(LEA) has prepared this letter to provide the DEP with anupdate regarding the most recent subsurface investigations performed at the HighlandManufacturing Company site in Waterbury., Connecticut. This letter provides a summary of theanalytical results of the soil and groundwater investigations performed during the time periodfrom August 1999 to June 2000, and discusses planned future activities.

INTRODUCTION

To assess the presence or absence of soil and. groundwater impacted by volatile organiccompounds (VOCs), a total of five soil borings and eight groundwater monitoring 'wells wereadvanced at offsite locations within the Town of Wolcott, Connecticut, Soil borings wereadvanced and groundwater monitoring wells were installed under the supervision of LoureiroEngineering Associates, Inc. (LEA) personnel during the period from August 1999 through June2000, The five soil borings (DB-20 through DB-24), and eight groundwater monitoring 'wells(LEA-9S, LEA-9ID, LEA-10S, LEA-101, LEA-IOD, LEA-1 IS, LEA-111, and LEA-1 ID) wereadvanced at locations selected in the field. Locations of the soil borings and monitoring wellsare depicted on the attached Figure 1 .

encountered (approximately 70 to 90 feet below ground surface). Biased on previous investigation activities at the site, it is inferred that auger refusal was likely met at each of the above locations on the bedrock surface. Soil samples were collected and screened in the field for the presence of volatile organic compounds (VOCs) with a photoionization detector (PID). All of the soil samples collected were submitted to the LEA Analytical Laboratory and analyzed for target: VOCs which include trichloroethane (TCA), trichloroethylene (TCE), tetrachloroethelyene (PCE), and cis-1,2 dichloroethylene. All of the soil samples collected were transported in iced coolers under chain-of-custody control to Averill Environmental Laboratory (AEL) of Plainville, Connecticut. Biased on field screening data and results from the LEA Analytical Laboratory, select soil samples -were submitted to AEL for analyses of VOCs by EPA Method 826013. The analysis by AEL was performed to provide confirmation of the presence of the VOCs identified, in the analysis performed by the LEA Analytical Laboratory. A summary of soil samples submitted for analysis is included, as Table 1. A summary of constituents detected in soil samples is provided in Table 2.

The following is a summary of the soil characterization data. Attachment A provides a more detailed discussion of the analytical results of the soil sampling performed as part of this investigation. Volatile organic compounds (VOCs) were detected in one or more soil samples from all of the soil borings and monitoring wells advanced with the exception of soil boring 1)1:1­20. VOCs detected in at least one sample by either laboratory include acetone, carbon disulfide, 1,1 -dichloroethane (1,1 -DC A), 1,1 -dichloroethylene (1,1 -DCE), vinyl chloride, cis-1,2­dichloroethylene (cis-l,2-DCE), tetrachloroethylene (PCE), trans-l,2-dichloroethylene (trails-1,2-DCE), trichloroethylene, chloromethane, methylene chloride, and toluene. VOCs were detected at depths from 2 feet to 77 feet below the ground surface. The highest concentrations of cis-1,2-DCE detected were generally from depths of 8 feet to 20 feet below the ground surface. Specifically, the highest concentrations of cis-1.,2-DCE detected were from the following soil borings and depths: 610 micrograms per kilogram (ug/kg) in soil, boring DB-21 (8 to 10 feet), 1,400 ug/kg in soil boring DB-23 (14 to 16 feet), 1,000 ug/kg and 810 ug/kg in soil boring DB­24 (8 to 10 feet and 10 to 12 feet, respectively), and 730 ug/kg in monitoring well LEA-1 ID (75 to 77 feet). The highest concentrations of TCE detected were generally from depths below 18 feet. Specifically, the highest concentrations of TCE detected were from the following soil borings and depths: 1,200 ug/kg, 500 ug/kg, and 410 ug/kg in soil boring DB-23 (at depths of 18 to 20 feet, 28 to 30 feet, and 38 to 40 feet, respectively), 450 ug/kg in soil boring DB-24 (12 to 14 feet), 240 ug/kg in monitoring well LEA-101 (45 to 47 feet), and 350 ug/kg in monitoring well LEA-1 II (40 to" 42 feet).

GROUNDWATER SAMPLING ACTIVITIES

In an effort to assess the presence or absence of VOCs in groundwater, eight groundwater monitoring wells (LEA-98, LEA-9ID, LEA-1 OS, LEA-101, LEA-IOD, LEA-1 IS, LEA-111, and LEA-1 ID) were installed at locations as shown on Figure 1. The monitoring wells are constructed of 2-inch-diameter, Schedule 40 PVC flush-threaded screen and casing.

