SUPPORT THE BRAVE GREEN ARMY PAGE 5 According to a survey as many as 22 big cities in the country are facing acute shortage of drinking water. The situation is bound to get out of control if steps are not taken soon. Jammu City is  bursting at its seams. With no control over the burgeon- ing population and spread of the city horizontally, the Greater Jammu city area now starts from Bari Brahamna to Domana and from Sidhra to Pouni Check. It is a vast swath of land with a million plus popula- tion, means a huge pressure on the underground water resources of Jammu City. It is easy way to dig a deep tube well and proudly claim its inauguration which the ever present politicians do every time but it is differen t to think how the exhausting water table will be replen- ished. Vast areas of Jammu city depend upon the drink- ing water, which is taken out of the ground through  pumps. If the rate of digg ing tube wells goes by the same speed, then a time will come when we shall have exhaust- ed our underground sources of water. There has to be a  proper plan in pl ace to check this rampant misuse of underground water. There is no way other than to enforce a strict building code so that rain water is harvested and circulated in the ground. In addition, the government will have to construct hun- dreds of small ponds all over the city so that the rain water is collected which will eventually recharge the ever receding water table. Surprisingly till date, no survey has been done in order to ascertain the quan- tity of ground water pres- ent in the areas of Greater Jammu. Division, an intelligence

unit of the Army created

during his tenure, had paid

Rs 1.19 crore to state min-

allegedly to destabilise

home. Dhananjay Singh

has refuted the charges and

has said that Jagriti had

called him three days

 before the incident and

told him that the maid had

injured herself after a fall

from the terrace of the

house. "While Rakhi has

injury marks all over her

 body, the 17-year-old has

 burn marks, wounds from

a smashed head and bruis-

es on his limbs," the officer

added.Jagriti has been booked for

murder, attempt to murder

and for assaulting a juve-

nile. Her husband, a Lok

Addressing a day-long convention of AllJammu and Kashmir CentralParamilitary Forces WelfareAssociation this afternoon,Mr Rana exuded confidencethat people will maintainunity and foil the communaland misleading elementswith their full might. He cas-tigated Bharatya Janata Partyand Peoples DemocraticParty for their hidden agendaof dividing the people oncommunal and regional lineswith a bigger plan of weaken-ing secular forces. "Theyhave been hand in glove inexploiting the situations, likethe one in Kishtwar recently,in a bid to flare up passions

and polarise the people onreligious and regional lines. In this context, he referred tothe bonhomie of these two

parties during 2008Amarnath land row agitationand resultant wedge betweenthe two regions. "NationalConference foiled theseattempts with the cooperationof the people of Kashmir and

Jammu, and will continue todo so whenever the singular entity of the State is threat-ened", he maintained.Mr Rana took on PDP for itsduplicity, saying its leaderswere exploiting the senti-ments of people in Kashmir

by describing the State as acolony of India and speakingquite contrary to it when inJammu. "PDP stands exposed for the double standards ithas been pursuing in lust of

power", he said.Taking a dig at BJP for pursu-ing their own set of national-ism, Mr Rana said their jug-glery cannot work in dividingthe people on religious lines."They are suffering from a

unique syndrome of treatingthose who support them asnationalists and others not sonationalist", he said and reminded BJP leaders thatIndia belongs to all, irrespec-tive of their regional or reli-gious affiliations. The Provincial Presidentexpressed concern over emergence of communal

forces across the nation and described it as bad omen for the unity of the country. Heexhorted the people to alien-ate these forces in order toretain the unique secular character of the State and thenation.Referring to measures beingtaken by the government led

by Omar Abdullah for eco-nomic emancipation and employment generation for the youth, the ProvincialPresident said that the Chief Minister has taken up withthe Centre the issue regardingspecial recruitment packagefor youngsters residing in the

 border belts from Kathua toGurez.

