1. RULES

1.1. [DP] Protocols relating to COVID-19 may be published at any time and will state if they have the status of a rule.

1.2. The regatta will be governed by the rules as defined in the 2021-2024 Racing Rules of Sail-ing (RRS). Other documents under RRS Definition Rule (g) include:

1.2.1. [DP] [SP] the SSL Gold Cup Team Selection Regulations (NOR Appendix 1) para-graphs 1, 2, 4.E.b, 4.F, 4.G, 4.H, 4.J. Paragraph 3 is amended as follows: “Any Athlete shall be at least 18 years of age on May 1, 2021.” The following para-graphs are not applicable: 4.A, 4.B, 4.C, 4.Ea, 4.Ec, 4.I.

1.2.2. the SSL Ranking Rules.

1.2.3. the SSL Gold Cup Charter.

1.2.4. World Sailing RRS Appendix UF, Umpired Fleet Racing rules. The version that is cur-rent when the regatta begins will be posted on the Official Notice Board.

1.3. Additional Rules referenced in the Notice of Race (NOR) or Sailing Instructions (SIs) may apply. These will be

published on the SSL Gold Cup website: goldcup.starsailors.com

1.4. No National prescriptions will apply.

1.5. A boat shall neither make nor receive radio transmissions, incl. mobile telephones or tab-lets, while racing, except:

1.5.1. in an emergency or when using equipment provided by the Race Committee or Or-ganizing Authority;

1.5.2. personal GPS devices (wrist watches and tablets only) are allowed, however these devices cannot be attached to the boat;

1.5.3. the “Team Radio Communication” between their own Team members only;

1.5.4. the “Team Radio Communication” is allowed with the devices provided by the OA only;

1.5.5. a Team member ashore, when radio-communicating with his/her team member afloat, shall stay inside the designated area (“Team Booth”). The “Team Radio Communication” may include any technical, tactical or strategic information. No in-formation shall be received from any outside source, except the in-

formation availa-ble from the monitors transmitting the video and audio live race broadcast. This changes RRS 41;

1.5.6. “Team Radio Communication” is public and can be used by the OA during the live race broadcast.

1.6. In all rules governing this regatta:

1.6.1. Both ‘athlete’ and ‘competitor’ mean a person competing, or intending to compete, in the regatta.

1.6.2. [SP] denotes a rule for which a standard penalty may be applied by the Race Com-mittee without a hearing. This changes RRS A5.1; and

1.6.3. [NP] denotes a rule that shall not be grounds for protest by a boat and for which the International Jury may refuse to hold a hearing. This changes RRS 60.1(a) and 63.1.

1.7. If there is a conflict between languages the English text will take precedence.

2. [DP] ADVERTISING & EQUIPMENT

2.1. Boats shall carry and display the advertising and equipment provided by OA.

2.2. Competitors during dock out, racing and interviews shall wear official team uniforms pro-vided by OA.

2.3. Competitors can promote their Team sponsors wearing hats with the sponsor branding. All Team members shall wear the same hats.

2.4. Teams can promote Team sponsors by placing up to 6 logos on the material covering SSL47 boom (sponsors boom cover). This sponsor boom cover should be easy to place before the race and remove after the race.

3. ELIGIBILITY AND ENTRY REGULATIONS

3.1. All entries shall meet the requirements of SSL Gold Cup Team Selection Regulations as stated in NOR

Appendix 1. paragraphs 1, 2, 3 (as amended), 4.E.b, 4.F, 4.G, 4.H, 4.J.

3.2. Captains shall confirm participation of their Team by completing, signing and returning the entry confirmation

form by no later than May 15, 2021.

3.3. Team Captains shall confirm their teams (11 athletes, including the Team Captain) to the OA by August 15, 2021.

3.4. The Provisional Entry List for Test Events 1, 2 and 3 was determined by the OA, in its un-fettered discretion, on the basis of the order of receipt of pre-entries received from the Team Captains, specifically requested in

the SSL Gold Cup Newsletter. Teams not includ-ed in the Provisional Entry List are included in a special waiting list.

3.5. In the event of a Team being unable to participate in the event, the OA reserves the right, at any time, to find a replacement Team, based on the waiting list and availability at that time.

3.6. The Final Entry Lists for Test Event 1, Test Event 2 and Test Event 3 will be published on the SSL website: goldcup.starsailors.com

4. FEES

4.1. No entry fee will be applied.

5. FORMAT

5.1. Each Test Event will consist of a 2 (two) Rounds - Qualification Round, and Finals (with Petite Final and Grand Final).

5.2. Round 1 – Qualification - 8 Teams divided into 2 fleets in consideration of their position in the SSL Nations Ranking as of August 10, 2021.

Fleet 1: Nations Ranked 1st, 4th, 5th, 8th.

Fleet 2: Nations Ranked 2nd, 3rd, 6th, 7th.