Construction materials and procedures are in general accordance with the RCRA Ground-Water Monitoring Technical Enforcement Guidance Document, OSWER-9950.1 and the Handbook of Suggested Practices for the Design and Installation of Groundwater Monitoring Wells (EPA 600/4-89/034) U.S. EPA/NWWA, 1989). Groundwater samples were collected from the eight •wells upon their completion. A summary of groundwater samples submitted for analysis is included as Table 3. A summary of constituents detected in groundwater samples is provided in Table 4.

GROUNDWATER ANALYTICAL RESULTS

VOCs were detected in all eight-groundwater sample submitted for analysis. The VOCs detected in at least one of the groundwater samples included vinyl chloride, chloroform, 1,1,1­trichloroethane, 1,1-DCA, 1,1-DCE, cis-1,2 DCE, PCE, trams- 1,2-DCE, TCE. Of these VOCs, T'CE and cis-1,2 DCE were the most predominantly detected (6 of 8 samples analyzed). The groundwater data from the above offsite groundwater monitoring wells indicate the highest concentrations of VOCs are present in the upper 50 feet of the aquifer in the immediate vicinity of Old Tannery Brook. The highest concentration of cis-1,2 DCE is present in groundwater collected from monitoring well LEA-1 IS (2,300 ug/1). The highest concentration of TCE is present in groundwater collected from monitoring well LEA-101 (1,200 ug/1).

Prior to performance of groundwater sampling activities at each of the above locations, LEA personnel obtained measurements of depth to groundwater. Water level measurements from the LEA-10 and LEA-11 well clusters were used to calculate vertical gradients at those locations. The vertical gradient from the deep to intermediate zones of the aquifer in both of the monitoring well clusters was upward (0.00029 for the LEA-10 cluster, and 0.00178 for the LEA-11 cluster). The vertical gradient from the intermediate to the shallow zones of the aquifer in both of the monitoring well clusters was also upward (0.0622 for the LEA-10 cluster amd 0.074 for the LEA­11 cluster).

FINDINGS

The groundwater data, coupled with the soil data from offsite soil borings, indicate that a plume of VOC-impacted groundwater emanates from the southeastern corner of the Highland Manufacturing site and appears to be approximately 180 feet in width in an east-west direction. As stated above, the highest concentrations of VOCs were noted in the upper 50 feet of the aquifer. All concentrations of VOCs were below the respective default numeric Surface Water Protection Criteria. The Regional hydrogeologic data, coupled with surface water and vapor-diffusion sampling performed by the in areas south of the Site ("Hydrogeology and Water Quality of the Nutmeg Valley Area, Wolcott and Waterbury, Connecticut", USGS 1999), indicate that the upper zone of the aquifer (containing the relatively highest concentrations of VOCs) discharges to Old Tannery Brook. The deeper zone of the aquifer (containing the

relatively lower concentrations of VOCs) appears to flow in a direction coincident with the predominant flow component of the Mad River,

FUTURE ACTIVITIES

LEA has performed a receptor survey to assess the presence or absence of known residential water supply wells in the areas downgradient of the Highland Manufacturing site. The results of the survey are included concurrently with this letter, LEA is requesting to meet with the DEP to discuss future activities regarding the VOC-impacted groundwalter. Biased on the results of the receptor survey, we foresee that future activities associated with the VOC-impacted ground water may include the evaluation and installation of a hydraulic control and/or natural attenuation.

SOIL SAMPLING ACTIVITIES

Soil borings were advanced utilizing hollow-stem auger drilling techniques. Soil borings DB-20 through DB-24 and LEA-10D and LEA-1 ID were advanced to a depth at which auger refusal was encountered (approximately 70 to 90 feet below ground surface). Based on previous investigation activities at the site, it is inferred that auger refusal was likely met at each of the above locations on the bedrock surface. Soil samples were collected, and screened in the field for the presence of volatile: organic compounds (VOCs) with a photoionization detector (FID). All of the soil samples collected were submitted to the LEA Analytical Laboratory and analyzed for target VOCs which include trichloroethane (TCA), trichloroethylene (TCE), tetrachloroethelyene (PCE), and cis-1,2 dichloroethylene. All of the soil samples collected were transported in iced coolers under chain-of-custody control to Averill Environmental Laboratory (AEL) of Plainville, Connecticut. Based on field screening data and results from the LEA Analytical Laboratory, select soil samples were submitted to AEL for analyses of VOCs by EPA Method 826013. SOIL ANALYTICAL RESULTS

