The ability o a nation to use and create knowledge as capital determines its capacity to empowerand enable its citizens by increasing human capabilities. India today stands poised to reap the
benets o a rapidly growing economy and a major demographic advantage that will see the country
having the largest resource o young people in the world in the next ew decades. The challenge
and the opportunity is to galvanize our national potential into a dynamic resource: an inormed,
enlightened and capable young Indian citizenry would not only enhance and enrich the processes
o national development, but could be a positive orce in the world. In the words o Dr. Manmohan
Singh, Prime Minister o India, The time has come to create a second wave o institution building,
and o excellence, in the elds o education, research and capability building so that we are better
prepared or the 21st Century.
To make the best o these opportunities to underpin national progress, and to respond to global
challenges more strongly than ever beore, India needs a knowledge-oriented paradigm o
development to give its people and institutions a competitive advantage in all elds o knowledge.
The challenge o realizing this is daunting, but the potential is tremendous. It is with this broad
task in mind that the National Knowledge Commission (NKC) was constituted in 2005 as a
high-level advisory body to the Prime Minister o India, with a mandate to guide policy and
generate reorms. The Commission is reportedly the world's rst body o its kind.
The Commissions overarching aim is to transorm India into a vibrant knowledge-based society.
This entails a radical improvement in existing systems o knowledge as well as the creation o
avenues or generating new orms o knowledge. Increased participation and a more equitable
access to knowledge across all sections o society are o vital importance in achieving these goals.
For this, the Commission seeks to develop appropriate institutional rameworks to strengthen the
education system, promote domestic research and innovation and acilitate knowledge application
in sectors like health, education, agriculture, water and energy, and industry. It also aims to leverage
inormation and communication technologies to enhance governance and connectivity.
Its prime ocus is on ve key areas o the knowledge paradigm access to knowledge, knowledge-
concepts, knowledge-creation, knowledge application and development o better knowledge
services.

A key task in this initiative is to open doors to knowledge, skills, imagination and ideas presently
and potentially available, or accessible, to the people. The libraries o India stand as a rich repository
and resource.
It is thus a central objective o the National Knowledge Commission to examine the present
standards and services o libraries public, private, institutional and specialized and otherinormation centres and resources to create mechanisms and institutions that will serve the
people.The goal is to transorm libraries rom guarded storehouses o publications into open stock-
piles o knowledge.
Terms of ReferenceThe terms o reerence o the Commission are:
To build excellence in the educational system to meet the knowledge challenges o the 21st
Century and increase India's competitive advantage in elds o knowledge;
To promote creation o knowledge in S&T institutions and laboratories; To improve the management o institutions working on intellectual property rights;
To promote knowledge applications in agriculture and industry;
To promote the use o knowledge capabilities in making government an eective, transparent
and accountable service provider to the citizen, and promote widespread sharing o knowledge
to maximize public benet.
The National Knowledge Commission has a designated time-rame o three years rom 2nd October
2005 to 2nd October 2008.

Libraries as Gateways to Knowledge
A library is not a building stacked with books it is a repository and source o inormation andideas, a place or learning and enquiry, and or the generation o thought and the creation o
new knowledge. Public libraries in particular have the potential to bridge the gap between the
inormation poor and the inormation rich by ensuring that people rom all sectors and settings
o society and the economy across India have easy access to knowledge they seek.
In establishing the Commission in 2005 the world's rst such body/entity India seized the
challenge o making access to knowledge a reality or all. Implicit in this assignment is the opening
up o knowledge resources and institutions, and the improvement o access and dissemination. At
the inception o the Commissions work, the Prime Minister pointed to the key role public librariescan play as an extremely important element o the oundation o a knowledge economy.
The Commission thus took it as one o its rst initiatives to review library services, and to examine
the present standards o public, private, institutional and specialized libraries and other inormation
centres and resources, in order to ormulate and create mechanisms and institutions that will serve
the people. The Commission thereore set up a Working Group on Libraries to initiate objective
review o current services and standards and to recommend the changes India needs. An honest
review o how libraries now unction has highlighted the need or changes in the mindsets o those
who own, manage and operate libraries, starting with their perceptions o their responsibilities.The Commissions rst recommendations on libraries were orwarded to the Prime Minister in
December 2006.
The development o libraries and their accessibility to those in search o knowledge also implies the
translation o books and inormation into all major languages in use in India and their appropriate
conversion into user-riendly versions or the varied ages, interests, needs and knowledge levels
o present and potential clients o library and inormation services. The Commissions integrated
approach to its mandate is already refected in its initiation o working groups and consultative
enquiry on language, translation, literacy, open education and inormation and knowledgenetworking all o which can connect to the gateways that the opening up o libraries can yield.
The Commission has already submitted recommendations on language and translation, to enrich
and enhance the availability o knowledge.

