From the two articles in this months Issue #23 - TTCG Fast Patrol Crew Completes Training at Austal and the Maritime Mentorship Programme 2009, brings back memories when I was much younger - twelve years old to be exact, when my family and I went to Portland, Oregon on the scenic west coast of the United States of America to learn Non-ferrous Precision Investment Casting (PIC). What better way to spend the holidays.

TTCG FAST PATROL CREW COMPLETES TRAINING AT AUSTAL More than 90 personnel from the Trinidad and Tobago Coast Guard (TTCG) have completed a comprehensive Austal vessel training program in preparation for the delivery of their six vessel Fast Patrol Craft fleet in early 2010.

The crew training program - held at Austals dedicated training facilities in Western Australia - familiarised TTCG personnel with the specific features and capabilities of the 30 metre Fast Patrol Craft, equipping them with the skills necessary to operate the vessels and perform basic maintenance.

Ordered in 2008, the all-aluminium fast patrol boats will support the Trinidad and Tobago Coast Guard in providing sustained surveillance in the countrys internal waters, the archipelagic territorial sea and its exclusive economic zone.

Additional contracts for scheduled and unscheduled maintenance, along with the crew training services, were attached to the initial order, demonstrating Austals growing Integrated Logistics Support (ILS) capability.

In Western Australia, Austal's modern purpose built enclosed facilities cater for simultaneous construction of vessels of varying sizes.

The crew training package comprises two different streams - a familiarisation training program for TTCG deck officers and ratings, and a maintenance training program for engineer officers and ratings.

The comprehensive maintenance training program familiarised the TTCGs shore-based support personnel with the construction of the vessels, equipping them with the capability to conduct operational level maintenance as required.

Austal General Manager Service, Michael McCourt, said coinciding the training program with the construction of the vessels provided the ideal environment for Austals dedicated training service.

Trades covered by this program include aluminium fabricators and welders, electricians, engineers and outfitters, who each already have a certificate and a minimum of two years experience in their respective trade, Mr. McCourt said.

Completion of the training program will elevate each of the personnel to a new level of expertise in their relevant field in a timeframe much shorter than traditional training programs, he said.

Mr. McCourt said Austal would train a further Sixty (60) TTCG personnel on location in Trinidad and Tobago commencing in January 2010.

MARITIME MENTORSHIP PROGRAMME 2009 The Shipbuilding and Repair Cluster was pleased to undertake two presentations to some Fifty (50) Mentees. This formed part of our contribution to this annual maritime programme, organized by the Maritime Industry Development Committee (MIDC) and is a Government of Trinidad and Tobagos (GoTT) initiative to promote the S&R sector to young persons in the 1517 year age group.

S&R MENTEES VISIT MARITIME PRESERVATION LTD. - PORT OF SPAIN On July 31st 2009, Shipbuilding and Repair Mentees took part in a pre-arranged visit to one of the leading Shipyards located in Port of Spain, Trinidad to witness their operations and to also learn more about the wide range of shipyard related services offered to vessels undergoing repairs on their 1,800 Ton Dry Dock.

ABOVE L - R: The guided tour commenced with a Health, Safety and Security briefing, just outside the Canteen area, where Mentees were given safety hard hats to wear.

Mentees view first hand, the operations of the on-site Electrical Department, which is also based at the Maritime Preservation Shipyard. This Department was in the process of rewinding and refurbishing various electrical motors from several ships.

ABS to Provide Maintenance Software with Newbuilds - July 25th 2009

ABS is now offering its clients powerful ship inspection and maintenance management software to be placed in the office and on board all newbuild vessels contracted to ABS class. Vessels that transfer into ABS class may also be eligible for the program. The offer includes the new ABS Hull Inspection program software, pre-populated with the specific information and ship model relating to each vessel, the Maintenance & Repair module of the well-established ABS Nautical Systems NS5 fleet management system and web access to an electronic file of the core vessel drawings. We believe this package of programs forms a valuable tool that will help our ship-owners monitor the condition of their vessels. We also believe it can contribute towards improving the safety of the ship which is why we are offering the software, data entry and installation free of charge, explained Christopher J. Wiernicki, ABS President and COO.

Indonesian Firms Team Up for Shipbuilding Cluster - July 25th 2009

The government, in partnership with private companies, is constructing an industrial cluster for shipbuilding on 400 hectares of land in Lamongan, East Java. The cluster, estimated to be worth Rp 5.9 trillion, will have the capacity to produce two large vessels and repair 100 vessels a year. The total investment will include the construction of production facilities, supporting infrastructure and public facilities. Supporting industries include financial institutions, subcontractors, suppliers, steel makers, welders, diesel engine makers, paint producers and navigation device producers. Soerjono, Director for Maritime Industry and Engineering Services at the Industry Ministry, said the government would control 26.6 percent of the total investment, while the East Java administration would control 2.8 percent.

The government has provided several facilities to help smooth the cluster's development, including finding a location with water 8 meters deep that was suitable for shipbuilding. A 2007 government regulation also provides a tax break for companies investing in shipyards with a minimum capacity of 50,000 DWT.

India: Taxes on Shipbuilding Need To Be Reduced - July 20th 2009

The Indian Maritime Foundation (IMF) member Vice-Admiral (Retired) Vinod Pasricha stressed on the need to reduce taxes on the shipbuilding industry and build bigger ports as almost 90 to 94 per cent of all our trade comes in from the sea. Addressing a news conference here, he added, "Indian warships are faring well in the international markets. In the last five years, the Indian shipyards have made impressive strides in building warships as well as commercial ships. There is a need for the government to make laws in such a way that the taxes for the shipbuilding industry are calculated in accordance to the gains that this sector is bringing into the country."

