Former TDA President Dr. Hilton Israelson of Richardson was installed as a trustee at the American Dental Association (ADA) 152nd Annual Session and World Marketplace Exhibition in Las Vegas in October. Dr. Israelson will serve a 4-year term on the ADA Board of Trustees as the trustee from the Fifteenth District, which represents Texas. e ADA Board formulates and reviews policies and programs and makes recommendations to the members of the ADA’s governing body, the House of Delegates. As a member of the ADA Board, Dr. Israelson will play a major role in the ADA’s organizational objective of being America’s leading advocate for oral health. Dr. Israelson is a past president of the TDA and was honored as the Dallas County Dental Society Dentist of the Year in 2006. Former TDA President Installed as ADA Fifteenth District Trustee Official Call for Speaker of the House Nominations Nominations for the elective office of Texas Dental Association (TDA) Speaker of the House may be submitted to Dr. Ron Collins, TDA Secretary-Treasurer. Only an active, life, or retired member in good standing of this Association shall be eligible. A Curriculum Vitae (CV) must accompany a letter of intent and the nominee must sign a conflict of interest statement. If a CV is not submitted, nominees must present his/her qualifications verbally before the House of Delegates. Nominations are in order up to the time the official nominations are made at the electing House of Delegates. Nominations must be made as early as possible in order to verify membership eligibility. Duties of the Speaker of the House are enumerated in the Bylaws and include the following: a. To serve as an ex-officio member of the Board of Directors without vote. b. TDA Speaker of the House Announces Candidacy Future Changes to Texas Medicaid Dental Program On October 28, 2011, the Health and Human Services Commission (HHSC) mailed enrollment packets to all Medicaid/Children’s Health Insurance Program members. It is very important for participating dentists to begin informing their existing patients about which dental plans they intend to participate. e Texas Dental Association has a sample letter, approved by HHSC, that participating dentists may share with their patients to help them complete the “self-selection” process for a Main Dentist. It is important to note, that although participating dentists may inform their patients about which plans they intend to contract with, dentists are prohibited from influencing a member’s decision to choose one plan over another. e “self-selection” letter was e-mailed to the TDA membership the week of November 14, 2011. Membership growth is vital to any thriving organization. The Texas Dental Association (TDA) Board is strongly committed to the Membership goal within the “TDA 2009” strategic plan, which addresses continued growth. I am proud to report that, as evidence of that commitment and for the second year in a row, the TDA received the following ADA awards in 2008:• Greatest Percentage Membership Net Gain: Texas had a net gain of 198 members in the year 2007.• Top Constituent Dental Society with Greatest Percentage of Non-Members to Membership: Represents a conversion of 4.7 percent of non-members into membership at end of year 2007.• Top Constituent Dental Society to Improve Retention Rate Percentage in 2007: Represents a 97 percent Association retention rate, which is an increase of 7 percent from the previous year.• Greatest Percentage of New Dentist Members: Represents a gain of 111 new dentist members (those dentists who are 1-9 years out of school).

Another example of the commitment to the growth of our Association is the TDA Externship Program, which builds student awareness of organized dentistry. This innovative program, created in 2007, offers students the opportunity to gain insight into the different components of organized dentistry including legislative and regulatory affairs, membership, governance, continuing education, and charitable dentistry and to gain a better understanding of their role as future leaders of the dental team. The program is open to dental students from each of the three dental schools in Texas. This year the externship program will take place June 20 – June 27 in Austin at the TDA central office. As an ongoing effort to enhance the value and benefits of the Association, the TDA Council on Membership developed a survey that was sent to all members in 2006. The results clearly showed that members have a high satisfaction rating with benefits such as the TEXAS Meeting, TDA publications, and the ability to participate philanthropically in the TDA Smiles Foundation. A great number of the discounted programs offered to members through the TDA Perks Program also received a high satisfaction rating. In accordance with the strategic plan, the Council on Membership, will survey members again in 2009. Participation from all members and a collaborative effort between the ADA, TDA, and local component societies are the keys to successful membership recruitment and retention. We encourage every member to get involved whether it is by attending local meetings, taking part in Give Kids a Smile! Day activities, volunteering at a Texas Mission of Mercy, or participating in TDA Legislative Day activities in Austin. Each member matters and is essential to the continued growth of our Association and of organized dentistry. This is the seventh and final in a series of articles focused on the TDA’s accomplishments guided by the strategic plan. Ensure ongoing contact with students throughout dental school. h. Work closely with dental school faculty. i. Evaluate number of nonmember dentists who attend and participate in TDA activities (TEXAS Meeting, TDA Smiles Foundation programs, etc.).Metrics1. Seventy percent of active licensed dentists in TX will be members of TDA by 2009 (baseline of 68.5% in January 2007); increase

