Publicaffairsofficesarestaffedbyacombinationofofficers,enlistedpersonnel,civilianofficialsandcontractprofessionals.PA/VIprofessionalsplayakeyroleincontingencyanddeployedoperations.NavyPAofficesareledbyaPublicAffairsOfficer(PAO),typicallyaNavyofficer,seniorcivilianoraseniorenlistedMassCommunicationSpecialist(MC),whoischargedwithplanning,budgeting,executingandevaluatingPA/VIprograms.ThePAOalsoprovidesPAadvice,counselandsupportforcommandersandseniorstaffmembers.

Active Duty Public Affairs Officers (PAO)

UniformedNavyPAOscomefromavarietyofbackgroundsandnearlyeveryNavywarfightingcommunity.ActivedutyPAOstypicallyredesignateasSpecialDuty–PublicAffairs(1650)asjuniorlieutenantsafterearningtheirwarfarequalificationsinanothercommunity,withasmallnumberjoiningthecommunityasensignsandlieutenantsjuniorgrade.Beforetheirfirstpublicaffairsassignment,newly-designateduniformedPAOsattendthePublicAffairsOfficerQualificationCourse(PAQC)attheDefenseInformationSchoollocatedatFortMeade,Md.PromotionandassignmentsarecentrallymanagedforactivedutyPAOs.ThenumberofofficersselectedforpromotionateachgradeeachyearvariesbecausetheNavyadvancestovacanciesinthefleet.

Reserve PAOs

MostReservePAOseitherwerePAOsonactivedutyorappliedforandwereselectedfordirectcommissionsasRestrictedLineOfficers–PublicAffairs.Selectionforadirectcommissionishighlycompetitive.Thoseselectedforcommissionareaccomplishedcommunicationprofessionalsintheirciviliancareers.WhiletheyhavemuchtolearnabouttheNavy,theyhavemuchtoofferthecommandstheyareassignedtoduringtheirdrilltimeandannualtraining.

ThoseReservePAOsleavingactivedutyusuallywillhavecompletedPAQCwhileonactiveduty.ThoseReservePAOsselectedforadirectcommissionusuallycompleteDirectCommissionOfficerCourseinresidenceandPAQCviadistancelearningduringtheirfirsttwoyearsofservice.

PromotionandassignmentsarecentrallymanagedforuniformedPAOs.ThenumberofofficersselectedforpromotionateachgradeeachyearvariesbecausetheNavyadvancestovacanciesinthefleet.

ApplicantsforadirectcommissionasaReservePAOmustholdabaccalaureatedegreeorhigherfromanaccreditedinstitution,preferablyinthefieldsofcommunication,English,journalism,broadcasting,publicrelations,rhetoric/speech,marketing,internationalstudiesorpublicadministration.Applicantsmaynothavepassedtheir42ndbirthdayattimeofcommissioning.ApplicationsmustbemadethroughaNavyOfficerRecruiter.

Civilian Public Affairs Specialists

CivilianNavyPAOsalsocomefromavarietyofbackgrounds–someofthemweremilitaryPAOsorenlistedPAspecialistsbeforetheyretiredfromorleftthemilitary.ThosecivilianPAOswhohavenotattendedPAQCpriortobeinghiredbytheNavyusuallycompletePAQCviadistancelearningduringtheirfirstyearwiththeNavy.

MostPAofficesaretoosmallforacivilianPAOtoadvancefromGS-9toGS-15inthesameoffice.Additionally,bylaw,opencivilianpositionsmustbeadvertisedonUSAJOBS.comandthosedesiringtobeconsideredmustapply.AscivilianPAOsincreasetheirskillsets,theymayneedtochangecommandsormovetoanewlocationtotakeanewassignmentorapromotion.Commandswithopenpositionsdetermineonaposition-by-positionbasiswhetherornotmovingcostswillbeauthorizedbecausetheypayforthosecosts.