5.2.1. In the Qualification Round, 4 days of racing is scheduled with 10 races sailed in total (5 for each Fleet).

5.3. Round 2 – Petite Final and Grand Final.

5.3.1. The boats ranked 3rd and 4th from each fleet after Round 1 will compete in the Petite Final. 1 race is scheduled.

5.3.2. The boats ranked 1st and 2nd from each fleet after Round 1 will compete in the Grand Final. One race is scheduled.

5.4. At the discretion of Race Committee, the format may be changed or terminated at any round of the event when it is impractical to attempt to hold the reminder of matches under the existing conditions or in the remaining time scheduled. The early stages may be termi-nated in favour of later stages.

5.5. The format diagrams and drawings are shown in NOR Appendix 2.

7. BOATS & SAILS

7.1. The Test Events will be sailed on SSL47 boats, provided by the OA.

7.2. The boats will be available, for training, according to the time schedule decided by the OA, at Cercle de la

Voile de Grandson on:

September 14, 2021 for Test Event 1

September 28, 2021 for Test Event 2

October 12, 2021 for Test Event 3

7.3. The following sails will be provided for each boat: Mainsail, Jib light, Jib medium, Jib heavy, Gennaker.

7.4. Boats will be allocated to the Teams, at the discretion of OA, by draw, either daily or for each round.

8. TEAM WEIGHT

8.1. Teams shall demonstrate the compliance with crew weight limits in accordance with the SSL Team Selection

Regulations. (NOR Appendix 1).

9. SAILING INSTRUCTIONS

9.1. The Sailing Instructions will be available at the Race Office and will be published on the SSL website: goldcup.starsailors.com

10. VENUE

10.1. The address of the regatta venue is: Cercle de la Voile de Grandson, Chemin du Pecos 3, 1422 Grandson, Switzerland.

11. COURSES & WIND SPEED

11.1. The intended course area will be on Lake Neuchâtel, approximately in front of the Club and the city of Grandson.

11.2. The course to be sailed will be Windward-Leeward Courses.

11.3. Race target time will be 45 minutes for all races.

11.4. Races will not be started in less than an average of 5 knots and more than 25 knots of wind established over the entire course area, and is at the discretion of Race Committee. This shall not be grounds for requesting redress by a boat. This changes RRS 62.1(a). Average wind speed will be determined over a

five-minute period.

12. PENALTY SYSTEM

12.1. The RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

13. INTERNATIONAL JURY

13.1. An International Jury will be appointed in accordance with RRS 91(b).

13.2. Its decisions will be final as provided in RRS 70.5.

14. SCORING

14.1. For the Qualification Round

14.1.1. RRS Appendix A will apply, amended so that boat’s series score will be the total of her race scores.

14.1.2. The 2 highest overall ranked boats in each fleet in Qualification Round shall advance to the Grand Final. The 3rd and 4th overall ranked boats in each fleet in Qualifica-tion Round shall advance to the Petite Final.

14.1.3. For Qualification Round, a minimum of 2 races is required to be completed in each fleet, to constitute a Qualification Round.

14.2. For the Finals

14.2.1. There will be no point scoring but instead the boat’s score in a race will be based on her finishing order in that race.

14.2.2. The boats assigned to compete in the Finals will be ranked highest in the regatta except a boat penal-ized under RRS 6 or 69 may be ranked differently.

14.2.3. The winner of Grand Final is the winner of the regatta. The second finisher shall be scored 2nd place, the third finisher shall be scored 3rd place and the fourth finisher shall be scored 4th place in the regatta. The winner of Petite Final shall be scored 5th place, the second finisher shall be scored 6th place, the third finisher shall be scored 7th place, the fourth finisher shall be scored 8th place in the regatta.

14.2.4. If no Finals is completed, boats will be ranked according to their finishing positions in Qualification Round.

14.3. Minimum of 2 (two) races are required to be completed in each fleet to constitute a valid regatta.

15. SUPPORT PERSONS & SUPPORT BOATS

15.1. The Support Persons of each Team shall register at the Race Office before the first racing day of the event.

15.2. One Support Boat for each Team will be provided by the OA for the time their Team is go-ing on the water to r ace, while racing and until return to shore. No personal support boat will be permitted on the lake.

16. PRIZES

16.1. Medals & Trophies for the 2021 SSL Nations Gold Cup Test Event will be awarded to the first three winning Teams.

16.2. Other prizes may be awarded at the discretion of the LOA/OA.

17. RISK STATEMENT

17.1. Rule 3 of the RRS states: “The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone.” Sailing is by its nature an unpredictable sport and there-fore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:

17.1.1. They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such in-herent risk whilst taking part in the event;

17.1.2. They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;

17.1.3. They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;

17.1.4. By participating in any race, they are satisfied that the boat is in good order, equipped to sail in the event and they are fit to participate;

17.1.5. The provision of a race management team, patrol boats and other officials and volunteers by the race organizer does not relieve them of their own responsibili-ties;

17.1.6. The provision of patrol boat cover is limited to such assistance, particularly in ex-treme weather con- ditions, as can be practically provided in the circumstances;

17.1.7. It is their responsibility to familiarize themselves with any risk specific to this ven-ue or this event drawn

to their attention in any rules and information produced for the venue or event and to attend any safety briefing held for the event.