membership retention rate to 97 percent by April 2007 (baseline 96% in 2006). a-d. Increase the number of dentists serving on component peer review and ethics and judicial affairs committees to attain a

participation rate of 2-5 percent relative to the total number of component society members by August 2009.2. Ninety percent of TX dental school graduates actively licensed in TX will be members of TDA five years after graduation (89%

dental student conversion from the graduating class of 2005 in Texas).3. Increase the number of member dentists actively participating in TDA by 1 percent a year (as measured by a variety of means

– participation at TX Meeting, TMOM, TXDDS, FSI programs, DENPAC participations, TDA legislative day) with annual report to TDA Board by the Council on Membership.

4. Establish baseline of nonmember participation at TDA activities (CAS, TDA Smiles Foundation, Membership) 5. Established baseline of members’ understanding of and satisfaction with the benefits of their TDA membership through Member

The TDA will update it’s strategic plan with another statewide retreat in August of 2008.

In 2003, Texas Dental Association members from across the state develop TDA’s first strategic plan, TDA 2009.

This is the final publication in a series of articles to keep you informed of the Texas Medicaid Electronic Health Record (EHR) Incentive Program and continuing efforts to implement health information exchange initiatives across Texas. The incentive program provides incentive payments to eligible Medicaid providers for the adoption and meaningful use of certified EHR technology.

Last month’s update asked Texas Dental Association members to submit their questions about the Texas Medicaid Electronic Health Record (EHR) Incentive Program. The questions received along with the answers are listed below.

Q: Could you please inform me of at least one dental software that has been approved/certified for the EHR incentive program?

A: All EHR systems and technology must be certified specifically for the EHR Incentive Program by the Office of the National Coordinator for Health Information Technology (ONC) and its authorized certification organizations. The Certified Health IT Product List is available at healthit.hhs.gov/CHPL. This is a list of all complete EHRs and EHR modules that have been certified for the purposes of this program.

Examples of certified EHR systems that have modules supporting dentistry include MacPractice DDS 4.1, the dental component of MacPractice MD 4.1., and NextGen by Quality Systems Inc.

At this time, there is not a certification available for dental practice management software. According to the Dentrix website, “We [Henry Schein Practice Solutions] are also participating in the American Dental Association workgroup for Electronic Dental Record (EDR) standards with the goal of creating a certification for EDRs that can apply more easily to the CMS meaningful use criteria.”

According to the Patterson Dental website, “Patterson is actively reviewing all new legislation and legislation interpretation to determine Eaglesoft’s ability to be Electronic Medical Record certified. We will continue to educate our customers by publishing new information to this FAQ answer as it is available to us.”

Q: I have been in contact with our vendor who administers our dental software, Patterson Dental, and have questioned to them the status of getting their software credentialed so we can participate in the incentive program. They advised our office that the dental requirements still have not been defined. Can you email me a copy of the definitions that a dental software program must produce in order to participate in the incentive program or the name of a dental software that has worked through this program?

