    2008 LPNM State Convention

    The 2008 LPNM State Convention will be held on the second weekend of April (11-13 April 2at the Radisson Hotel Albuquerque (2500 Carlisle Boulevard NE, Albuquerque NM 87110). page 4 for more information. The Saturday banquet will be an Italian-style buffet, and the Sumorning Die Hard Breakfast will be a traditional-breakfast buffet.

    Website Woes

    On 28 December 2007, the domain name www.lpnm.org expired, so at present, John Pfeand Mike Moss are trying to restore it. At press time, the site can be found at www.libertaparty-nm.org I know that's a bit more to type, so please be patient with the Central Committefar as I've been told, the Forum list that's hosted there is still functioning, despite the server bhit with some sort of virus recently that virus is what's behind the spam you might have b

    getting from the Forum list lately.

    New Mexico Libertyon Google

    New Mexico Liberty will now be available for download as a PDF file from the Google group I'veup for it http://groups.google.com/group/nmliberty as well as the Yahoo! Group. Google wyou read and/or download the document without the sign-in requirement that Yahoo! has.readers who don't like Google, the Yahoo! group will remain in operation as before.

    New Mexico Libertyat Xanga.com

    For the past year, I've been posting the various articles and columns from New Mexico Liberthe Myspace page I set up last year for the newsletter www.myspace.com/nmliberty. I had up so that readers could post their comments directly to the article in question, as well as bable to update articles and notices that run past one month's duration, and post clickable linthe article. I've got about fifty Friends there, and have posted the URLs for the articles there

    few Myspace groups. To date, the only comment posted there was by some illiterate ganrapper type. That, and I've had some headaches (of the technical sort, pages not looking as thsupposed to, that sort of thing) posting blog entries to various Myspace sites. With Xanga, I have those headaches, and the pages are just as readable as on Myspace.

    On that note, I'll be posting the fully-commentable, tricked-out-with-links versions of New MeLiberty articles to Xanga. If I have time, I'll post them to Myspace, as well, but I'm not makingpromises. The Xanga site for New Mexico Liberty can be found at www.xanga.com/nmliberty.

    Whither Ron Paul? [2]

    Back in December's issue, I put forth the fact that I have mixed emotions concerningRepublican presidential candidacy of Ron Paul. While the LP' candidates haven't been able to much if any ground, Ron Paul has been raising piles of FRN's 4.3 million on 5 November (Fawkes Day), 6 million on 16 December (235th anniversary of the Boston Tea Party), he hbeen able to make any traction in the Republican primaries. True, he did come in secon

    Nevada, and consistently wiped the floor with Rudy Poo Ghouliani, the lion's share of the Gdelegate count has been going to the Manchurian Senator, John McCain, with most of the going to the Massachusetts Moron, er, I mean Mormon, Mitt Romney.

    While I as an individual[note the particular emphasis!] will remain as active as I can with the Paul Revolution, I can't see myself fully joining the Republican Party. The fact remains that Paul is the true RINO he's the exception rather than the rule where Republicans are concerThe GOP's ideological basis isn't free markets, limited government and individual rights, but wthe now-defunct Whig Party called the American System protectionism, mercantilism,public-works construction projects subsidized by the federal government.

    So if Ron Paul doesn't get the GOP nomination and the LP doesn't have a good candidate, I'll likely be casting a blank not voting in the presidential race.

    Time is Running Short!

    Were You Pleased or Upset When Most of the PlatformWas Eliminated at the 2006 LP Convention in Portland?

    While some were happy with the results, some are unhappy more ofhe planks were not eliminated, some would have wanted more of the

    lanks retained, and others were unhappy to see ANY of the planksliminated.

