1. The StudyThe Class Environmental Assessment (Class EA) for the North Bolton Elevated Tank/Reservoir andFeedermain is being undertaken to select the location for a new elevated water tank and the preferredalignment for a new water feedermain to support servicing areas of Bolton and the north part of Brampton,south of Mayfield Road.

A Notice of Completion for the Class EA Study was issued on October 27, 2011 in the Caledonnewspapers outlining the preferred feedermain route and the preferred location of the tank. The noticeindicated that the Environmental Study Report (ESR) for the project was available for public review forthirty (30) calendar days beginning October 28, 2011.

The ESR provides a complete account of the planning process followed by the project; it contains detailsof studies undertaken or data collected, results and conclusions of all matters considered to arrive at thepreferred route and tank location. The 30-day review period provides an opportunity for final review of thedocumentation by the public and stakeholders and to address any further comments and/or concerns.

2. ConsultationThis 30-day review period has resulted in constructive dialogue with the community and a minor changeto the feedermain alignment. Several stakeholders in the Bolton community approached the Region andraised concerns regarding the feedermain route through the Bolton core, specifically the sections alongTemperance and Sterne Streets (Appendix A). The Region of Peel met with these individuals, reviewedtheir comments and concerns, and met with other potentially impacted individuals. The Region’s projectteam then undertook further review of the risks and mitigation for the section of the feedermain alongTemperance and Sterne Streets.

A hand-delivered notice was distributed to homeowners and businesses along Temperance, Sterne, Kingand Ann Streets during the week of November 14, 2011, providing information about the revisedalignment route and requesting input into the proposed route by November 23, 2011. Several businessesalong Ann Street expressed concern about access to their parking lots during construction. The Regionconfirmed that in/out access will be maintained at all times.

Region of Peel staff also sent Notices to the Town of Caledon Fire and Emergency Services – Station 2(28 Ann Street, Bolton) Deputy Fire Chief regarding the change in alignment. The Region is aware thataccess to and from the fire station is essential; the Region will ensure that access is maintained at alltimes during the installation of the feedermain.

An extension of the public review period up to December 13, 2011, has been provided by the Region ofPeel with co-ordination from the Ministry of the Environment to give the public additional time to reviewand comment on the minor alignment change. This has been reflected in a revised Notice of Completionthat was published in the Caledon Enterprise on November 24, 2011. A copy of the ad was also sent toboth local and regional councillors and hand delivered to the residents along the feedermain route andother stakeholders.

If no additional concerns are received by December 13, 2011, the Study will be considered complete andthe Region will move forward with the design of the feedermain, including the new alignment on AnnStreet and road improvements. Once the project moves forward to construction, all residents andstakeholders will be notified.

As previously notified, if there are concerns that arise during the full 45-day review period that cannot beresolved through discussion with the Region of Peel, a request can be made to the Minister ofEnvironment to issue a Part II Order, which subjects the project to an Individual EnvironmentalAssessment.

In addition, the Region is committed to continue coordination of any issues beyond the review period.

3. Feedermain Route Through the Bolton Core AreaThe comments and concerns received regarding the feedermain alignment impact only a small section ofthe feedermain in the Bolton core. The full feedermain alignment, as recommended in the ESR andoriginally submitted for public review is depicted in the following Figure 1.

When considering the revision to the feedermain through the Bolton core from Temperance/SterneStreets to King/Ann Streets, an additional triple bottom line evaluation was undertaken. Table 1 belowprovides a summary comparison of the two sections of the alignment which were re-visited.

The revision involved shifting the section of the feedermain previously on Temperance and Sterne Streetsto Ann Street between King Street and the Parking Lot. The realigned full feedermain alignment isdepicted in the following Figure 2 and a close-up of the realigned section is depicted in Figure 3.Generally, anticipated impacts between the alignments are similar. This change however, provides abetter opportunity for the installation of the feedermain. By selecting Ann Street, the Region willcoordinate work with the Town of Caledon to install the feedermain at the same time as the roadreconstruction project already proposed for Ann Street and as such, reduce the impacts of constructionwithin the community.

