These were the main points for discussion, when concerned residents of Ridgewood estate in Swords, held a public meeting at Peacocks in River Valley. The meeting, which was attended by over 70 concerned residents, as well as six of the nine Swords based county councillors, demonstrated the genuine concerns of residents. They, along with councillors present at the meeting, Joe Newman, Justin Sinnott, Anne Devitt, Darragh Butler, Duncan Smith and Eugene Coppinger, are calling on the County Council to review the Local Area Plan for the area, and called for an indepen- dent Traffic Impact Assessment, as a matter of urgency. Much of the problem concerns the Council’s Local Area Plan and the impact that almost 300 new homes will have on the estate. Planning permis- sion was granted for 97 new homes, without consul- tation with residents, and a further 190 houses are planned in the Local Area Plan 2015-2017. This, allied to the recent development of the new sports ground in the estate, means that 2,000 vehicles will use Ridgewood on a daily basis, most worryingly, construction traffic, which residents claim speed up and down the estate, with the obvious danger to children playing in the area. There was a call for more speed ramps to be put in place. The meeting was chaired by Liam Gorman, from the Ridgewood Residents Association, with inputs by locals, most notably from Liam Scahill. The committee are requesting an exclu- sive second access for the new properties (190 + 97) and for all MKN (developers) construction traffic, as well as all GAA and soccer match traffic. This problem seems to be most acute for residents of Ridgewood Avenue and areas close to the playing pitches and the new development. The committee are adamant that no new houses should be built, without a new access route. Local councillors, Eugene Coppinger (SP) and Justin Sinnott (NP) told the gathering that a Traffic Impact Assessment needs to be undertaken by an inde- pendent body, in order to provide a resolution to the problem. “We have no faith in the current Traffic Impact Assessment as it stands, We need an independent one,” said Coppinger. NPPR is a tax for a ‘Non Principal Private Residence’, or in simpler terms, a second home. Local home owner, Eric Siwon, a non-national, who lives in Lusk received one of these letters and was very confused and disturbed by the letter. He told the County Leader, “I got a bill for a second property, but I only rented the first property, and then moved to my present home in Lusk. I spoke with some of my neighbours, and they received similar letters. I was very worried and I called Cllr Malachy Quinn to help me and he contacted the Council, and thankfully, everything is now ok,” he said. Local councillor, Malachy Quinn (SF), told the County Leader that he was inundated with calls from confused residents all over the North County as a result of this error. “I chased this up and contacted the Council official, whose name appeared on these letters. I wanted to know where this information came from,” Quinn said. “This was particularly concerning to non nationals, who had purchased their homes in the last couple of months, as these homeowners are unfa- miliar with our public service. Grow Your Business See page 17 The remarkable sequence of success experi- enced by North County towns and villages, continued yet again in the national Tidy Towns competition, the results of which were released yesterday (Monday) in a glittering ceremony at the Helix Theatre. All our Tidy Towns groups shone through as each and every group managed to up the ante from last year and achieved a steady rise in their marks. This is a true testament to the hard work and dedication of all the volun- teers, who have worked tirelessly over the past number of months to ensure their towns looked spotless. A new format was introduced this year, which saw Dublin as one area, as opposed to four local authority areas. Dublin was included in the Midlands and East region, which means that there are now only four regions, instead of the usual seven regions. Regardless of this new system, our North County towns continue to excel, and this was evident in their scores. Once again, Skerries came out on top of the class in the North County, with a fantastic score of 316 points, up seven on last year, and a mere four points behind overall winner, Kilkenny. In the process, they also retained their Gold medal status. Malahide, up seven points from last year, also retained their Gold Medal status. Both Malahide and Skerries were Endeavour Award winners in the County Awards. There were excellent performances from other villages and towns in the region, with Lusk, improving their score by seven points to 287 and coming third in Category E in Dublin. The remarkable sequence of success experi-enced by North County towns and villages,continued yet again in the national TidyTowns competition, the results of which werereleased yesterday (Monday) in a glitteringceremony at the Helix Theatre.All our Tidy Towns groups shone through aseach and every group managed to up theante from last year and achieved a steadyrise in their marks. Skerries RNLI TowsGroup To SafetySkerries RNLI towed a group of four adults andone child safely to shore last week, after theirmotorboat developed engine difficulties.Skerries RNLI volunteer crew launched theirAtlantic 85 lifeboat, Louis Simson shortly after4.30pm on Monday, September 1st followingreports to Dublin Coast Guard of a Motorboatadrift near the Perch marker off Skerries. Thecrew could see the casualty vessel almost imme-diately after exiting the launching trolley andproceeded directly to them. Once alongside, itwas discovered that the outboard engine wouldnot start. A tow was established and the boatwas returned safely to shore.At the time of the launch there was a force oneeasterly wind with calm seas. Speaking after thecall out, Gerry Canning, Volunteer Lifeboat PressOfficer for Skerries RNLI told the County Leader:“This was a good result, most importantly,everybody on board was wearing a lifejacket andthe alarm was raised quickly.”