18. INSURANCE

18.1. Each ‘Person in Charge’ as defined in RRS 46 shall possess valid third-party liability insur-ance with a minimum cover of 1 million euros (or equivalent) per incident.

18.2. Each Support boat driver shall also have valid third-party liability insurance with a minimum cover of 1.5 million euros (or equivalent) per incident.

18.3. Failure to provide evidence of insurance cover may be penalized by exclusion from the event.

19. DRUG TESTING

19.1. Competitors are reminded of the World Sailing rules and regulations concerning the use of banned methods and substances. Drug testing may take place during the event.

20. TELEVISION AND MEDIA

20.1. Competitors grant to the Star Sailors League S.A.(SSL), the Sailing Athletes Foundations (SAF), other sub-licen- see, the organizing authority and clubs and the event sponsors the right, in perpetuity, to utilize their names, to make, use, and show, at their discretion, any photography, audio and video recording, and other reproductions

of them made during the training sessions and the event at the venue or on the water from the time of their

arrival, until their final departure, without compensation and waives all moral and legal rights in and to any use of the names, recordings of video or sound made or images taken.

20.1.1. Competitors shall be at disposal of the SSL for interviews, media conferences, press releases, promotional initiatives.

20.1.2. Boats, athletes and team staff may be required to carry cameras, sound equip-ment or positioning equipment as specified by the Organizing Authority.

21. OFFICIAL CEREMONIES & DRESS CODE

21.1. Competitors are expected to attend the ceremonies, if held.

21.2. The Team uniforms shall be worn.

APPENDIX 1 – SSL GOLD CUP TEAM SELECTION REGULATIONS

Paragraphs applicable for the SSL Gold Cup Test Events

SSL Gold Cup Team Selection Regulations

1. Teams shall be made up of 11 Athletes, including the Captain.

2. Athletes shall be of the Nationality of the Country they represent, according to article 4.H. (Nationality Criteria).

3. [Amendment for the SSL Gold Cup Test Events: any Athlete shall be at least 18 years of age on May 1, 2021.]

4. Teams shall be selected according to the following protocol:

A. The Team Captain - Not-applicable

B. Five team members appointed by the Captain - Not-applicable

C. Four team members selected from SSL Skipper Ranked Athletes - Not-applicable

D. One team member selected from SSL Crew Ranked Athlete - Not-applicable

E. Selection Dates (see N.o.R. 3.3)

a. The Selection Dates are as follows: - Not-applicable

b. Team members, in case of injuries or other reasons that prevent participation in the regatta, shall notify their Captain as soon as possible and in any case no later than 10 days from the day of the impediment.

c. Not-applicable

F. Crew onboard

a. The total number of sailors onboard is nine (no more and no less).

b. Each day of racing, as specified in the Sailing Instruction, the Team Captain must declare the Crew List of nine athletes for every race of the day.

c. The Team Captain can be part of the nine crew onboard.

G. Weight limit

a. The total weight of the crew (nine sailors) dressed in the official team shirt, shorts and sailing shoes is maximum 730 kg. Teams found to be in violation of the rule shall be subject to disqualification from that/those race/races sailed in violation of this rule.

b. 11 Team members must be weighed in the day before the first race of each round (qualifying series, quarter, semis, finals).

c. A competitor shall not wear or carry any clothing or equipment for the pur-pose of increasing his/her weight. The total weight of clothing and equipment permitted by RRS 43.1 (b) shall not exceed 8 kg.

H. Nationality Criteria

a. Any competitor must be a national of his/her Member National Authority (Sail-ing Federation).

b. World Sailing Regulations 19.11 and 19.12 (Residents in other countries) are not applied. Residency crite-

ria are not relevant for the SSL Gold Cup.

c. A competitor who is a national of two or more countries at the same time may represent either one of them,

as he/she may elect.

d. After representing one country, a competitor shall not represent another country in the same edition of the

SSL Gold Cup.

e. World Sailing Regulations 19.15 is not applied (three-year period ban after representing his/her old country).

f. All matters relating to the determination of the country which a competitor may represent in the SSL Gold

Cup shall be resolved by the SSL Gold Cup Selection Board.

g. Furthermore, in all cases in which a competitor would be eligible to participate in the SSL Gold Cup, either by representing another country than his/her or by having the choice as to the country which such competi-tor intends to rep-resent, the SSL Gold Cup Selection Board may take all decisions of a general or individual nature with regard to issues resulting from nationality, citizen-ship, domicile or residence of any competitor.

J. SSL Gold Cup Selection Board

All matters relating to the age limit, the selection dates, the nationality of the athletes, the SSL Global Ranking criteria, the selection of the Teams, the definition of “Emerging country” shall be resolved by the SSL Gold Cup Selection Board.