    As you know, I have been presenting the various planks of the LPPlatform to you almost every month. The Platform is our statement ofwhat we, as a Party, stand for what we believe. I have been doinghis because I believe that by educating ourselves on what our

    Platform says we will be better prepared to explain our stance tothers and convince them of why liberty and freedom are to theirdvantage. Unless they see whats in it for them, they will see noeason to join us in this effort.

    he Platform, as I said, is our statement of what we stand for. What is,r is not, included in the Platform is of utmost importance. The way the

    Planks are worded, is of equal importance. The way you wordomething can either win a convert, or completely alienate someone,

    ven though the principle is the same either way.

    We are at a critical point in that we have an opportunity coming up tomake some positive changes to the Platform in the right direction.

    his next opportunity to vote on further changes to the LP platform wille at the LP Convention in Denver over the Memorial Day weekend athe end of May. I encourage all of you who can to be sure to attendhat Convention and give the LPNM the greatest voice possible in

    working to ensure we move the LP in the right direction.

    However, there is a more immediate need. Before going to theConvention in Denver, we need to meet together at our LPNM AnnualState Convention in Albuquerque, on the second weekend in April to

    iscuss and vote on the direction we need to move with the Planks ofhe LP Platform.

    his is a critical time. We need to ensure we are prepared for what willccur at the LP Convention. To do so we need everyone to attend thePNM Convention. You need your voice to be heard, and we need toear your position on the issue. Even if you are not able to attend forhe full weekend, at the very least you should be present for theusiness meeting portion of the convention on Saturday afternoon.

    Whether you consider yourself a Purist, Pragmatist, Anarchist, Big-ent, or whatever other tag you may place on yourself, we are allibertarians, and your voice is important. We need to pull together and

    work to unite the various factions into one cohesive unit working tomove the party in the right direction that of moving the country in the

    irection of liberty, freedom, privacy, etc.

    ast month I included the quote, Courage is what it takes to standp and speak. Courage is also what it takes to sit down and

    sten. Winston Churchill, British Prime Minister.Plan to attendhe LPNM Convention in April, at least for the business meetingortion, and plan to be courageous enough to both speak AND tosten to each other.

    here will be a flurry of efforts at the LP Convention in May. Lets beeady for them by preparing ourselves at our LPNM Convention in

    April. Dont leave it to others. Be there yourself and let your voice beeard!

    While we are looking at quotes, my favorite is the one at the topight of this letter, by Ralph Waldo Emerson. Lets ensure thatot only is this time, like all times, a good one, but that we alsonow what to do with it and act upon that knowledge by doing

    what we know to be right. Enough said.

    LP Platform Undergoes Major Change

    As I written many times, there were major changes to the LP NatPlatform passed at the LP Convention last year. Mainly, it eliminthe majority of the planks. I envision a flurry of efforts during theLP Convention in May 2008, during the Memorial Day weekenreinstitute as many of the planks as possible.

    Lets take a look at yet another the last of the remainplanks from our 2006 LP National Platform.

    IV Foreign Affairs

    American foreign policy should seek an America at peace withworld and the defense against attack from abroad of the lliberty, and property of the American people on American Provision of such defense must respect the individual rights of peeverywhere.

    The principle of non-intervention should guide relationships betwgovernments. The United States government should return tohistoric libertarian tradition of avoiding entangling alliances, abstatotally from foreign quarrels and imperialist adventures,

    recognizing the right to unrestricted trade, travel, and immigration.IV.1 Immigration

    The Issue Our borders are currently neither open, closedsecure. This situation restricts the labor pool, encouraging emploto hire undocumented workers, while leaving those workers nesubject to nor protected by the law. A completely open border aforeign criminals, carriers of communicable diseases, terroristsother potential threats to enter the country unchecked. Pandpoliticians guarantee access to public services for undocumealiens, to the detriment of those who would enter to work productand increasing the burden on taxpayers.

    The Principle The legitimate function and obligation of governto protect the lives, rights and property of its citizens, req

    awareness of and control over the entry into our country of fornationals who pose a threat to security, health or property. Polfreedom and escape from tyranny demands that individuals nounreasonably constrained by government in the crossing of polboundaries. Economic freedom demands the unrestricted moveof human as well as financial capital across national borders.