Advance notification of construction and access to entrances, particularly for Fire Station 2 on Ann Street,will be maintained at all times. Traffic protection will also provide for efficient traffic movement through thearea during the installation of the feedermain.

4. Revised Figures and DrawingsFigure 5 and Figure 6 attached to this Review Period Update replace Figure 5 and Figure 6 of theEnvironmental Study Report (ESR) to clarify the boundaries of the study area and service area.

5. ConclusionIt should be noted that for the overall study process:

The evaluation and site selection for the elevated tank remains valid and unchanged, as presented inSection 7 of the Environmental Study Report;

The overall evaluation and recommendation for the feedermain alignment through the Bolton core, aspresented in Section 8 of the Environmental Study Report remains valid; and

REVISION TO ENVIRONMENTAL STUDY REPORTNorth Bolton Elevated Tank/Reservoir and Feedermain Class Environmental Assessment

The Class Environmental Assessment (Class EA) for the North Bolton Elevated Tank/Reservoir and Feedermain is being undertaken to select the location for a new elevated water tank and the preferred alignment for a new water feedermain to support servicing areas of Bolton and the north part of Brampton south of Mayfi eld Road.

A notice of completion for the Class EA study was published in this paper on October 27, 2011, outlining the preferred feedermain route and the preferred location of the tank. The notice indicated that the Environmental Study Report (ESR) for the project was available for public review for thirty (30) calendar days beginning October 28, 2011. The ESR provides a complete account of the planning process followed by the project. The 30-day review period provides an opportunity for fi nal review of the documentation by the public and stakeholders and to address any further comments and/or concerns.

This 30-day review period has resulted in constructive dialogue with the community and a minor change to the feedermain alignment. It should be noted that for the overall study process:• The evaluation and site selection for the elevated tank remains valid and unchanged• The overall evaluation and recommendation for the feedermain alignment through the Bolton core remains valid• Only the section of the alignment along Ann Street has been revised

This change provides a better opportunity for the installation of the feedermain, and by selecting Ann Street the Region will coordinate work with the Town of Caledon to install the feedermain at the same time as the road reconstruction project already proposed for Ann Street reducing the impacts of construction within the community.

The Region will make fi nal changes to the ESR document refl ecting the feedermain alignment revision as part of the Class EA process. These changes will form part of the fi nal document. A copy of the updated ESR will be available to the public at the following location, or can also be downloaded from the project’s web page at peelregion.ca/pw/water and then clicking on Environmental Assessments - Caledon.

Once the project moves forward to construction, all residents and stakeholders will be notifi ed.

As previously stated - if there are concerns that arise during the review period that cannot be resolved through discussion with the Region of Peel, a request can be made to the Minister of Environment to issue a Part II order, which subjects the project to an individual environmental assessment.

Note that the Region of Peel is open to consultation with the public and any comments received after the review period will be considered for incorporation into the detail design of the feedermain project.

ActionIntroductions/Purpose of the Meeting:Round table introductions were made. The purpose of the meeting is to discuss Mr.Woldenga’s letter to the Region of Peel dated October 10, 2011 and his concernsregarding the feedermain route through the Bolton Core, specifically the section alongTemperance St and Sterne. Mr. Woldenga is concerned that during construction of thefeedermain, the bottom of the hill will become unstable and will impact his home andother homes in the area. He is also feels that the investigations and the publicconsultations completed as part of this project are not sufficient to arrive at thispreferred route.Issues and Discussion

Councillor Mezzapelli discussed objective of the meeting. Region of Peel provided a brief overview of the Project. AECOM explained EA process and opportunity to review ESR during 30 day reviewperiod. AECOM and Peel were committed to helping B. Woldenga with anysubmissions related to the study. B. Woldenga commented on the historical soil conditions in the area and mentionedthe risks that the construction of the feedermain would have on existing homes andheritage homes along Temperance. Concerns about the distance between theslope and the feedermain construction is not sufficient to prevent slope slide. Resident from Hickman explained impact condominium building on Ann St. had onhis home. Foundation sank. AECOM explained construction zone of influence and how it would be furtherreviewed during detail design so that the slope would not be impacted. AECOMfurther explained that many of the other construction conditions used for exampleare not necessarily applicable to the proposed feedermain project. Nonetheless,geotechnical conditions and constructability are important considerations for the