Terms of Reference of the Working Group on LibrariesThe Working Group on Libraries has carried out a process o consultative review, analysis and
recommendation under terms o reerence fagging nine priorities:
1. To redene the objectives o the countrys Library and Inormation Services sector;
2. To identiy constraints, problems and challenges relating to the sector;
3. To recommend changes and reorms to address the problems and challenges to ensure a holistic
development o inormation services in all areas o national activity;
4. To take necessary steps to mobilize and upgrade the existing library and inormation systems and
services, taking advantage o the latest advances in Inormation Communication Technology
(ICT);
5. To explore possibilities or innovation and initiate new programmes relevant to our national
needs, especially to bridge the gap between the inormation rich and the inormation poor
within society;
6. To suggest means o raising standards and promoting excellence in Library and Inormation
Science education including re-orientation and training o working proessionals;
7. To assist in setting up acilities to preserve and give access to indigenous knowledge and the
nations cultural heritage;
8. To set up adequate mechanisms to monitor activities or securing the benets o acquisition
and application o knowledge or the people o India;
9. To examine any other issues that may be relevant in this context.
Beginning its work in April 2006, the Working Group undertook an inormation search, review
and examination o library standards, services and potential, through a range o consultations,
visits and correspondence. It enlisted the attention o several experts, and set up our special-ocus
committees.
The Group submitted its rst proposals or action to the Commission on 28th August 2006,
and the Commission has recommended key actions to the Prime Minister. Highlighted in the
Commissions 2006 Report to the Nation, these are presented in detail in the present publication.

Recommendations
In order to reach the goal o creating a knowledge society, the majority o the people o India mustbe helped to overcome inormation poverty. The knowledge deprived have to be given access
to relevant and timely inormation and knowledge to address the roles they should play in the
developmental process. It is critical that the Library and Inormation Services sector is given the
necessary llip to ensure that people rom all walks o lie and all parts o India have easy access to
knowledge relevant to their needs and aspirations.
In this new situation, libraries in India need to make a paradigm shit rom their present strategy
o collection or acquisition o knowledge to a strategy o knowledge access. Libraries and librarians
have to recognize their social unctions and their critical role in creating a knowledge society. Thelibrary and inormation sector is committed to support the creation o a knowledge society by
providing equitable, high quality, cost-eective access to inormation and knowledge resources and
services to meet the inormational, educational, recreational and cultural needs o the community
through a range o national, institutional and public libraries.
Keeping in mind the act that the stakeholders o all the ocus areas o the NKC mandate will need
well-organized and systematic library and inormation services to support all their activities, it was
elt that the existing institutions and services are ready or signicant change. The Commission has
thereore made the ollowing recommendations to ensure sustained attention to development olibraries:
1. Setup aNationalMissiononLibraries: There is need o a permanent, independent and
nancially autonomous statutory body to address all the library-related concerns and measures
that require attention i the inormation and learning needs o the citizens o India are to
be met. To launch the process in a mission mode, the Central Government should set up a
National Mission on Libraries immediately, or a period o three years. This Mission should
subsequently be converted into a permanent National Mission. (Annexure 1 provides details
on the roles recommended or the proposed National Mission on Libraries).
2. PrepareaNationalCensusoallLibraries: A national census o all libraries should be prepared
by undertaking a nation-wide survey. Collection o census data on libraries would provide
baseline data or planning. The Task Force that has been set up by the Department o Culture
or this purpose should be given nancial and administrative support to implement this activity
and complete the survey on a priority basis (within one year). Survey o user needs and reading
habits should be periodic at the national level as part o the National Sample Survey.