    Solutions Borders will be secure, with free entry to those who hdemonstrated compliance with certain requirements. The termsconditions of entry into the United States must be simple and clspelled out. Documenting the entry of individuals must be restrictescreening for criminal background and threats to public healthnational security. It is the obligation of the prospective immigrademonstrate compliance with these requirements. Once effeimmigration policies are in place, general amnesties will no longnecessary.

    Transitional Action Ensure immigration requirements includeappropriate documentation, screening for criminal backgroundthreats to public health and national security. Simplifyingimmigration process and redeployment of surveillance technolofocus on the borders will encourage the use of regular and monitentry points, thus preventing trespass and saving lives. End fedrequirements that benefits and services be provided to those incountry illegally. Repeal all measures that punish employers for hundocumented workers. Repeal all immigration quotas.

    A few years ago, I read an excellent book titled Enemies Foreign andDomestic, authored by former U.S. Navy SEAL Matthew Bracken. It's

    bout some private citizens who take on an out-of-control federalgency. The agency in question shoots some people at a crowded

    ootball game, blames the incident on domestic terrorists, and cites its an excuse to outlaw assault weapons.

    About two or three years after Enemies Foreign and Domestic waseleased, Bracken released Domestic Enemies: The Reconquista,

    which concerns the current situation with illegal immigrants fromMexico coming north into the United States.

    see a few problems with the premise that Bracken, the Minutemen,nd others are crying about that Mexican immigrants will take overtate government, then have their proxies in the Legislatures secederom the Union and either have those states rejoin Mexico or form aew country called Aztlan.

    First, this Aztlan "movement" doesn't seem to have much if anyredibility in the Hispanic community outside of college campuses andrganiztions like the Green Party. A few years ago, a Hispanic truckriver making a delivery to a place where I was working wasomplaining about the idea of Bush-43 letting Mexican trucks on

    American roads, as per NAFTA. This guy said, "They won't be able to

    ead 'STOP' signs, how do you know if their brakes work . . . ." When Irought up the Aztlan idea to him, he said "I'll shoot 'em all."

    Second, let's say that the supporters of Aztlan did take over thetate Legislatures of California, Arizona, New Mexico, Texas,

    Colorado, Nevada, and Utah, as the Minutemen point to as the Aztlanbjective. Once they're in power, they'll have access to all sorts of

    ederal funding from Washington DC, and they won't want to give thatp. The minute they seceded, that cash flow would be cut off.

    Third, the last time that some states tried to secede from the Unionwas 1861. Four years and 620,000 dead people later, those stateswere once again Union territory.

    What I just don't get is why libertarians would jump on board thelose-the-border bandwagon, when all of the problems with

    mmigration are really problems created by domestic socialism andntervention abroad.

    The immigrants will come here and sign up for welfare, SocialSecurity . . .

    So what? The answer to this isn't a border lockdown, which just givesWashington DC another excuse to infringe upon human liberty, but tohut down the welfare state. Or are we simply reserving the handoutystem for the native-born?

    Terrorists and criminals will sneak across the border.

    From what I've read, none of the Al-Qaeda operatives who werective on 11 Sept 2001 came to the United States across the Mexicanorder. Rather, they came into the country through the airports viaights from overseas.

    And even if they did cross the southern border, what ever happened tohe Second Amendment?     Taxpayers shouldn't have to foot the billfor films made in New Mexico

    for one, like having movies made in New Mexico.

    t is nice to go out to the theater and see familiar places, such as inhe recent film "In the Valley of Elah," much of which was filmed in and

    round Albuquerque.m not alone in taking pride in New Mexico's now regularppearances on the silver screen. But as it turns out, I'm also not thenly one concerned with the financial arrangements upon which the

    ndustry has been built.

    Recently, the state's Legislative Finance Committee discussed thematter of the film industry's incentives, with an eye toward capping

    nnual expenditures at $15 million. Although a fixed cap is probablyot the best solution, the industry's unique incentives deserve a closer

    ook.

