We have fallen into this trap. We should confess and accept that this is a trap for our nation. We have been selling raw materials. This is a reality we inherited from the past and the country got used to it. Of course efforts have been made in recent years to relieve from this harmful addiction but has not been fully accomplished yet. We should first believe that the country must reach a point where it could easily shut down its oil wells whenever there is a will to do so. We should believe this. This is the oil issue now.

Profile The National Petrochemical Company (NPC), a subsidiary to the Iranian Petroleum Ministry, is owned by the government of the Islamic Republic of Iran. It is responsible for the development and operation of petrochemical facilities in the country. Founded in 1964, NPC began its activities by operating a small fertilizer plant. Today, Iran Petrochemical Industry is the second largest producer of petrochemical products in the Middle East. Over the years, it has not only expanded the range and volume of its products, but has also taken steps in the areas such as research and technology to achieve more self-sufficiency. Two special economic zones on the northern coast of the Persian Gulf have been developed to be home to the new projects of Iran’s Petrochemical Industry. These two zones enjoy good access to the feedstock, infrastructural facilities, local and international markets, free waters and the skilled manpower. The major activities of Iran’s Petrochemical Industry are the implementation of new projects and capacity building, production, sale, distribution and export of chemicals and petrochemicals. In 2011, 40 petrochemical production complexes and two centralized utility complexes as well as 76 projects have been supervised by Iran’s National Petrochemical Company (NPC).

Message from the president
In 2011, the annual nominal capacity of Iran’s petrochemical production reached 54.5 million tons of various petrochemicals including polymers, aromatics, chemicals and fertilizers. Also in the same year, Iran’s petrochemical industry exported 18.2 million tons of its products with the value of $14.7 billion. Besides, it supplied over 12 million tons of products to domestic market.
With an investment of $52.2 billion, the National Petrochemical Company (NPC) has planned to construct over 76 projects with an annual production capacity of 69 million tons. The plethora of projects includes 9 methanol and 10 ammonia-urea facilities. The salient features of these projects are that they are gas-based petrochemical facilities and the private sectors are involved in the phases of investment and implementation.

The plan considers sustainable development of the petrochemical industry by enhancing supply chain value creation and expanding its downstream industries.As part of its long-term development plans, NPC is studying to build integrated petro-refineries. To realize these

plans, NPC warmly welcomes private sector’s contribution to areas such as development of know-how, manufacture of equipment & machinery and research & development work.
In line with the execution of Article 44 of the Constitution of the Islamic Republic of Iran, NPC has, in the past several years, transferred a large portion of its shares to the private sector. And in the near future, its shares in remaining companies will be transferred to private sectors.
Once the shares are transferred, NPC’s ownership of the process companies will be handed over to the private sector. Following the transformation, NPC will continue to retain its sovereign and supervising powers and authority as well as its development role and will provide its services as a policy-making and oversight body.
The goal of the new NPC will be creating reasonable and balanced coordination between the government and the petrochemical sector and guiding the sector to grow in a sustainable and advanced manner.
Basically, NPC’s duties will include: policy-making, implementation, supervision, evaluation and coordination with other respective organizations.
The policy-making function will entail the following major tasks: Designing the petrochemical value-chain based on Iran’s competitive advantages and capabilities.Formulating policies for development of petrochemical industry in basic, mid and downstream sectors.
The implementation task will be inclusive of:
Forging joint ventures with the private sector in less-developed regions of the country, where NPC’s stake should not exceed 49% in the ventures Joint investment in developing state-of-the-art and high-risk technologiesDevelopment of infrastructural facilities and economic foundations with priority for less-developed areasGranting respective investment permissionsAnd supporting companies involved in various fields of the petrochemical sector.
The privatization laws have limited NPC’s investment in projects. But we have assisted and will continue our collaboration with local and foreign investors and non-governmental sectors by offering them petrochemical projects that are economically attractive.
At the same time, in order to develop the petrochemical industry in a centralized manner, NPC is currently studying building several new special economic zones in Chahbahar, Kish, Qeshm, Sarakhs and Lavan. We are also planning to construct chemical parks in these zones.
I hope that with the support of the Ministry of Petroleum and cooperation of the technology owners, investors, local and international engineering and contracting companies, Iran’s Petrochemical Industry can maintain its growth momentum and we can complete the plans on schedule.

� � � � ����The volume of exports in 2011 was 18.2 million tonnes, valued at $ 14,662 million, showing 2% increase in quantity and 27% increase in terms of value compared with 2010. NPC’s major export markets are illustrated in the following chart. South East Asia and Ocean, India and Far East represent the largest share of our products in the world markets. With the implementation of our strategic plan projects, we are endeavoring to expand our market and increase our exports to cover other regions of the world.

