Northwold WI continues to thrive with

two new members being welcomed

this month!

Following our rendition of Jerusalem

we were entertained by Tony

Winchester from Welney Wetlands

Trust, who delivered interesting

factual information about Welney with

humour and style.

Welney is a world where healthy

wetland nature thrives and it was

founded by Sir Peter Scott just after

the 2nd World War. Welney is 1300

acres of land, which includes 1/5th of

the Ouse Washes. The washes are a

22.5 mile stretch of land which in

winter is used to store water and have

a vital function in flood defence

holding 90 cubic meters of water.

Back in the 1950’s there were terrible

floods in which lives were lost and the

current flood defence scheme is in

place to prevent future such

occurrences. There is a fine balance

between flood prevention and

providing for wildlife.

The Ouse washes are host to over

75,000 waterfowl, 11,000 Whooper

swans and 3,000 Bewick’s swans. It is

an internationally important breeding

ground for many waterfowl including

the Black Tailed Godwit, and

wintering ground for Bewick’s and

Whooper swans, plus Teal and Pintail

ducks amongst some of them.

In the Autumn, Welney is like a bus

stop during migration, with birds

passing through, using it as a stopover

on route. It is a time when unusual

birds are seen. Autumn also brings

with it the return of the wildfowl.

There are currently 28 Cranes at

Welney. The first swans usually arrive

towards the end of September, and

Swan feeds start at the end of October.

There are Mute swans, Whooper

Swans arriving from Iceland, taking

36 or 48 hours to reach here, and

Bewick’s Swans arriving at the same

time from Northern Russia. With the

onset of global warming, Welney has

seen a drop in numbers as the swans

have no need to travel as far as the

UK.

Welney has a key role and is involved

in working for the protection of

endangered species. The Madagascan

Pochard which was in decline and

facing extinction in the 1990’s/early

2000’s. WWT worked with Agencies

to create a wetland and a captive

breeding programme. Christmas 2018

saw the release of Madagascan ducks

into the wild again. In 2018 the first

pair of breeding cranes arrived,

nesting at Welney and raising their

chicks and are returning to Welney

albeit slowly.

Project Godwit – Welney has been

working hard to increase numbers of

this bird which migrates as far as

Senegal. Eggs are taken under licence,

hatched and the chicks are brought on

and released. Tagging has enabled

them to be tracked and has identified

that some have since returned to

Welney the next year.

The water vole is declining in

NORTHWOLD WI

numbers and work is in progress to

protect it. Even at Welney numbers are

declining, and it is the prey of Pike,

Birds of prey and Herons. Hares are

another species which live on the

wetlands and organised walks take

place.

Welney is a habitat which supports

other wildlife. There are 40 pairs of

house martins nesting and the Hobby is

a visitor; many insects, including

dragonflies, butterflies and moths: and

wildflowers. Welney has a population

of bats – there are 24 different special

of bats, each has its own sonic call and

visitors can take part in a bat and barn

owl evening.

Livestock grazing takes place as part of

the Wetland management with beef

cattle being present from April/May

each year. The benefits are threefold,

with the cattle eating plants

(conservation grazing), churning the

ground for nesting birds and providing

fertiliser which supports insects and

therefore birds. Welney is responsible

for the cattle while they are there which

involves counting them every day – all

600 of them!

During the formal part of the meeting

with Kathryn providing headlines from

correspondence received, including the

final centenary event on 13th December

at St Nicholas’s Chapel which some

members will be attending. Sara had a

list of potential speakers for 2020 and

this was circulated for members to

select those they found most interesting.

CARE GROUP ‘LUNCH CLUB’

The next lunch will take place in

the village hall at mid-day on

Monday 14th October, when we will

be serving fish pie with peas and

carrots followed by pear tart and ice

cream.

If you have not joined us before

but would like to come to the

September lunch please call me to

book your place by Monday 7th

October. If you are a “regular” and

find that you are unable to attend

this month please call me, again by

Monday 7th October, this will

enable us to prepare the correct

number of meals.

and Brenda gave the final details for

the day. There are plans for a further

Christmas Market trip again this year

and, following members being asked

to select their preferences, Harrogate

Christmas Market on 17th November

was the most popular choice. Our

lovely supper was provided by Irene,

Doreen and Eileen.

