Introduction and Project Description 1.1 Introduction

Surveillance Monitoring is an exercise to characterize the environmental conditions

during operational phase with reference to Environment Management Plans devised

by Sankei Giken India Pvt. Ltd. during environment clearance. It also helps to

quantify and characterize wastes and pollution. Further, section 10 of EIA

Notification, 2006 issued by the Ministry of Environment, Forests & Climate Change;

specifies that such monitoring should be carried out once in every six months. The

notification also requires that project authorities should submit half yearly compliance

reports depicting status with respect to environmental clearance conditions. Such

reports should be submitted to the concerned Regional Offices of the Ministry of

Environment, Forests & Climate Change, on or before the 1st June and 1st

December, every year. This notification applies to all projects under the purview of

EIA Notifications, 1994 and 2006.

1.2 Project Description

1.2.1 Salient Features:

Sankei Giken India is a Japanese Multi-National Company. It has set up one unit in

the HSIIDC IMT (earlier named as Growth Center), Bawal in the district of Rewari in

Haryana State. The industrial unit manufactures automotive components such as

bumper, guard components, carrier components, lever assembly gear shift, paddle

components, brakes, cover components, mufflers, handle bars, sari guard, kick

starters, door sash etc., which involves electroplating and phosphating process.

1.2.2 Project Location:

The industrial project is situated in a notified industrial area in IMT, Bawal in Rewari

district of Haryana state. Geographical location of the unit could be approximately at

Latitude: 28° 4' 60 N, Longitude: 76° 34' 60 E. The location is about 242meters

above the mean sea level1.

1.3 Present Status of the Project

The project is in operational phase with due consent under Water and Air Acts.

The unit has obtained Environmental Clearance from the Union Ministry of

Environment, Forests and Climate Change, Govt. of India vide their letter No. J-

11011/97/2004-IA.II(I) dated 02-12-2004. Prior to this, the unit was accorded with

NOC by the Haryana State Pollution Control Board vide letter bearing No.

HSPCB/NOC/2004/49 dated 26-04-2004.

The Unit started its commercial production in the financial year 2006-2007.

Subsequently, the unit has undertaken two expansions with the following approvals:

1. From the Ministry of Environment & Forest, Govt. of India vide their letter No.

4-76/2004-RO (NZ) dated 7th June 2007 issued by the Northern Regional

Office of the Ministry of Environment, Forests & Climate Change.

2. The Haryana State Pollution Control Board has granted their consent-to-

establish the stated expansion project vide letter No. HSPCB/2006/TAC-

C/101 dated 08/06/07.

3. The Haryana State Pollution Control Board has granted their consent-to-

establish the stated expansion project vide letter No. HSPCB/TAC/2011/6074

dated 22/11/11.

1.4 Legal Compliance Status (with respect to environment)

a) Validity of Consent-to-operate under the Act 6 of 1974 & subsequent

amendments: Consent No. HSPCB/Consent/: 2809516REWCTO2608883

Dated: 19/01/2016 granted by Haryana State Pollution Control Board

(HSPCB) for the period from 01/04/2016 to 30/09/2020 (copy enclosed as

(HSPCB) for the period from 01/04/2016 to 30/09/2020 (copy enclosed as

c) Environmental Statement: Environmental Statement for the financial year

2015-16 in prescribed Form-V was submitted to HSPCB on 30th September,

2016, as per rules 14 of the Environment (Protection) Act, 1986.

Environmental Statement for the financial year 2016-17 shall be submitted in

prescribed Form-V on or before 30th September 2017.

d) Form-4: Annual returns regarding hazardous waste generation and disposal

for the period financial year 2016-17 shall be submitted in the prescribed

Form – 4 to HSPCB on due course before 30th June 2017.

1.5 Purpose of the Report

This report has been prepared to comply with the section 10 of the EIA Notification

2006 and for submission to Authorities concerned. This compliance report also helps

to verify:

Compliance with the conditions stipulated in the Environmental Clearance.