project. B. Woldenga mentioned that he felt that the feedermain along Temperance doesnot provide enough distance for the slope to be affected; he felt Ann St was a morefeasible route. AECOM explained the process of how the preferred route wasselected. B. Woldenga expressed concerns about tampering during construction andmentioned that during soil compaction the zone of influence may not apply. He alsomentioned several issues related to soil stability and how this affects currentinfrastructure; some catch basins along Sackville have sunk. He reiterated thatTemperance route is not feasible as it carries the risk of soil/slope becomingunstable and creating structural damage to their homes. B. Woldenga has contacted the TRCA and MOE regarding the project’s route; nosatisfactory response was received from TRCA and MOE has not responded to hisletter yet. B. Woldenga spoke to Ben Krul from TRCA. The Region of Peel and AECOM agreed to review feedback received and technicalfeasibility of Ann St and Temperance, as well as the risks mitigations associatedwith both routes. A response will be provided to Mr. Woldenga within a week.

Assessment (EA) Study ROP Project #: 07-1540 Thank you for meeting with our project team on Monday, October 31, 2011. It was very informative and the project team benefited from your history and knowledge of the area. We are confident with the validity of the evaluation process undertaken as part of the Class Environmental Assessment that ultimately led to the selection of the Feedermain route through the Bolton core and including an alignment along Temperance Street. Notwithstanding, we have undertaken further review of risk mitigation for the project and agree that Ann Street provides a good opportunity for installation of the Feedermain. At this time, we wish to advise you that we are proceeding with further review of Ann Street with the intent of changing the Feedermain alignment currently identified in the Class EA report. There is still further work to do to confirm the Ann Street alignment. There is also further consultation to be completed with the property owners along Ann Street and with the Town of Caledon. Once the Ann Street solution is confirmed, we would proceed to issue a notification of the change in alignment resulting from comments and evaluation during the Class EA 30-day review period. Thank you for your email dated November 1, 2011 in which you express concern with waterpressure on the North Hill and population projection of Bolton as discussed in the North BoltonElevated Tank/Reservoir and Feedermain Environmental Study Report (ESR). Your commentsalso refer to the security of a suspended feedermain across the Humber River. We offer thefollowing responses to your comments.

The Region has received reports from residents of Bolton North Hill who have experienced lowpressure in the water distribution system during the filling of existing water stand-pipes 1 and 2(as shown in Figure 11 of the ESR). This is attributed to both of the stand-pipes being connectedto an existing single 400 mm feedermain. The Region of Peel goal is to maintain pressuresabove 40 psi which is consistent with MOE guidelines. Under various operating conditions,pressures in some areas in the North Hill can be around the 40 psi level.

In order to provide sustainable water service to the North Bolton area and to maintain the systempressure at or above 40psi at all times, a new Bolton feedermain is required. Currently, there is asingle 400 mm watermain which runs along Queen Street North that feeds the Bolton North Hillarea. The proposed feedermain will provide supply redundancy to the Bolton North Hill area.Note that if the existing 400 mm feedermain is out of service, the water service to Bolton NorthHill area could be significantly impacted.

The existing water storage infrastructure of Bolton is not sufficient for the current and futurepopulation of Bolton. The additional storage is needed to ensure that there is enough water tosupport fighting fires in the community and under other emergency conditions. Therefore,proposed additional water storage in the form of an elevated tank is required for the current andfuture population.

We agree that as per Table 1 of the ESR, the ‘residential’ population of Bolton is decreasing,however overall the population including ‘employment’, peaks in year 2021 and decreases inyear 2031. This is a common planning occurrence. However, it is noted that Bolton does remainone of the primary urban centres in the Town of Caledon and will be subject to some growth andinfill as projected by the Region of Peel official Plan, 2006. The goal of the study is to ensurethat adequate water supply and servicing is provided to the community.