Moving on, the competition ‘a natural

display of flowers/foliage’ was won

by Angela in 1st place, Brenda in 2nd

and Jill in 3rd place.

Two members were celebrating

birthdays this month. And the raffle

was won by Pauline (1st) and Barbara

Ayres. A vote was taken on the venue

for the November Birthday Meal,

which is to be at Swaffham Golf club.

Both the Lunch Club and Book Club

continue to be supported and enjoyed

by members.

The next meeting will take place on

8th October which will be the annual

meeting followed by a Social Evening

to include a quiz.

Our estates team, site staff and an

army of contractors have been

working hard on our facilities over the

summer. Predictably the long-

anticipated new toilets are two weeks

behind schedule! I look forward to

updating you when they are officially

opened by the Mayor of Kings Lynn

and West Norfolk.

We have been delighted to welcome

160 new Year 7s joining us for the

first time this year and equally pleased

to see our other students returning to

their new year groups ready for the

challenges ahead. We are also very

pleased to be joined by a number of

new, dynamic and enthusiastic staff in

various different subjects.

Although we are now full in Year 7

we are still receiving requests for

tours and visits from students wishing

to join other year groups. We will get

those booked in as soon as possible.

Our annual open evening will be on

the 25th of September starting at

6pm, I hope prospective local

students and parents can join us.

This will be followed by an "open

week", a new event for us but a

chance to see the school in action.

This looks like it could be our best

year yet at Iceni. Once the capital

work is complete we will have spent

over £700,000 on bringing the

building up to standard but what I

am most excited about is the people.

We have been joined by some

incredible young people as well as

amazing staff and I am looking

forward to supporting their

development over the next few years.

My hope is, in time, we will have the

opportunity to bring post-16 provision

back to this community.

You will soon see our brand new

Combined Cadet Force parading in

their new combat fatigues and we are

keen to put them to work in the

community in time. Don’t be alarmed

if you see them “on maneouvers” on

the field or around site, they will be

well supervised at all times!

If anyone had said to my grandfather, Walter Fuller, that I was writing something about him and his early days in Northwold, he would have said: “Yow don't want to pay any attention to Dick, half his lies ain't the trewth and the other half take some believin'.” But when he said it there would have been a twinkle in his eye for humour was always at, or near, the front of his quaint character and his whimsicality was the most engaging thing about him. Walter was born in Northwold on 25th April 1893 the youngest child of Frederick and Eliza Fuller, but when I knew him, from the late nineteen-forties, he was a gamekeeper at Ickworth Park. It was in the dining room of that wonderful and remote old house called Monument Cottage that I heard of his Northwold days which he loved to tell and retell. There would be a recall of his contemporaries most of whom had a sobriquet. There was 'Captain' Boddy, 'Sloper' Dixon, 'Middlin' Layte, 'Tiff'n' Nuss and several more. How Captain Boddy and Sloper Dixon got their nicknames, I don't know, but (Jimmy) 'Middlin' Layte got his because if anyone asked him how he was, the invariable response was “Middlin'”. I was intrigued to know how 'Tiff'n' Nuss got his, and Grandad's answer was that it was a corruption of his name which was Christopher Nurse! More anon. Walter's father, Frederick, had, at one stage, been headmaster of Northwold School but had died

