2. CS01: Day Care Centre: Uniting Care request for accommodation

Report of Martin Ellis, Director Community and Library Services Council’s Director Community and Library Services met in July 2014 at Georgian House with Steve Teulan, (Director, UnitingCare Ageing) and Margaret Barnard (UnitingCare Manager, Community Development) to gain an understanding of the only service currently on site (a Seniors Day Care Centre: the only one in the LGA) and which is destined to close at the end of the year. Uniting Care has now written to Council asking for its assistance in finding accommodation for the Day Care Centre. No obvious solution presents itself and it is recommended that discussions be opened with existing community centers as to what degree they may be able to incorporate the service. Recommending: 1. THAT existing Community Centres be canvassed as to their ability to include the day care Centre operations.

3. CS02: “Going Home Staying Home”- update

Report of Martin Ellis, Director, Community and Library Services This report updates the Reference Group on the recent tender for services providing refuges to young people and women escaping domestic violence. Recommending: 1. THAT the information be received.

4. CS03: Improving recruitment for the North Sydney community

Report of Martin Ellis, Director, Community and Library Services Council has been approached by a recruitment company, Workible, to fund a North Sydney portal of an internet based platform (and app) connecting employers to job seekers. Sydney City and Wollongong Councils have established the service in their LGAs. Examples of business that would benefit from the service would be SMEs: small and medium businesses (e.g. cafes and bars). It is not a service designed to assist recruitment of experienced professionals. It is not a service that Council is considering for itself at the moment but is seen to have significant benefits for local business. Regardless of the unemployment rate in North Sydney (3.7%) Workible’s product is seen to offer efficiencies to local business. Should Council consider the proposal attractive Workible advise that a meeting (Council and Workible) with local job agencies is the first step. Lack of interest in that quarter would mean the project would not proceed. Council’s one-off fee for sponsoring the service is $12,000. Council’s only ongoing costs would be $99 a month if it decided it wanted to have this option for its own recruitment processes. Employers signing up would pay a fee of $99 a month. For job seekers the service is free. Recommending: 1. THAT Council affirms its interest in the project as potentially benefiting local business and agrees to participate in an exploratory meeting with Workible and job agencies.

5. CS04: Parent Seminar - The Other Talk: Let’s talk about alcohol and other drugs.

Report of Greg Nikoletos, Youth Development Worker The Other Talk was presented on 16 July 2014 by Geoff Munro, the National Policy Manager from the Australian Drug Foundation and was attended by 36 parents at Council’s Ros Crichton Pavilion. Parents were given an overview of drugs/alcohol and some strategies on how to address the issues with their children. The feedback was overwhelmingly positive; however what also strongly came through was the interest in general parenting skills in order to address the wide range of issues that teenagers face today. Recommending: 1. THAT the Parent Seminar report be received.

6. CS05: Lost Bird Found Project - mental health and well being

Report of Chris Taylor, Community Worker and Pauline Clabassi, Arts and Culture Officer. This report provides an overview of the ‘Lost Bird Found project’. This project is comprised of a unique series of workshops intended to promote positive wellbeing and mental health awareness leading up to and during Mental Health month (October). This project involves a number of community organisations in North Sydney including the Crows Nest Centre, North Sydney Community Centre, Kirribilli Neighbourhood Centre, North Sydney Men’s Shed, Bradfield Park Carers Program, Greenway and the Monday Art Group, Planet X Youth Centre and Stanton Library. Recommending: 1. THAT the Lost Bird Found Project report be received.

7. CS06: Draft Aboriginal and Torres Strait Islander Cultural Protocol Guidelines

Report of Russell Wolfe, Social Planner Draft Aboriginal and Torres Strait Islander Cultural Protocol Guidelines have been prepared to help improve staff awareness and understanding of Aboriginal culture and Torres Strait Islander culture and how to engage with Aboriginal people and Torres Strait Islanders in a culturally respectful manner. Recommending: 1. THAT the Draft Aboriginal and Torres Strait Islander Cultural Protocol Guidelines be placed on public exhibition for 28 days. 2. THAT should Council receive submissions, a further report be prepared for Council’s consideration. Should Council receive no submissions, Council consider the Draft Aboriginal and Torres Strait Islander Cultural Protocol Guidelines as adopted at the end of the closing period for submissions.

One of Council’s key goals is to improve community connectedness. Council has a number of initiatives planned to improve the levels of community connectedness and to reduce social isolation but it was recognised that in order to assess the impact of these initiatives, it was first necessary to obtain a baseline measure of the current levels of connectedness. This report presents the results from the first comprehensive study of connectedness conducted in the North Sydney local government area. The results confirm that overall, North Sydney residents are relatively well connected, albeit with room for improvement in a number of areas. The results provide the first benchmark against which progress towards the goal to improve community connectedness can be measured. The results can also be used to help make informed decisions which target resources towards those that are most at risk of social isolation. Recommending: 1. THAT the Community Connectedness in North Sydney LGA report be received.

