My son-in-law Matt has a great-looking Darth Vader mask. One year at

Halloween, a friend asked if he could borrow it. Matt agreed, and on

Halloween night, his friend came by to pick it up. Matt was surprised that his

friend was dressed in his usual attire of jeans and a flannel shirt, with the addition

of a black cowboy hat.

Hi Neighbours: 

Council is working with our commercial and industrial partners to ensure Kindersley’s sustainability. 

One of the  issues we are trying to find a satisfactory solution to  is truck parking on the service roads. Safety and economic development are in tension with sustainability. Actions taken by the Town to date include: constructing sidewalks,  curbs,  and  gutters;  installing  light  standards,  and  restricting  parking.  However,  the  challenge  with parking is still there.  

Some people allege that the Town needs to recognize that we are an oil and gas town and shouldn’t choke the golden goose, so to speak, by being too restrictive either through more parking restrictions or Pay for Parking. The economic development concern is that truckers would move out of town and not use local hotels and restaurants. We have been told that one hotel has experienced a slow down due to restrictive parking. However, it should be noted that some companies shuttle their drivers to the hotel; this was also done in the past.  

Economic  development  accentuates  the  need  for  sustainability  since  more  heavy  trucks  accelerates  the deterioration of the roads. Perhaps you have noticed the state of the shoulders and the wear on the service roads?  

The safety issue also has to be considered. Sadly, about four years ago, tragedy resulted when a man crossed 11th Ave near the Kindersley Inn. That brings extra emphasis to these safety considerations: 

The sidewalk along 11th is heavily used by pedestrians, and kids are often nearby using Rotary Field; 

The service road is not wide enough nor is it designed for heavy truck parking; 

Some of the trucks have dangerous goods posing a safety risk for the neighbourhood and town. 

Policy  GP.0  in  Council’s  Policy  Manual  states:  “The  purpose  of  the  Council,  on  behalf  of  the  ratepayers  of Kindersley, is to see to it that the Town of Kindersley (a) achieves appropriate results for appropriate persons at an appropriate cost and (b) avoids unacceptable actions and situations.” 

We are working with our partners to find an acceptable solution for everyone. We want to ensure the safety of our residents while still providing safe parking and  lodging for those needing temporary accommodation; to support our  local  industry and promote economic development, and to do so  in a way that  local residents don’t have to unreasonably bear the cost of subsidizing repairs for premature road degradation.

THINGS WE’VE LEARNED FROM HORROR FILMS....

* When it appears that you have killed the monster, NEVER check to see if it’s really dead. Two nuns are traveling through Europe in their car.

They get to Transylvania and are stopped at a traffic light.

Suddenly, a diminutive Dracula jumps onto the hood of the car and scratches at the windshield!

“Quick, quick!!” shouts the first nun “What shall I do?”

“Turn the windshield wipers on, that will get rid of the abomination.” shouts the second.

The first nun switches them on, knocking Dracula about, but he clings on and hisses even more loudly!

“What shall I do now?” shouts the first nun.

“Switch on the windshield washer. I filled it up with Holy Water at the Vatican!” says the second.

Dracula screams as the water burns his skin, but he clings on and hisses again at the nuns.

“Now what?” screams the first nun. “Show him your cross!” says the second.

So the nun rolls down the window and shouts:

“GET OFF MY DARN HOOD, YOU LITTLE CREEP!”

Leaf Your Legacy Committee representatives addressed Council to promote the final blitz of the campaign, which will be held at the West Central Events Centre on November 6 from 12 pm to 8 pm. The five-year campaign will end on December 31, 2014. To date, available funds for Phase 2 of the multi-use facility project are $802,298.02.

Cemetery Committee representative Cliff Neufeld gave Council an update on im-provements made at the cemetery over the past year, in addition to making a request for an alternate maintenance truck.

Arlene Goosen of the Early Childhood Intervention Program addressed Council to discuss an upcoming program – Jump, Hop, Move - the organization is partnering with the Town of Kindersley to provide for children 3-5 years of age. Council offered its support of the initiative by approving the use of Town play equipment and endorsing an application to the Community Grant program.

Sonic Oilfield Service Ltd. representative Mike Bremner spoke on behalf of the company to request that Council consider amendments or changes to the Zoning Bylaw to allow for workers to live in trail-ers in the industrial area. Select members of Council will meet with him to discuss further, but in the interim, Council amended its previous resolution with regard to illegal temporary work camps to read that any structure not removed between November 1, 2014 and June 30, 2015 will be subject to a fine of $200 per week.

Council agreed to formally request that the Ministry of Highways give urgent consideration to implementing and funding the reconfiguration of the Highway 7 and Ditson Drive intersection to address safety concerns of both motorists and pedestrians.

A home-based business application for alcohol and drug testing was approved by Council on the condition that business operations shall conform to all applicable bylaws and that no laboratory or disposal of biomedical waste be conducted.

Council approved the proposed 11th Ave-nue East service extension, including a 250 mm (10”) water main and sanitary sewer main, and five service connections of 150 mm (6”) water and sanitary sewer lines, subject to the payment of development fees. The water main is to be looped with the existing water main at the north end of the future Thomson Drive.

A request for a 50mm (2”) water and 100mm (4”) sanitary sewer connection was approved by Council for the proposed four story, 108 room hotel at 501 & 503 14th Avenue East in order to meet National Building Code fire regulations and to supply flow to a hydrant or sprinkler system in the building. Service costs are to be paid by the purchaser.

That the Council of the Town of Kindersley, after a full review of the July 2013 Needs and Operational Assessment report by Group 2, and after discussions with various user groups, like-sized and comparable communities, Group 2 and its partners, members of senior levels of Government, community members, par-ties interested in fundraising for a phase ii facility, Town of Kindersley Administra-tion; and after having made the decision to cease operations and commence the process to demolish the Kindersley Aquatic Centre due to its rapidly deteriorating nature, public safety concerns as a result of the deterioration, and costs associated with rehabilitating the existing structure, support the recommendations of Group 2 in their July 2013 report and support a phased approach to building a new multi-use facility, hence responding to the most pressing need for an aquatic facility. This is done beginning with the aquatic centre as soon as reasonably possible.

AND FURTHERMORE, formally establish a West Central Community Centre Com-mittee of Council to begin deliberations and public consultation on the phased nature of building a new multi-use facility, type, design, and costs of the first phase of building an aquatic facility, and to build the other facilities as quickly as is reasonably possible.