A: The testing criteria that each certified EHR must pass include more than 45 test points. Some key points are whether the EHR: • Canincorporatelabtestresults; • Canmaintainanactivemedicationlistaswellasamedicationallergylist; • Includesadrug-drug/drug-allergyinteractioncheck; • Providesdataencryptionwhenexchangingelectronicinformation; • Deliverselectronicdischargeinstructions;and • Calculatesandsubmitsclinicalqualitymeasures.

Vendors can submit their EHR products to the certifying bodies to be tested and certified. Hospitals and practices that have developed their own EHR systems or products can also seek to have their existing systems or products tested and certified. Complete EHRs may be certified, as well as EHR modules that meet at least one of the certification criteria.

Once a product is certified, the name of the product will be published on the ONC website: healthit.hhs.gov/CHPL.

It was a winter wonderland during set-up for the Amarillo Texas Mission of Mercy (TMOM) last month! The temperatures dropped and the snow fell, but that didn’t deter the volunteers from setting up the equipment and supplies for the TMOM.

The patients didn’t seem to mind the cold weather, either. They began lining up to receive services at 5:00 p.m. Thursday, October 27, 2011 .

By Friday morning, October 28, 2011, the snow had cleared and the volunteer dentists were providing patients with much needed care. A total of 101 volunteer dentists, with the help of almost 1,000 volunteers, provided 1,089 people with $736,339 worth of charitable dental care.

Season of ThanksgivingAmidst the anticipation of the coming holiday season, we must not forget what we are truly thankful for in our lives. Before I get caught up in it, I’d like to express my appreciation for the following: 1. Organized dentistry: Being a member of the Texas Dental

Association allows me, a solitary dentist, to have a bigger voice and opportunity. I have been a member of TDA since 1974. For 37 years, I have enjoyed the benefits of being a member of our professional organization. I can count on the TDA to advocate for me at the Texas Capitol, to present me with scientific and research information through its publications, to give the public a glimpse of the caring side of our profession through charitable care through the TDA Smiles Foundation (TDASF), and to put on a top notch annual session featuring CE and exhibitors of the latest in dental care and products. The TDA staff does tremendous work for us daily to keep us informed and responsive to matters that affect our profession and the people we serve.

2. My staff: As president of the TDA, I spend a significant amount of time away from the office. If I’m not in San Antonio treating patients, I’m in Austin at a Board of Directors meeting or I’m visiting one of the 26 component societies across the state. This is all possible because of the capable and talented people who work with me. Thank you to Jo Nell, Chris, Crystal, Sara, and Lily. Also thanks to Dr. Jeff Wert, my partner, for your help and support.

3. DENPAC: The political action committee of the TDA is hard at work making your dollars matter. I am a member of the DENPAC Platinum Club and the ADPAC Capital Club. I know that the money I send to DENPAC supports legislative candidates who support the improvement of oral health for all Texans.

4. TDA Smiles Foundation: When the Texas Dentists for Healthy Smiles Foundation (TDHSF) sponsored the first Texas Mission of Mercy in 2003, I knew we had hit on something big but I never imagined the change in 2006 to the TDASF would match and exceed the accomplishments of the TDHSF. The TDASF has been a grand success. To date, the TDASF has provided $17.7 million in charitable care to 25,142 patients. Providing dental care to those who need it most is one of the most rewarding opportunities in our profession.

5. Last, but far from least, I thank my spouse, Sue Ann, and children, April, Vanessa, Preston, Jareth, and George. Their lasting love, understanding, and support have helped me immeasurably as your president.

Here are several recommendations on flourides published by expert panels sponsored by the American Dental Association.

1. “Dietary fluoride supplements should be prescribed only for children who are at high risk of developing caries and whose primary source of drinking water is deficient in fluoride (1).” See PMID #21158195 on pubmed.gov.

2. “When dentists advise parents and caregivers of infants who consume powdered or liquid concentrate infant formula as the main source of nutrition, they can suggest the continued use of powdered or liquid concentrate infant formulas reconstituted with optimally fluoridated drinking water while being cognizant of the potential risks of enamel fluorosis development (2).” See PMID #21243832 on pubmed.gov.