ITEMS BROUGHT FORWARD 19. CS04: Going Home Staying Home (GHSH) reforms - impact on local refuges

Results of the tenders for Specialist Homelessness Services (SHS) under the GHSH reforms were announced on Friday 13 June 2014, resulting in Taldumande (with Mission Australia) being nominated as the preferred provider for the entire Northern Sydney Region, leaving Phoenix House who manage three tenancies in a Council

owned refuge unfunded beyond September 2014. The lease is current and the term is 1/7/2011 - 30/06/2016. At its meeting on 23 June 2014 Council (Min No. 206) resolved, in part: THAT a report be prepared regarding current funding shortfalls and impact on levels of service so that Council may formulate its policy position on this matter. In brief, Phoenix House will lose approximately 90% ($900,000) of its income in State Government Funding, making its continued operation problematic. Its Board is meeting to consider its future. Financial implications are referred to in the report Recommending: 1. THAT Council continues engaging with Phoenix House to explore how it can support the model they have championed so successfully in Northern Sydney 2. THAT Council notes the role played by the leases over its two properties serving as refuges and resolves to utilise them so as to keep services local. 3. THAT Council receives more information on the future of Delvena’s Women’s Refuge. Discussion: It was noted that (i) Nine Phoenix House staff had been retrenched. (ii) Phoenix House had actually lost $700,000 funding but that CPSG funding ($200,000) for counsellors was retained for the next 2 years, enabling support to continue to be provided to the remaining tenancies. (iii) Phoenix House Foundation (independent of Government) had been formed with an objective of raising an additional $200,000 per year to “grow the business and continue the model of supporting homeless youngsters to rebuild their self esteem, gain a qualification and transition to an independent life”. Resolved to recommend: 1. THAT Council continues engaging with Phoenix House to explore how it can support the model they have championed so successfully in Northern Sydney. 2. THAT Council notes the role played by the leases over its two properties serving as refuges and resolves to utilise them so as to keep services local. 3. 20. CS01: Towards Sustainability Issues for Community Organisations Providing

Services for Older People

Report of Chris Taylor, Community Worker (Aged and Disability) In North Sydney there are a number of small organisations that provide important services and activities for older people. This report examines some of the issues that will impact on their long term sustainability. The report looks at different aspects of sustainability and how it can be measured in relation to small community organisations. It compares and contrasts their sustainability with similar organisations in the UK and makes recommendations to maintain and improve the long term sustainability of such organisations.

26. CS05: Harmony Day 2014 - Tell Me About Your Country?

Report of Russell Wolfe, Social Planner Each year, Council honours the rich cultural diversity of our community by celebrating Harmony Day (21 March). This year, Council partnered with the Crows Nest Centre to ask local children aged between 5 and 16 years old to tell us something about their country. The children’s stories and paintings were published in a booklet titled: “Tell Me About Your Country?” The booklet has been distributed to the local schools, community centres, Stanton Library and Council’s Customer Service Centre. Funding for this project was included in the adopted 2013/14 budget. Recommending: 1. THAT the Harmony Day 2014 - Tell Me About Your Country? report be received. Resolved to recommend: 1. North Sydney Council supports Seniors Week by running key arts and cultural focused community projects at no cost in addition to promoting and supporting activities facilitated by local Community Centres (free or low cost). The 2014 Guringai Festival in its 14th

Report of Alison Clark, Arts and Culture Coordinator This report provides an update on the Inside Outside Cube project initiated in 2012. Following a report to Council on 9 July 2012 (Min. No. 392), regarding the Arts and Cultural Strategic Plan 2012-2017, the project received funding for the 2013/14 financial year. 32. CS11: inTransit Art Space

Report of Alison Clark, Arts and Culture Coordinator A new community art project was launched in May 2014, making use of the long corridor walls in the entry area to Council Chambers as an exhibition space. The first exhibition to be installed in the inTransit Art Space is a collection of 22 photographs of Greenway residents, as part of Greenway’s 60th Anniversary celebrations held in March.

35. CS14: One Association: Merger of NSW Metropolitan and Country Public Library Associations; and update on the funding campaign

Report of Martin Ellis, Director Community and Library Services Council will be aware of the Public Libraries Funding Campaign led by the two Associations [The Metropolitan Public Libraries Association (NSW) (MPLA) and Public Libraries NSW]. Parallel to this has been a long process finding ways to present a united front to the funding authority: the State Government. The peak body (The Public Libraries Consultative Committee (PLCC) on which sits the State Librarian as well as Councillor Veronique Marchandeau (MPLA) and Councillor Graham Smith (Cessnock, PLNSW) has been encouraging of both this development and the funding campaign itself (the Associations’ major enterprise). The latter also has the support of the Library Council (to which the PLCC reports and which advises the Minister). While the minutes of the meetings are not yet available Council is advised that the merger has been agreed to unanimously. An interim Executive (Councillor Marchandeau continuing) will stay in place until the November conference at Mudgee when the accounts can be received and the new Association formed. There will be a fairly even representation between councilors and staff-held positions. It is seen as an entirely good development and will assist the Associations’ continuing campaign for additional recurrent State Government funding. The Minister now advises that an additional $15m over four years will be contributed to library infrastructure grants. While welcome, the recipients are likely to continue to be remote and regional libraries. Recommending: 1. THAT the merger of the NSW Public Library Associations be noted. 2. THAT Councillor Marchandeau be congratulated on her two year term as President of the MPLA and her significant contribution to the development of “One Association”.