US Navy, Army Name Joint High Speed Vessels - July 19th 2009

Secretary of the Navy Ray Mabus and Secretary of the Army Pete Geren announced the names of the first three Joint High Speed Vessels as Fortitude (JHSV 1), Vigilant (JHSV 2) and Spearhead (JHSV 3).

A cooperative effort between the Navy and the Army, JHSVs will be used for fast intra-theater transportation of troops, vehicles and equipment. The program highlights a Department of Defense acquisition objective of leveraging the expertise of one military branch to assist another. The Army is procuring Fortitude and Spearhead, while the Navy is procuring Vigilant, and each service will be responsible for operating and maintaining its ships following delivery.

Constructed by Austal USA in Mobile, Ala., the detail, design and construction contract covers 10 ships, five for the Army and five for the Navy. Long lead time material options for the first three ships have already been exercised.

Panama Canal Awards Locks Contract - July 17th 2009

The Panama Canal Authority (ACP) announced that Consortium Grupo Unidos por el Canal will design and build the waterway's new set of locks, the most anticipated project of the Panama Canal Expansion Program.

Grupo Unidos por el Canal, composed of Sacyr Vallehermoso S.A., Impregilo S.p.A., Jan De Nul n.v. and Constructora Urbana, S.A., was one of three world-renowned consortia vying for the largest and most important contract under the Canal's expansion.

The ACP revealed that Grupo Unidos por el Canal submitted the "best value" proposal for the new set of locks contract during a public event held on July 8th. The event, broadcast live on Panamanian television and the ACP Web site, was attended by Panamanian President Ricardo Martinelli and many high-ranking government officials. The winning consortium garnered the highest total points for its combined technical and price scores.

Bill Gates Invests in Hurricane Technology - July 17th 2009

According to a USA Today report, five U.S. Patent and Trade Office patent applications, made public on July 9, propose slowing hurricanes by pumping cold, deep-ocean water in their paths from barges. If issued, the patents offer 18 years of legal rights to the idea for Bill Gates and co-inventors, including climate scientist Ken Caldeira of the Carnegie Institution of Washington.

WRTSIL COMBINES ITS SHIP DESIGN UNITS Wrtsil, the marine industrys leading ship power system integrator, is to combine all its ship design units into a single entity, to be known as Wrtsil Ship Design. The units involved in this re-organisation include the recently acquired naval architect companies Vik-Sandvik of Norway, Conan Wu & Associates (CWA) of Singapore, and SCHIFFKO of Germany, as well as the companys conceptual ship design unit in Finland.

The new set up will generate a variety of new designs, from simple, low-cost, standard vessels to more high-end, ground-breaking tonnage. Wrtsil, with a broad and high quality offering of ship design services, expects to increase its share of the ship design market, with the main focus being on a full design scope approach.

There will be close collaboration between our Ship Design unit, other parts of the Ship Power organisation, and other Wrtsil businesses. Our long term ambition is to create standard proven designs with predefined solutions, and to provide operational services with performance guarantees and fixed prices. This may also include extended services, such as yard selection and supervision support in the construction phase, says Arne Birkeland, Vice President, Ship Design, Wrtsil Ship Power.

We will gradually launch a series of designs developed as a result of the knowledge sharing between the different units, and these will be branded as Wrtsil Ship Designs, said Birkeland. It is our goal to establish Wrtsil as an independent ship design brand, which will become the customers first choice.

The expansion into ship design is in line in Wrtsils strategy to strengthen its position as a total solutions provider, and to be the most valued partner for its customers. Through ship design Wrtsil can offer competitive solutions that will lead to better total efficiency, improved environmental performance, and reduced life cycle costs for its customers.

New Wrtsil Tug Design

One of the first designs to be fully accredited as a Wrtsil Ship Design is the W Tug 80. This is a compact, high performance escort tug of 35m, capable of carrying out ship assist duties at offshore terminals, as well as high-speed escorting, push-pull operations, and coastal towing.

The W Tug 80, designed for 80 ton bollard pull, can attain a speed of 14.5 knots. Due to its compact size and two Wrtsil steerable thrusters, the tug is highly maneuverable. The rounded bow profile with moderate flare is optimised for pushing and reduces the risk of slamming.

One of the first designs to be fully accredited as a Wrtsil Ship Design is the W Tug 80.

A large skeg, combined with the forward hull shape, results in a steering force of 250 ton during escorting. It is powered by two 8-cylinder in-line Wrtsil 26 engines, each rated at 2600kW at 1000rpm. A modular propulsion concept with various engine arrangements can be configured within the same basic design.

The towage and escorting duties are served well with a forward 112t towing/anchor winch. A 91t towing winch is sited aft of the superstructure. The tug can be equipped for fire-fighting duties, and can operate 200 nautical miles from the coastline.

CL MARINE (CARIDOC) GOES ONLINE Caribbean Dockyard (CARIDOC) located on the

Chaguaramas Peninsula, Western Trinidad, has established its worldwide internet presence, with their recently launched website. This nicely designed website also includes a History Section which shows a photo of their first floating dry dock which owed its inception to Messrs. Ellis Greil & Company and was built on the river Tyne by the famous Newcastle firm of Swan Hunter and Wigan Richardson and was towed out to Trinidad by Dutch tugs arriving at Chaguaramas on August 4th 1907.
