna County has a place in history as the scene of the last land invasion of the United States when Pancho Villa and his troops crossed the border and looted and burned the Village of Columbus on March 9, 1916. It was from Luna County that General John J. Pershing led the Punitive Expedition into Mexico to hunt for Villa and capture or disperse his band of outlaws.Luna County embraces several mountain ranges including: Cooke's Range, the Floridas and the Tres Hermanas. Luna County's geography makes it an ideal location for production of solar, wind and bio fuel alternative energy.

Local Attractions
City of Deming Walking Tour Dating back to 1881, downtown Deming includes 65 buildings that are recognized for their historic integrity and significance. Five buildings are listed on the National Register of Historic Places.
Deming Luna Mimbres MuseumCompleted in 1916, Deming’s first armory now serves as the Luna County Historical Society.
Pancho Villa State ParkArtifacts and exhibits about the 1916 raid can be found in the Pancho Villa State Park Visitor Center and interpretive museum. Visitors will get a firsthand look at period military vehicles, weapons and a replica "Jenny" biplane.
Rockhound State ParkLocated at the foothills of the Little Florida Mountains, this park offers a campground, spectacular views and close-up encounters with the craggy granite monoliths of the mountain peaks above. Visitors can take up to 15 lbs of rock for their personal collections.
Spring Canyon State ParkVisitors can enjoy a serene beauty and complete sense of isolation. Picnicking facilities are available. Ibex, wild goats originally shipped from Iran, may be encountered.
City of Rock State ParkOver the last 30 million years, rocks here were wind-carved and rain-worn; sculpted into outlandish streets, houses, temples and towers; with some so improbable they could as well be the figments of an exploding dream. Shards of pottery and arrowheads have been found here and continue to be found today. Spanish Conquistadores carved mysterious crosses on the rocks, signs some say, that may point to a long buried treasure.
Local Wineries Deming has two award winning wineries to visit. St Clair Winery is one of the state’s largest, with national distribution of many of their tasty wines. Luna Rossa has a full selection of delicious wines to sample. Both wineries invite visitors to their tasting rooms year round.

Dr. Lowell Catlett
Dr. Lowell Catlett is a Regents Professor and has been Dean of the College of Agricultural, Consumer and Environmental Sciences at New Mexico State University since 2005. He has been a consultant and advisor to the U.S. Departments of Agriculture,
Interior, Labor, Education, Defense and the World Bank, as well as many Fortune 500 companies. He is currently on the Board of Trustees of the International Food Information Council. In 2013, Lowell received the New Mexico Distinguished Public Service Award. His PhD is in Economics from Iowa State University. He and his wife, Joni, share their home in Mesilla, New Mexico, with three dogs, a passel of cats and a barn full of bats.

Linda Calhoun
Town of Red River, Mayor Linda Calhoun was reelected in 2014 for a third term. She has been a member of the New Mexico Municipal League (NMML) Executive Committee for the past three years and currently serves as President Elect. She graduated
from West Texas State University with a B.S. degree in Nursing and has a New Mexico Real Estate license. Calhoun currently works as the Owner/Broker for Calhoun Real Estate and owns and operates Main Street Mercantile. She was also named a Wilderness Hero by the Pew Foundation in Washington D.C. for her involvement with the Columbine Hondo Wilderness Coalition.

Sallie Clark
El Paso County, Colorado Commissioner Sallie Clark was elected Second Vice President of the National Association of Counties (NACo) and is active
in various NACo committees. She was the fourth woman to have been elected to the El Paso County Board of Commissioners and the third woman to have served as board chair.Clark has owned a bed and breakfast since 1986 and previously worked in the medical field. An avid user of social media, she has won numerous awards for excellence in public and community service while serving in many state and local leadership positions including the Colorado Commission on Criminal Justice and co-chair of the Waldo Canyon Fire Recovery Group.