KOLKATA: Pacer Mohammed Shamiannounced his arrival on theTest arena by scalping four wickets in a dream spellagainst the West Indies as adominant India started Sachin Tendulkar's farewellseries by taking early control

of the first Test onWednesday.Shami returned impressivefigures of 4-71 in 18 overs asIndia bowled out the visitorsfor a paltry 234 after theyopted to bat at the EdenGardens on the opening day.At stumps, India were com-fortably placed at 37 for noloss with the two openers,Shikhar Dhawan (21) and Murali Vijay (16), at thecrease. At the end of firstday's play, India trailed theWest Indies by 197 runs withall their wickets intact.West Indies skipper DarrenSammy's decision to bat mayhave prevented the crowd from watching Tendulkar baton the first day itself, but the40-year-old retiring legend did his bit with the bowl

picking up a wicket in hisfirst over itself, taking hisTest wicket tally to 46.While Tendulkar wasundoubtedly the cynosure of all eyes, Shami grabbed theopportunity with both hands

as he rocked the West Indiesmiddle-order with a hostilespell that included quite afew reverse-swinging deliv-eries.The 23-year-old Shami'swickets included KieranPowell, top-scorer MarlonSamuels, Denesh Ramdinand Sheldon Cottrell.Earlier, West Windies were

placed were placed comf ort-ably at 107 for two at lunch,

but Shami wreaked havoc inthe second session, extractingexcellent reverse swingsfrom the Eden pitch to trigger a collapse. The touring sidelost eight wickets for 96 runsto be skittled out in 78 overs.Samuels scored 65 off 98

balls with the help of 11 foursand two sixes.About 40,000 turned up onthe first day, expectingTendulkar to bat. While thatdid not happen, with the ballhe turned the clock back ashe trapped ShaneShillingford in front of thewicket with a straighter oneafter bowling three turningdeliveries.Left-arm spinner PragyanOjha (1-62) too impressed with his tidy bowling but hewas unlucky twice with skip-

per Dhoni droppi ng Samuelsand Shane Shillingford ontwo occasions. RavichandranAshwin claimed 2-52.Born in Moradabad in Uttar

Pradesh, Shami moved toBengal eight years ago oncoach Badruddin SIddique'sinsistence as there were notmany opportunities for theyoung pacer in his homestate.Son of a farmer, Shami, whohails from a remote village

called Sahaspur about 22kmsfrom Moradabad, found hiscalling in Kolkata whereclub cricket was very muchactive as he went on to plyhis trade for clubs likeDalhousie AC and Town

before being calle d for Bengal under-22.He was also a part of theKolkata Knight Riders squad in IPL 2011 and the tips from

bowling consult ant WasimAkram proved invaluable. It was a good move by Dhonias he preferred Shami over the out-of-sorts IshantSharma, who, incidentally, gave the Test cap to thedebutant pacer. The other debutant of the day wasRohit Sharma and he got thecap from Tendulkar.Shami showed fine fitness ashe bowled in four spells withthe third being the longestand most fruitful (7-0-30-2).He was at his best in the lastspell that read 3-1-2-1.Shami was also instrumentalin Darren Bravo's run-out as

West Windies committed aharakiri in the middle, losingthree wickets in as manyovers to tilt the match infavour of India.Shami got his maiden Testscalp in the form of Powell(28) after Bhuvneshwar Kumar gave the initial break-

through, taking the prized wicket of Chris Gayle (18).India exploited the slowEden pitch to good effect asBhuvneshwar dismissed Gayle with a low delivery. Both the WI openers looked impatient and got out in thespace of four overs.Playing his first Test at hishome ground, Shami wasimpressive from the firstover as he troubled both theopeners. With his second ball, Shaminipped one back againstPowell, but the height saved the left-hander who appeared a little tentative to start with.Gayle, on the other hand, went about in his usual brisk manner and even had aninside edge off Shami butwas lucky as the ball missed the stumps.Dhoni made a smart change,

bringing in Shami from theHigh Court end that resulted in the wicket of Powell.Samuels slowly repaired thedamage as he completed his

19th half century in his happyhunting ground, where hehad scored his maiden Testhundred in 2002, as theCaribbeans went to lunchsmiling.Shami castled Samuels with asharp in-cutter to grab hissecond wicket, which broke a

fine 91-run partnership withBravo.Dhoni gave the last over

before tea to Tendulkar, bringing the crowd on itsfeet. It turned out be a mas-terstroke by the 'CaptainCool'.After bowling three deliver-ies, the maestro unleashed aflipper and Shillingford had no answer.Teams:

India: MS Dhoni (Capt.),Shikhar Dhawan, MuraliVijay, Cheteshwar Pujara,Sachin Tendulkar, ViratKohli, Rohit Sharma,Ravichandran Ashwin,Bhuvneshwar Kumar,Mohammed Shami, PragyanOjha.West Indies: Darren Sammy(Capt.), Chris Gayle, KieranPowell, Darren Bravo,Marlon Samuels, ShivnarineChanderpaul, DeneshRamdin, Shane Shillingford,Veerasammy Permaul,Sheldon Cotterrell, TinoBest.