Local TD Alan Farrell (FG), haswelcomed the allocation offunding to Coláiste Choilmsecondary school in Swords forthe development of an ASDUnit Classroom from theDepartment of Education andSkills.“I am glad to see that theDepartment of Education andSkills is providing funding toColáiste Choilm for an ASDUnit Classroom. I would like tocompliment the school author-ities on what was, withoutdoubt, a considerable workwhich they had to undertake to

achieve this result. Facilities,such as ASD Units are essen-tial in supporting children withautism throughouttheir time in educa-tion,” Farrell told theCounty Leader.Making sure that localstudents who requireextra supports andassistance receivethem must be apriority for teachers, schoolsand the Government.Providing the necessaryresources is the only way toguarantee that all children get

the greatest benefit from oureducation system,” he said. “The North County is home toa large number of familieswith children in ful l-t imeeducation. The provision ofeducational supports toschools throughout the

constituency is of theutmost importance inorder to ensure ourchildren receive ahigh-quality educa-tion in an environ-ment which isconducive to theirlearning. I wil lcontinue to support

A number of fundraising eventshave been taking place all over theNorth County and beyond, for littleMolly McNally, in a bid to raisemuch needed funds for treatmentfor the brave Balbriggan girl.Her father, Gerry told the CountyLeader about the latest recogni-tion for Molly. “She has just beenselected as the Dublin Ladies foot-ball team’s official mascot, for theupcoming All-Ireland final on 28thSeptember. It was a great honour,to have been selected by theDublin County Board, and itmeans a great deal to Molly.Watch out for her on the day.Meanwhile, a number of greatevents are planned, which ishoped will add to the fundraisingeffort. First up is a Shave and Dyeevent, which takes places atMurray’s Top Shop in Lusk on thisFriday evening, 12th September. Itis being organised by local girl,Amy Doyle, who is going toJamaica on 26th September tocontest the Miss United Nationsbeauty pageant. It is for girls whohave done fundraising events, andAmy has chosen Molly as one ofher two charities. “This is awonderful gesture by Amy, for

RolestownHistoricalSociety Buries A Time CapsuleRolestown/Oldtown HistoricalAssociation recently buried a timecapsule in the village of Rolestown.The association decided somemonths ago to plant a time capsulein the village, as a fitting way tomark Heritage Week. It wasplanted in Rolestown village, closeto Killossory Old CemeteryWith the capsule, there arephotographs of local parishionersand information they have providedabout themselves and their fami-

lies. “There was nothing of intrinsicvalue buried,” Una O’Brien from thehistorical association told theCounty Leader. “But the wholepurpose of the time capsule was tocapture a moment in history as it isnow.”A brand new namestone forRolestown village was planted andplaced over the capsule. “We planto open the capsule again in about50 years, in 2064,” Una explained.“Because at that stage, therewould be people still alive whowould remember the event and theplace where it is buried.”“The whole idea would be thatthose who open it, would then addtheir own story to it and rebury it,to continue building a living historyof the parish,” she concluded.

Portmarnock Scout Group havebeen very busy over the pastnumber of weeks, going oncamping trips and monitoringand fundraising for thebuild of their new scoutden. for some of these activities andalthough personally chal-lenging, everyone participatedto their full potential. Scout ofcamp was Jason Kennedy withJamie Morris as runner up. Thescouts are also excitedly

awaiting completion of theirnew scout den. “Portmarnockscouts are now into a newseason of activities and we arelooking forward to the comple-tion of our new den in January2015,” Portmarnock ScoutLeader, Peter O’Kelly told theCounty Leader. “We were verysuccessful in our application forgrant aid and received €200ktowards the build. We are stillshort of money to complete theproject but with fundraisingand some local support, wehope to be able to meet thetarget,” he said. “If you canhelp in any way, please docontact us. Following weeks of planning,designing and building, a team ofDAA staff have created an idyllic,comfortable area at the home ofsix adults with an intellectualdisability, in a house supported byCarmona staff.The DAA team building event, co-ordinated by DenisO’Reilly from DifferenceDays, involved initialsurvey of the workrequired and numeroussite visits to prepare the site at thehouse in Cabinteely, that is ownedby Carmona Services (a division ofSaint John of Gods), where thegarden was in significant disrepair.On the day of the ‘big build’approximately 50 people from DAAAsset Care and Asset Managementmade their way out to the site,where teams were selected and set

to work painting walls, decking,and finishing the patio.The brains behind the team event,Swords man, Martin Mc Gonagle,DAA Manager of Asset CareCampus Team told the CountyLeader: “It was all hands to thepump. This was a great opportu-

nity for our team to muck intogether and have a bit offun, while creating some-thing very worthwhile in