VOCs were detected in all of the soil borings and monitoring wells advanced with the exception of soil boring DB-20. Soil samples were not analyzed from monitoring well LEA-1 OS as soil from the vicinity of this monitoring well was collected and analyzed during the installation of monitoring wells LEA-10D and LEA-101. As shown in Table 1, a total of 293 soil samples were collected during the advancement of the above soil borings and analyzed for the presence of VOCs at the LEA Analytical Laboratory. Of the 255 samples, 21 were also analyzed for the presence of VOCs by AEL. The VOCs detected in at least one soil sample by either laboratory included acetone, carbon disulfide, 1,1 -dichloroethane (1,1 -DCA), 1,1 -dichloroethylene (1,1 ­DCE), vinyl chloride, cis-1,2-dichloroethylene (cis-1,2-DCE), tetrachloroethylene (PCE), trans-1,2-dichloroethylene (trans-1,2-DCE), trichloroethylene, chloromethane, methylene chloride, and toluene. Of the 21 samples analyzed by both AEL and the LEA Analytical Laboratory., both laboratories reported the presence of the VOCs in 11 samples and the absence of VOCs above the respective laboratory reporting limits in 4 samples. For the remaining 6 samples, one of the laboratories reported the presence of VOCs above a respective reporting limit and the other did not. From a review of the analytical data from both laboratories, it is concluded that the data are in general agreement. Furthermore, the data from AEL confirm the compounds identified in soil samples analyzed by the LEA Analytical Laboratory are present.

As can be seen from Table 1, a total of 41 soil samples from DB-21 were analyzed for the presence of VOCs at the LEA Analytical Laboratory. In addition, two of the samples analyzed by the LEA Analytical Laboratory were also analyzed by AEL. As can be seen in Table 2, trichloroethylene (TCE) and/or cis-1,2-Dichloroethylene (cis-1,2-DCE) were detected by the

LEA Analytical Laboratory in 12 of the 41 soil samples analyzed. Cis-l,2-DCE was detected in one of the two samples analyzed by AEL. VOCs were detected in soil samples collected at depths ranging from 7.3 feet to 52 feet below ground surface. Soil data from the boring indicate TCE was present at concentrations ranging from 58 ug/kg (34 to 36 foot interval) to 300 ug/kg (40 to 42 foot interval) and cis-1,2 DCE was present at concentrations ranging from 75 ug/kg (20 to 21 foot interval) to 610 ug/kg (8 to 10-foot interval).

A total of 41 soil samples collected from DB-22 were analyzed for the presence of VOCs at the LEA. Analytical Laboratory. In addition, five samples analyzed by the LEA Analytical Laboratory were also analyzed by AEL. As can be seen in Table 2, TCE was detected in four of the 41 samples analyzed at the LEA Analytical Laboratory. One of the four samples where TCE •was detected at the LEA Analytical Laboratory was analyzed at AEL. LEA. detected only TCE at a concentration of 130 ug/kg from this sample (32 to 34 foot interval). VOCs were not detected by AEL below the laboratory reporting limit of 98 ug/kg in this sample. The AEL reporting limit of 98 ug/kg is statistically equivalent to the concentration detected at the LEA Analytical Laboratory. VOCs were also not detected in the four other samples analyzed at AEL. VOCs were detected in soil samples analyzed at the LEA Analytical Laboratory at depths ranging from 26 to 34 feet below ground surface. Soil data from the boring indicate that TCE was present at concentrations ranging from 48 ug/kg (26 to 28 foot interval) to 130 ug/kg (32 to 34 foot interval).

A total of 41 soil samples collected from DB-23 were analyzed, for the presence of VOCs at the LEA Analytical Laboratory. In addition, four of the samples analyzed by the LEA Analytical Laboratory were also analyzed by AEL (see Table 1). As can be seen in Table 2, TCE and/or cis-l,2-DCE were detected in 26 of the 41 samples analyzed at the LEA. Analytical Laboratory. Acetone, PCE, TCE, methylene chloride, toluene, and/or cis-1,2-DCE were detected in the four samples analyzed at AEL. VOCs were detected in soil samples collected from depths ranging from two to 52 feet below ground surface. Soil data from the boring indicate that TCE was present: at concentrations ranging from 4.9 ug/kg (52 to 54 foot interval) to 1,200 ug/kg (18 to 20 foot interval). PCE was detected in two of the four samples analyzed at AEL at concentrations of 6.7 ug/kg and 19 ug/kg from the 18 to 20 foot interval and. the 38 to 40 foot interval, respectively. PCE was not detected above the laboratory reporting limits (ranging; from 13 ug/kg to 38 ug/kg for this particular boning) in any of the 41 samples analyzed, at the LEA Analytical Laboratory. Cis-l,2-DCE was present at concentrations ranging from 48 ug/kg (24 to 26 foot interval) to 1,400 ug/kg; (14 to 16 foot interval).