3. RevampLibraryand InormationScienceeducation, trainingandresearchacilities: The
proposed Mission on Libraries must assess as soon as possible the manpower requirements o
the country in the area o Library and Inormation Science management, and take necessary
steps to meet the countrys requirement through Library and Inormation Science education
and training. To keep the sector abreast o latest developments, necessary encouragement
should be given to research ater evaluating the research status in this eld. Establishing awell equipped institute or advanced training and research in library and inormation science
and services would provide the necessary impetus to this task. (Annexure 2 sets out details o
proposals on the unctions and organizational structure o the proposed Indian Institute o
Library and Inormation Science).
4. Re-assessstafngolibraries: In the changed context, it is necessary to assess the manpower
requirements or dierent types o libraries and departments o library and inormation science,
keeping in mind job descriptions, qualications, designations, pay scales, career advancement,
and service conditions. (Annexure 3 provides detailed suggestions on stang o dierentlibraries).
5. SetupaCentralLibraryFund: A specied percentage o the Central and State education
budgets must be earmarked or libraries. In addition, a Central Library Fund should be
instituted or upgrading existing libraries over a period o three to ve years. Initial unding
rom the Government sector may be Rs. 1,000 crores, which may be matched by the private
sector through corporate philanthropy. This und should be administered by the National
Mission on Libraries.
6. Modernizelibrarymanagement: Libraries should be so organized and the sta so trained that
they become relevant to user communities (including special groups) in every respect. Also,
to optimize resources, eorts should be made to synergize the strengths o dierent types o
libraries through innovative collaboration. A proposed outline or this modernization1 includes
a model Library Charter, a list o services to be perormed by libraries, and proposals or a
library network and a National Repository or Bibliographic Records.
7. Encouragegreatercommunityparticipationinlibrarymanagement: It is necessary to involve
dierent stakeholders and user groups in the managerial decision-making process o libraries.Public libraries must be run by local sel-government through committees representing users
o the library. These committees should ensure local community involvement and should
be autonomous enough to take independent decisions to conduct cultural and educational

community based programmes. Libraries should integrate with all other knowledge-based
activities in a local area to develop a community-based inormation system. In rural areas,
the responsibility or village libraries and community knowledge centres must lie with the
Panchayats. These should be set up in school premises or close to them.
8. PromoteInormationCommunicationTechnology(ICT)applicationsinalllibraries: Thecatalogues o all libraries should be put on local, state and national websites, with necessary
linkages. This will enable networking o dierent types o libraries and setting up o a National
Repository o Bibliographic Records and a centralized collaborative virtual enquiry handling
system using the latest ICT. To enable equitable and universal access to knowledge resources,
libraries should be encouraged to create more digital resources by digitizing relevant reading
material in dierent languages; this can be shared at all levels. Peer-reviewed research papers
resulting rom publicly unded research should also be made available through open access
channels, subject to copyright regulations. The use o open standards and ree and open-source
sotware is recommended or this.
9. Facilitatedonationandmaintenanceoprivatecollections:There are numerous rich private
and personal collections in India which need to be identied, documented and preserved or
posterity. While there is a need to create a decentralized model or identication o personal
collections, it is also necessary to sensitize organizations to receive and preserve donations o
personal collections through a simplied process. The proposed National Mission may set up
a Committee on Private and Personal Collections under the chairpersonship o an eminent
scholar. (Annexure 5 provides details o terms o reerence o the Committee). Since special
acilities or maintaining private or personal collections are not easily available, it is suggestedthat ten Regional Centres with specic mandates be set up in dierent parts o the country or
this purpose.
10. Encouragepublic-privatepartnershipsindevelopmentolibraryandinormationservices:
Philanthropic organizations, industrial houses and other private agencies should be encouraged
through scal incentives to support existing libraries or set up new libraries. Also, the ingenuity
o civil society can be utilized or preparing necessary inrastructure to meet the special ICT
needs o libraries and inormation services.