In anexclusive chat with TheTimes of India Federer said,"it is always sad when thecurtains come down on agreat career.I'm really happy for him that

he can go out on his terms, atthe time he has chosen, at avenue of his choice. That'sreally great. I hope hisfarewell game is everythinghe wants it to be. Hedeserves it.""I wish him a great life after cricket," Federer said, "Hopeit is as exciting and memo-rable as his cricket."The 32-year-old, winner of 17 Grand Slam titles, said hewatched Tendulkar bat on anumber of occasions. "I'veseen him play, not as muchas I would've liked, but I'vewatched him on televisionseveral times," he said.Federer said he remembered his conversation withTendulkar. HOBART: Skipper Alastair Cook and Michael Carberry

put Engl and in a command-ing position with unbeatencenturies on the opening dayof their tour match against

Australia A on Wednesday. At the close, England had  batted a ll d ay and were 318without loss after winningthe toss, with Cook unbeatenon 154 and Carberry, pre-ferred as opener to Joe Root,on 153.A dominant Cook conjured memories of his last tri-umphant Ashes tour of Australia three years agowith another big innings off 272 balls.Carberry all but played hisway into the Test team for theAshes series opener againstAustralia in Brisbane on

November 21 with his patient288-ball innings, whichincluded 22 boundaries and two sixes. The 33-year-old Hampshireleft-hander was given hischance to open with Cook after Root was bumped downto number five in the batting

order for the Hobart game.Carberry followed up his 78in last weekend's drawnopening tour game againstthe WA Chairman's XI inPerth with another impres-

sive audition for a Test spot.Root appears to have paid the price for England's brittle-ness in the top order duringthe July-August Ashes serieswhen the home side failed to

pass 400 in any of their innings. On six occasions, England were three down for less than65 runs and, aside from a big180 at Lord's, Root struggled against Australian quicksRyan Harris and Peter Siddle, who are likely to again havethe new ball in Brisbane.Australian leg-spin greatShane Warne said onMonday that Root would be"crucified" if he was picked to open in the Tests and he islikely to find a place lower inthe order as he averages 40with two centuries from just11 matches.Cook, also criticised byWarne as a negative and

unimaginative captain, showed glimpses of his bestform in the 2010-11 Ashes inAustralia, when he scored anunbeaten 235 and two other centuries.

England had an easy timeagainst the thin Australia A bowling attack under sunnyskies with just two recog-nised seamers in TrentCopeland and Ben Cuttingalong with all-rounder and captain Moises Henriques. It was a deliberate tactic byAustralia not to pick bowlersin Ashes contention for theHobart match, however the

plan might have backfired with England's openers givenan armchair ride into thecoming Test series.Cook, batsman KevinPietersen, spinner GraemeSwann and paceman StuartBroad were selected for their first outings on tour after allmissed the Perth match.Gary Ballance was included again after his first-ball duck in Perth as he bids to win thenumber six batting spot in theopening Ashes Test.

ABU DHABI: South Africa with-drew former captain and opener Graeme Smith from the remainder of the one-day series against Pakistan,an official said Wednesday. The 32-year-old suffered a blow onthe head off a Pakistan's pacemanMohammad Irfan's bouncer duringhis epic 234 in the second Test inDubai last month, a match whichSouth Africa won to level the series1-1.He managed to play the first two one-days in the five-match series but waswithdrawn before the third match

played in Abu Dhabi on Wednesday.Team manager Mohammed Moosajee

said Smith suffered post-concussion."Graeme was symptom free after the

blow except fo r a mild headache and tests at the time allowed him to con-tinue playing. However, seven days

post-injury, during the second one-day in Dubai he started complainingof blurred vision which progressed todizziness, unsteadiness on his feetand difficulty focusing," said Moosajee."The MRI Scan was clear, however itis in keeping with the assessment of Post-Concussion Syndrome, which isusually a clinical diagnosis. Post-Concussion Syndrome can bedescribed as a collection of symptoms

that some people develop after theyhave experienced a minor traumatic

brain injury otherwi se known as con-cussion."Graeme will leave the tour onThursday, and has been advised a rest

period of at l east two week s by themedical team. He will continuously

be monitored in t he interim."Smith was replaced by left-handed opener Quinton de Kock in the third match while Henry Davids will fly inas replacement for the remainder of the one-days.Smith has so far played 112 Tests and 195 one-day matches for SouthAfrica.