That the Project Management is implementing the environmental mitigation

measures and safeguards in true spirit as suggested in the approved

Environmental Management Plan (EMP).

Any non-conformity in the project with respect to the environmental implication of

the project.

2.2 Manufacturing Process: Manufacturing process involves buffing, grinding,

machining, welding, electroplating, phosphating and painting etc. The

manufacturing process has remains unchanged from that was reported in the

last six-monthly reports.

2.3 Products manufactured: Total production capacity from different parts of the

industrial unit is about 2.98 million pieces per annum. However, as

environmental clearance was granted for electroplating part only, under EIA

Notification, 1994; relevant month-wise production data is given under:

2.4 Profit-Loss Statement:

Profit-loss statement for the year 2016-17, duly approved by the Chartered

Accountants, shall be submitted in due course of time. Date of financial

closure of the project is March 31, every year.

2.5 Hazardous Waste Generation Data:

Hazardous wastes are generated in SGIPL from electroplating process, paint

process, effluent treatment process and maintenance of DG sets. The various

categories of hazardous wastes generated in SGIPL would be 5.1, 12.5, 12.8,

12.9, 21.1, 21.2, 33.3, 34.1, 34.3, 34.4 & 36.1 (reference: Hazardous and

Other Wastes (Management and Transboundary Movement) Rules, 2016).

Monthly record, in prescribed format Form – 3, regarding hazardous waste

generation and storage is regularly maintained. Disposal records are

maintained in the specified format of Form 10. Annual returns in the specified

Form 4 is also being submitted to authorities concerned on or before 30th

June, every year.

2.6 Greenbelt:

SGIPL has developed and successfully maintained a greenbelt covering an

Besides, SGIPL has planted about 200 trees in nearby government schools.

2.7 Waste Minimization Measures:

Waste minimization is an integral part of our production process. The entire

electroplating process is automatic and in a closed loop. Chrome and nickel is

recovered from the source points with the help of chrome recovery units.

Besides, waste minimization at source;

treated wastewater generated from

electroplating process is recycled and

reused by more than 80%. SGIPL does

not discharge any wastewater after

treatment outside the factory. Some other

waste minimization measures could also

be mentioned as under: -

Rack and barrel system design Use of de-ionized water make up to increase solution life Providing adequate drip time Reduction in drag-out of process chemicals Rinse water System Design Consideration Counter current reactive rinse Recycling of wastewater Reuse of treated wastewater Plating chemical recovery Use cleaning bath for pH adjustment

2.8 Occupation Health Surveillance:

As a part of company policy SGIPL takes care of employees’ safety and

health aspects. All the employees are provided with safety equipments such

as shoes, goggles, mouth masks, apron-uniform and gloves. The unit has

provision of bath shower in the electroplating area that could be used in case

of any accidental spillage of acid or alkali materials on individuals. A fresh

health check up was conducted for all the employees working. All the

employees were found to be free from any kind of occupational diseases. The

copy of medical certificate is attached to this report as Annexure – A3.

2.9 Other Initiatives to conserve environment:

a) Operation of DG set closed:

SGIPL has availed 100% electricity utilization from power supplied by

Caparo Power (Bawal) Limited, thereby, operation of DG sets is no more

required. It is important to note that earlier SGIPL was operational on

electricity only generated by DG sets and one waste heat recovery boiler

(WHRB) was also installed.

b) Rainwater Harvesting in School:

SGIPL has entered in to an agreement with Govt. Primary School,

Jalalapuri, Bawal to install rainwater harvesting structures in the school

premises. This would compensate water withdrawal and cause positive

changes in water environment.