    Unlike with most other state incentive programs, New Mexico does notmerely exempt the film industry from taxation. Rather, the state thats, you and I pays up to 25 percent on all direct production expenses

    hat are subject to taxation. Unlike a deduction or exemption, thisesults in an actual expenditure of taxpayer dollars and a significantubsidy.

    To get an idea of the importance of such a subsidy, think about howmany businesses would flock to New Mexico if taxpayers paid 25

    ercent of their expenses. However, that's not all.

    Taxpayers also invest up to $15 million per film at a rate of 0.0 percentnterest. Try getting that deal from your local bank!

    These funds, which are managed by the State Investment Council forhe express purpose of "optimizing total returns," are clearly notchieving optimal returns in this case, but are instead being used asimply another carrot to be dangled in front of a favored industry.

    This may work out for a time but could have serious repercussions on

    tate finances in the long term.

    As if the incentives outlined above are not enough, a 50 percent wageeimbursement for on-the-job training of New Mexico residents indvanced below-the-line crew positions, and sales tax exemptions lbeit not in conjunction with the 25 percent rebate are available.

    The state film office estimates that the industry has spent $496 millionere since January 2003. That is great, but what industry would notrow if so many taxpayer goodies were thrown at it?

    New Mexico would have been better off if, instead of spending $70million over the last five years on a particular industry, that money had

    een returned to the economy through a broad-based gross-receiptsr income tax cut. After all, what independent analysis has been done

    o show that the film industry is really the best place to invest taxpayer

    ollars?

    Also, given the potential for money-losing films or even abuse, runningwhat amounts to a government program costs money. Wouldn't we be

    etter off reducing taxes on businesses and making New Mexico moreompetitive by reducing taxes for everyone?

    So why not cut taxes across the board? The problem politically is onef diffuse versus concentrated benefits. It is more difficult foroliticians to take credit for the creation of a new industry out of wholeloth.

    An example of this by no means the only one is that during hifor the White House, Gov. Bill Richardson ran on his economdubious tax credits and other programs developed for the benespecific industries. He hardly mentioned the very real poeconomic impact of his significant income and capital gains tax Even though some hikes offset those cuts, they were still a boothe state economy.

    Regardless of whether they are good policy, it looks like generoussubsidies are not going away. The industry is going to be a powforce lobbying to keep the generous program in place.

    Nonetheless, as this giveaway becomes larger and larger, reality

    set in, and legislators may decide that the program is simplyexpensive relative to the benefits gained. We can hope broad-btax cuts take their place.

    Crypto-libertarians in the FBI, US Mint, and Secret Service haveatapulted Ron Paul into a permanent media presence with their raidn the Liberty Dollar. Pauls fundraising machinery is unstoppable.

    Gentlemen, ladies, we face the hitherto unthinkable prospect: ayrannical Ron Paul regime.

    Sure, Ron has the perfect libertarian platforms on defense, Aid ToDependent Dictators, corporate subsidies, welfare, education, privacy,

    he Patriot Act, the Second Amendment, crime, health care, inflation,he Federal Reserve, Social Security, the UN, racism, eminentomain, the national debt, the environment, and the airspeed velocityf unladen swallows. (Thats why Ive been a Ron Paul contributorince 1988 or so).

    But then theres the Ron Paul immigration policy.

    Positions from the Ron Paul website:

    Physically secure our borders and coastlines. We must do whatever itakes to control entry into our country before we undertakeomplicated immigration reform proposals.

    That sounds great. We dont want any terrorists or spies here, do we?Except that the last terrorists came here on legal visas, and any futureerrorist, spy, or politician can always come here on a legal visa. They

    re the ones who have the time and money to get through agonizingisa hurdles (and if they get impatient, theyll just kill an Americanourist and come in on their papers). Meanwhile, millions of legitimateourists, relatives of American citizens, and workers are kept out.