Following the appointment of Donald Tusk toreplace Herman Van Rompuy as President ofthe Council, Federica Mogherini the 41 yearold Italian as VP and Foreign Policy chief,Jean Claude Juncker is now set to announcethe line out of his Commission team. There is considerable talent amongst the newcommission. Our own Phil Hogan is viewed byEU watchers as amongst those of the middleground. His chances of capturing the Agricultural port-folio improved with the late replacement by Romaniaf r o m t h e i r C o m m i s s i o n c u r r e n t m e m b e r , t h eAgriculture commissioner, whom they had initially re-nominated. At the summit on the 30th of August, theyoffered a second name that of the female SocialistMEP Corina Cretu which Juncker plumped for. Expect to

hear much of Ms Cretu over the life of the Commission. But for Hogan, Dublin MEP Nessa Childers’s may haveput the cat amongst the pigeons when she wrote toher parl iamentary colleagues raising her seriousconcerns as to his suitability as a Commissioner. Juncker wi l l be re luctant to have a Commiss ionnominee for any top spots come under too much heatwhen they attend before parliament to be questionedby MEP’s who will vote on their suitability for their

role, as this may be a factor in the final decision asto the job given to Hogan.

Phil can count on strong support from the EPPand S&D. Both seem to be working in closeco-operation in power sharing with an under-standing on job distribution. Dublin MEP,Brian Hayes will be to the front in defending

his Government’s nomination of Hogan. Brianseems intent on maintaining the high public

profile he enjoyed as junior minister. SF MEP, LynnBoylan was a member of an EU Palestine / Israel factfind mission. Missions such as this, are important inassisting members understand and identify with thepeople and issues of these regions. The EU policymakers must look outside its immediate area and beready to respond to the needs of other regions.

Our Tidy Towns ContinueTo Raise The BarContinued from page 1Rush achieved a remarkable leap in points this year, gaining 12 points,bringing their mark up to 253. This comes as a result of great efforts by thetown in recent times, which have clearly paid off. Our rural villages of Balscadden and Ballyboughal also did very well,improving their scores by nine and five respectively. Balbriggan and Swords are also to be commended, with Balbrigganscoring a creditable 262 points, up seven points on last year, despiteextensive road works in the town during the summer. Swords is continuingits upward curve, following its excellent IBAL results and the hardworkingcommittee will be delighted with their score of 275, up eight points on lastyear. Overall, this has been a great year for our excellent Tidy Towns volunteersand you can read a more in-depth report on the results in next week’sedition of the County Leader.

Donabate Community Centre hosted its first Peninsula informationExhibition on Saturday, September 6th last. There were over 45local community, sporting and voluntary groups exhibiting on theday.The Peninsula Information Expo is an initiative of the DonabatePortrane Community Research Steering Committee and the CountyCouncil Community Development Office. The event was designed tohighlight the work of community groups and sporting organisationsin the area, provide information on the various happenings in thecommunity and encourage local people to get involved. Local groups and services hosted displays, provided information,d e a l t w i t h q u e r i e s , a n d r e c r u i t e d v o l u n t e e r s o n t h e d a y .Approximately 40 local groups participated in the event across allsectors of the community, for example seniors citizen groups,youth group, sporting groups, cultural and historical groups,community council, residents associations and many more.The groups and organisations that have participated in the eventalso provided details to be featured in a booklet. As well ascontact details each entry contains information on group activities,who they work with, when established, where and when they meet,where relevant.

