WITH the recent debacle overtransparency at Irish Water manycouncils around the region are
focusing on the potential loss of incomeas a result of the revenue transfer to thewater authority.
Earlier this week, in Donegal, Fianna Fáil,Sinn Fein and an independent councillorbrought national focus on the water incomeissue when they refused to approve theirCounty Council's 2014 budget.
One of the key issues cited by the triowas the loss of the Council's water revenueto the newly formed Irish Water. Thecouncil was only eventually saved fromabolition through the absence of a FiannaFail councilor.
The authorities, in general, are incensedwith what the public have alreadyadjudged as a mixture of arrogance andbragging when it emerged that the IrishWater spent €50 million on consultancyfees and a further €50 million on start-upcosts. They are now under scrutiny by theDail Committee on the Environment.
In Sligo, the impact is likely to be felt inCouncil chambers, as they contemplate lossof major revenue streams to anorganisation which, so far, has not beenaccountable publicly in any manner for itsspending.
The loss to Sligo County Council ofrevenue streams such as water will deepenits difficulties in dealing with its deficit,particularly in the aftermath of theLisadell decision. The possibility of servicecuts when the new council meets in thesummer seem large on the horizon.

AFIANNA Fáil candidate in next May'slocal elections has described the delayin finalising the routes for the 440kV
pylons through Mayo as ‘a cynical move’.Lisa Chambers, who is contesting a seat in
the Castlebar electoral area, said it is clearthat Fine Gael and the Labour Party realisehow politically sensitive the pylon issue is forpeople all over the county and their localelection candidates are obviously worriedabout the impact the EirGrid project willhave on their campaigns.
She argued: “Delaying the decision onpylon routes is clearly a tactic to limit theimpact the EirGrid project will have on thelocal and European elections for thegovernment parties. “However, the cat isalready out of the bag. People who mightpossibly be affected are already aware of theproposed routes for these pylons anddelaying the decision is not going to removethis issue from their memories for the periodsurrounding the elections.”

Irish Water have insisted that it awarded allof its contracts in line with EU rules onprocurement. It also noted that it wanted toensure transparency and value for moneythroughout the setting up process.

BAD news on the jobs front forRoscommon last week withthe announcement that thirtyjobs are set to be lost withthe impending closure of theFearna Nursing Home inElphin.
The closure is a major blowto the locality and marks thebeginning of a difficult NewYear for workers.
News of the closure wasannounced to staff andresidents on Monday morning.It is understood that the
nursing home is due to windup operations by the end ofMarch. Thirty full timepositions will be lost at thefacility.
This will be a major blow tothe Elphin area where anumber of suppliers will alsobe hit by the closure.
Owner of the FearnaNursing Home group, Boyleman Martin O’ Dowd, said hewas left with “little choice”as the old convent building,which housed the Elphin
facility, dated to the 1840sand could not meet the newbuilding regulations. “This isan orderly wind down and hasnothing to do with the qualityof care; we just cannot meetthe new building regulations.
The fact that the oldconvent building, which datesto 1840, is a listed buildingalso poses problems,”explained Mr O’Dowd.
The new buildingregulations includestipulations about ensuites forevery room, which posed adifficulty for Fearna in Elphin.Mr O’Dowd stressed that theclosure was not due to “aquality of care issue” and theresidents were very happy inthe nursing home.
The nursing nurse currentlyfacilitates eighteen residentswho must now relocate or findalternative accommodation bythe end of March. It isexpected that a number ofresidents will relocate to thesister Fearna Nursing Home,Fearna Manor Nursing Home inCastlerea. While residentshave until the end of March torelocate, it is expected thatoperations may in fact wind
down in about two to threeweeks.
The old convent building atBishop Street, Elphin hasoperated as a nursing homefor the past nineteen years.The Meadowlands NursingHome in Cloonfad, which wasalso part of the Fearna groupclosed last July. Owner MartinO’Dowd stressed that theFearna Manor Nursing Home inCastlerea would continue tooperate as normal.