Limited Duty Officer (Photography)

Limiteddutyofficers(LDO)areselectedforcommissioningbasedontheirprofessionalskillsandexpertise,andarenotrequiredtohaveabachelor'sdegree.OnlyafewPhotoLDOsremainandthisdesignatorhasbeendisestablished.ThosewhoremainserveinOSDandCombatCameraleadershipbillets,leadingMCswhodeployaroundtheworldtoacquirevisualinformationindemanding,andoften,hostileenvironments.

Mass Communication Specialist (MC)

TheNavy’sapproximately1200MCsaretheproductionbackboneofthePAcommunity.TheypresenttheNavystorytoaudiencesintheNavyandtotherestoftheworldthroughavarietyofmedia.MCswriteandproduceprintandbroadcastjournalismnewsandfeaturestoriesformilitaryandciviliannewspapers,magazines,televisionandradiobroadcaststations.Theyrecordstillandvideophotographyofmilitaryoperations,exercises,andotherNavyevents.Theyserveoverseas,onships,andatstatesidecommandsasphotographers,publicaffairsspecialists,newspaperandmagazinestaff,andTVandradiostationstaffandtalent.MCsalsocreategraphicdesignsinsupportofthepublicaffairsmission,createandmanageofficialwebsites,andperformhigh-speed,high-volumegraphicreproduction.

MCsrelatetopeopleinacreativeandprofessionalmanner.Theyneedaboveaveragewritingandspeakingskills,creativity,curiosityandaninterestinpeople,ideasandinformation.Alsoimportantareagoodmemory,maturity,andagoodpersonalappearance.Othernecessaryqualitiesaretheabilitytododetailedworkandkeeprecords,manualdexterity,andagoodsenseofteamwork.

TobeeligibletobecomeanMC,aSailormustbeaU.S.citizen,eligibleforaSecretclearance,havenormalcolorperception,anASVABscorewhereVE+AR=115orhigher,andbewillingtoobligatefor60monthsofservice.ActivedutySailorsaredesignatedasMCsaftercompletingthe 23-weekBasicMassCommunicationSpecialistCourse(BMCSC)attheDefenseInformationSchool.

MostofourReserveMCswereactivedutyMCs.ThosewhowerenotmeetthesamerequirementslistedforactivedutyMCsabove,butcompletetheBasicPublicAffairsSpecialistCourse-AdvancedDistributedLearning(BPASC-ADL)viadistancelearningandatwo-weekresidencyattheDefenseInformationSchoolinsteadoftheBasicMassCommunicationSpecialistCourse.

PromotionsandassignmentsarecentrallymanagedforMCs.ThenumberofMCsadvancedeachcyclevariesbecausetheNavyadvancestovacanciesinthefleet.

Collateral Duty PAOs

Manyorganizationsdonothaveafulltimepublicaffairsofficer,andwillassignsomeonePAdutiesinadditiontohisregularduties.CollateraldutyPAOsshouldbefamiliarwithandconsultwiththefulltimePAOinnextechelon.TheNavy Public Affairs Guide to Collateral Duty Public AffairsisdesignedtoassisttheCDPAOinperformingbasictaskscommonlyrequiredofthembytheircommandingofficersorthefull-timePAOatthenextecheloncommand.

Contract Support for Public Affairs Services and Products

Manycommandshavecontractedoutforpublicaffairssupport.Contractorscanprovidealargenumberofsupportservices,andmanyoncewereuniformedNavyPAprofessionals.However,twoimportantrestrictionsgoverntheemploymentofcontractedPApersonnel:

1.ContractedpublicaffairspersonnelarenotauthorizedtoactasofficialNavyorMarineCorpsspokespersons.AcontractedPAOshouldworkwiththeorganizationtoidentifygovernmentemployeeswhocanserveason-the-recordspokespersons.Theinformationusedmaybedevelopedbythecontractor,butitmustbeapprovedbyaqualifiedgovernmentemployee.

2. Contractedpublicaffairspersonnelarenotpermittedtobetheapprovalauthorityforcontentonapubliclyaccessiblewebsite.Onlymilitaryandgovernmentciviliansmaybetheapprovalauthorityforpublicreleaseofthiscontent.Oncecontenthasbeenapproved,acontractormaypostthematerialonapubliclyaccessiblewebsite.