LONDON: Novak Djokovichas made a scathing attack on the anti-doping pro-gramme in tennis in a furiousresponse to his fellow SerbViktor Troicki's ban for miss-ing a drugs test. World num-

ber two Djokovi c wasshocked to hear on Tuesdaythat Troicki had been told bythe Court of Arbitration for Sport (CAS) that he mustserve a 12-month ban.Troicki had originally beensuspended for 18 months byan International TennisFederation anti-doping tribu-nal but had appealed to CASto have the sanction over-turned. He refused to take a

blood test at the Monte CarloMasters in April because hewas feeling unwell and has asevere phobia of needles. The player has always main-tained the doping control

officer (DCO) had assured him he would not face pun-ishment. The verdict cameonly 11 days after Croatia'sMarin Cilic had his ban for failing a doping test reduced from nine months to four months by CAS. "It's very

bad news that we got for him,and for me, for all of us whoare close to him," Djokovicsaid. "Now in Viktor's case,he's going to be sanctioned until July next year, and thislady, the DCO, she's going tocome back tomorrow for the

job. Nobody is going toanswer for that. Only him. Why? "For me, this is totalinjustice. It's just incredible."The ATP, the go verning bodyfor players and tournamentson the men's tour, did notescape Djokovic's wratheither as he accused them of failing to support Troicki.

MULLIVAIKKAL MEMORIAL

DECLARED OPENCHENNAI, NOV 6: The

spacecraft would go around

Earth five times before going

out of the earth-bound orbit

into sun-centric orbit on

December 1, 2013 A day

after its successful launch,

India’s Mars Orbiter space-

craft was functioning

smoothly in the Earth’s orbit

and ready for orbit raising

operations on Thursday.

“Since its injection into

Earth’s orbit yesterday, it has

 been functioning smoothly

on the orbit. We are planning

to perform orbit raising

manoeuvres in the early

hours of tomorrow,” an

ISRO spokesman told PTI

over phone. Right now, the

Mars Orbiter Mission is on

its first round around the

Earth, ISRO sources said.

“The spacecraft would go

around the Earth five times

before going ou t of the earth

 bound orbit into su n-centric

orbit on December 1, 2013.

It will then go around the sun

embarking on its nine-month

voyage to the red planet.”

ISRO’s PSLV C25 had suc-

cessfully injected the 1,350-

kg Orbiter into the orbit

around Earth some 44 min-

utes after a text book launch

at 2.38 p.m. from the Satish

Dhawan Space Centre at

Sriharikota, marking the suc-

cessful completion of the

first stage of the Rs. 450-

crore mission. Since the

launch, the control of the

mission has been taken over

 by scientis ts at ISRO

Telemetry, Tracking and

Command Network

(ISTRAC) at Bangalore.

According to a satellite

tracking system website

www.n2yo.com, the MOM

spacecraft had just crossed

 Nigeria and was flying over

Chad, as on 1.09 p.m. India’s

MOM was at a perigee of

(closest point from Earth) of

264.1 km and an apogee (far-

thest point from Earth) of

23,903.6 km with a degree of

inclination of 19.3 degree.

However, according to the

website, MOM would not fly

over India, as its trajectory

would cross the Indian

Ocean, after leaving African

continent from Somalia in

the afternoon. The

International Designator or

the NSSDC ID of India’s

Mars mission is 2013-060A.

The International

Designator is the interna-

tional naming convention

for satellites, comprising

the launch year, a three digit

incrementing launch num-

 ber o f that year and u p to a

three letter code represent-

ing the s equential identifier

of a piece in a launch.

HYDERABAD, NOV 6:

India is facing 15 million

tonnes of cold storage facility

gap and needs investment

from private sector to over-

come it, a top official from

Ministry of Food Processing

(MFP) said in Hyderabad on

Wednesday.

“According to data available

with us today, the availability

of cold storage capacity is

about 25 million tonnes in

2010. The requirement was

assessed to be 61 million

tonnes,” Siraj Hussain,

Secretary, MFP told reporters

on the sidelines of a FICCI

 programme in Hyderabad.

“So there was a gap of 31

million tonnes (in 2010).

Since then, we would have

added about 10 million

tonnes. So the gap is 26 mil-

lion tonnes.