Library and inormation services are undamental to the goals o creating, disseminating, optimallyutilizing and preserving knowledge. They are instrumental in transorming an unequal society
into an egalitarian, progressive knowledge society. Developments in Inormation Communication
Technology (ICT) have enabled libraries to provide wide public access to all, and to bridge the gaps
between the local, national and global levels.
Yet the library and inormation services sector in India has not kept pace with the paradigmatic
changes taking place in society. It is imperative that all libraries (public, academic, research and
special) change gear and develop at an accelerated pace. At present, being a State subject and
coming under the purview o dierent apex agencies, there is no common direction or coordinationamong them.
To give libraries required direction, there is a need to set up a body which will deal with this
sector in a more rational manner. The activities which are now being perormed as piecemeal and
isolated ventures by dierent agencies can be streamlined or the benet o a much larger group
o stakeholders at all levels. In order to launch this process immediately, a National Mission on
Libraries must be set up or a period o three years with statutory backing and a regular budget. The
Mission should be converted into a permanent National Mission on Libraries in not more than
three years, to become an important part o the development process.
The role o the proposed National Mission:
1. To develop libraries and inormation services;
2. To advise the government on libraries and the inormation sector;
3. To set standards or collection, services and technical processing;
4. To encourage public-private participation;
5. To interact with State Governments;
6. To conserve the cultural heritage;
7. To review and assess the education and in-service training needs o the sector;8. To support R&D and technological development;
9. To ensure access to all publications, including government and institutional public documents;
10. To set up a system or monitoring the working o public libraries.
The Mission, and later the National Mission, should be headed by a person o eminence and high
public credibility, with demonstrated interest in and knowledge o libraries.

India has a long tradition o libraries and has contributed to the development o basic conceptsin the discipline such as undamental principles o library services and knowledge organization
tools. However, R&D activities in library and inormation services today are extremely limited.
Though concerned with global inormation resources, the sector needs to pay close attention to
the local environment. Indias diversity o socio-economic-cultural actors, the multiplicity o
languages, varying levels o literacy and educational achievements and o access to inormation
and communication technologies, make it essential that planning or library and inormation
services take into account the ground realities. The exponential rate o change and innovation
relating to this discipline also warrants intensive R&D initiatives. It is also necessary to
provide guidelines and training or the use o tools and technology so that research results areeectively utilized.
Globally, much o the research in this eld is being adopted and utilized in organizing the Internet.
It is generally accepted that the present search engines lack semantic knowledge o the documents
processed. Whether it is a huge collection o inormation within a library or Internet, the tools and
techniques that have long been used by Library and Inormation Science proessionals will be o
immense help in making the Web a Semantic Web.
Keeping this in view, it is elt that a national institute or advanced training and R&D (suggestedname: Indian Institute o Library and Inormation Science) needs to be set up. The proposed
Institute would have two major unctions:
a. To oer training programmes in relevant areas and to conduct continuing education
programmes (including training o trainers) or library and inormation proessionals;
b. To identiy, sponsor and conduct R&D programmes in the eld o library and inormation
science, including newly emerging research areas. Among the areas needing immediate R&D,
the ollowing were identied by the Working Group:
Cross-language inormation retrieval, with an emphasis on inormation in Indian
languages; Standardization o Indian names;
Vocabulary control over Indian subjects developed in terms o multi-lingual thesauri and
subject-heading lists;
Development o open source sotware;
Development o Digital Libraries, both in English and Indian languages;
Technical standards or Indian scripts, Optical Character Recognition (OCR) or Indian

scripts, and search engines which can implement stemming algorithms or Indian
languages;
User needs and reading habits or dierent groups;
Organization o community inormation and development o appropriate standards.
The Institutes scientists will carry out research in major areas contributing to libraries andinormation science. In addition, they can undertake externally unded projects and provide
consultancy to other organizations.
The Institute will also undertake activities to disseminate research ndings, through printed and
online publications, seminars and conerences, or web portals.
Proposed Organizational StructureThe proposed Institute o Library and Inormation Science should have an Advisory Board
consisting o experts, a director or research groups or dierent activities, and other supportingsta.
AegisThe Institute would unction under the Ministry o Culture as major libraries o India including
The National Library are already under its purview.