Suspending the feedermain from a bridge structure is a common methodology used acrossOntario and in our climate. The feedermain section that will be suspended from the structureabove the Humber River will be insulated for frost protection. The pipe will be covered in analuminum frame and the colour will be selected to suit the surroundings. This will provideprotection for the feedermain and will reduce the potential for vandalism.

With respect to the figures presented in the ESR, Figure 7 (Land Use Schedule for theCommunity of Bolton) on page 17 can be downloaded from the Town of Caledon 2008 OfficialPlan websitehttp://www.caledon.ca/contentc/townhall/departments/planningdevelopment/OP2008_SchedC.pdf or alternatively, zooming in to the document will increase the size of the figure. This wouldapply to Figures 12 and 13, as well. If you would prefer we can send you an electronic versionof those figures via email. The intent of Figure 10 is to break down the service area by SmallerGeographical Units (SGU) for population projection; please refer to Figures 5 and 6 of the ESRwhich label the streets.

Purpose of the Project…I’ve read the report and I am a little confused as to the purpose of the project. The report states thatsome of the intentions of the project are to rectify pressure fluctuations, low pressure problems, fireand security and to meet the future demands from growth in Bolton.I live on the North Hill and have never encountered low water pressure, at least not to any negativelevel as a user of the water system. I have noticed some pressure fluctuations but only that at off-peaktimes there is slightly more pressure; i.e. at 12:00 am I can water my garden a little faster than I can at8:00 pm. However, I would assume this to be true of all water systems whether or not they are deemedto have pressure fluctuations/problems or not. I understand from the report that there are a couple ofnew booster pumping station(s) and underground reservoir(s) being built within the same water systemservicing the Bolton area (e.g. airport road/Innis Lake). I wonder if the pressure problems/fluctuations

in North Bolton could be rectified by the increased pressure to the system provided by the plannedbooster station and by the increased available storage provided by the reservoir. Has there beenany consideration as to how these planned components would affect water pressure and availability toNorth Bolton? And if the affect would be adequate to offset the current low pressure issues andmaintain fire and security. Financially speaking, it would be best to take the 'do nothing' approachconsidering the poor economy.

The report also suggests that more water storage is needed to support planned growth in Bolton.However, the same report also states that the population will remain the same in the 2020’s or evendecrease in the 2030’s. So, I am confused as to what type of growth is planned and where it will be. Idon’t understand how a project intended to meet future demand can commence without knowingwhere, what and how much the water demand will be.

Preferred Options for Elevated Tank (ET) and Feedermain (FM)…I’ve read the report and am satisfied with the chosen preferred locations of the ET and FM, despite notquite understanding there to be a real need for the project. Assuming there is a real need and assumingthere to be a real problem in North Bolton with respect to pressure and fire and security, I am furthersatisfied that the FM running above the Humber River is a good chosen option. However, I wouldstress the need for security of the FM as it would be exposed to the elements (weather) including iceand wind and would be subject to higher rates of corrosion compared to an in-ground pipe. If the pipeis to be built under the existing bridge on which cars travel, additional concerns may be increasedcorrosion due to road salt and increased vibrations from wind and vehicular traffic resulting in stress tothe pipe and conncctions as well as possible release of biofilm from within the pipe. Also, vandalismshould be considered.

However, if you are interested in receiving municipal services for that area, you may do so,through the local improvement process. Local Improvements are owner-initiated requests for municipalservices administered pursuant to the Municipal Act, 2001.

A property owner may requests municipal services by initiating a local improvement with a letter ofrequest or an application, specifying their name and contact information, the affected property address,the type of municipal servicing, and the reason for the request. However, at least three properties mustimmediately benefit for a project to qualify as a local improvement.

The numbers used for the planned population are in essence populations projections anticipated until theyear 2031 for both Bolton and north part of Brampton south of Mayfield Rd and within the approvedsettlement boundary. These population projections have been outlined in the Region of Peel approvedOfficial Plan, 2006. The Region of Peel Official Plan was adopted by Council on July 11, 1996 andapproved with modifications by the Minister of Municipal Affairs and Housing on October 22, 1996. Asrequired by the Planning Act, a municipality revises its Official Plan every five years to ensure that itconforms to provincial plans; takes into account matters of provincial interest; and is consistent withpolicy statements issued under the Act.