Swords was the focus of nationalattention last week, as a number ofpotential house buyers queued for anumber of nights, in a bid to buy newhomes in the area. This unusualscenario has not been witnessed sincethe heyday of the Celtic Tiger.The new housing development atMiller’s Glen to the west of the townwas the focus of attention, as potentialbuyers went to extraordinary lengthsto acquire one of the new houses. Thehomes are the first phase in a develop-ment by Gannon Homes.The development was completed withfunding from the National AssetManagement Agency.The reason for all the excitement wasthat a property valuation expert, FrankQuinn, who identified a bubble in theIrish housing market in 2003, warnedthat the Government may need to takeaction now to prevent a repeat.He said that the Government may needto “drive investors out” of the residential property market, in order to makeroom for first-time buyers which could be done by increasing stamp duty.The 60 houses at Mil ler’s Glen are priced between €240,000 and €400,00 and will be sold on a first come, first served basis at a fixed price. Others, however will welcome the news that construction isback and running, which is widely regarded as a reliable indicator that therecession is well and truly over. The news that families from outside thearea, view Swords as a desirable place to raise their families, is anotherreason for optimism.

Four local Independent CountyCouncillors have recently made asubmission to Irish Water, withconcerns that the Water ServicesStrategic Plan has no reference tointernational best practice. Councillors, Anne Devitt, Joe Newman,Tony Murphy and Justin Sinnott havetaken umbrage with Irish Water’s claimthat “Every person in Ireland will nowbe investing in Ireland’s water servicesand as such, the opportunity to have asay in how the service will develop andserve the people of Ireland in the short,medium and long-term, is of significantimportance.”They contend that every person hasbeen investing in Ireland’s watersupply through general taxation. Theyare also concerned that, as of yet, wedo not know what Irish Water’s futureplans are for the Swords area and theNorth County in general, and the needto have knowledge of Irish Water’splans for future investment in our area.Newman told the County Leader, “Theissue of the annual Householdallowance is the biggest issues andhas caused anxiety for households. Idon’t think that the allowance we havebeen given is enough, and I have askedthem to increase it. At present it is 150litres per day and we need an

allowance of at least 250 litresper day. We will still end uppaying extra charges, but anextra allowance is needed,” hesaid. Justin Sinnott said,

“Getting clarityabout howapartments willbe meteredwould be verywelcome. I feelthat apartmentdwellers arebeing treated assecond classcitizens, insofaras they won’t bemetered prop-erly, becausethey can bemetered byevery others e r v i c eprovider. I feeltheir attitudetowards apart-ments is a care-free, lazy one.We still have no idea howthe flat rate charge will beadministered, whether it isby square footage, or bythe number f bedrooms.

It’s still up in the air, and we’re on theverge of getting the first bill,” he said.Anne Devitt, “People are now veryfrightened about what’s going tohappen when these bills come along.They are scared that the same thingwill happen with the water bills, ashappened with the NPPR. Anybody whois advising people not to pay, myadvice is to ignore this and to conservewater in whatever way they can.”

Fingal Counselling Service, which is located at BASE in Brackenstown, Swords, have just acquired a new Computerised ClientManagement system, which is set to streamline the service they provide for clients. The new system, which will serve the commu-nity well into the future, was developed by software company, Business Express- All n One.Fingal Counselling Service are a community based volun-tary counselling service, which provides professionalcounselling and psychotherapy to people in the NorthCounty. Issues which the service deals with include,suicide, bereavement, abuse, relationship problems,stress, anxiety and addictions. Clients are encouragedand supported while working through their difficulties,and are allowed to explore their problems in a safe envi-ronment. Mary Forde, of Fingal Counselling Service, andProject Manager for the service, told the County Leader,“This new system will make a great difference to us,allowing us to give statistics and make reports amongother benefits. We meet families affected by addictionsand depression, and getting funding is difficult in timesof financial troubles. We are greatly dependent on organ-isations, like Tusla and the HSE in this regard. The newsystem will greatly help us to identify changes andappropriate training programmes, and demonstrate howgrant aid money is being spent,” she said.

Last Friday, 5th September was amomentous day for the communityat Loreto College in Swords, whenone of the school’s longest servingnuns, Sister Agnes, celebrated her90th birthday.

A large crowd of people, includingteachers and retired principals andBoard of Management members,gathered for the celebration, whichincluded a prayerful reflection on SrAgnes’ life, which was given byBishop Ray Field. Teacher,Linda Evan was full of praise for the