1. Industrial HygieneMore than 70 industrial hygiene engineers are employed in petrochemical complexes nationwide. These engineers identify occupational health hazards including toxic materials, chemicals, noise, radiation pollution and heat stress which are taken into account through the health risk assessment process. Other industrial hygiene activities in 2011 were as follows: - Celebration of health week in petrochemical industries for promoting the health culture between employees
and their families. - Updating the NPC’s Health requirements. - Development of 3 industrial hygiene obligations in Petrochemical industries. - Auditing the industrial hygiene, environmental hygiene and nutrition programs in petrochemical complexes
based on NPC occupational Hygiene obligations. - Execution of several noise, lighting conditions and chemical exposure mapping activities. - Implementing and supporting several research projects related to industrial hygiene.
2. Environmental HygieneNPC environmental hygiene inspectors conducted periodic inspections to verify compliance with our comprehensive health standards for food and accommodation services. In 2011, inspectors took 1350 chemical and 2500 microbiological samples of drinking water for controlling the drinking water quality.
3. Periodic Workplace Health Examination New employees are screened medically before employment and in order to protect their health in the workplace, regular medical examinations are compulsory for all staff. In 2011, periodic health examinations were performed for 89 percent of workers whereas in 2010 this number was 88 percent.

5. Health performanceThe key performance indicators for occupational health are Total Reportable Occupational Illness Frequency (TROIF) which defined as sum of all occupational illnesses per million working hours and Total lost Time Occupational Illness Frequency (TLOIF). The below table shows trend of these two indices during the year of 2010 and 2011.
6. Health Promotion Several awareness training programs were conducted in regard to heat stress, noise, stress management, respirator seal check, hearing protection, ergonomics, shift work, health, musculoskeletal disorders, chemical hygiene, etc. for all NPC staff and contractors.

1. Reduction of DischargePetrochemical industries use a lot of water which results in vast amounts of wastewater. Treatment of polluted water is one of our priorities. The status of wastewater production, reuse, and disposal in our complexes is shown in Table 1.
2. Air Pollutant EmissionAmount of gas emissions from all complexes throughout all phases of lifecycle was in accordance with the expectation. These emissions were measured and monitored regularly. Emissions of air pollutants into the atmosphere were within the standard ranges. The release volume of each type of gas emission is shown in Table 2.
3. GHG EmissionThe production and treatment of oil and natural gas are energy intensive operations. Therefore, managing CO2 and the other greenhouse gases (GHGs) produced by our facilities is a top priority. It is our goal to substantially reduce the industry’s GHG emissions. The release volume of GHGS emission is shown in Table 3.

4. Waste ManagementAbout 124,615 tons of different solid wastes were produced during the year 2011, 94% of which was hazardous. These wastes were managed in accordance with their types and disposal technical issues, as shown in table 4.
5. Energy SavingThe National Petrochemical Company monitors the energy consumption in petrochemical production plants through review and survey of energy consumption trends and regular walkthrough energy audits. SEC (specific energy consumption) criteria and standard for most important and energy intensive production processes as well as polymer process was set. The study for energy standard setting for utility centers will be performed in corporation with Iranian fuel conservation company (IFCO).
6. Green Area DevelopmentWe expanded our green areas from 1,882 hectare at the end of 2006 to 1,863.58 hectare at the end of 2011. The national environmental standard for green area development is 10% of the total industrial area whereas by the end of 2011 our green area reached a total of 71.6 percent.
� �� �� �� � �� � ��� ���� �In addition to specific training programs in each production and under construction plants, HSE offered general and special training courses for petrochemical industries. In this process, we could extract 8 Improvement Projects for the Company to be executed in 2011-2012 based on the schedule and planning. We used Balanced Score Card (BSC) to execute and monitor our strategies in PCCI. We did our best to make exact relationship between all measures with main goals and strategies and key processes of the Company.
It is worthy to mention that PCCI achieved the “RECOGNIZED TO EXCELLENCE” certificate in the second excellence festival of NPC in March 2011.