ii. District Library : Inormation service, E-governance, content development,
co-ordination o rural knowledge centres.
iii. Sub-divisional/Town Library: Lending o books, reerence services, inter-library
loan, web-based services such as e-learning, banking and insurance, community
inormation, content and database creation.
iv. RuralKnowledgeCentre/CommunityInformationCentre: Lending o books, web-basedservices such as e-learning, banking and insurance, panchayat-level inormation,
E-governance, community inormation, content and database creation.
b. There should be proper co-ordination o activities between the dierent levels o libraries,
especially in respect o those activities which will be o common interest, such as training,
sharing o databases and contents, problem-solving, transaction analysis, gathering o
inormation towards development o uniorm standards and modeling o inspection o
need, access and dissemination, and inspection o progress o knowledge based activities
and identiying weaknesses in the system, i any.c. Several routine jobs may be outsourced. These would be stack management, library binding,
stock verication, retro-conversion, bar coding, borrowers registration, digitization,
library security and upkeep, physical inrastructure and maintenance, computer network
and maintenance. The work o administrative sta such as night watchman, cleaner,
gardener, driver, book binder and cleaner may also be outsourced.

reviewed and altered wherever required to meet the new challenges. The existing designations
may also be reviewed by the National Mission.
4. SpecialLibraries
Special libraries are parts o parent institutions and, unlike public and academic libraries, do notenjoy any individual identity in their stang structure. In the emerging knowledge society era,
special libraries must be reshaped as knowledge management centres that will require linking
people, knowledge, and technology that would acilitate knowledge fow and transer to oster
knowledge assimilation and knowledge creation. Special libraries should have the same stang
pattern and promotional avenues as are available to other sta in the same organization.
5. StafngPatternoLibraryandInormationScienceDepartments
a. A system should be set up to oster close co-operation between the teaching/research
aculty and practicing librarians at all academic and research institutions, by measuressuch as:
i. Mobility o sta (in terms o recruitment and in terms o teaching) should be made
possible.
ii. Practicing librarians and experts should be associated with the teaching aculty or
oering specialized courses.
iii. Similarly, teachers could be associated with libraries as consultants, or carrying
out projects, and or carrying out continuing education programmes or practicing
librarians, etc.
b. The minimum stang pattern or the Bachelor in Library and Inormation Science(B.L.I.Sc.) course should be as ollows:
i. Proessor 1 (where possible)

c. The minimum stang pattern or the M.L.I.Sc. course should be as ollows:

g. Appropriate physical acilities, such as classrooms, must be made available to each Library
and Inormation Science department.
h. E-learning materials or upgrading the skills o the existing sta should be provided.
i. Teachers who will teach in subjects such as ICT applications in libraries and other modern

Annexure 4Modernizing Library Management
All libraries should meet our basic objectives o library and inormation services on site: lendingmaterials, providing reading acilities, providing assistance or reerence, and providing Internet
access. These should all be available ree o charge. Appropriate steps must be taken by all institutions
and organizations that run their own libraries to ensure that they meet these our objectives.
The Government o India should issue a notication to all institutions and organizations to take
appropriate steps to ensure that libraries working under their aegis meet these objectives.
I. A Library CharterIndividual libraries should be asked to display their objectives in the orm o a library charter. This
sample charter expresses what a library should pledge to provide.
The Library Charter
Recognizingthatthelibrarysobjectivesareto:
Disseminate knowledge as widely as possible;
Serve as a major vehicle to acilitate creation o new knowledge;
Facilitate optimal use o knowledge by all sectors, such as government, industry, rural sector
and civil society;
Ensure that people rom all sectors and all parts o the country have easy access to knowledge
relevant to their needs, in their own language.
Thelibraryundertakesto:
Serve as the local centre o inormation and a gateway to national and global knowledge
providing air access to knowledge and inormation to as many users as possible;
Oer an inviting and attractive physical space with clean drinking water and toilet acilities;
Oer proactive services to its user communities;
Ensure that users are treated with courtesy and respect by library sta;
Pay attention to the needs o children, women, senior citizens and the physically challenged;
Optimize its potential to provide access to inormation and knowledge to all; Help users develop inormation skills to make optimum use o resources;
Improve its collections and services on a continuing basis in consultation with users;
To work more eectively and eciently by undertaking every activity in a proessional
manner;
To bridge the gap between the inormation poor and the inormation rich.