TheNavyReserveisanessentialelementoftheTotalForcewithintheNavy,providingsurgesupportandadditionalexpertisearoundtheworld.TheNavyPA/VIcommunityhashighlyskilledReserveMCsandPAOswhosupportandparticipateinoperations,exercises,communicationplanning,communityoutreachactivities,speechwriting,mediaoperationsandtraining;aswellasdeveloping,producinganddisseminatingawidevarietyofcommunicationproductsincludingnewsstories,photos,videos,andmultimediaproductsthroughtheNavy’straditionalandemergingmediaplatforms.

ReservePAOsandMCsareassignedtounitsthroughoutthecountry(seewherethebilletsarelocatedonPages70and74)thatsupportactivedutycommands.NoteveryactivecommandhasaReserveunitattachedtoit–mostdonot.SeniorleadersofactivedutycommandswithaReserveunitshouldworkwiththeReserveunit’sleadershiptoreachagreementonhowtobestusetheReservetalentavailabletothemthroughdrillsandannualtraining.

WhileeachReserveunitisassignedtoanactivedutycommand,themembersoftheReserveunitmaydrillsomewhereotherthantheactivedutycommand.Forexample,Reservistsassignedtothe6thFleetunitdrillattheNavyOperationalSupportCenter(NOSC)Atlanta.However,iftheentireunitismobilized,itsmemberswillworkoutofthe6thFleetPAoffice.

Additionally,whileeachReservistreceivesorderstoaReserveunit,theReservistmaybecross-assignedouttoadifferentunitclosertotheReservist’shome.ThismeansthattheReservistmustmeetthereadinessrequirementsofthebilletassignedandwillperformannualtraining(AT)withthatcommand,butheorshemaybeassignedtoaNOSCclosertohomefordrillsandadministrativepurposes.

Reservesupportisfundedinavarietyofways,dependingonlengthoftimeavailableorrequired:

Drills

Adrillisafour-hourperiodoftimeusedtocompleteadministrativerequirementsortosupportanactive-dutyprojectorrequirement.EachReservistisallocated48drillperiodseachfiscalyear.Uptotwodrillperiodsmaybecompletedinasingleday.DrillsmaybecompletedinpersonattheNOSCortheactivedutycommandtheReservistisassignedto.Insomecases,aReservistmaybedesignedasaflexibledriller,wherewiththeapprovaloftheunitcommander,theReservistcandrillattimesandlocationsotherthantheNavyOperationalSupportCenter(NOSC)orregularlyscheduleddrillweekends.

InactiveDutyTraining(IDT)IDTistheformalnamefor484-hourdrillperiodsallocatedtoeachReservisteachfiscalyear.Reservistsmaydrillinpersonateithertheactive-dutycommandortheNOSCtheReservistisassignedto.InactiveDutyTrainingTravel(IDTT)aredrillperiodsthatincludetravelexpensessotheReservistcanworkawayfromtheirhomeNOSCforshortperiods.

RescheduledDrillsandFlexibleDrillsarefundedbyNavyReserveForce.Withtheapprovaloftheunitcommander,drillingreservistscanrescheduleor“flex”manyoftheir24annualdrilldaystobestaddresssupportedcommandneeds.Thesedrilldayscanbecombinedintoseveralconsecutivedays,orconductedinfour-hourincrements,andperformedeitheron-siteorremotely.ThisisapracticalwaytoemployaReservistforunclassifiedworkthatdoesnotrequirefull-timeoron-sitesupport,andrequireslittleadministrativeeffortorcoordinationbytheactivecommand.