contribution of Sr Agnes to theschool over the years, as she fondlyrecalled some very happy memories.“Sr Agnes will be missed by all hereat Loreto College. I knew her since1974, when she was the cook atLoreto in North Great George’sStreet. She came to Swords whenthe school opened in 1988, and shehad such natural talent as a cook,and never weighed ingredients. Shewas part and parcel of the school,and was very popular with everyone.She cooked for the staff here, andshe ran the tuck shop and turned aprofit every year, which was put backinto the school,” said Linda.“Sr Agnes is a very vibrant and self-less person, who always put othersfirst, She is a very active person andto demonstrate her vitality, she isgetting ready to go to Killarney, andif that’s not enough, she is set tohead to the Amalfi coast in Italy afterthat for a holiday. German discount giant, Aldi haveapplied for an Extension Of DurationOf Permission for their proposed newstore, and a large residential develop-ment at Clonard Hill,Balbriggan.They had applied forpermission for develop-ment on a 2.54 hectaressite at Clonard Hill. Thedevelopment includes theconstruction of a mixeduse residential scheme,comprising 107 units. Thisis made up of 14 one bed,69 two bed, 24 three bedapartments. Also includedare offices (4,542 sq.m. gross) andretail (2,455 sq.m. gross) scheme,including a crèche, in five, storeyblocks.Block one will include 28 apartmentsin a four storey over basement

building, with balconies and privategardens, four 1 bed; 16 two bed; andeight 3 bed apartments. Block two willinclude 17 apartments in a four storey

over basement buildingwith balconies and privategardens and a crèchemeasuring 243 sq.m.The third Block will includea three and four storeyover basement retail andoffice block, incorporatinga discount food storemeasuring 1,536 sq.m.gross at ground floor level,including an externalservice area, and 3,030

sq.m. gross office space in six units onground, first, second and third floorlevel.In Block 4, there will be a three to fourstorey over basement retail and apart-ment block, comprising four retail

units at ground floor level measuringin total 919 sq.m. gross, and 62 apart-ments with balconies and privategardens The development also includes threestorey over basement office blockmeasuring 1,512 sq.m. gross and 466car parking spaces, of which 421 arelocated within underground car parks,or under deck, and 45 are at podiumlevel. There will be 77 car parkingspaces to serve the food store, and 53car parking spaces will serve the retailunits, while 155 will serve the officespace.A total of 176 car spaces will serve theapartments and five will be reservedfor the crèche.Vehicular access is to be provided offthe Clonard Hill road, which isproposed to be realigned andupgraded with new roundabouts, aspart of the approved Part VIIIStephenstown to Naul RoadDistributor Road Link. The County Leader contacted Aldi, inan effort to find out why the extensionof permission was requested, but thecompany declined to comment.

The Department ofEnvironment, Communityand Local Governmentannounced last week thatthey have finalised theimplementation of the LocalProperty Tax (LPT). Eightyper cent of the LPT will beretained in the North Countyto fund vital public servicesand special schemes in2015. The remaining 20 per centwill be re-distributed toprovide top-up funding tocertain local authority areasthat have lower property taxbases due to the variance inproperty values.According to the figures, theCounty Council will be enti-tled to retain an amount ofsurplus funding of€7,814,950 for their own

discretionary purposes, tofund additional budgetitems, reduce borrowing orto fund the cost of reducingthe LPT basic rate.The County Council will bemeeting at the end of themonth to decide whether ornot to decrease LPT rates byup to 15 per cent for 2015.Local Swords councillors,Joe Newman (NP), andDarragh Butler (FF), spoketo the County Leader aboutthe potential LPT ratedecrease. Newman said: “Ofcourse, I’m in favour ofdecreasing our LPT rates,and I intend to vote for a 15per cent reduction, butprovided that we don’t loseany vital services because ofthis reduction. We, as coun-cillors need to know before

we vote for a LPT decrease,exactly what services maybe reduced so we can makean informed decision.”I’m prioritising a reductionin the LPT rate across theNorth County, as residentshave been hit hard enough,but we need clarity beforeanything is decided,” hecontinued. Butler alsofavours the 15 per centreduction, but like Newman,wants to be fully informedat the property tax meetingat the end of the month. “FFare fully in favour of thereduced rate, and based onsome initial figures, I’moptimistic that we shouldhopefully be able to get thefull 15 per cent reduction,whilst not cutting any othervital services in the mean-time, but of course we’llhave to all sit down anddecide how best to proceedwith everything in terms offigures and so on,” he said.

A local band from Lusk ‘Grace Wilde,’ are gearing up to play aconcert on September 13th in the Séamus Ennis Cultural Centrein Naul. Grace Wilde are a North County based band showcasingthe music of singer-songwriter Audrey Fay from Lusk, relativelynew to the Irish music scene. For the show, Grace Wilde willperform as an acoustic trio with Audrey Fay (vocals and guitar)

Enda Duffy (guitar) and Mary Barnecutt (cello). This concertmarks the start of an Irish tour to launch Grace Wilde’s new livealbum ‘Let Me In.’ Although none of the recordings have yet beenreleased and the band has not toured extensively, the band havebeen receiving favourable critical attention.