Environmental Surveillance Monitoring

3.1 Environmental Surveillance Monitoring Programme:

SGIPL undertakes environmental surveillance monitoring programme, once in

every six months, in respect of ambient air, ground water, soil and noise

environment. Environmental monitoring has been performed by NABL

Accredited and ISO 9001: 2015 certified environmental laboratory M/s

Ultratec Research & Analytik Labs, operating from 115, Daulatabad Road

Industrial Area, Sector – 104, Gurgaon in association with M/s Eco Corporate

(an ISO 9001: 2015 certified and environmental consulting firm), 115,

Daulatabad Road Industrial Area, Sector – 104, Gurgaon.

3.2 Objectives of Environmental Monitoring: The main objectives of environmental monitoring conducted in the project

would be described as follows:

a) Environmental monitoring and analysis has been conducted to assess

prevailing status of environment during operational phase

b) The monitoring and analysis data could be useful to determine,

performance of pollution control measures as advised by implementing

authorities and various works done to bring down the pollution level, or

installation of any new and additional control measures, if required.

c) Create a long time environmental data in respect of ambient air, ground

water, soil and noise environment.

d) The purpose of study is confined to this project and its surrounding

environment by evaluating the quality of its components such as quality

of water resources, ambient air, land and noise etc.

e) To comply with conditions of EIA clearance, section 10 of EIA

Notification, 2006 and also requirements of Environmental

Management Systems (ISO 14001) as well as OHSAS certification etc.

3.4 Methodology:

3.4.1 Ambient & Work Zone Air Quality Monitoring:

Ambient air quality was monitored at three locations inside the project premises

for parameters such as Particulate Matters of size less than 2.5 µm

(PM2.5),Particulate Matters of size less than 10 µm (PM10), Sulphur Dioxide (as

SO2), Nitrogen Dioxide (as NO2), Carbon Monoxide (as CO), Ozone (as O3),

Ammonia (as NH3), and Nickel (as Ni). The monitoring was conducted by

Respirbale Dust Sampler of Envirotech Make, Model APM 460 fitted with PM2.5

sampling attachment supplied by Ecotech Instruments, Greater Noida. The stated

monitoring for all parameters except CO was conducted on 24 hourly-basis. Grab

sample of ambient air was taken to monitor CO concentration, while O3 was

monitored on 1-hourly basis. Further, air quality was monitored inside the work

zone for parameters such as particulate matters of size less than 10 µm (PM10),

sulphur dioxide (as SO2), nitrogen dioxide (as NO2), carbon monoxide (as CO).

The test protocols would be noted in Table 3.2.

3.4.2 Noise Level Monitoring:

Ambient and work place noise level monitoring was conducted by using a

calibrated Sound Level Meter of Envirotech make, Model No. SLM-100. The

instrument has a range of 30-130 dB. Noise level was monitored inside the project

at one location for day and night time, continuously to generate hourly data. Day

time was reckoned in between 6 AM to 10 PM while between 10 PM to 6 AM, it

was considered as night time4. The noise equivalent levels (Leq) were recorded at

one location and reported in the unit of dB (A). Sound Pressure Level (SPL) from

work zone areas were measured and reported in dB (A).

3.4.3 Water Quality Monitoring:

Two water samples were collected from the ground water source. Grab sampling

was carried out from the bore wells in accordance to IS: 3025 (Part 1). The sample

was collected in sterilized glass bottles wrapped with aluminium foils and stored

inside ice box. The sample was transported to the laboratory for further testing and

analysis. A list of methods for measurement of various parameters in water sample

is given in Table 3.3.

3.4.4 Soil Quality Monitoring:

Two soil samples were collected from the project site. Surface soil at a depth of

about 6″ was collected manually. The sample was analyzed with reference to the

standard methods prescribed in IS: 2720, IS: 14767, IS: 14765 and United States

Environment Protection Agency (USEPA). A list of methods of measurement of

various parameters in soil sample is given in Table 3.4.

3.4.5 Stack Monitoring: Monitoring was carried out for emission from boiler stack, acid-alkali scrubbers stack

and dust collector. All the monitoring was performed in accordance to IS: 11255

series as well as Emission Regulations (Part – III) published by the Central Pollution

Control Board, Ministry of Environment, Forests & Climate Change, Govt. of India. A

list of methods of measurement of various parameters in stack monitoring is given in

Table 4.