Active Duty

AnnualTraining(AT)ATfundsareanentitlementprovidedbytheNavyReserveForcetoReservistsinpaidbillets.EachReservist(excludingthoseinavoluntarytrainingbillets,orVTUs)canuse12to29daysofATeachfiscalyear.ATfundingisallocatedatthebeginningofeachfiscalyear,andisgenerallysetfor12daysofCONUSor17daysifOCONUStraining,butmaybeincreasedincoordinationwithunitleadership,gainingcommandandNavyOperationalSupportCenters.Membersmustbe“mobilizationready”toqualifyfororderswithmedical,dental,physicalfitness,generalmilitarytrainingandpersonnelrequirementscurrent.

ActiveDutyforTraining(ADT)ADTfundingisadiscretionaryallocationprovidedbytheNavyReserveForcetoOperationalSupportOfficers(OSO)tomanage.ADTfundsarebudgetedforandrequestedbyactivedutycommandstomeetexerciseandoperationalrequirements.ForADTorders,theactivedutycommandOSOprovidesthereservistwithafundingsourcecode.ReservistsassignedtopaidbilletsorVoluntaryTrainingUnits(VTU)canperformADT.

ActiveDutyforSpecialWork(ADSW)ADSWordersaregenerallyforlongertimeframesandmayincludePermanentChangeofStationordersiflongerthan180days.MissionsrequiringADSWsupportaresubmittedforfundingconsiderationbyOSOsasmuchasone-yearpriortomissionstart.ADSWisforprojectsormissionsthatarelimitedindurationandscopeandisnottobeusedtofillforstaffvacancies.

One,two,andthree-yeartemporaryrecallsRecallsaremanagedandfundedbytheNavyPersonnelCommand.Recallsofthisnaturearerare,andarecoordinatedthroughthecommand’sOSOandthedetailer,andapprovedbyCHINFO.Theyrequireaspecificapplicationandjustification,andarebasedonoperationalsurgeandavailableactivedutybilletcapacityversusinventory.

Transitioning fromActive Duty to the Reserves

PAOs

ActivedutyPAOsseekingtojointheReservesattheendoftheircontractshouldcontacttheCHINFOOperationalSupportOfficerforassistanceinlocatingavailablebilletsandaNavyReserveofficerrecruitertoworkwith.

MCs

ActivedutyMCsmaytransitiontotheReservesattheendoftheirenlistmentbyapplyingforaSelectedReserve(SELRES)quotathroughtheCareerWaypoint-ReenlistmentProcess.OnceapprovedforSELRESaffiliation,andwhilestillonactiveduty,MCscanselecttheNavyOperationalSupportCenter(NOSC)theydesiretobeassignedtothroughtheCareerManagementInteractiveDetailingSystem(CMS-ID).

ActivedutyMCsdesiringabreakaftertheirenlistmentandpriortotransitioningtotheReserves,mayapplyforaReservequotathroughtheSELRESDelayedAffiliationProgram(SELRESDAP)priortoleavingactiveduty.

MCswhohaveleftactiveduty,butdidnotparticipateineitherCareerWaypointtransitiontoSELRESorSELRESDAP,mustworkthroughaNavyReserverecruitertojointheReserves.RegardlessofhowanMCultimatelyjoinstheReserves,NavyPAcommunityReserveleadersrecommendyoucontactamemberoftheReserveMCChief’sMesstofacilitateplacementinoneoftheReservePAunits.

Detailing, Assignmentsand Promotions

TheactiveandReservemilitarymembersofourcommunityworkwiththeirdetailerstofindtheirnextassignmentsandcompeteagainsteachotherforpromotions,whileourciviliansmustapplyandbeselectedfortheirnextassignment,whichmayormaynotbeapromotion.

Active Duty PAOs and MCs

MilitaryPAprofessionalsworkwiththeirdetailerstodeterminetheirnextassignments.Thedetailer’sjobistoassignofficersandSailorstowheretheNavyneedsthem.Inpractice,thedetailerworkstogetthebestsituationfortheNavy/PACommunityandthePAOorMC.Inanidealworld,whatworksbestfortheNavywouldbewhatworksbestfortheindividual.Inreality,theidealsalignperfectlyonoccasion,andmostofthetime,thealignmentworksnicelyforboth.Sometimes,theNavy’sneedscomebeforetheindividual’sneeds.