before his youngest son was a pupil there. Grandad seems to have been an unruly child, at least at school, and was guilty of truanting. My mother said that he would even jump out of the class room window, and, as my grandmother, Florence Emily Fuller (nee Wortley) was also a pupil at the school--and would have witnessed this--it must be credible. Grandad, himself, told me that he would sometimes have an accomplice with these truantings. He recalled how, when the absconders returned to the school, the irate teacher said: “Where have you been Fuller?” to which young Walter said: “Nowhere, Sir” and when his co-accused was asked the same question, his answer was: “'Long wiv'im, Sir.” Occasionally in those far off days there would be a little tease from the children when a certain character appeared in the village. A childish chant which went: “Big 'A', little 'A', R, O, N.” would greet the diminutive figure of one Aaron Furby who was a gamekeeper at nearby Didlington Hall. If Aaron was the smallest gamekeeper in England, he was living proof that a man's stature has nothing to do with his size. King Edward VII was a frequent guest on shooting days, which were always a great success, and Grandad said that the King would personally put a gold sovereign in all of Aaron's pockets! Roundabouts and Car parks: Since moving to the Birmingham area, we have spent a lot of time negotiating massive roundabouts which have five or six lanes going around them. Each lanes has been marked with the road number which will make you leave the roundabout at the correct point for your destination. So, the first thing to learn is the number of the road you have to use. For example, son Grant lives up the A456 and Calum lives up the A491. The markings on the lane “drift” to the left as you go around the roundabout and life can be very confusing for us poor newcomers. The locals are really friendly. but many turn into really aggressive and intolerant people when sitting behind the wheel of a car and many of them had a new car horn for Christmas. Son Calum calls them “Numpties” when they honk at him, but I am less charitable. If you are coming to visit us, be sure to memorise the road numbers.

The massive car parks around here, with tight spaces, have taught me a lot, hence the following advice: Always reverse into the car parking

space. There ar e several reasons for this. Firstly, the travelling lanes in the car park (You know, the narrow roads through the parking spaces, usually marked with painted arrows on the road surface pointing in the wrong direction – that's my belief and I am sticking to it) are so narrow that you cannot swing forwards into a space, there is forward and reverse shuffling required. Then, when you come to leave the car park, you discover that the mini on either side has been

replaced with a Transit van, so there is no vision when you need to reverse out into the narrow travelling lane populated by drivers travelling at speed toward the exit barrier because it is their road and, for them, the arrows seem to be correctly aligned. They are unaware of people trying to reverse out of a space and accidents often happen.

Our new house is now three years old and water stains and mould appeared on the sitting room ceiling last month. Eventually, we discovered that it was coming from the flush for a WC in an upstairs bathroom. The cistern is inaccessible as the whole wall has been tiled so we are committed to a big job. Our next door neighbour and one over the road have had the same problem! CALA homes denied liability as the house is more than 2 years old. They referred us to NHBC 10 year guarantee but they only deal with water ingress from outside, so we had to use the insurance company who have been very helpful, secure in the knowledge that I have a £350 excess on the policy. In 40 years at The Old House, we only ever had one episode of water damage and that was my fault. One of the ball valves in the attic tank needed adjusting and water was pouring out of the overflow pipe into the front yard. I did not have time to fix the ball valve so, temporarily, I stuck a hosepipe over it and put the other end down the drain. All went well until I came home from a night visit at 2am and parked my car on the hosepipe. The water backed up and

took out the bathroom ceiling and the scullery ceiling before I woke up in the morning.

At present, we have a flock of about 50 Goldfinches living in our trees and bushes; they descend en masse down to our bird feeding station and two bird tables and have a particular preference for sunflower seeds and niger seeds. We have to fill up the feeders every day!

John and Fred came home to John's house for a beer and found John's wife in bed with the milkman. They did not disturb the couple and crept downstairs to the 'fridge. John was shaking with silent rage and eventually, as they drank their beer, Fred said “Well, what about the milkman?” “What about him?” asked John “He can get his own ***** beer!”

Albert’s van broke down while he was taking half a dozen monkeys to the zoo. He flagged down a passing van and offered the driver £100 to take the monkeys to the zoo. Two hours later, Albert was still waiting at the roadside, waiting for his van to be fixed, when he saw the other van going past, still full of monkeys. He asked the driver what on earth he was doing. “Well, I took them to the zoo and I had £50 of the money left over so now I am taking them to the cinema to see a film followed by a burger and chips”.

What is the policy of the political parties?

The SNP want independence, they want to throw off the Westminster shackles and replace them with the Brussels' shackles, if the EU will allow them.