3.5.2 Noise Monitoring Results: 3.5.2.1 Ambient Noise Monitoring Results: The ambient noise equivalent level (Leq) during day time was recorded to be 72.9 dB (A). This value is within the prescribed limit of 75 dB (A), as prescribed in the Schedule-III of The Noise Pollution (Regulation and Control) Rules, 2000. The ambient noise equivalent level (Leq) during night time was recorded to be 43.5 dB (A). This value is also within the prescribed limit of 70 dB (A), as prescribed in the Schedule-III of The Noise Pollution (Regulation and Control) Rules, 2000.

It depicts that peak sound pressure level meets the required exposure limit of 140 dB(A), as specified in Model Rules of Factory Act, 1948. It also complies with the required exposure limit of 115 dB(A) and 8 hour exposure limit of 90 dB(A), as mentioned in publications from the Office of Joint Secretary (CP), Govt. of India, Ministry of Environment, Forests and Climate Change, New Delhi.

3.5.3 Ground Water Test Results: Keeping in view the significance of groundwater as an important source of industrial and domestic water in the locality, samples of ground water were collected from the project site for the assessment of impacts of the project on the groundwater quality. Grab samples from two bore wells were drawn, kept in a clean and dry container and preserved in ice box in the manner, as prescribed in IS 3025 (Part 1). The samples were transported to the laboratory for further testing and analysis. Test parameters were selected with due consideration to type of industry. Details of Groundwater Quality Monitoring are given in Table-3.8.

The water is not at all fit for human consumption. However, excessive values in most of the parameters such as TDS, Chloride, Sulphate, Ca, Mg etc. is due to natural ground water condition of the area. But, parameters like Total Chromium and Nickel fail to meet characteristics of drinking water due to impact of many industrial units operating in the surrounding areas.

Based on the physico-chemical characteristics, the soil sample could be described as follows:

1. The pH value was found to be in the range of 7.24 and 8.11, which exceeds the desired range (6.0–7.5) for horticultural purpose. This indicates the soil to be alkaline in nature6.

2. Electrical conductivity in the soil samples was recorded to be in the range of 262 and 233 µmhos/cm. The soil could be characterised salt free with negligible salinity effect7.

3. Organic matters in the samples were found to be 0.85 - 1.3%. Organic carbon concentration could be in the range of 0.49 – 0.76%. Thus, soil sample collected near admin block could be classified in to the “low fertility” category, while that from East direction near sludge drying bed could be classified in to the “high fertility” category.

4. Moisture content is adequate for the growth of plants and trees. 5. Considering the concentration of available nitrogen, available phosphorous

and available potassium and the general classification of soil – the soil quality could be characterized as good in soil fertility.

6. Boron concentration may be due to its contribution from watering of greenbelt by reusing treated wastewater from STP.

7. Both the soil samples are free from any contamination of Hexa-valent Chromium as Cr+6 and Nickel as Ni. However, a small quantity of Total Chromium was found to be present in the soil.

3.5.5 Effluent and Sewage Test Results:

3.5.5.1 Trade Effluent: Trade effluent samples were collected from three different streams as well as from the evaporator outlet. The test parameters selected for treated effluent collected from final outlet of the evaporator are as per Notification vide GSR No. 266(E) issued by the

Ministry of Environment, Forests & Climate Change, Govt. of India and test results

are given in table 3.10.

Subject: Grant of consent for emission of Air under section 21/22 of the Air (Prevention & Control of Pollution) Act, 1981, from 01/04/2016 to 30/09/2020

Please refer to your consent application received on dated 2015-12-30 in Regional Officer ,

Dharuhera on the subject cited above.

With reference to your above application for consent for the emission/ continuation of

emission of S.P.M. air pollutions into atmosphere under Air (Prevention & Control of Pollution) Act,

1981 hereinafter referred as the Act.

