Stress & Anxiety Management

The staff at the West Central Crisis & Family Support Centre assist individuals with high levels of stress and anxiety on a regular basis. Creating awareness of stress acknowledgement and understanding is a necessity to manage productively.

Awareness:

Stress is the body’s response to a real or perceived threat. Stress is a reaction to a situation. We usually feel stressed when we think that the demands of the situation are greater than our resources to deal with that situation.

Some stress can be a good thing. It can motivate us to focus on a task or take action and solve a problem. In this situation, stress is manageable and even helpful.

When stress is unhelpful, people may feel overwhelmed or feel like they can’t possibly fix the problem.

Common Causes:

Common sources of stress may include major life events, long-term worries, persistent illness, parenting challenges, relationship management, farm/work pressures and many more can also feel stressful. Even daily hassles can be a source of stress.

Barry Andrew, chairman of the West Central Crisis and Family Support Centre, offered an update on programs and services offered by the local organization, as well as promoting its 30th anniversary in 2015. In recognition of this event, Council declared the week of January 12, 2015 as Crisis Centre Week. Council will also grant funding to the anniversary event through the Community Grant program.

Council proclaimed November 6, 2014 as Community-Based Organizations Worker Appreciation Day in recognition of citizens within the community who provide valuable services and volunteer time throughout the year.

Council approved funding for eight local organizations as part of the 2014 Commu-nity Grant program. The following will each receive the maximum allowable funding of $750: • Kindersley Chamber of Commerce for funding of Goose Festival • Interact Club of Kindersley for an indoor greenhouse program • KAWS Animal Rescue to implement a Trap, Neuter and Release program • Fair Sheik Belly Dancers for upcoming workshops • Pathway to Wellness for upcoming events • Rutley Park Association for new play ground equipment • West Central Early Childhood Intervention Program for Jump, Hop, Move Program

Administration was authorized to implement new application forms related to developing and zoning within the Town of Kindersley. The forms complement the new Zoning Bylaw and are intended to be more user-friendly for customers and assist in more efficient

processing. To achieve this, several existing forms were amended and new forms created, including the Home Based Business Appli-cation, Zoning Compliance Application, and Zoning Amendment Application.

Council directed Administration to work with RCMP on a raft Anti-Bullying Bylaw for presentation to Council for consideration and discussion with the community.

Administration was also directed to prepare a cost analysis document that addresses the service required to do 3-season tree pruning and aphid/sap control program.

Council resolved to amend Council Policy GP 10 to specify that a remuneration review be conducted one year in advance of the municipal election for implementation after each municipal election.

Bylaw 14-14 was adopted, which makes a number of amendments to the Cemetery Bylaw, particularly in relation to monument foundations and dimensions.

First readings were given to three new bylaws: • Bylaw 15-14 – to amend the Zoning Bylaw • Bylaw 16-14 – to regulate the installation of sump pit and surface discharge systems • Bylaw 17-14 – to establish new development levy and servicing fees

TOWN OF KINDERSLEY PUBLIC NOTICE OF INTENT To Amend Bylaw No. 04-14,

Town of Kindersley Zoning Bylaw (A Bylaw to regulate Zoning

and Development) Public notice is hereby given that the Council of the Town of Kindersley, pursuant to Section 207 of The Planning and Development Act, 2007, intends to consider Bylaw No. 15-14 to amend Bylaw No. 04-14, known as the Zoning Bylaw. INTENT The proposed bylaw will amend the Zoning Bylaw as follows: • Amend the regulations governing the height, site coverage, and setbacks of detached accessory buildings or structures from streets and lanes to clarify that the setback is determined with reference to a property line. • Clarify that the 9m rear yard minimum in the C1 District applies only when off-street parking and loading facilities are provided in the rear of the lot or when the rear lot line abuts a Residential District; otherwise there is no minimum. • Amend the parking category for all uses currently under “0 Category” in C1. • To add restaurants as a permitted use in the regulations applicable to the C3 – Highway Commercial District. • To add tractor truck parking requirement for hotels and motels, parking lots, and trucking operations in the C3- Highway Commercial District. AFFECTED LAND The affected lands by the proposed bylaw amendment are all the lands within the Town of Kindersley corporate limits. REASON To improve and provide flexibility in the administration of the Zoning Bylaw 04-14. PUBLIC INSPECTION The proposed bylaw may be inspected by any interested person(s) at the Town Administration Office, 106 5th Avenue East, between the hours of 8:30 a.m. and 4:30 p.m., Monday to Friday, except statutory holidays, Copies of the Bylaw and this notice may be obtained at the Town Administration Office for a fee of one dollar ($1.00). Public notice is hereby given that the Council of the Town of Kindersley, pursuant to Section 8 of The Municipalities Act, intends to consider Bylaw No. 16-14, A Bylaw to Amend Bylaw No. 16-09, known as the Waterworks and Sanitary Sewer System Bylaw.

INTENTThe proposed bylaw will amend Bylaw 16-09as follows:To regulate the installation of a sump pit and surface discharge system.

AFFECTED LANDThe affected lands by the proposed bylaw amendment are all the lands within the Town of Kindersley corporate limits.

REASONTo reduce undue stress on the Town of Kindersley’s sanitary sewer system and lift station infrastructure and to minimize or reduce unnecessary maintenance, sewage treatment and expansion costs.

or redeveloped within the Town of Kindersley

Public notice is hereby given that the Council of the Town of Kindersley, pursuant to Section 207 of The Planning and Development Act, 2007, intends to consider Bylaw No. 17-14.

INTENTThis bylaw is intended to: (a) Impose and provide for the payment of development levies; (b) Authorize development and servicing agreements to be entered into in respect of payment of development levies; (c) set out the conditions upon which the levy will be applied to specific land uses, classes of development, zoning districts or defined areas; and (d) Indicate how the amount of the levy was determined.

AFFECTED LANDThe affected lands by the proposed bylaw amendment are all the lands within the Town of Kindersley corporate limits.

REASONThe purpose of development levies and servicing fees is to recover all or a part of the capital cost of providing, altering, expanding or upgrading services and facilities associated with a proposed development within an existing subdivided area.