WHILE the north-west in generalsuffered as a result of the recentstorms and floods county Mayo, in
particular has been badly hit withunprecedented levels of coastal erosion thatwill take a long time to repair. While clean-up operations are under way, residents ofnorth Mayo and West Mayo are starting tocount the costs. The almost completedestruction of the famed Bertra Beach, nearMurrisk, Westport, and its car park andentrance road, was just one example of thedevastation. An old stone hump-backedbridge at Carraholly was completely washedaway on the Friday. Further north thedestruction was apparent from Blacksod to
Belmullet to Doohoma, while further inland,Ballina is dealing with the aftermath of theMoy having burst its banks.Everywhere, smooth pristine beaches weretransformed as large boulders and debriswere washed inland on the Thursday andSunday night. Also, land in areas ofTallaghbawn, Doohoma Head and Dooloughhave been rendered unworkable such hasbeen the extent of the damage. There wasextensive damage from the ferry to DoohomaHead as waters came on to farmland.There have been calls on the local authoritiesto ‘come to the rescue of local farmers’ asgood farming land in Doohoma and Geesalahad been ruined after stone, rubble and
debris washed in from the coast. It is feared there will be a large cost involvedin restoring the farmland to a workable state.In Belmullet, the sea wall was breached inplaces along the Shore Road and Quay Road.Locals are afraid that if a tide similar to thatseen on the Friday were to happen again, theentire wall would collapse. A wall collapsed at Faulmore beach inBlacksod as a result of the storms and floods.A man from Blacksod had to be rescued fromhis car by firemen after driving into deeptidal water on a low-lying road. Bill Heffronfrom Aughleam got into difficulty while tryingto get away from his storm thrashed homebut raised the alarm using his mobile phonewhen he got into difficulty. People in Geesala were cut off for a time onFriday as the tide came across the BangorRoad making it impassable, and there wassignificant flooding between Drum andEllybay. Following the extended period ofstormy weather locals in the Belmullet areaare calling for remedial works in theDoolough, Dooyork and Doohoma areas inorder to lessen the effects of erosion on thecoastline. The regular planting of bent grasswhich survives salt water has been suggested.
Moy Banks burstMeanwhile in Ballina, flooding was caused inthe town after the River Moy burst its bankson the Friday morning. Water levels reachedunprecedented heights with Clare Street,Ardbuckle Row, Bachelors’ Walk andCathedral Road becoming flooded. The town’s Ice House hotel experienced onlyminor flood damage to the lower groundfloor, despite its close proximity to the river. Ballina Town Councillor Willie Nolan reportedseveral feet of floodwater in the town wherethe Moy burst its banks. According to CllrNolan, the breach was caused by acombination of high tides, high wind speedsand falling rain. Clean-up efforts arecontinuing in the town and debris is beingremoved from the slipway at The Quay.