Petrochemical Research and Technology Company (NPC-RT)
In order to have a better understanding of existing petrochemical processes, creating and developing the technical know-how as well as supporting petrochemical industry in enhancing the productivity of processes, improving the products quality, and producing petrochemical products, with regard to the customers’ requirements, the necessity of establishing a knowledge-based research centre with the aim of creating technology in petrochemical industry seemed inevitable.
This company consists of three centres: Centre for research and technology of Tehran, Centre for research and technology of Arak, Centre for research and technology of Special Economic Zone besides the headquarters which are responsible for headquarters activities such as administrative, logistics, financial affairs and etc.
The role of Tehran Research and Technology Centre is so vital due to the fact that it is adjacent to the universities and research centres of Iran as well as the cooperation of these centres with the petrochemical industry. In addition, the research and technology centre of Tehran has acted as a bridge between production and commercial sector as well as customers of petrochemical products making the achievements of the industrialization possible through the researches. This centre is located in the 17th kilometre of Tehran-Karaj highway. The achievements acquired in this centre are executed in the centres of Arak and Mahshahr in pilot
will be performed. In the Tehran centre, there are well-equipped laboratories for synthesis and identification of materials and catalysts and reactor equipment are also available. Besides, the workshop facilities are at hand as well.
The catalytic research group uses many reactor test machines in laboratory scale which have been arranged for the tests related to gas conversion and dehydrogenation of paraffin in similar industrial conditions. Polymerization machines consist of semi-automatic polymerization system of polyolefin, full-automatic Strata and autoclave systems which are of Buchi type. In the customer-oriented workshop, polymer-formation
and hot-press machines are being used.
The Tehran Centre has a well-equipped workshop which is capable of making different types of catalyst reactor test machines and autoclaves .This workshop has the potentiality to calibrate Brux mass controllers. There is also the capability of manufacturing glove box and design and manufacturing of interface control system to reactor.
The laboratories of Tehran Centre consist of catalyst research laboratories, polymeric research laboratory, non-polymeric research laboratory, customer-oriented research laboratory, novel technology laboratory, catalyst

analysis laboratory, polymer analysis laboratory and gas chromatography laboratory. These laboratories are capable of providing laboratory services to the universities and other research centres since they are equipped with novel facilities. Some of the outstanding achievements of the Tehran Centre are as follows:
- Achieving the know-how and producing the catalysts of dehydrogenation paraffin, methanol and methanol conversion to dimethyl ether and propylene those which have successfully passed the pilot tests.
- Achieving the technical know-how of dimethyl ether processes, methanol to propylene, vinyl acetate monomer and acetic acid and the catalysts of the last-mentioned process have been successfully tested in Fanavaran Petrochemical Company.Providing PDP of methanol to propylene, vinyl acetate monomer processes and producing catalyst of methanol in Pilot plant scale.
- Achieving the know-how and preparing HDPE catalyst which has successfully been tested in Maroon Petrochemical Company in industrial scale.
- Kinetics, modelling and simulation of technologies related to polyolefin processes.- Substituting catalysts of Spheriline unit with the cooperation of Jam Petrochemical Company.- Commercialization of polyolefin nano-composites which are consumed in auto-manufacturing and packaging
industries. Manufacturing standard materials with laboratory purity such as the mixture of standard gases of calibration and some chemical substances.
- Acquiring the know-how and production of thermal multi-purpose transmitters.- Providing and presenting software for monitoring the pipes corrosion.- Achieving new environmentally friendly corrosion resistant coatings.- Troubleshooting, solving problems and increasing the capacity of industrial complexes as well as economic
feasibility studies and economic investigation are among other activities of this centre.
The Arak Research and Technology Centre is situated in 21st kilometre of Arak- Bojnourd highway in a land with an area of 40 hectares with the aim of Planning and performing research projects in order to achieve the production process know- how of various petrochemical products and meet the requirements of petrochemical industry. Regarding its facilities and equipment including pilot plants and laboratories , this centre is considered as the applied research projects centre of the company including Research laboratory, Analysis laboratory, Polymer industries workshop, Polymer & chemical Engineering Research department, procurement and warehouse, financial and administrative department, process and production engineering department, HSE and etc.