“But my own assessment

says the actual gap is not 26

million tonnes. Because there

was a gap in methodology, so

the actual gap is about 15

million tonnes,” he added.

“We hope that the success

will depend on the invest-

ment coming from the private

sector without seeking any

subsidies. That will be a day

when we can say that the

chain is perfectly estab-

lished,” he said.

0Mr. Hussain said if the sup-

ply chain is per fectly estab-

lished and if the organised

retail sees a good profit in

 business they will ask others

to invest without any subsi-

dies.

Replying to a query, he said

the Government of India’s

(GoI) position is that there

should be no restriction of

inter-state movement of natu-

ral commodities.

When there is no restriction

on industrial goods, then why

there should be any restric-

tion on agriculture goods.

Ultimately, it is the farmer

RAM, NOV 6: The College

of Engineering is approach-

ing a landmark anniversary in

resolute style, expanding its

focus to incubating ideas

Leaf through the souvenir

issued by the College of

E n g i n e e r i n g ,

Thiruvananthapuram (CET),

to the alumni who attended

its 70th anniversary celebra-

tions four years ago. You will

find an excerpt from M.

Mangalabhanu, a student of

the first batch of the college,

which started functioning in

1938, describing those tense

moments in the college dur-

ing the Second World War,

which threatened to infiltrate

the Indian subcontinent.

“The threat of Japanese air

attack on the mainland of

India was looming large dur-

ing our third year in the alma

mater. The Principal

(Professor T.H. Mathewman)

ordered that the students shall

dig their own trenches (either

to bury themselves or to

escape in case of a raid).

These were to be made in the

shady areas in the shape of an

elongated ‘W’…Pickaxes,

shovels, mammaty forks and

 baskets were galore from the

University Students Labour

Corps of which Principal Sri.

Mathewman was the head,”

he writes.

The batch had nine students.

The college was then func-

tioning in the present office

of the Chief Postmaster

General, Kerala.

Delving into the history of

the college, approaching its

75th anniversary, reveals

such striking recollections

and significant milestones.

Every vivid memory of the

college, often hailed as one

of the best technical institu-

tions in the State, dwells on

the friendships and the

atmosphere that linger

among the students who

 passed out decades ago. The

college has grown into an

institution that has depart-

ments of studies in nine disci-

 plines: Civil Engineer ing,

Mechanical Engineering,

Electrical Engineering,

Electronics and

Communication, Computer

Science, Architecture,

Computer Applications,

Business Administration and

Physical Education. It has

3,500 students and 300 teach-

ing staff. The institution

organises seminars to expose

students to the best technical

expertise. In addition to the

standard set of undergraduate

and postgraduate courses, the

campus has the Centre for

Engineering Research and

Development (CERD) to

 build a culture that priorities

science research. The institu-

tion has kept in tune with

technological developments.

A computer-aided drafting

facility was started in the

Department of Architecture

as early as 1990. The

Continuing Centre for

Education was started in

1998.

Over the past few decades,

the college has taken the ini-

tiative to launch various

activities such as the

Entrepreneurship Club and

the Industry Institution

Interaction Cell. It has an

active National Service

Scheme unit and an environ-

mental club, which conducts

regular nature conservation

activities.

They have conducted surveys

of the birds and butterflies on

the campus and compiled

their findings into books.

There is a plant nursery that

is maintained near the Civil

Engineering wing.

KOCHI, NOV 6: Rolling

out the project to sell 5-kg

non-subsidised LPG cylin-

ders through fuel bunks may

take more time in the State

going by the feedback from

oil companies. The project is

likely to be a boon for bal-

looning floating population

fuelled by the growing IT and

construction sectors. They

often find it difficult to

secure LPG connection.

Once implemented, it will

enable a customer to take

home LPG cylinder from a

 petrol pump by just flashing

an ID proof. A senior official

of a major oil company told

The Hindu that the project

would take time. Potential

 petroleum dealers would

have to be identified since all

 bunks cannot be covere d

under the project. Safety

 parameters like storage space

that was flame-proof and

devoid of electric connection

should be ensured besides

securing quite a few

approvals, including the

explosive licence, the officer

said. Pricing will be volatile

since it will be market-driv-

en. For instance, in Chennai

where the project has been

implemented, a first-time

customer has to pay Rs.

1,649 per cylinder – Rs.