A total of 42 soil samples collected from DB-24 y/ere analyzed for the presence of VOCs at the LEA Analytical Laboratory. In addition, three of the samples analyzed by the LEA Analytical Laboratory were also analyzed by AEL (see Table 1). As can be seen in Table 2, TCE and/or cis-l,2-DCE were detected in 13 of the 42 samples analyzed at the LEA Analytical Laboratory. Acetone, carbon disulfide, 1,1 -Dichloroethane (1., 1 -DCA), 1,1 -Dichloroethylene (1,1 -DCE), trans-1,2-Dichloroethylene (trans-1,2-DCE), PCE, TCE, methylene chloride, toluene, vinyl chloride, and/or cis-1,2-DCE were detected in the three samples analyzed at AEL. VOCs were

detected in soil samples collected from depths ranging from four to 68 feet below ground surface. Soil data from the boring indicate that TCE was present at concentrations ranging from 23 ug/kg (42 to 44 foot interval) to 450 ug/kg (12 to 14 loot interval), Cis-l,2-DCE was detected at concentrations ranging from 100 ug/kg (4 to 6 foot interval) to 1,000 ug/kg (8 to 10 foot interval). Vinyl chloride was detected at concentrations of 5 ug/kg and 1.5 ug/kg from the 8 to 10 foot interval and the 12 to 14 foot interval, respectively, 1,1-DCA. was detected at a concentration of 1.3 ug/kg from the 8 to 1.0 foot interval. 1,1-DCE was detected at a concentration of 5.6 ug/kg from the 8 to 10 foot interval. Trans-1 .,2-DCE was detected at concentrations of 3,8 ug/kg and 2.6 ug/kg from the 8 to 10 foot interval and the 12 to 14 foot interval, respectively.

A total of 42 soil samples collected during the installation of monitoring well LEA-101) were analyzed for the presence of VOCs at the LEA Analytical Laboratory. In addition, four of the samples analyzed by the LEA Analytical Laboratory were also analyzed by AEL (see Table 1). As can be seen in Table 2, TCE and/or cis-l,2-DCE were detected in 19 of the 42 samples analyzed at the LEA Analytical Laboratory, TCE, vinyl chloride, and/or cis-l,2-DCE were detected in the four samples analyzed at AEL. VOCs were detected in soil samples collected from, depths ranging from two to 74 feet below ground surface. Soil data from the boring indicate that TCE was present at concentrations ranging from 1.9 ug/kg (42 to 44 foot interval) to 150 ug/kg (42 to 44 foot interval). C_is-_l,2;I)CJi was present at concentrations ranging from 73 ug/kg (6 to 8 foot interval) to 370 ug/kg (2 to 4 foot interval). Vinyl chloride was detected at a concentration of 3.0 ug/kg from the 8 to 10 foot interval,

A total of 12 soil samples collected during the installation of monitoring well LEA-101 were analyzed for the presence of VOCs at the LEA Analytical Laboratory. No soil, samples were analyzed at AEL from LEA-101 (see Table 1). As can be seen in Table 2, TCE and/or cis-1,2­DCE were detected in 10 of the 12 samples analyzed at the LEA Analytical Laboratory. VOCs were detected in soil samples collected from depths ranging from five to 47 feet below ground surface. Soil data from the boring indicate that TCE was present at concentrations ranging from 31 ug/kg (39 to 41 foot interval) to 24jQiugylcgJ45 to 47 Joqt interval). Ci.s-1,2-DCE was present at concentrations ranging from 84 ug/kg (10 to 12 foot interval.) to 110 ug/kg (5 to 7 foot interval),

Monitoring well cluster LEA-11 was installed in the immediate vicinity of soil boring DB-23. This precluded the need, for continuous soil sampling during the installation of monitoring wells LEA-1 IS, LEA-1 II and LEA-1 ID. However, the following soil samples were collected during the installation of the monitoring wells. One soil sample was collected for analysis at the LEA Analytical Laboratory from monitoring well LEA-1 IS from the screened, interval. (10 to 12-feet). One soil sample was collected for analysis at the LEA Analytical Laboratory and AEL from monitoring well LEA-1 II from the screened interval (45 to 47-feet). One soil sample was collected for analysis at the LEA Analytical. Laboratory from monitoring well LEA-1 ID from the screened interval (75 to 77-feet). TCE was detected in LEA-1 ID at a concentration of 300 ug/kg. TCE was detected in LEA-1 II at concentrations of 100 ug/kg (AEL) and 350 ug/kg

(LEA). Cis-1,2 DCE was detected in LEA-1 II at a concentration of 26 ug/kg. Cis-lJ2.DCE was detected in LEA-1 IS at a concentration of 1,500 ug/kg.
