Scope of Work

The river training system consists of a guiding revetment

along both banks of the Padma River, extending upstream

and downstream from the bridge axis. The proposed length

of revetment along the North Bank (Mawa side) and South

Bank (Janjira side) is about 1.5km and 11.5km respectively.

3.1 Accomplishment Summary

SINOHYDRO Dredger J07 construction team started to execute the permanent dredgingworks at South Bank (Sat. 0-300m to Sta. 0-500m of Trial Section) on 9th November, 2015,intending to obtain the experience of forming a stable design slope (slope ratio 1:6), so thatto be prepared to the further permanent works in the future.

SINOHYDRO currently has ten CC Block production lines, including eight moldingmachine production lines producing 400 * 400 * 400mm CC Block in three constructionyards (Mawa, Majhikandi and Kaorakandi), and two manual production lines producing400 * 400 * 300mm CC Block respectively in North Bank (Mawa Side) and South Bankdownstream (Majhikandi). At present, the RTW Contractor has accumulated a wealth ofexperience after five months of production: the workmanship of producing CC Block isquite mature and successful, having a group of experienced site managing personnel andlocal labor. As a result, the quality of produced CC Block can be ensured, at the same time,the production rates has been gradually increased with the highest daily productionreaching to 18,900 nos. per day.

The rock ripraps, coarse aggregates and fine aggregates are continuously delivered to thestockyards in North Bank (Mawa Side), South Bank (Majhikandi) and South Bankupstream area (Kaorakandi) subjecting to the procurement/production program so that toensure the production demand.

3.1.2 Survey Work

Site survey on Mawa Interim RTW area is preceding now, in the meantime, the followingwork is carried out as required by BBA and CSC.

1) On 27th October, 2015, the dredging quantity survey was conducted by usingmultiple-beam echosounder in the dredging area excavated by SINOHYDRO DredgerJ06;

2) On 29th October, 2015, in response to the requirement of Consultant, the CC Block wasdumped to the end area of South Bank downstream to be used in the testing survey byusing multiple-beam echosounder; and the GPS positioning equipment in DredgerSINOHYDRO J08 was calibrated at that day.

3) On 3rd November, 2015, the testing survey was conducted by using multiple-beamechosounder jointly with Consultant, and the acceptance survey of MBEC dredgingwork at South Bank was also conducted by using multiple-beam echosounder jointlywith Consultant at that day, then the the survey data was submitted to the Consultantand the Employer.

4) On 5th November, 2015, the boundary coordinates of dredged material disposal area atSouth Bank was surveyed and the survey data was submitted to the Consultant and theEmployer.

5) From 8th to 10th November, 2015, a bathymetric survey was conducted by usingmultiple-beam echosounder in the South Bank downstream area (Sta. 0-300 to Sta.0-500) jointly with Consultant; and the setting out works was conducted in the cementpiles boundary line of North Bank construction site. Then the the survey data wassubmitted to the Consultant and the Employer.

6) On 14th November, 2015, the excavated slope in South Bank downstream area (Sta.0-300 to Sta. 0-700) was monitored and surveyed by using multiple-beamechosounder.

7) From 16th to 17th November, 2015, the RTW Contractor representatives accompaniedthe Employer and Consultant personnel to confirm the boundary piles of constructionarea at North Bank, the submitted the survey data to them. In the meanwhile, themultibeam echosounder was calibrated at both North South and South bank.

8) From 19th to 25th November, 2015, the original topography survey was conducted inthe company of Consultant, then the survey data was submitted to the Consultant andthe Employer.

3.1.3 Dredging Work

SINOHYDRO Dredger J07 construction team started to execute the permanent dredgingworks at South Bank (Sat. 0-300m to Sta. 0-500m of Trial Section) on 9th November, 2015and completed it on 27th November, 2015. The actual quantity is now under review and therelated joint survey report will be submitted the Employer and Consultant in December,2015.