PEOPLE from Sligo will be interested to knowthat a film shot on location in the county willbegin a tour of the world's premier filmfestivals in the United States later thismonth.
Meantime, its main star, Brendan Gleeson,will take to the stage in the Hawks Well
Theatre later this week to show his musicalprowess.
The 100 minute film ''Calvary'' was filmedat Strandhill, Easkey and in Rush, Co Dublin.
Some scenes in the black comedy featuringBrendan Gleeson were shot in Sligo towncentre.
But it is unclear if those have beenincluded in the version which will have itspremiere at the prestigious Sundance Festivalin Utah in the United States later this month.
''Calvary'' tells the story of a priest with adeath sentence on his head after he isthreatened during Confession and given sevendays to put his affairs in order.
The Director is John Michael McDonagh,who also had Gleeson on board in his big-screen breakthrough comedy ''The Guard.''
The film will also feature in the mainBerlin and Dublin film festivals in Februarybefore its general screen release in Ireland,the UK and Australia in April.
The co-stars in ''Calvary'' include ChrisO'Dowd, Kelly Reilly, Aidan Gillen andcomedian Dylan Moran.
Actress Orla O'Rourke is Zambian born butvery well known to Irish TV audiences fromher regular role as Sinead Kelly in ''TheClinic.'' Other cast members include CanadianMarie-Josee Croze, who previously played aDutch assassin in Steven Spielberg's 2005 filmon the Munich Olympics massacre of Israeliathletes.
Gleeson's son Domhnall also stars in''Calvary'' along with other Irish actors and TVstars who Ronan Wilmot, Pat Shortt and DavidMcSavage.
WE’VE experienced it many timebefore – the horrific consequences ofpeople not controlling their pets. Two
in-lamb ewes were mauled to death andmore animals were left in a distressed stateafter a dog attack in the Drumshanbo-LeitrimVillage area last week.
A farmer made the shocking discovery onJanuary 6 and found two dogs, believedresponsible for the attack, in the vicinity ofhis flock.
The dogs were traced to a nearby homeand were beloved family pets.
The farmer who owns the flock said he did
not want to be named but he urged all dogowners to ensure that their animals are notroaming free, especially as sheep are startingthe lambing season.
IFA Leitrim County Chairperson PatGilhooly has echoed this call stating thatsheep flocks are already under enough stressbecause of ongoing bad weather.
“It is essential that all dogs are kept undercontrol and we are asking dog owners in bothrural and urban areas to keep their dogs tiedor in kennels during lambing season,” hesaid. “If anyone sees stray dogs in or aroundfarm land immediately contact the owner orthe warden. Don’t just ignore it. Dogs can doan awful lot of damage and it’s totallyunacceptable to see situations like thisoccurring again this year.”
Co Leitrim Veterinary Officer, JamesMadden, described the situation as verydistressing.
“Dog owners have a responsibility to keeptheir pets under control at all times. Itdoesn’t matter how well you think you knowyour dog, you may not think that it has thepotential to be a killer, but the fact remainsthat when dogs come together in a pack theyhunt and will cause damage like this,” hetold the Leitrim Observer following theattack.
“This sort of attack not only causesphysical damage to the animals targeted bythe dogs, but the stress of being attackedcan also affect other animals in the flock,causing them to spontaneously abort theirlambs. The losses to farmers can be huge andit is important that dogs are not allowed toroam loose,” he said.

Students with dyslexia & dyspraxia will begiven an opportunity to avail oftechnological tools to make learning
easier at an Assistive Technology camp to beheld at Sligo IT this month.
The students will learn about assistivetechnology, software and tools which helppeople with disabilities to access computers,phones and other mainstream technologies.
The camp will run in Sligo IT, on the 18th ofJanuary, from 10am – 1pm for primary schoolstudents and 2pm – 5pm for secondary schoolstudents. The camps are aimed at studentswith dyslexia and dyspraxia, a condition thataffects coordination and fine motor skills,including writing.
The students will learn about text-to-
speech software, which reads text on acomputer screen back to them, and dictationsoftware such as Dragon Naturally Speaking,which types as they talk. Parents will have achance to see the technology for themselveson the Friday evening in Sligo town, whereUrAbility will host a free parents infoevening.
The AT camp is being organised byUrAbility.com, founders James Northridge andGerard Gallagher will be on hand, whothemselves have dyslexia. Our experience isthat AT is a major boost to students’ self-confidence and learning. This AT camp inSligo is an opportunity to share our expertiseand allow students to Embrace their Ability.James believes that Assistive Technology will

China Bets Big On 'IronBird' Of The Skies
Financial rewards worth £1.7m ayear will be given to councilswhich give permission for
fracking projects in their areas.David Cameron said the
Government was "going all out forshale" as he announced the move,which campaign groups opposed tothe controversial method ofextracting the gas from deep
underground described as bribes.The Prime Minister has declaredthat shale gas exploration is part ofhis long-term economic plan andsays local authorities that allow
drilling will receive 100% of thebusiness rates collected from thescheme - double the current 50%.

