Tuesday, May 19, 2020, and is accompanied by a certificate signed by the principal sponsor stating that (1) no public hearing will be required or asked for by a member on the bill, (2) the bill is noncontroversial, and (3) the bill is approved for introduction by each member of the House of Representatives and the Senate whose district includes the area to which the bill applies.

4. Constitutional bills. These are bills providing for one or more of the following and containing no other matter:

a. Amendments to the North Carolina Constitution. b. Statutory amendments and transitional changes to implement proposed amendments to the North Carolina

Constitution.

5. Crossover bills (list attached). These are bills and resolutions meeting the crossover deadline but not ratified or defeated in the receiving chamber as follows:

a. Senate bills and resolutions introduced in 2019 that passed third reading in the Senate by May 9, 2019

(House Rule 31.1(h)); and b. House bills and resolutions introduced in 2019 that passed third reading in the House by May 9, 2019

(Senate Rule 41).

Any bill otherwise meeting these deadlines is not eligible for consideration if it: a. Violates the rules of the receiving chamber; or b. Is disposed of in the other house by tabling, unfavorable committee report, indefinite postponement, or

failure to pass any reading.

The attached list does not include all eligible bills, but only those bills that have passed one house and been received in the other and which are "still alive" under the terms of this section. The list of bills was generated by the Information Systems Division of the Legislative Services Office.

6. Appointment bills. These are bills providing for action on appointments by the General Assembly pursuant to

G.S. 120-121 or providing for the selection, election, appointment, or confirmation, including the filling of vacancies, by one or both houses as required by law.

7. Gubernatorial actions. Bills providing for action on gubernatorial nominations or appointments. 8. Resolutions. These include

a. Any matter authorized by joint resolution passed by a two-thirds majority of the members of the House of Representatives present and voting and by a two-thirds majority of the members of the Senate present and voting. A bill or resolution filed in either house under the provisions of this subdivision shall have a copy of the ratified enabling resolution attached to the jacket before filing for introduction in the Senate or introduction in the House of Representatives.

b. A joint resolution authorizing the introduction of a bill pursuant to the above subdivision (8a). c. Joint resolutions and simple resolutions authorized for introduction under Senate Rule 40.1 or House Rule

31.

9. Vetoed bills. Bills returned by the Governor with objections under Section 22 of Article II of the North Carolina Constitution.

10. Litigation. Bills responding to litigation challenging the legality of legislative enactments.

11. Election law bills. Any bills relating to election laws.

12. Bills disapproving rules. Bills to disapprove rules under G.S. 150B-21.3.

13. Impeachment. Bills providing for impeachment pursuant to Article IV of the North Carolina Constitution or

14. Redistricting bills. These are bills revising or establishing districts for any elected federal, State, or local office. 15. Adjournment resolutions. These are resolutions that do one or more of the following:

a. Further adjourn the 2019 Regular Session to a date certain. b. Amend a joint resolution adjourning the 2019 Regular Session to a date certain. c. Adjourn the 2019 Regular Session, sine die.

A JOINT RESOLUTION ADJOURNING THE REGULAR SESSION OF THE 2019

GENERAL ASSEMBLY UNTIL A DATE CERTAIN AND LIMITING THE MATTERS

THAT MAY BE CONSIDERED.

Be it resolved by the Senate, the House of Representatives concurring:

SECTION 1. When the House of Representatives and the Senate jointly adjourn the

session convened on Tuesday, January 14, 2020, they stand adjourned to reconvene on Tuesday,

April 28, 2020, at 12:00 noon.

SECTION 2. During the regular session that reconvenes on Tuesday, April 28, 2020,

only the following matters may be considered:

(1) Bills:

a. Directly and primarily affecting the State budget, including the budget

of an occupational licensing board for fiscal year 2020-2021.

b. Primarily affecting any State or local pension or retirement system.

A bill authorized by this subdivision must be submitted to the Legislative

Drafting Division of the Legislative Services Office no later than 4:00 P.M.

Friday, May 1, 2020, and must be introduced in the House of Representatives

or filed for introduction in the Senate no later than 4:00 P.M. Thursday, May

14, 2020.

(2) Bills and resolutions implementing the recommendations of:

a. Study committees or commissions, authorities, and statutory

committees or commissions authorized or directed to report to the

2020 Regular Session of the 2019 General Assembly.

b. The General Statutes Commission, the Courts Commission, or any

committee or commission created under Chapter 120 of the General

Statutes that is authorized or directed to report to the General

Assembly.

respective houses to meet during the interims between sessions to (i) review matters related to

the State budget for the 2019-2021 fiscal biennium, (ii) prepare reports, including revised

budgets, or (iii) consider any other matters as the Speaker of the House of Representatives or the

President Pro Tempore of the Senate deems appropriate. A conference committee may meet in

the interim upon approval by the Speaker of the House of Representatives or the President Pro

Tempore of the Senate.

SECTION 4. This resolution is effective upon ratification.