M/s SANKEI GIKEN INDIA PVT. LTD. are authorized by the Haryana State Pollution Control

Board to discharge their air pollution being emitted out of their factory premises in accordance with

the condition as mentioned below:-

1. The applicants shall maintain good house keeping both within factory and in the premises. Allhose pipelines values, storage tanks etc. shall be leak proof. In plant allowable pollutants levels,if specified by State Board should be met strictly.

2. Two or more ducts with different nature of exhaust gases should neither be intermixed nor to bethrough a common chimney.

3. Adequate facilities should be provided for sampling viz sampling holes at specified locationsand dimension. The platform of specified size and strengthful arrangements electric connectionalso be provided.

4. The applicant/company shall comply with and carry out directive/orders issued by the Board inthis consent order at all subsequent times without negligence of his /its part. Theapplicant/company shall be liable for such legal action against him as per provision of thelaw/act in case of violation of any order/directives. Issued at any time and or non compliance ofthe terms and conditions of his consent order.

5. The disturbed condition in any of plant/plants of the factory which is likely to result in increasedemission or result in violation of emission standards shall be forthwith reported to this Boardunder intimation to the Member Secretary, Haryana State Pollution Control Board.

6. The toxic chemicals materials should be handled with due safety. The storage of toxicchemicals should be such that in case of emergency the chemicals could be transferred to otherempty tank automatically and which should be followed by an approved air pollution controlequipment designed for worst conditions.

7. A green belt (having sufficient tall and dense tree) around the factory should be provided.

8. All the processes using toxic chemical/harmful gases should be equipped with an emergencysiren system in working conditions for alarming the general public in case of untoward incident.

9. The applicant shall furnish to all visiting officer and/or the State Board, any informationregarding the construction/installation or operation of the establishment or emission controlsystem and such other particulars as may be pertinent to prevention and control of air pollution.The industry shall also maintain and make available inspection book to the officers of the Boardduring their visits.

10. The air pollution control equipment of such specification which shall keep the emissions withinthe emission standard as approved by the State Board from time to time shall be installed andoperated in the premises where the industry is carrying on/proposed to carry on its business.

11. The existing air pollution control equipment if required shall be alerted or replaced inaccordance with the direction of the Board.

12. All solid wastes arising in the factory premises shall be properly graded and disposed of by:-(i)In case of Land fill material, care should be taken to ensure that the material does not giverise to lechate which may percolate in ground water of carried away with storm run off.(ii)Composting in case of bio degradable materials.(iii)If the method of incineration is used for the disposal of solid waste the consent applicationshould be processed separately and it should be taken up which consent is granted.

13. The industry shall submit an undertaking to the effect that the above conditions shall becomplied with by them.

14. The applicant shall ensure that the emission of the air pollutants shall remain within emissionstandards as approved by the State Board from time to time.

15. The applicant shall make an application for grant of fresh consent at least 90 days before thedate of expiry of this consent.

16. Necessary fee as prescribed for obtaining renewal consent shall be paid by the applicantalongwith the consent application.

17. The applicant shall either:-a)Not later than 30 days from the date of consent order, certify in writing to the MemberSecretary that the applicant had installed or provided for alternate electric power sourcesufficient to operate all the facilities installed by the applicant to maintain compliance with theterms and conditions of the consent.b).Not later than 30 days from the date of this consent certify in writing to the MemberSecretary that upon the reduction loss or failure of one or more of the primary source of electricpower to any facilities installed by the application to maintain compliances with the term andconditions of this consent, the application shall proportionally reduce or otherwise controlproduction and/or all emissions in order to maintain compliance with terms and conditions ofthis consent.

18. There should not be any fugitive emission from the premises.

19. The liquid effluent arising out of the operation of the air pollution control equipment shall alsobe treated in a manner and to the standards stipulated in the consent granted under Water(Prevention & Control of Pollution) Act, 1974 by this Board.