Cockroach Burrows Into Sleeping Man's EarAman in Australia had to be rushed to hospital
in terrible pain after a large cockroachcrawled into his ear as he slept, and an at-
tempt to suck it out with a vacuum cleaner failed.Medical treatment initially only caused the inch-
long insect to burrow further into the head of Hen-drik Helmer.
The unwelcome invader was eventually ex-tracted by a doctor with forceps, but only after MrHelmer had endured the unpleasant sensation of itbeing in the "throes of death-twitching".
His ordeal began in the early hours of Wednes-day morning when he was woken by a sharp pain inhis right ear, according to Australian TV.
He said: "I was hoping it was not a poisonous spi-der ... I was hoping it didn't bite me."
As the pain got worse, Mr Helmer said he tried
to suck the insect out with a vacuum cleaner be-fore squirting water in his ear.
"Whatever was in my ear didn't like it at all," hetold the broadcaster.
With the pain now excruciating, his flatmaterushed him to hospital where a doctor put oil downthe ear canal.
But this only forced the two centimetre cock-roach to crawl in deeper.
Mr Helmer, from Darwin, said: "Near the 10minute mark ... somewhere about there, hestarted to stop burrowing but he was still in thethroes of death twitching."
The doctor then pulled the insect out of his ear."She (the doctor) said, 'You know how I said a lit-
tle cockroach, that may have been an underesti-mate'," he said.
"They said they had never pulled an insect thislarge out of someone's ear."
Mr Helmer said he would not be taking anyadded precautions when sleeping, although friendsof his said they were so concerned over his experi-ence that they had begun going to bed with head-phones on.
Cockroaches are among the hardiest insects onthe planet.
They are capable of surviving for long periods onlittle food and can even tolerate high doses of ra-diation.
They will eat almost anything, and some speciescan produce over 20,000 young in their lifetime.
Famous for their hissing, cockroaches can reachnine centimetres in length, although most speciesare much smaller.

home? The first step is to see howthe building was built: Are thewalls made with cavity blocks, oris there two walls built side byside with a cavity between them.The latter is referred to as cavitywall.
Cavity Block StructureIf your home has cavity blockstructure then there are two mainoptions for insulating your walls.The first is Internal WarmboardInsulation. Certified Tradesmen fixan insulating board to the insideof the external walls of thebuilding. An example of this wouldbe a house built in the 50′s, withno external wall insulation. Tomeet current ‘Part L’ BuildingRegulations, you would need toadd 92.5mm of Internal WallInsulation. If there was 50mm ofinsulation already on the wall, youwould only need to add 42.5mmtop-up. By choosing contractorsregistered with SEAI (SustainableEnergy Authority of Ireland), homeowners can avail of the BetterEnergy Home Scheme, whichprovides substantial grantstowards the cost of works. Onemajor advantage of warmboardinsulation is that you are nolonger heating the walls of theproperty. There are various typesof internal warmboard, such asKingspan Kooltherm and
EasyBoard. The second method ofinsulating Cavity Block Structuresis External Wall Insulation, alsoknown as an External Wrap. In thiscase, the contractor fixes denseinsulation panels to the exteriorof a building using a bondingagent and mechanical fixings. Ontop of this there is a reinforcingmortar layer with glass fibre meshand a primer layer and adecorative render finish that isavailable in many differentcolours.
Cavity Wall Structure If a building’s walls areconstructed using an outer leafsolid block, a cavity (normally100mm) and an inner leaf solidblock, then it is known as a CavityWall Structure. There is anadditional retrofit insulationmethod in this case known asCavity Wall Pumped Insulation. Aseries of small holes are drilled inthe structure and a bonded beadis pumped into the wall. Theadvantages of this method is thatthere is minimal disruption to theinterior/exterior of the building.
Roof InsulationAn un-insulated or poorlyinsulated roof costs you moneyand harms the environment.There is now grant aid availablethrough the SEAI Better EnergyHomes scheme to help youimprove your home using roofinsulation.
Up to 30% of the heat produced inyour home may be escaping ifyour roof is uninsulated. Ceilinglevel roof insulation is generallythe most cost effective of anyenergy efficiency upgrade madeto a house and often does notcome with a large price tag whenthe potential savings areconsidered.Even if you already haveinsulation in your roof, you maystill be losing heat if it is
damaged, less than is necessaryor incorrectly installed. Forexample if you have a thin orworn layer of insulation it wouldbe beneficial to replace it orimprove its performance byadding another layer.
Case StudyMary has a four bedroom detachedhouse 150 m in size. She has anannual heating bill of €1,600.Mary previously had 100mm offibreglass insulation in her atticbut decided to upgrade theinsulation in her attic to therecommended 300mm followingadvice from SEAI and the variouscontractors she rang. As well asresulting in more comfortable
living conditions, this simple lowcost measure now saves Mary over€250 every year on her homeheating bill. Mary was also able tosecure grant aid from the BetterEnergy Homes scheme to help herwith the cost of this. Typical costsfor this type of upgrade areapprox. €700 - €1,000 (excludinggrant).