II. Guidelines for Collection DevelopmentGeneralGuidelines
1. All libraries must maintain a well-rounded core collection, including reerence material to
satisy the regular needs o its user community. These may be supplemented through networks,
and e-resources, to achieve better qualitative and quantitative standards.
2. Library collections are dynamic resources and there should be, thereore, constant renewal o
materials to ensure that the collection remains relevant to the user communities.
3. Except in the case o national repositories, the weeding out o books should be a regular process.
Each library should evolve a weeding out policy, approved by the competent authority.
4. The criteria or categorizing libraries in government and public libraries and grading o
librarians should be reviewed keeping in mind actors such as size o collection, immediacy
index (ratio o current books to total books), users, services and access to electronic resources.
Publiclibrarycollections
1. The size and nature o the collection should refect the local requirements.
2. Locally relevant language material should be available.
3. Book purchase should be a continuous process and at least 10 per cent o the book collection
should be less than ve years old.
4. At least 60 per cent o the librarys budget should be spent on collection development.
Academiclibrarycollections
1. In general, the library collection o academic institutions should take into account the number
o disciplines oered, the level o the courses, the number o students and aculty and the
research activities o the parent organization.
2. At least 610 per cent o the total institutional budget should be utilized or collection
development on a recurring basis.
3. For a new college/university or a course, a one-time budget may be provided or setting up the
basic collection.
Speciallibrarycollections
The collections o special libraries should be relevant to the specic research needs and thrusts o
the institution. Depending on their areas o interest, these libraries should acquire materials at the
national and international research ronts o their disciplines. The library should acquire books and
journals to meet at least 80 per cent o the internal requirements o its user community.
Nationallibrarycollections
The collections o the National Library and other national level libraries should be as comprehensive
as possible.

III. Services to be provided by LibrariesTo provide access to knowledge and resources, each library must provide a range o services to meet
the needs o a diverse user community.
1. Kinds o services to be provided by all libraries:
i. Lendingomaterialsorhomeuse This should apply to all libraries except special libraries
or special collections in libraries. The National Library should distinguish between its
statutory unctions as a national repository and its historical obligations as a public library.
In course o time, it should develop ways and means o segregating these unctions.
ii. Reading acilitiesonpremises These need to be attractive, bright and comortable.
Opening hours should be at the convenience o readers. Libraries should be closed only
on national holidays.
iii. Reerenceservice Providing qualied and willing sta ('knowledge workers') to act as
intermediaries between the users and the collection.
iv. Providing Internet access This should link the local library to national and global
inormation.
These our basic services should be ree to users at the point o use.
The ollowing services may be made available (against payment wherever appropriate),
depending on the size o the library and the needs o the user community:
v. Inter-library loan;
vi. Photocopying;
vii. Document delivery, including Electronic Document Delivery (EDD);
viii. Extension services in public and academic libraries or women, children, senior citizens
and physically challenged persons;
ix. Community inormation services;
x. On line public access catalogue (OPAC);
xi. Electronic/AV resources, workstations and appropriate inrastructure or use and
delivery;
xii. Training users in inormation literacy;
xiii. Institutional repositories o research articles, reports, institutional publications and
Electronic Theses and Dissertations (ETD);
xiv. Websites, portals, subject gateways, etc (especially in case o special libraries);
xv. Digitization o rare resources (beore any digitization programme, one must consider what
is to be digitized and whether any other libraries have undertaken similar exercises);
xvi. Identiy non-users and promote the use o libraries among them;
xvii. A periodical review to determine the needs o users and eectiveness o services should be
conducted by libraries.

2. Consortia o libraries and institutions with a common membership should be instituted,
acilitated and encouraged.
3. Besides oering routine library services, libraries should initiate new and imaginative services
in consultation with the local community relevant to their needs.
4. All academic institutions must set up institutional repositories o ETD. This should be made
mandatory or accreditation. Such repositories should oer open access.5. All public academic and research institutes should be encouraged to set up reely accessible
institutional repositories o their ull-text articles and publications subject to copyright
restrictions.
IV. Monitoring and Evaluation of Collection and ServicesStatistics should be collected on the ollowing and be used or monitoring and evaluation:
1. Percentage o registered users to total population
2. Percentage o collection on loan on any given day
3. Number o books lent during a stated period4. Average books issued per user per unit time
5. Number o books (including journals, documents, etc.) consulted in house per member
per unit time
6. Number o reerence queries answered per unit time
7. Number o registered users
8. Number o recommendations received or purchase o books per year
9. Number o library publications produced by the library per year
10. Number o books withdrawn rom collection per year
11. Number o photocopies made per unit time12. Number o hours that the reading room is open per week.
V. Networking of LibrariesThe key to opening the resources o a library is its access mechanism. In todays context it is possible
to use technology to bring together the resources o small individual libraries into one seamless
large library. The ability to retrieve inormation rom this library depends on standardization o
classication, cataloguing, database structuring and exchange ormats.
1. Collectionorganizationandintegratedaccess Localaccess
i. Access to every document (print and electronic) in a library should be possible through
a proper system o cataloguing and classication.
ii. To help all libraries accomplish this task easily and without delay, and to ensure
optimal utilization o expertise and resources, it is essential to develop bibliographic

