A WORD FROM THE PRESIDENT

Preparations for the IACL’s Oslo Congress of June 2014 received a boost when the local organiser managed to secure separate funding to support participants from low and middle income countries. This will greatly enhance the possibilities of making the Congress into an inclusive event that reflects the true diversity of the IACL and the wider community of constitutionalists of the world. Further particulars are given elsewhere in this Newsletter.

The IACL Executive Committee met in Florence (Italy) on 19 October 2013 and decided about a number of reform initiatives. Only two of them can be mentioned here:

• The IACL website will soon launch a blog section with regular contributions from people in different parts of the world and in three languages (English, French and Spanish).

• The election of IACL officials and a new Executive Committee during the Oslo Congress will be prepared through an open call for nominations, with 15 January 2014 as the deadline for nominations.

The Executive Committee also approved the creation of a new IACL research group, namely one on constitution-making and constitutional change. The group already has more than 20 members and its contact person is Professor Xenophon Contiades of Greece.

Cela permettra la tenue d’un Congrès assez représentatif qui tient compte de la véritable diversité de l’AIDC et de la communauté des constitutionnalistes dans le monde. De plus amples informations sont disponibles dans ce bulletin d’informations.

Le Comité Exécutif s’est réuni à Florence (Italie) le 19 octobre 2013 et a décidé d’un certain nombre de réformes. Seules deux d’entre elles peuvent être mentionnées ici:

• Le site internet de l’AIDC lancera bientôt un blog avec des contributions régulières de personnes du monde entier dans trois langues (anglais, français, espagnol).

• L’élection des responsables de l’AIDC et du nouveau Comité Exécutif pendant le Congrès d’Oslo se feront à travers un appel à candidatures ouverte, dont la date limite sera le 15 janvier 2014.

Le Comité Exécutif a également approuvé la création d’un nouveau groupe de recherche de l’AIDC sur l’élaboration des constitutions et les changements constitutionnels. Le groupe est déjà composé de 20 membres et a pour point focal le Professeur Xenophon Contiades de Grèce.

Bulletin d’information

Finally, the Executive Committee also heard a report of the completion of our two-year project funded by the Ford Foundation on the justiciability of economic, social and cultural rights. During its two years the project managed to organise conferences or training courses in all seven of its focus countries on four continents, plus a number of regional or global activities. Special thanks are due to all colleagues who participated in the execution of the project and contributed to its success. We will do our best to secure the sustainability of the networks created through the project.

MESSAGEFROM THE SECRETARIAT

Dear Members of the IACL

The Secretariat of the IACL was delighted to have a meeting with the local organisers of the IACL World Congress from the University of Oslo on 21 October 2013. The setting of the World Congress promises to be memorable, with the main plenary sessions to take place in a hall decorated with Edvard Munch’s giant oil paintings on canvas. The venue of the conference is right in the middle of Oslo. We made a number of decisions at this meeting which we would like to communicate with you in this newsletter.

Enfin, le Comité Exécutif a également reçu le rapport de clôture du projet de deux ans financé par la Fondation Ford sur la justiciabilité des droits économiques, sociaux et culturels. Pendant ces deux années, les responsables de ce projet ont pu organiser des conférences et des formations dans les tous les sept pays cibles sur quatre continents, ainsi qu’un certain nombre d’activités régionales et mondiales. Nous adressons nos sincères remerciements à tous les collègues qui ont pris part à l’exécution du projet et qui ont contribué à son succès. Nous ferons notre possible pour garantir la pérennité de réseaux crées à travers le projet.

Le secrétariat de l’AIDC a eu le plaisir de tenir une réunion avec les organisateurs locaux du Congrès Mondial de l’AIDC de l’Université d’Oslo le 21 octobre 2013. Le Congrès Mondial sera à coup sûr un événement mémorable d’autant plus que les sessions plénières principales se dérouleront dans le hall décoré des tableaux d’Evard Munch. EXTENSION OF DEADLINES

• Please note that the deadline for the submission of abstracts for the workshops of the World Congress has been extended until 31 December 2013. Please ensure that you submit an abstract to the appropriate workshop chairs and do so in good time for the deadline. Chairs of workshops will revert to you by no later than 31 January 2014.

• Please also take note that the deadline for applications for financial support for participants eligible for funding assistance from countries broadly in the Global South (on this list http://www.oecd.org/dac/stats/49483614.pdf) is extended until 31 January 2014. You will be informed about the outcome of your application by 28 February 2014 at the latest.

GLOBAL SOUTH FINANCIAL ASSISTANCE

• Please note that there are a limited number of scholarships available for participants from countries in the Global South (click on the link below for a complete list). The scholarships will be used to assist with registration, hotels and a limited amount towards travel. All arrangements must be booked with the official travel agents. • Applications must be made by filling out the registration form and including the relevant information as instructed on the web-site.

• Please note that there are a limited number of opportunities for young scholars to have their registration fee reduced by half.

• Young scholars from the Global South will need to choose between this opportunity and the Global South scholarship as they are mutually exclusive.

SOME HIGHLIGHTS OF THE CONFERENCE

A reception will be held on the first night (16 June 2014) in the Parliament of Norway. On Wednesday night (18 June 2014), a reception will be held in the Town Hall.

We request that national associations and individual members publicise the conference through their networks.

LIMIT ON NUMBERS AND EARLY BIRD

Please note there will be a limit on the numbers able to attend the World Congress, so register as soon as possible. For members of the IACL, there is an early bird discount on the registration fee, which will be NOK 2000 until 31 December 2013 and increase to NOK 2500 thereafter.

LIMITATION DU NOMBRE DE PARTICIPANTS ET AVERTISSEMENT

Veuillez noter que les organisateurs sont contraints de limiter le nombre de participants au Congrès Mondial. Vous êtes donc priés de vous inscrire dès que possible. Pour les membres de l’AIDC, il y aura une réduction des frais d’inscription pour les premiers inscrits, soit NOK 2000 jusqu’au 31 décembre 2013. Ces frais passeront à NOK 2500 après cette date.