They also state that, “These recommendations are a resource for practitioners to consider in the clinical decision-making process. As part of the evidence-based approach to care, these clinical recom-mendations should be integrated with the practitioner’s professional judgment and the patient’s needs and preferences. Providers should carefully monitor the patient’s adherence to the fluoride dosing schedule to maximize the potential therapeutic benefit.”

HB 300 — Prepare Your Practice!HB 300, passed during the 82nd Regular Session of the Texas Legislature, amends the Texas Medical Privacy Act (TMPA) — Chapter 181 of the Health and Safety Code. The legislation addresses the privacy of protected health care information by establishing guidelines for the storage, transmission, and security of protected health care information. The legislation sets forth administrative, civil, and criminal penalties for disclosure or sale of protected health information (PHI) or other violations of Chapter 181 of the Health and Safety Code.

Additionally, the legislation requires training by each covered entity (any person, as defined, who comes into contact, possession of, or obtains or stores PHI) for its employees regarding the state (TMHP) and federal law (Health Insurance Portability and Accountability Act of 1996 (HIPAA)) concerning PHI, and also contains provisions for consumer access to electronic health records, if used by a health care provider.

With HB 300, covered entities are mandated to train new employees on both HIPAA and the TMPA within 60 days of hiring and every 2 years thereafter.

Although the legislation takes effect September 1, 2012, TDA has partnered with Smart Training to design a cost effective ($27.50 per person) internet based HB 300 training module. Additional details about accessing the module will be e-mailed to all TDA members in December 2011.

Texas Dental Association Notice of Grant Availability 501(c)(3) Non-Profit Dental Organizations

T he Texas Dental Association (TDA) announces availability of financial assistance for qualifying 501(c)

(3) non-profit organization affiliated with dentistry. The monies are derived from TDA Relief Fund interest income earned over the previous fiscal year. Grantees will be determined by the TDA Board of Directors.

Eligibility: Grantees must be 501(c)(3) non-profit organizations affiliated with dentistry.

Previous Recipients: In 2011, grants were awarded to Christian Community Action in Lewisville, the Community Health Center of Lubbock, the Covenant Health System Foundation in Lubbock, Dentists Who Care in Edinburg; the Good Neighbor Health-care Center in Houston, the Jack T. Clark Foundation in Austin, the San Jose Clinic in Houston, and the St. Paul Children Foun-dation in Tyler.

This TSBDE Update will address Texas State Board of Dental Examiners (TSBDE) Chapter 110 — 22 TAC §110.6 — Deep Sedation or General Anesthesia (Level 4) Permit. The TSBDE defines Level 4 Deep Sedation as, “A drug-induced depression of consciousness during which patients cannot be easily aroused but respond purposefully following repeated or painful stimulation. The ability to independently maintain ventilatory function may be impaired. Patients may require assistance in maintaining a patent airway, and spontaneous ventilation may be inadequate. Cardiovascular function is usually maintained (1).” A Level 4 Permit automatically qualifies an applicant for Nitrous Oxide, Level 1, Level 2, and Level 3 Permit privileges (2).

As a reminder, although Chapter 110 became effective June 1st, the TSBDE will not start enforcing requirements until January 1, 2012. This delay is intended to allow ample time for dentists to become compliant with all facets of the new regulations such as standards of care and monitoring.

A summary of the educational/professional criteria for dentists applying for a Level 4 Moderate Sedation Permit, taken directly from Chapter 110 — 22 TAC §110.6 — Deep Sedation/General Anesthesia, is available on the TDA website, tda.org. Space did not permit its inclusion in this publication.

May 2012 seems very far away. But it’s not! The holidays are quickly approaching and before you know it, the new year will be here. Tempus fugit, or time flies, it seems. It’s not too soon to make your plans for the 142nd Annual Session of the Texas Dental Association, The TEXAS Meeting, May 3-6, 2012, in San Antonio, Texas.

The brochure detailing all of the activities taking place at the annual meeting will be mailed in late November.
