URBANISATION IS A DRIVER FOR GNI GROWTH
As countries like Malaysia transition into a service-based economy, large and
urbanised cities become more critical, with their concentration of infrastructure, talent
and economic inter-relationships that support the economic transformation.

VISION: Attract 100 MNCs to establish regional HQ in Greater KL
CURRENT SITUATION IDENTIFIED PROBLEMS
PROPOSED SOLUTIONS AND BIG IDEAS Estimated incremental annual GNI impact in 2020
▪ There are currently ~1,600 foreign companies in Greater KL – this lags behind Singapore (~6,100) and Shanghai (~17,000)
▪ Lack of focus on “anchor tenants” (i.e. major MNCs), which generate large GNI and employment impact
▪ No agency focused on specifically promoting Greater KL
▪ Value proposition lags behind Singapore and Hong Kong in attracting MNCs
▪ Deliver the most competitive incentive package to attract MNC HQ
▪ Set up Invest KL to focus on attracting MNCs HQ to Greater KL, and facilitate the approval and relocation process
▪ Fully leverage Greater KL’s other initiatives to communicate an integrated Greater KL value proposition to potential targets
RM ~40 bln
Main drivers:
▪ Revenue and employment generated by MNCs, which establish regional HQ and operations in GKL

Cohesive Incentive Blueprint for Malaysia – a comprehensive ‘menu’ of existing incentives and qualifying criteria.
Budget 2012 announced by the PM included liberalization of 17 subsectors. Subsector liberalization will have a significant impact on MNC attraction (i.e. Engineering subsector – registration of foreign engineers).
Working with Talent Corp to define and implement a program to position Malaysia as a Regional Talent Centre (Malaysia’s Talent Blueprint)
IP blueprint, consisting of all elements of IP protection, is being drafted.

• Detailed talent attraction programmes were identified to enable and facilitate foreign
immigration and domestic migration and the return of members of the Malaysian
Diaspora.
• TalentCorp also reached out to JPA scholars from abroad and from local institutions for
the Talent Acceleration in Public Service (TAPS) and Scholarship Talent Attraction and
Retention (STAR) Programmes.
How we did it?
• Developing immigration policy measures to facilitate entry and retention of foreign talent - Residence Pass (RP) - Employment Permit (EP)

EPP 6: GREENER KUALA LUMPUR
Promote green redevelopment
▪ Design “green development1” for major redevelopments
▪ Redevelop government land into green areas
▪ Incentivize and reclaim key spots for green development
▪ Ensure privatized land from UKAS adheres the “green development” design
▪ Increase density of existing green space ▪ Green rooftops of existing buildings ▪ Build “vertical garden”, where trees and
plants are in vertical landscape to reduce space occupation
▪ Connect multiple parks with green trails to create “one park”
▪ Designate and promote park space for public events (e.g., concert, performances)
Increase green density
Interconnecting parks and increasing
park usage
28
Initiative
Increase green density
• Planting of large shaded trees
• Large trees are of diameter of more than 2 inches to ensure sustainability
▪ Total trees planted in Kuala Lumpur is 31,447 trees
▪ Potential shaded areas by the large trees amounts to more than 700,000 sq feet

Connectivity
• MRT and High Speed Rail - development /re-generation of buildings
within the surrounding areas and along the rail corridors
NKEA GKL/KV – Opportunities for the Construction Sector
Indirect Construction Opportunities Other than direct construction opportunities, EPPs will spur growth in property development which brings about
construction job opportunities
New Areas / Re-generation of Existing Areas
• River of Life – once river is cleaned and beautified, more development
projects will be inevitable as these prime lands are set for high-end
properties
• Iconic places – boost tourism industry hence increase demand for

Major Concerns Relating to the Construction Industry
With construction being the Enabler for other economic sectors, the areas of concern are:
Manpower requirements
• Are we training enough professionals / skilled workers to fulfill the
construction needs in the future?
Environmental concerns
• Construction is one of the largest contributors to CO2 emissions. Is green technology adequately applied to promote sustainability and address concerns like availability of raw materials and resources in the future?
• Recycling of C&D waste in itself generates new business opportunities for this sector.
R&D and Latest Construction Know-How
• Is the industry doing enough to promote innovative ideas /
methods?