The Lib Dems, their size now doubled due to defections from other parties, (this means constituencies now have a different party representing them than the one they voted for, democratic or what !) did want a second referendum, which they would support if the result was Remain, but have now decided to cut out the middle man and just stay in the EU.

With the Labour party it seems to depend who says what and when they say it. It's either a referendum followed by a general election, or a general election followed by a referendum, or negotiating a "better"

11. LAND & PROJECTS

i. Constables Charity land: The land has now been formally registered to the Parish Council. The Charity Commission has agreed to provide a power of sale. Some more information has been requested for this including how the proceeds from a sale would be used. It was agreed that the Council would ringfence them for a future capital project which would benefit the Parish *CLERK AND CA TO ACTION*

ii. Community Car Park proposals: CA advised that the project can be delivered within £20,000 and proposed that applications for funding of £10,000 from the National Lottery Awards for All and £10,000 from NCC Parish Partnership scheme could be submitted to finance this. The proposal would include maintaining an entrance and exit at one side and preventing access from the car park through the Cemetery driveway. Full final costings are needed and a contingency will be built in. A formal agreement from the neighbouring property owners about updating their deeds to state that no obstructions

affecting the visibility splay of a possible car park are permitted within its boundary. The project was discussed and it was agreed to progress further. *CA TO ACTION*

iii. Parish Partnership Scheme – see 11ii. No other projects proposed.

iv. Use of the allotment land by dog walkers has been a subject of discussion locally since the installation of the Parish Council notice prohibiting dogs from the land. An enquiry to the BCKLWN has confirmed that formal use of the allotment land for dog walking would require a planning application for change of use. No application is planned. The land remains designated for allotments and also as overflow for burials from the cemetery, should it be required. It was noted that dogs have been seen at Northwold Sports and Social Club events on the recreation ground where they are also prohibited. *CA TO SPEAK TO S&SC, CLERK TO ORDER ANOTHER SIGN FOR ALLOTMENTS*.

12. HIGHWAYS AND STREETLIGHTING

i. The Council discussed the A134 Northwold, Thetford Road - Proposed 50mph speed limit. There was full support of the speed restriction proposals with the following additional recommendations - to maximise the safety benefit, the area of restriction should be extended further at each end - to the north west there would be great benefit to include the Sheridan School within the restricted zone and the restriction should start before the layby so that it is included. To the south east the restriction should extend to around 200m beyond the crossroads with Brandon Road as this is a very difficult junction in terms of visibility and ease of egress from the junction is severely impacted by this together with the current speed of traffic on the A134. *CLERK TO RESPOND TO CONSULTATION*

ii. Letter from Swaffham PROW Officer noted that Highmoor Drove is to be added as a Restricted Byway on the Definitive Map and Statement for the County of Norfolk.

iii. SAM2 has been at Northwold for two months. Only 1.8% of cars along Methwold Road registered as speeding. Most instances are between 9pm-midnight. Looking for a suitable post at West End and Little London Road. Email from resident with concerns about cars

speeding along Church Lane was discussed. Response to resident is to take down the number plates of speeding vehicles and report them to the police. *NN to look whether there is a suitable location for the SAM2 along Church Lane*. Residents must be reminded to drive with due care and attention through the village.

iv. Bus stop improvements B1112 (opp. shelter) NCC have not yet been completed but are still scheduled in. Clerk has sent a chaser email to Highways and followed up on this with Cllr Storey.

The Planning Process One of the main areas where we as residents interact with the Borough is through the planning process.

A caveat - I am a new councillor and do not fully understand the system yet but I am most impressed by the professionalism of the officers and their willingness to tolerate my many questions. I do occasionally serve as a reserve panellist to the planning committee and have spoken from the public space in respect of the Mill redevelopment in neighbouring Stoke Ferry.

The two main aspects of planning are to ensure that the Council’s policies as directed by the 2019 National Planning Policy Framework are adhered to, and that the location of the proposed development is consistent with the Borough’s “ Core Strategy” - part of the “Local Plan”. This states development will “ promote sustainable communities and sustainable patterns of development to ensure strong, diverse, economic activity.” Methwold and Northwold were grouped together by the Core Strategy to collectively form a Key Rural Service Centre, with four site allocations in Methwold and none in Northwold.