utilities which permit downloading o records (catalogue entries) and uploading o
holdings inormation by all libraries.
iii. Libraries having collections o print and electronic resources should provide integrated
access using the latest ICT.
Nationalandglobalaccessi. Union catalogues (print and electronic) o periodicals should be updated and put
online.
ii. Projects should be developed by the National Library and the Central Reerence
Library, with the support o institutions such as National Book Trust, Sahitya
Akademi, Central Institute o Indian Languages at Mysore, C-DAC, and Departments
o Library and Inormation Science in order to:
a. Convert Indian language scripts/dialects to Roman script;
b. Develop convenient Authority Files or rendering o names o Indian authors and
institutions.iii. Vocabulary control over Indian subjects should be developed in terms o multi-lingual
thesauri and subject heading lists.
2. Infrastructurerequirementsforcataloguing,databasecreationandnetworking
a. Open source sotware should be used wherever possible at present and eventually at
all levels.
b. An open source web-enabled library management sotware should be developed i
necessary and provided to all public libraries or acilitating networking. This sotware
should support multiple Indian language scripts and dialects.
3. NetworkingofPublicLibraries
a. Networking o public libraries should be undertaken in a phased manner. There are
approximately 54,000 public libraries in existence in India.
- PHASE I: 1,000 o these libraries will be networked in Phase I as a pilot project,
by DELNET (Developing Library Network) and INFLIBNET (Inormation
and Library Network), each covering about 500 libraries in 12 18 months.
- PHASE II: Based on the experiences o Phase I, up to 10,000 libraries will be
covered in one year.- PHASE III: The remaining libraries may be networked in the third and nal
phase in three years.
This project should be completed by 2011.
b. Raja Rammohan Roy Library Foundation may give the necessary inrastructural
support or this activity and co-ordinate it.

c. The networking agencies should ensure state-o-the-art technology with the ollowing
eatures:
i. Open source platorm or the sotware, which also supports multi-lingual
environment with multi-user and multimedia content creation capabilities;
ii. Storage, dissemination and replication o the data through mirror sites, gateways,
portals, and inter-library loan acilities;iii. Capability to conduct exhaustive training programmes.
4. NationalRepositoryofBibliographicRecords
A National Repository o Bibliographic Records should be instituted, according to the
ollowing guidelines:
a. The central repository will contain records o bibliographic resources available in the
country.
b. State central libraries and district, municipal, and sub-divisional libraries should be
provided with a server with dedicated internet connectivity, and should be responsibleor creating bibliographic records.
c. The libraries at block or village level should have broadband connectivity to enable
them not only to access the internet but also to create and upload local content to the
library next in hierarchy.
d. For this purpose, the present inrastructural acilities provided by agencies such as
BSNL, MTNL, or other ISPs, should be used.
e. In order to operationalize these, the National Mission should:
i. Dene the scope and objectives o the proposed National Repository o
Bibliographic Records;ii. Take stock o the existing situation with regard to bibliographic records;
iii. Suggest technical and operational details and necessary linkages to achieve the
above;
iv. Assess the strengths and weaknesses o the stakeholders in eectively participating
in this programme;
v. Evaluate the adequacy o the existing legal ramework or this purpose and suggest
suitable measures;
vi. Critically evaluate the capabilities o National Library and Central Reerence
Library as designated agencies or creation o the National BibliographicRepository and suggest suitable measures or strengthening them;
vii. Assess the nancial requirements or achieving these objectives.