4.1 Interim Payment

Up to now, Eight nos. Interim Payment Applications have been submitted by thecontractor and have been approved by the Engineer, and then the Contractor has receivedeight sum of money. The 1st Interim Payment Application is for advance payment, the 2nd,3rd, 4th, 5th, 6th, 7th and 8th interim payment Application for works completed to the monthof January, February, March & April, May &June, July, August ,September and October.The cumulative amount of approved interim payment is BDT 19,052,824,791.66/-(including the amount of Advance Payment-BDT 13,061,721,217.00/-). The actual amountof payment is BDT 5,099,974,628.92/- and USD 154,270,378.53/- after deduction ofretention money and tax.

4.2 Record of Notice and Claim

4.2.1 Issues Concerning the Commencement of 2015/2016 Dry SeasonAt present, it has come into the best construction time of 2015/2016 dry season, the RTWContractor requested for commencement of the permanent works on the south bank via anofficial letter to Consultant dated 14th Oct. 2015. However, the commencement order hasnot been issues by the Consultant, and their official reply is that the RTW Contractor hassome problem: the shortage of purchased materials; the inaccuracy of pre-dredging survey;the excavation inaccuracy of dredging equipment; the operational capability problem ofdredger’s operator; the arrangement and preparation of disposal area; the improvement ofmethod statement of 800kg geobags dumping works and rock riprap dumping works. Now,the RTW Contractor is rectifying their deficiencies as per the comments and opinions ofConsultant in the purpose of receiving commencement order in an early time.4.2.2 Issues Concerning the Disposal Area for Dredging SpoilsThe RTW Contractor submitted an official letter to Consultant on 15th Aug. 2015 in whichhe states that the identification of suitable disposal area is the responsibility of theEmployer. As to the dredged material disposal area in 2015/2016 dry season ofconstruction, at present the Employer BBA tends to allow the RTW Contractor to disposedredged material into main channel of Padma River (Area BL-1), and the RTW Contractoris purchasing the discharging pipeline of 4km length to solve the problem of shortage ofpipeline.

4.3 Variation

4.3.1 Claim Extra Cost for 800kg Geo-bags size adjustmentDue to the size of 800kg Geo-bags (1.7m×1.25m) mentioned in specification is notsufficient to achieve the minimum dry weight, while the sand used in the trial fillingcompletely meet the requirement of specification. Proposal of 800kg Geo-bags sizeadjustment (2.1m×1.5m) has been approved by the consultant. In fact the size adjustmentwill cause a large sum of extra cost, the RTW Contractor has submitted the Claim report of800kg Geo-bag Size Adjustment to the Employer, however has not yet received anyresponse from the Employer or the Consultant.

8.1 Safety CommitteeSafety management committee and site safety environmental protection department havebeen established by the Contractor, and the qualified construction safety managementpersonnel have been selected and assigned to implement construction safety procedures, sothat the contract can be fulfilled smoothly and safely.The safety management committee is comprised of project manager, project safetymanager, safety officer (full time), safety officer (part time), etc. and project manager isthe first responsible person.

8.2 Major ActivityIn response to the inspection comment raised by the Environmental and Security Engineersin September 2015, the RTW Contractor takes following security assurance andenvironment-friendly measures in both south and north banks:

8.2.1 Health Activity1) The drinking water in Construction yards of South Bank and North Bank (Mawa,

Mahjikandi and Kaorakandi) was sampled and sent to be tested in the laboratory(Department of Public Health Engineering Central Laboratory). The test result indicatedthat the drinking water is qualified and safe to be drank.

2) The information of Chinese doctor was sent to Consultant, and the Official approvalof Chinese doctor from BMDC (Bangladesh Medical & Dental Council) is underprocess.

3) To ensure the health of project personnel, a health examination was jointly proceededby the H.S.E. Department and Clinic of SINOHYDRO. As a result, the RTWContractor can have a better knowledge of every personnel’s physical condition andset up a personal health record for each personnel.