Indeterminingthebestfitforassignments,thedetailermustworkwithinthelimitationsofthesystemanditsrules.Somerulesaremoreflexibleandcanbewaived,whileotherrulescannot.Forexample,thestandardNavytourforactivedutyPAOsisthreeyears.Thiscanbeadjustedinsomecircumstances.ThestandardjointtourforactivedutyPAOsalsoisthreeyears.Thisisrarelyadjusted.BynamerequestsforindividualsmadebycertainseniorDoDandNavyleadersareanexceptioninthedetailingsystem.

TheChiefofInformationispersonallyinvolvedindetailingactivedutyPAOsandapproveseachassignment.

ActivedutyPAOsshouldcontacttheirdetailer12monthspriortotheirprojectedrotationdate(PRD)tostartnegotiatingfororders.

ActivedutyMCsshouldapplyforordersthroughCMS-IDninemonthspriortotheirPRD.AnMCmayapplyforuptofivebillets.IftheMCdoesnotreceiveasetofordersduringthisfirstlook,he/shemayapplyeightmonthsout,andifnecessary,sevenmonthsout.WhenanMCissixmonthsorlessawayfromhis/herPRDorhasnotappliedforanybillets,he/shewillbedirectdetailedaccordingtotheneedsoftheNavy.

IfanMChasspecialrequestsfortheirnextassignment,suchasaco-locationwithaspouse,theMCshouldsubmita1306/7nolaterthan12monthspriortohis/herPRD.

Thestandardsea/shoreflowforMCsis36monthsatseaor36monthsashoreforanMC’sfirstassignmentortour,42monthsatseaor36monthsashoreforanMC’ssecondtourandthen36/36forthethirdtourandbeyond.ThischangesoccasionallyastheNavy’sneedschange.FirsttermSailorsonshoredutyhave24monthorders.

Reserve PAOs and MCs

ReservistsaredetaileddifferentlythanactivedutyofficersandSailors.Reserveofficersgenerallyreceivethree-yearassignmentstoReserveunitsandmustrequestassignmentviatheAPPLY/JOAPPLYsystem,locatedontheNavyReserveHomeport(listedunder“Applications”).AdditionaldetailsonAPPLY/JOAPPLYareavailableintheannualCOMNAVRESFORNOTE5400andTheNavyReservistAlmanac2014.

ReserveMCsreceivethreeyearorders.Ninemonthspriortotheendofasetoforders,aReserveMCmayapplytostayinthesamebilletviaCMS-ID.ReserveMCsdesiringorderstoanewunitmayapplyforanewbilletviaCMS-IDthreemonthspriortotheendofthecurrentsetoforders.IfaReserveMCwouldlikeorderstoanewunitoutsideofthesewindows,he/shemustsubmitarequestchitviahis/herchainofcommand.

Civilian PA/VI Professionals

Advanced Navy Visual Journalism Training Program

TheAdvancedNavyVisualJournalismTrainingProgramatSyracuseUniversity,S.I.NewhouseSchoolofPublicCommunicationshaditsgenesisin1963whentheNavy,recognizingpoorphotojournalismanddocumentaryskillsofitsphotographersandjournalists,contactedSyracuseUniversityandtheUniversityofSouthernCaliforniarequestingthedevelopmentofacademicprogramstotrainphotojournalistsandmotionpicturedirectors,respectively.InitiallyonlyservingtheNavyandMarineCorps,theprogramseventuallysupportedtheArmyandAirForceaswell.

Theprogramsevolvedovertheyears,fluctuatingfromoneacademicyearinlengthto10weeksandthenbacktoanacademicyear;migratingfromSUandUSCtotheRochesterInstituteofTechnologyuntilfinallyconvergingbackatSUunderoneroofbutmaintainingtwoseparatedisciplines,photojournalismandmotionmediastudies.Asidefrommodestcurriculumchangesundertakenbytheuniversity,theprogramhasremainedmuchthesamesincethecontractwasawardedtoSUin1997.