1,000 towards the cost of the

cylinder, Rs. 145 as VAT and

Rs. 504 for LPG (LPG price

changes monthly with mark-

er prices). The price goes up

to Rs. 2,133 if the cost of reg-

ulator and hose, sales tax, and

administrative or handling

charges of petroleum dealers

are also factored in.

Unlike in the case of domes-

tic subsidised LPG where the

oil company remains the

owner of the cylinder, under

this project the ownership is

transferred to the customer.

He will have the option to

surrender the cylinder in

which case he will be able to

get a refill by paying LPG

 price alone.

Senior official of another oil

company said it had not

received any circular on the

implementation of the project

in the State. Initially, the

project is likely to be restrict-

ed to a limited number of

cylinders through selected

company-owned and compa-

ny-operated fuel bunks. “We

are not expecting a huge

demand from the very outset.

Since five or ten cylinders

weighing probably 50 kg will

be kept at each fuel pump,

separate licence may not be

needed,” he said. The Gas

Cylinder Rules exempt from

taking licence for possession

of LPG not exceeding 100 kg

at any one time.

Roll-out of LPG through bunks in Kerala may take time

BHUBANESWAR, NOV 6:

Students to get Rs. 2,000 per

month for two years during

 postgraduate studies

Odisha government is com-

ing up with 32 scholarships

for meritorious students, who

would be pursing biotechnol-

ogy programme in their post-

graduate studies in the State.

The scholarship is intended

for encouraging students to

opt for biotechnology stud-

ies. As many as 32 students

would be given Rs. 2000 per

month for two years duringtheir postgraduate studies.

Till now, as many as 200 stu-

dents have been offered

scholarships in basic sciences

such as physics, mathemat-

ics, chemistry, botany, zoolo-

gy and statistics. “We will

offer scholarships from the

academic session of 2013-14.

The government has made

 provision of Rs. 7.68 lakhs

for the provision. The schol-

arship will be encouragement

for students to select biotech-

nology as their career,” said

Prof U. B. Mohapatra,

Director Biotechnology in

Science and Technology

department.

Despite State government’s

attempt to attract students to

 biotechnology stream, lack of

job opportunities in the sector was triggering gradual disin-

terest among students.

The biotechnology sector in

eastern Indian States is yet to

take off. Besides, there is

hardly any opening in gov-

ernment sector.

Although biotechnology is

taught in eight universities,

Odisha Public Service

Commission has hardly come

out with advertisement for

recruitment of faculties in

 biotechnology stream.

Slender faculty

In undergraduate level, the

 biology fa culties in colleges

double up as biotechnology

faculties. Similarly, major

universities also struggle

with slender faculty position.

In Utkal University, only one

faculty member in biotech-nology bears burden of entire

department.

 North Odisha University’s

condition was a little better

with having three faculty

members.

The State government has

pinned all its hopes on devel-

opment of proposed biotech-

nology park at Andharua in

Bhubaneswar for which

Bharat Biotech, a national

level biotech farm, has been

selected to be lead investor.

Bharat Biotech is expected to

start work on Biotechnology

Park very shortly.

The State government is

already in possession of 64

acres of land which would be

delivered to Bharat Biotech

in two installments.

The firm is expected to createan incubation centre for

 biotechnolo gy stream stu-

dents of the State. Officials in

Science and Technology

department said development

of Biotechnology Park would

open up the sector.

runway, taxiway, apron, and ground lighting. Associated

infrastructure such as

 perimeter wall and opera-

SRINAGAR, NOV 06: J&K Private Schools United Front(JKPSUF) on Wednesdaydemanded that governmentdevise rules and regulations based on scientific principlesfor deciding dates and dura-tion of winter vacations. The Front said that everyyear the announcement of winter vacations has become

a big issue in Kashmir."There is no logic in thosedates except the benefits tosome officers, whose wivesand other relatives want tocherish the heat of Jammu,"said JKPSUF GeneralSecretary G N Var."As soon as the Durbar Movemigrates to Jammu, a vested lobby gets to work to getwinter vacations announced quickly." The Front said thatduring last so many years wehave seen that a slight snow-fall triggered winter vaca-tions. "But after some daysthe weather became sunnyagain and thus we lost many

academic days," said Var."Sometimes even our syl-labus remains incomplete, soit is better government forms proper rules and regulationsfor announcing such vaca-tions."The Front demanded that thegovernment constitute anexpert committee comprisingof officials of government