Recognizing the importance o private and personal collections in the knowledge creation anddissemination process, and the act that there are several rich and valuable private and personal
collections in existence in the country which need to be preserved or posterity, there should be
an eort to include them in the LIS sector. For this purpose, the National Mission may set up a
Committee under the chairpersonship o an eminent scholar.
Terms of Reference of the Committee1. Survey and assess the national situation with regard to identication, documentation and
preservation o private collections. This would entail surveys at both national/state and at the
micro level to identiy the existing institutions and private/personal collections. The surveyshould be undertaken keeping in mind the categorization o private collections between
heritage and contemporary, historical and cultural and personal and institutional. The survey
would also need to classiy the material into manuscripts, old and rare printed materials and
historical documents, letters and diaries, contemporary documents o historical and cultural
relevance, audio visual material and other materials such as awards, medals, citations, etc.
2. To suggest a decentralized model or identiying, documenting and preserving private
collections.
3. To develop institutional networks at the national and state level to make available inventories
or catalogues o private collections, with a view to disseminate inormation regarding the
availability o these collections.
4. To evolve eective measures and schemes or conservation, preservation, documentation and
sharing o inormation on private collections.
a. Conservation and preservation
i. A directory o conservation and preservation experts and institutions should be
compiled.ii. Survey and documentation o existing methodologies o preservation, both indigenous
and international, should be carried out and kept updated to include new state-o-
the-art technologies.
iii. New technologies or preservation should be introduced at all levels.

iv. Standards and benchmarks or conservation o dierent materials should be
prepared.
v. Archives or digital documents should be established in each State and Union
Territory.
b. Documentation
i. Descriptive cataloguing o personal and private collections should be introduced.ii. International standards should be maintained in the cataloguing.
iii. Nodal agencies at the state and national level may be entrusted with the responsibility
o conducting the surveys mentioned earlier, and cataloguing the private collections.
Necessary nancial support should be extended to these agencies.
c. Dissemination
i. The catalogues o private collections created at the national and state level should be
accessible through the web.
ii. Private records and collections o importance should be digitized into ull text orm
with proper indexing acilities and should be made available to users against paymentwhere appropriate.
iii. Archives o digital documents should also be made accessible through the web.
5. To outline suitable advocacy and outreach strategies or this purpose.
a. Sensitize individuals, institutions and business houses about the value and signicance o
private collections as national property, cultural heritage and historical sources.
b. Have inormation about private collections reach all levels o society including
administrators, scholars, students and the general public.
c. Have extension activities organized by the concerned institutions through dierent media,including audio visual and electronic media, to generate awareness about the merits, use
and importance o private collections.
6. To ormulate necessary approaches or human resource development and creation o
inrastructure.
HumanResources
a. A system o training may be established in areas such as cataloguing, conservation and
preservation, digitization, digital archiving, archival management, rare languages and
scripts. Suitable training courses could be devised or this purpose by the Indian Instituteo Library and Inormation Science (ILIS).
b. Existing institutions which have the capacity to undertake the management, digitization,
documentation, etc, o private collections, should be suitably supported or this
purpose.

Infrastructure
Existing nodal agencies and their network o associated institutions should be provided suitable
inrastructural acilities such as computers, printers, internet access, multilingual sotware and
manpower, in accordance with certain minimum standards as may be specied.
7. To evaluate the adequacy o existing policy and legal ramework and suggest suitable measuresto ensure that:
a. Valuable personal collections are not destroyed or sold/smuggled out o India.
b. Everyone has a right to access the contents o those private and personal collections that
are supported by the government, except those excluded by mutual agreement.
c. Owners o private and personal collections provide access to their collections by voluntary
permission on the basis o mutually agreed terms regarding access/user ee.
d. Institutions supported by government that maintain archival materials be strengthened to
archive documents and disseminate these materials or use to the public. These institutions
must ormulate access guidelines and enabling legal provisions or access (with the help olegal experts), and make these available to all concerned.
8. To develop guidelines or owners o private collections, keeping in view the ollowing:
a. Copyright issues and the application o the Right to Inormation Act.
b. Proprietary rights.
c. Government support or individuals having private collections, especially or conservation
and publication.
d. Training acilities or individuals having private collections.
e. Terms and conditions or the acquisition, donation or loan o private collections.. Terms o reerence under which collections could be digitized or wider dissemination.
g. Any other issue emanating rom local situations.