8.2.2 Safety Activity1) The Monthly Health and Safety Report no. 9 for November, 2015 will be submitted

to the Senior OSH Specialist of Consultant in early day of December, 2015.2) The site safety management was strengthen by preparing Site Safety Manual in

Bengali which have been handed out to the construction teams, so that the labors canlearn the safety knowledge and the safety management system can be implementedvery well.

3) The security management was strengthen to ensure the safety of construction yards bymaking and handing out ID cards to the site labors. There were already 400 nos. IDcards up to the end of October, 2015 and this month SINOHYDRO have made a newbatch of ID card, including the ID cards for the important material supplier for theirconvenience to deliver material to the stockpile of construction yard.

4) The daily safety inspection was strengthen: once the dangerous behavior is found, itwill be stopped immediately. The electric welding works, forklift operation, manualCC Block production and other important works have especially being monitoredand tested, the hidden danger founded when inspecting these works have been urged

to rectify, and the operator who violated the specification and regulation will be punished.5) The personnel/specialists of HSE department conduct safety training and technical

education to the Chinese personnel who are working in the new CC Block moldingmachine and manual CC Block production team which started production a few daysago.In addition, the poster with safety operation regulations and warning sign was

6) The newly-built houses were equipped with fire extinguisher; the internal inspectionwas conducted to examine condition of fire extinguisher equipped in the constructionyards and construction sites, and the result indicated that the condition of fireextinguisher is good.

7) The personnel/specialists of HSE department conduct safety education to the driversof Dumper and light vehicles in Mawa Side to improve all the drivers’ safetyawareness. In addition, The personnel/specialists of HSE department conduct safetyeducation to the drivers of forklift in Janjira Side, making live presentation of theeasily-happened accidents in site, so as to improve all the drivers’ safety awareness.

8) The RTW Contractor submitted the HSE training report covering the safety educationand safety training works from January to November, 2015 to the Senior OSH

9) The safety warning notices against the recent heavy foggy days were sent to everypersonnel in time, so that everyone can be careful and take safetyprecautionary measure.

10) The RTW Contractor, local police, Army, Consultant and Employer representativesheld the regular security meeting every week in Janjira main construction yard,discussing how to dissolve recent safety problems and how to perfect the securitymeasures.

8.2.3 Environment Activity1) The Monthly Environmental Report no. 9 for November, 2015 will be submitted to

the Senior environmental Specialist in early day of December, 2015.2) The concrete pit for waste is under construction and the litter box is in placed in

Kaorakandi construction yard3) As per the requirement of Senior Environmental Specialist of Consultant, concrete

paving of fuel station area in Janjira Side to control spillages and prevent soilcontamination is under progress.

4) The RTW Contractor have prepared submitted the dredged material management planfor the construction of disposal area in Majhikandi, and raised reasonable suggestionand sent written reply in response to the the replied comments of SeniorEnvironmental Specialist of Consultant.

5) On 9th November, 2015, the RTW Contractor tested the air quality of Mwa andJanjira Construction site, and the test result indicated the concentration of particulatematter (PM10 and PM2.5) is normal and lower the Bangladesh Air quality standards.

6) The water from the outlet of disposal area in Kaorakandi and Majhikandi wassampled and sent to laboratory (Department of Public Health Engineering CentralLaboratory) to be tested, then the tested result was submitted to the SeniorEnvironmental Specialist of Consultant.

effective way,2) Ensured CC blocks could be manufactured by molding machines & batching plant

continuously.3) Ensured the curing and stockpiling yards of CC blocks were paved with bricks and

hardened.

4）Ensure the smooth construction of the Mawa RTW.

9.2 South Bank1) The adjusted dredging work plan for the downstream end of the trial section on the

South Bank (Sta.0-300 to 0-500 1:6) with a length of 200m was implemented andthe best way of excavation of permanent slope was summarized. Sinohydro plannedto draft a summary report on the test of dredging techniques.

2) Ensured CC blocks could be manufactured by molding machines & batching plantcontinuously.

3) Ensured the supplied material could be delivered to the site in an effective way.