He became Dolly Parton's bandleader in2002 and co-producer of her bluegrass album,Halos & Horns. His first recording experiencecame in 1973, when he recorded an album,Playing on the Moon, with a band that he formedwith Bob Thiele, Jr., son of influential jazzproducer and founder of the Flying Dutchmanlabel, Bob Thiele. industrial, electrical, commercial anddomestic waste products and turn theminto pieces of fashion art as the deadlinefor entries to the 2014 Junk KoutureRecycled Fashion competition proudlysupported by Bank of Ireland and theEuropean Recycling Platform (ERP) loomscloser – Jan 31st.
Last year’s competition saw St. Mary’sSecondary School pupils Ta Naw Naw, ChitMya Noe and Ta Si Si reach the grand finalof the competition with their glamorousdesign Say Mo Wah which was awarded theRed Carpet Award which saw Ta Naw Nawmodel the creation on the Red Carpet atthe Royal Film Premiere of Mandela: LongWalk to Freedom last month in London. Itwas a very successful year for Mayo in thecompetition and Junk Kouture isencouraging more pupils from the county totake part this year.
Created in 2010 by entrepreneursElizabeth Curran and Troy Armour from Co.Donegal, the Junk Kouture competition hasseen thousands of teenagers’ worksubmitted over the past three years, withsome spectacular and awe-inspiring piecesgracing the competition’s regional andnational catwalks. Last year the GrandFinal was attended by over 2000 spectatorsin the Bord Gais Energy Theatre which sawLimerick Students ‘Ultra Violet Wash’ walkaway with the top prize of €2,500 for theirschool, €1000 worth of IT equipment, €500cash and a trip to the Cannes Film Festival.

According to vehicle sales figures issued by theSociety of the Irish Motor Industry (SIMI), Fordhas, again, topped the commercial vehicle
sales charts, a feat the company has achieved for24 of the last 25 years.
Commercial vehicle sales figures for 2013 showthat Ford sold 2,541 units, ahead of VW (2,079units) and Renault (1,286 units).
A key part of Ford's van sales success is the iconicTransit, which has been a top seller in Ireland sinceit first arrived in 1965.
In 2013, Transit was again the top-selling modelin Ireland with 1,402 units sold, ahead of thesecond-placed VW Caddy (1,328).
Eddie Murphy, Chairman and Managing Director,Ford Ireland, said: "Irish van drivers and fleetoperators love our vans and it is heartening to seethat we have secured the top spot again in the2013 sales chart...
"Unlike the car market where there was a drop insales, the commercial vehicle market managed toachieve modest growth of just 4.6% in 2013.
"It has long been accepted that this market is agood indicator of the general state of the economy,so on that basis, these figures tally with somecommentators who have said the economy is due toimprove during 2014.