You also mentioned that there are pressing questions regarding the feedermain route, I would like toencourage you to submit any questions you may have on the project as it gives an opportunity toaddress any concerns you may have.

Those are questions ofconcern to me but also others in the Bolton community. Please clarify/explain. Further to our phone conversation today, below is the email I was sending you:

Thank you for your phone call on November 4 and your interest in this project. In your message, youmentioned that wished to obtain clarification on the study area map and the service area map shown inthe correction letter posted in the Newspaper.

The study area is the area in which possible alternative solutions to the study objective can be found. TheService area is the area that could be serviced by the project.

In the case of the North Bolton elevated tank/reservoir and feedermain Class EA Study, the study areawas define based on the type of storage facilities that could meet the project’s objective. These wereidentified as being either an elevated tank or an in-ground reservoir. Furthermore, within the study area,there was a set of criteria that was used to determine the siting of each storage type facility, one of thembeing the ground elevation.

For the in ground reservoir the ground elevation that would support an in-ground/at-grade reservoirneeded to be about 295 m to 300 m. Suitable land elevations were found within the north of the studyarea, in the vicinity of the intersection of Mount Pleasant Road and Old Church Road or the intersection ofMount Hope Road and Old Church Road.

For the elevated tank the siting requirement for this option were with an elevation of approximately 245m to 260 m. Suitable land elevations were found within the west of study area at Duffy’s Lane and on thecentre of the study area along Columbia Way generally between Highway 50 and Mount Hope Road.Further investigations identified the area in the vicinity of the existing elevated tank on Coleraine Drive tobe suitable.

We then applied a set of criteria to identify the best possible storage type option that will address theproject’s objective, which in this case resulted in elevated water tank as the preferred storage option.

Dear Residents:

RE: North Bolton Elevated Tank/reservoir and feedermain Class EnvironmentalAssessment StudyRegion of Peel Project #: 07-1540

The Region of Peel has completed the Class Environmental Assessment (EA) for theconstruction of a new elevated tank and feedermain that would service areas of Bolton,and the north part of Brampton south of Mayfield Road. A notice of completion wasissued on October 28 in the Caledon’s newspapers outlining the preferred feedermainroute and the preferred location of the tank. The notice indicated that the EnvironmentalStudy Report (ESR) for the project was available for public review for thirty (30)calendar days beginning October 28, 2011. The ESR provides a complete account of theplanning process followed by the project; it contains details of studies undertaken or datacollected, results and conclusions of all matters considered.

During this 30-day review period, individuals who may have concerns with the project’sproposed solution, have the opportunity to discuss those concerns directly with theRegion of Peel and try to come to a resolution agreeable by both parties. If concerns thatarise during the 30 day review period cannot be resolved through discussion with theRegion of Peel, a request can be made to the Minister to issue a Part II order, whichsubjects the project to an individual environmental assessment.

We would like to inform you that during this project’s 30 day review period, severalindividuals in the Bolton community have approached the Region and have raisedconcerns regarding the feedermain route through the Bolton Core, specifically thesections along Temperance and Sterne Streets. The Region of Peel has met with theseindividuals; we have reviewed the comments and concerns and the project team hasundertaken further review of the risks mitigation for the section of the feedermain alongTemperance and Sterne Streets.

The review resulted in a slight change to the original feedermain alignment. Therealignment involves shifting the section of the feedermain previously on Temperanceand Sterne to Ann Street between King Street and the Parking Lot. We concluded thatAnn Street provides a better opportunity for the installation of the feedermain thanTemperance and Sterne Streets. Furthermore, by selecting Ann Street, we wouldcoordinate work with the Town of Caledon to install the feedermain at the same time asthe road reconstruction project, proposed for Ann Street. Under this proposal, the work toinstall the feedermain would be completed at the same time as the road work and as such,there would be minimal additional disruption due to construction.

We would like to request that you review the information presented above, and theproposed new alignment in the map attached, and you provide us with anycomments/concerns you may have, by Wednesday November 23, 2011, by calling me at905-791-7800 ext 4583 or by emailing me at [email protected].