20. If due to any technological improvement or otherwise this Board is of opinion that all or any ofthe conditions referred to above required variation (including the change of any controlequipment either in whole or in part) this Board shall after giving the applicant an opportunityof being heard vary all or such condition and there upon the applicant shall be bound to complywith the conditions so varied.

(a) The industry shall discharge all the gases through a stack of minimum height.(b) The height of stack shall conform to the following criteria:(i)H = 14.Q^0.3 Where sulphur-dioxide is emitted.Q = Sulphur dioxide emission as Kg/hr.(ii)H = 74 Q^27 where particulate matter is emitted.Q = particulate matter emission as tonne/hr. If by using the formula given above the stackheight arrived is more than 9 m then this higher stack should be used.(iii)The minimum stack height should be 30 Mts.

24. Nothing in this consent shall be deemed to preclude the instruction of any legal action norrelieve the applicant form any responsibility, liabilities of penalties to which the applicant is ormay be subject.

25. The industry shall maintain the following record to the satisfaction of the Board. 1.The industries shall install separate energy meter and maintain log books for running of all airpollution control devices or pumps/motors used for running of the same. 2.Register showing the results of various tests conducted by industry for monitoring of stackemission and ambient air.

26. The industry shall provide adequate arrangement for fighting the accidental leakages, dischargeof any pollutants gas/liquids from the vessels, mechanical equipment etc. which are likely tocause environment pollution.

27. The consent being issued by the Board as above doesn’t imply that unit performance conformsto law as required.The consent is being issued provisionally only with a view to accommodatethe unit to provide it an opportunity to modify its operation immediately so as bring them inconformity with the law of the land.

28. The industry shall provide non-leachate storage facilities for proper disposal of Hazardouswastes.

29. The industry shall provide acoustic chambers on DG sets to control noise pollution and ensurenoise level within the permissible limit.

30. The industry shall submit on site/off site emergency plan, if required.

31. The industry shall submit A/R within 3 months in case of 17 categories and once in 6 months,other categories L & M and keep all the parameters within limit.

32. The industry shall comply the public liability insurance Rule, 1991 as amended to date.

35. The industry shall install ambient air station in case of 17 & other categories large & medium.

With reference to your above application for consent for the discharge of domestic effluent

and trade effluent under Water (Prevention & Control of Pollution) Act, 1974 hereinafter referred as

the Act M/s SANKEI GIKEN INDIA PVT. LTD. is hereby authorized by the Haryana State

Pollution Control Board, to discharge their effluent arising out of their premises in accordance with

the terms and conditions as mentioned below:-

1. The daily quantity of domestic effluent from the factory shall not exceed 23.5 KLD

2. The daily quantity of the industrial effluent (Process, floor & equipment wash, cooling andbleed water) from the factory shall not exceed 21.25 KLD

3. The industry has been assessed for the purpose of Consent to operate fee with investmentcost (land, building, plant and machinery) of Rs. 23441.0 Lakh. In case the investment costvaries as per the annual report for the years duly audited by the Chartered Accountant,the difference of Consent to operate fee, if any, arises, the industry shall pay the sameamount within one month of the receipt of notice from the Board in this regard.

4. The consent to operate shall be valid for the period from 01/04/2016 - 30/09/2020

5. The industry shall ensure that various characteristics of the effluents remain within the tolerancelimits as specified in EPA Standard and as amended from time to time and at no time theconcentration of any characteristics should exceed these limits for discharge.

6. The industry would immediately submit the revised application to the Board in the event of anychange in the raw material in process, mode of treatment/discharge of effluent.In case of change of process at any stage during the consent period, the industry shall submitfresh consent application alongwith the consent to operate fee, if found due, which may be onany account and that shall be paid by the industry and the industry would immediately submitthe consent application to the Board in the event of any change during the year in the rawmaterial, quantity, quality of the effluent, mode of discharge, treatment facilities etc.