Many villages are engaging in the formulation of a neighbourhood plan. A large number of parishes in the Borough are preparing such plans which allows the local community to set up its own local policies for future development.

Neighbourhood planning provides the opportunity for communities to set out a positive vision for how they want their community to develop over the next ten, fifteen, twenty years in ways that meet identified local need and make sense for local people. They can put in place planning policies that will help deliver that vision or grant planning permission for the development they want to see.

The Key Benefits include:

It can protect areas from types of change (such as too much of one type of business)

It can include policies to influence new building design, or alterations to existing buildings.

It can protect or propose the

creation of open spaces (Green Gaps, Nature reserves / wildlife corridors, allotments, sports pitches, play areas, parks and gardens, and important historic assets)

It enables the local community to retain more of the money collected from development, to spend on local projects.

It gives us, the residents of the area more say and control over our community

It enables us to ensure we protect the things we value the most

It enables to manage change effectively and ensure they benefit our community.

It allows us to encourage developers build what we believe our community needs and wants. (such greater numbers of affordable houses, developments more suited to elderly residents)

It can say where and what type of development should happen (new housing, or for businesses)

The planning process ideally then defines the policies development needs to adhere to and provides indications of where development will be encouraged. This cannot happen in a vacuum, and the Borough is also required to provide levels of housing in line with the nationally determined Local Housing Need. One of these requirements is for the Borough to be able to demonstrate that it has a viable 5 year land bank and the failure to do this led to a period when a large number of sites came forward for development which were in excess of the selected sites. In Methwold, Storey’s Meadow and the site at the far end of the village on Hythe Road as it leaves the village were granted outline planning permission. A failure to meet these LHN targets may again allow an opportunity for new sites to be put forward when their suitability will be assessed against less restrictive national criteria.

When an application is submitted to the Council, this is a very public process and interested parties have the opportunity to offer their comments through the online planning portal.

At the level of the individual application, often outline permission

is sought first and this sets out the general shape of a development. Once this has been agreed, then the principle of development for a site has been irreversibly established and the developer will work with the Borough Planning Officers to come up with a detailed proposal which satisfies the officers’ interpretation of Council Policies. Most applications are delegated decisions, that is they are made by the officers but a small % of more controversial schemes will be reviews by the Monthly Planning Panel made up of councillors. It is an important safeguard that a local Councillor can “call in “ an application to this panel where the decision making process is in the public eye.

It is the case that the committee can overrule the advice of the planners…most recently a development in Downham Market was turned down as it will affect the quality of lives in a sheltered housing scheme which will be the access point of the development. The danger is that if such a rejection cannot be shown to be on planning grounds then it can be appealed and the Council might then have a liability for costs. In Northwold my predecessor called in an application that the officers had advised rejection of for three substantial homes to be built in the grounds of Northwold Manor on the Foulden Road for family members on a site outside the agreed development footprint of the village next to the conservation area. I am pleased to say I did contribute to that debate and the application was unanimously rejected by the planning panel.

Finally it is helpful when considering a project to put it in context. Infrastructure and developments do go together…. an increase in residents will drive other decisions to improve schools, or medical facilities and may also encourage new shops and provide a lifeline to pubs. Additionally there are financial consequences. Not only does the precept rise as village numbers rise but the parish council will receive a community Infrastructure payment ( CIL) which could be as much as 15% of the CIL payment, which on average could be £660 per dwelling to the parish (where applicable) (NB. If a village has a Neighbourhood plan it will receive a much greater percentage (25%) of this payment made by the developer and additionally there will could be a

Report on recent planning panel decision in respect of proposed major residential development in Stoke Ferry

Update on planning committee hearing on Mill housing applications. All agreed that the critical aspect of these applications was to ensure that the Mill itself is demolished and it is the Parish Council’s view after consultation that some form of

protection is set up so that the green field developments cannot proceed unless the Mill itself has been removed. It was made clear by the developer that without the additional two Greenfields that the demolition and redevelopment of the mill site would not be economically viable.