Across-borderinvestigation is underway into a 'black milk'
market after it emergedfarmers in the South havebeen trying to smuggle theirover-quota produce into theNorthern market.
The Department ofAgriculture has confirmed it isinvestigating the practice, asare the authorities in NorthernIreland as well as the FoodsStandards Agency (FSA), whichhas warned of the serioushealth implications ofconsuming milk that is notproperly stored.
The Irish Creamery MilkSuppliers Association (ICMSA)earlier this month saidindividuals caught selling blackmilk to unregistered buyersfaced "savage fines" andwarned that individuals couldnot be allowed go "outside"the system.
Before Christmas, UlsterFarmers Union president HarrySinclair said the practice by"unscrupulous individuals"threatened the integrity of theentire dairy industry.
Earlier this month, Bord Biafigures revealed that Irishdairy exports were worth over€3bn to the economy last yearwhile the total value of theIrish food and drink market isup 40 per cent since 2009.
Industry experts said the
black milk market could be aresult of the hugely successfuldairy production year enjoyedby Irish farmers, who aredesperate to offload surplusmilk ahead of the Marchdeadline for milk quotaproduction.
The quota -- an EU-set limiton the amount of milk afarmer can produce -- sees'super levies' of 28.65c perlitre imposed on over-surplusmilk. The ICMSA, the State'sspecialist dairy farmorganisation, estimates thatIreland is currently runningaround two per cent over itsnational quota and industrysources said that could resultin a levy in excess of €30m.
However, with milk quotasset to be lifted in 2015,farming groups argue it isunderstandable that dairyproducers increase productionin preparation for next year.
ICMSA president John Comersaid he "recognised" thedifficult position farmers werein but said the integrity of theindustry was crucial given thefigures from Bord Bia.
"Nothing can be allowedinterfere with the reputationthat we all have so carefullybuilt up and worked tomaintain. Individuals cannotbe allowed go 'outside' oursystem of carefully supervisedand monitored buyers," he was
quoted as saying in the SundayIndependent.
Two months ago PSNIofficers seized a truck inNewry that was transportingseveral containers full of milk,understood to have beenproduced in the South. A 35-year-old man was alsoarrested during the seizureand has since been released on
bail pending furtherinvestigations. Theunrefrigerated containers ofmilk were destroyed.
A spokesperson for the FSA,which is leading the cross-border investigation, saidthere were "obvious foodsafety issues" with milksmuggled in unrefrigeratedcontainers.

She didn't witness the scene, butknew it took a while for the familyto heal or even dare to get to-gether.
But a recent vacation was a greatsuccess, she says, largely becausethey avoided getting into touchysubjects after having a few drinks.
Recognize your triggersAs you prepare for your next familygathering, think about what's hap-pened in the past, and also aboutwhat others do that triggers you toreact, says Julie Glovin, a clinical so-cial worker from Worcester, Mass."What feelings come up when youget triggered?" Glovin says. "Do youhave a history of not being vali-dated in your thoughts? Not heard?What happens to you physically andbehaviorally? Does your stomachhurt? Do you want to cry? Do youreach for another glass of wine?"
Identifying your triggers canhelp you control your anger.
Take a time-outIf you're starting to feel angry orthreatened, it's a good idea to takea time-out to collect your thoughts."Ideally we give our kids time-outsso they learn to manage their feel-ings; we need to do the same forourselves," Glovin says. "Remindyourself that you are an adult andyour thoughts are valid."It's OK to disengage and say, "Idon't think this is a good conversa-tion to have—I'm getting tooworked up."
Control your reactionMuch as we would like to, we can'tcontrol how other people behave—but we can control how we react."Family relationships fall back on oldhabits, so someone might try togoad you by saying, ‘You're too sen-sitive,'" Glovin says. "Take a mo-ment. Is it true? Do you agree?" Ifnot, recognize that—and that itmight be the other person's issue.By reacting differently than youmight have in the past, she says,you're changing the family dy-namic—and maybe pushing theother person to react differentlytoo.
Avoid labelsA person and their politics are notthe same thing. "You have to recog-nize that people are more thantheir political beliefs," Jennifer says.
"They are deserving of respect....It'snot that they're Darth Vader, it'sjust a different perspective."Don't get caught up in thinking,"they're stubborn or they're racistor they're sexist or they're homo-phobic or they're so righty orthey're so lefty," Rego says. "Theyget put in a box, so if you're in a dif-ferent one, you only see difference."
Agree to disagreeTake a look at the dinner-table de-bate and know that trying tochange someone else's mind ispretty much always a lost cause,Glovin says. "Are people trying toshare information to help eachother be better informed, or arewe trying to change belief sys-tems?" she says. "The latter is futile—and ultimately
people are looking for their ownbeliefs to be validated. Agreeing todisagree can be a way to validateand defuse the situation."