7. The officer/official of the Board shall reserve the right to access for the inspection of theindustry in connection with the various process and the treatment facilities. The consent tooperate is subject to review by the Board at any time.

8. The industry shall not discharge any altered quantity/quality of the trade/domestic effluentwithout prior permission of the Board.

9. Permissible limits for any pollutants mentioned in the consent to operate order should notexceed the concentration permitted in the effluent by the Board.

10. The industry shall pay the balance fee, in case it is found due from the industry at any time lateron.

11. In case the industrial unit uses the Municipal/HUDA/Industrial Estate Sewerage system fordisposal of effluent for the final disposal they will submit the sewerage connection certificate.

12. If the industry fails to adhere to any of the conditions of this consent to operate order, theconsent to operate so granted shall automatically lapse.

13. The industry will plant minimum three varieties (Eucalyptus, Su Babul or any suitable variety)of trees in the vacant area.

14. The consent to operate under Air (Prevention & Control of Pollution) Act, 1981 should beobtained.

15. The industry shall obtain Authorization under Hazardous Waste (Management handling andtransbonding movement) Rules, 2008 as amended to date.

16. The industry shall install separate Energy Meter for ETP and also maintain log book for energyand chemical consumption.

17. The industry shall obtain permission from Irrigation Department for discharging effluent intoany drain/water bodies.

18. If the industry is closed temporarily at its own, they shall inform the Board and obtainpermission before restart of the unit.

19. The industry shall provide non-leachate storage facilities for storage of Hazardous Waste ordispose off same in the common facilities & will adhere to the norms laid down as per theamended notification under HWTM Rules, 2008

20. The industry shall submit A/R once in 3 months in case of 17 categories and other categories.The L&M shall submit A/R once in 6 months.

21. The industry shall comply the Public Liability Insurance Rules, 1991, as amended to date.

22. The industry shall submit Environmental Audit /Report once in a year.

The authorization is subjected to the conditions stated below and such conditions as maybe specified in the rules for the time being in force under the Environment (protection) Act, 1986.

TERMS AND CONDITIONS OF AUTHORIZATION

1. The authorization shall comply with the provisions of the Environment (protection) Act, 1986and the rules made thereunder.

2. The authorization or its renewal shall be produced for inspection at the request of an officerauthorized by the State Pollution Control Board.

3. The person authorized shall not rent, lend, sell transfer or otherwise transport the hazardouswastes without obtaining prior permission of the State Pollution control Board.

4. An application for the renewal of an authorization shall be made as laid down in rule 5(6)(ii).

5. The unit should have the necessary facilities for collection, reception, treatment, Transport anddisposal of such wastes under the rule. In case of deadly toxic wastes such as Cyanide,Chromium, Nickel, Zinc, etc., the unit shall make arrangement for the pre-treatment beforedumping it in the disposal site so that the toxic element does not leach down to pollute theunderground water resources.

6. The collection, reception and transportation of hazardous waste shall be carried out by theauthorized person/personnel, fully trained for this purpose.

7. Any unauthorized change in personnel, equipment as working conditions as mentioned in theapplication by the person authorized shall constitute a breach of his authorization.

8. The unit shall ensure the proper usage of safety measures such as providing of gloves, gumboots, face masks, goggles etc to the workers engaged in the handling of hazardous waste.

9. The authorization so granted shall be cancelled or suspended by the Board if the unit fails tocomply with any condition of grant of authorization under these rules.

10. Used containers should be pre-cleaned by neutralizing and cleaning agents/solvents/chemicals.

11. The occupier shall not sell or transfer such waste on payment or without payment to anyunauthorized people who do not hold any authorization.

12. The unit shall not dispose any Hazardous waste at any other Public Place.

13. Unit will maintain its non-leachate pucca storage site properly.

14. The unit will comply with provisions of all Environmental laws including HWTM Rules etc.and comply with the directions issued by the Board from time to time.