    Bush is paying Boeing and other campaign contributors about $8illion to line the Rio Grande with camera towers and drones. Thisew Maginot Line wont keep out one single serious terrorist or spy.But it might keep US citizens in once things get bad enough . . . .)

    Our borders are already secure against conventional militarymovements. We spend as much as the rest of the world put together

    n securing our borders. Unfortunately, our armed forces areompletely uninterested in securing us against nuclear missiles,roviding any sort of civil defense, or defending against any other

    kely threat. But if Pancho Villa were to try the border again, ourroops would . . . well, after they got back from the Middle East , theydive him what-for, I tell you what.

    Enforce visa rules. Immigration officials must track visa holders anddeport anyone who overstays their visa or otherwise violates U.S. law.This is especially important when we recall that a number of 9/11errorists had expired visas.

    dont think they were going to pull over and say, Hey, we cant crashhese planes! Our visas are expired!

    No amnesty. Estimates suggest that 10 to 20 million people are in ourountry illegally. Thats a lot of people to reward for breaking our laws.

    Were not rewarding anyone by ceasing to use force against them.Were proposing to stop interfering with the work contracts and

    ousing arrangements of people who have been living here forecades. What is Paul saying here? Were going to hire a millionlacksuited Blackwater goons and round up 20 million workers intoamps?

    Of course that would shut down agriculture, construction, ouremaining manufacturing, and my half-finished kitchen floor (oops).

    The Patriot Act would become a forgotten symbol of civil liberties,iven the system of biometric ID and surveillance that will be neededo deport over 7% of the US population. And who will sew the yellowrmbands if there are no illegals?

    No welfare for illegal aliens. Americans have welcomed immigrantswho seek opportunity, work hard, and play by the rules. Butaxpayers should not pay for illegal immigrants who use hospitals,linics, schools, roads, and social services.

    I dont care which layabouts are leeching off me, I want them all odole. But this is fine with me . . . while were at it, we can ourselves off our middle-class Medicare dole, which is partly paiby illegals who will never get that money back. (You say we pabundle into Social Security, Medicare, etc.? Yes, we did, but Congstole our retirement money long ago . . . theres nothing in the TFund but some IOUs. And our trust, of course.)

    The welfare issue is a wash. Illegals pay Social Security (at leamillion of them do), Medicare, sales, property and corporate inctaxes (indirectly). We card-carrying Amurricans pay for emergroom services and public schools. The solution is to cut weprograms, not to add a new Mexstapo.

    End birthright citizenship. As long as illegal immigrants know children born here will be citizens, the incentive to enter the illegally will remain strong.

    OK, I agree that never made any sense. In fact, we should withthe citizenship of anyone born here who lives off government weand deport them . . . Archer-Daniels-Midland, Halliburton, KBR, et

    Pass true immigration reform. The current system is incoherentunfair. But current reform proposals would allow up to 60 million mimmigrants into our country, according to the Heritage FoundaThis is insanity. Legal immigrants from all countries should facesame rules and waiting periods.

    Treat everyone the same, eh? Now hes sounding like Ron

    again. But what the Heritage Foundation never mentions is thaproportion of immigrants in the US population was a lot higher inearly 1900s than now . . . and the economy grew a lot faImmigration wasnt a problem when America was free.

    Immigration problems are like Drug Prohibition problems: They created by government. If illegals could own property and legally, they would make an even bigger contribution to our cothan they do now. If we native-born hadnt voted ourselves inWelfare State, there wouldnt be free services for illegals to overIf we hadnt bankrupted our nation with crazy foreign warscorporate welfare, we wouldnt be dependent on illegals paying SSecurity taxes. And if we hadnt given out a few trillion dollasubsidize socialism overseas since WWII, foreigners could sttheir own countries and work there.

    In all seriousness, a tyrannical Ron Paul presidency would eventcure the problems of illegal immigration. Ron would work to cuforeign aid to Latin American and African kleptocrat governmenDay One. Without US support, subsidized socialism in the TWorld would collapse, and most countries would actually domestic economies to provide jobs.