Parish chair Sue Lintern made a very good presentation to the panel after these applications were called in by Cllr Colin Sampson, supported most eloquently by Cllr. Kit Hesketh-Harvey, arguing for an approval of the application with stringent conditions attached.

The panel was very supportive of the concerns of Stoke Ferry regarding this proposed development but in the absence of a completed Neighbourhood Plan, which the Parish Council is working on, would have been duty bound to accept the planners recommended acceptance of this outline application. It was decided to hold off the final decision in order to allow the developers and planners to consult in a constructive, two-way dialogue with the parish council.

Cllr Martin Storey highlighted the history of disappointment rightly felt by the village as previous

developments have not been completed as agreed and the village, in spite of the large number of listed buildings here, has a large number of incomplete and seemingly abandoned sites.

I accept the delay is not the best outcome for the village, but we must remember that the vital thing is to ensure that it is demolished as a required part of the housing development.

For the sake of balance, we should also note that development will generate a large S106 payment ( i.e. a mandatory expenditure to support the community to be carried out by the Borough Council) as well as Community Infrastructure payments that will be applied by the Parish council for the well being of the entire village.

So the panel agreed to defer its decision, by I think a unanimous vote, pending a revised application incorporating the protections required by Stoke Ferry following on from a constructive dialogue between interested parties.

Wild the wind, yet warm the night

as golden, falling leaves take flight

like driven bats, like pipistrelle.

From trees whence sweet-tanged apples fell,

they fly across the moon's pale face

to find their final resting-place.

Down in the garden, by the bank,

tomato plants stand, rank on rank -

paraded soldiers, green and red,

their canes like rifles on the bed.

These warriors red, their fates will meet,

those green, be pickles, rich and sweet.

Just one week past, the land was dry -

the slightest breeze caused dust to fly.

As rushing clouds their loads now spill,

the thirsty earth may drink its fill,

and flowers that water sought, in vain,

Above the mighty ash-tree plants

fly black-winged rooks, who wheel and dance

and tumble through the rushing air –

a joyful crowd without a care.

Their shouts and cries while on the wing,

around the fields and village ring.

From field and plot the harvests come,

of corn and carrot, pear and plum,

potatoes, scent of sweet-moist earth,

then pumpkins huge, of giant girth,

and sugar-beet, that, bye-and-bye,

will sweeten golden apple pie.

Now in the evening, warm and bright

the bonfires shed their cheery light

and fragrant wood-smoke drifts along

amid the blackbird's evening song.

The fires glint with sudden flashes,

As spuds are dropped, to bake in ashes.

So earlier still each day now closes.

Last petals fall from summer roses

and gardens soon are 'put to bed'

as we with bounteous crops are fed.

THE MAGPIE CENTRE WEST NORFOLK RIDING FOR THE DISABLED

After months of preparation, the Magpie Centre Craft and Country Fair, held at Wallington Hall on 18th August was a resounding success, netting £6,500 for West Norfolk Riding for the Disabled Association.

Despite an unexpected deluge during the morning, the Mid-Lincolnshire branch of the British Driving Association continued their performance in truly professional fashion and were rewarded with a rosette presentation later in the day.

By lunchtime the skies had cleared and visitors enjoyed the displays, including those of Fens Falconry, the N and J Heavy Horses Musical Ride and a parade of classic cars, motorbikes and commercial vehicles.

Highlight of the afternoon was the RAF Spitfire flypast. This iconic aircraft made three passes over the event, before swooping off to its Lincolnshire base.

As autumn approaches and indoor activities take over, the time has come to book your places, £11 each, for the Magpie Centre Quiz and Hog Roast Supper (with vegetar ian option), scheduled for Saturday 19th October at Stowbridge Village Hall, Downham Road, Stowbridge, PE34 3PE. This represents fantastic value for a full meal, including a wide range of salads and desserts, plus a friendly and light-hearted evening.

Doors and cash bar, serving wine, beer, cider and soft drinks, open at 7.00 pm for a 7.30 pm start. Teams of 4 to 8 are usual, but singles and couples are welcome to compete individually or make up teams on the night.