The Research and Technology Centre of Special Economic Zone was established in the site No.3 of Special Economic Zone in Mahshahr with an area of 51200 square meters in 2002 in order to achieve the technical know-how of petrochemical production units, meet the relevant requirements and stop the independence of Iran petrochemical industries. The main objectives of the above-mentioned centres are establishing pilot plants to conduct applied and basic researches with the aim of acquiring know-how and offering appropriate methods to increase production. The feed of these pilot plants can be easily provided, since this centre is in the vicinity of petrochemical complexes of the Special Economic Zone.
The pilot plants of this centre consist of:
PET pilot plant, semi-industrial unit of vinyl acetate monomer, Demo unit of MTP with the possibility to produce DME in its first reactor as well as MTP pilot plant.
Regarding the abundant gas reservoirs of Iran and the necessity of optimal use of these reservoirs for economic growth and development and increasing national income, the use of gas technologies to reach products with

a higher added value is felt more than before. Therefore, the process of propylene production via methanol (PVM) as a new technology in the form of catalyst production, process development, commissioning and launching pilot plants, MTP Demo plant and designing industrial unit was listed in the agenda of the research and technology company’s activities.
In 2010, the Demo unit of MTP and its pilot using an Iranian-made catalyst was launched.Non-polymeric and polymeric analysis laboratory of this centre own equipped machinery as follows:- Viscometer machine made by LAUDA Company for determining the inherent viscosity of polyesters such as PET polymer.
- DSC machine made by Mettler Toledo for determining the melting-point, polymer crystallites and so on.- Various types of automatic titrations and Karl Fischer.
The non-polymeric research laboratory of this centre has been supplied for installing non-polymeric setups and conducting relevant researches. The Chlor-alkali setup of this laboratory is currently active.
It is noteworthy that all the mentioned achievements and also the achievements of petrochemical complexes, are registered, patented and held by documentation affairs and patent registration services in Iran and abroad and also necessary consultations regarding the intellectual property to all applicants of industry are made with the assistance of professional international lawyers.

Manpower & Training Through the implementation of a progressive manpower-training program, NPC aims to maximize the learning opportunities for every employee and to ensure that the development of the competence and skills of the work force evolves with technological advancement. To this end, regular vocational and theoretical courses are being offered to ensure all employees keep up with the new developments in the industry. By the end of the year 2011, NPC’s total manpower was 10,158, showing a 0.7% decrease compared to the previous year. This was due to the privatization of two Government-owned companies namely Rahbaran Petrochemical Company and PCC International Company, in line with the implementation of the privatization policies based on the requirements of Article 44 of the country’s Constitution. Other reasons for the said decreas include retirement of some employees as well as transferring many employees to the other compaies in oil industry. It goes without saying that the qualifications of NPC staff are essential to guarantee business success; NPC is one of the companies that invest most in employees development, from basic training to post- graduate courses. Numerous on- the- job trainings are being conducted by our training department to raise standard and improve skills of manpower. This year, NPC personnel attended 325,325 man- hours of training including employees 287,272 man-hours, managers 13,589 man-hours and labors 24,464 man-hours. A number of employees also attended post-graduate university courses.

Petrochemical Industries Development Management Company (PIDMCO)Petrochemical Industries Development Management Company (PIDMCO), a fully owned subsidiary of National Petrochemical Company, was founded on Jan. 21, 1995 in order to perform tendering and execution of NPC’s developments projects.In this direction, PIDMCO has successfully accomplished bidding and contracting of many projects with the competent and qualified EP and/or EPC contractor, using the state-of-the art and the advanced process technologies as well as precisely supervised and aptly managed the execution of some of those EP or EPC projects.
At recent years, PIDMCO has been undertaking the bidding, contracting and implementation of petrochemical and infrastructural projects in Asaluyeh and Mahshahr, two major special economic zones located in south of Iran. Project Development Activities
Pursuant to NPC’s strategic plan, carried out by the company’s planning & development department, the most of the projects of the company’s 4th development plan have been completed and officially inaugurated. The remaining of the 4th 5-year development plan includes 14 production projects, utility and infrastructural facilities which are under different implementation stages such as: procurement, construction & erection, pre-commissioning and commissioning .These projects will be built in Petrochemical Special Economic Zone (PSEZ), Pars Special Economic / Energy Zone (PSEEZ) and other regions. The 5th 5-year development plan includes 62 production projects and utility facilities which will be implemented by private sector and NPC.

Petrochemical Special Economic Zone (PSEZ)Petrochemical Special Economic Zone (PSEZ) is located in the south-west of l.R. of Iran, on the Persian Gulf coast, within the boundaries of Mahshahr, a district of Bandar-Imam Khomeini (BIK).PSEZ became active in 1997 according to a declare issued by the High Council of Free Industrial and Trade Areas.BIPC, Razi &Farabi are included in PSEZ, which covers an area of about 2615hec.The zone was established due to available natural resources and geo-economic advantages. Pars Special Economic Energy Zone (PSEEZ)Pars Special Economic Energy Zone Organization, representing Ministry of Petroleum and NIOC, is responsible for management and leading the activities of South Pars, Pars Kangan and North Pars operational fields. The main activities including definition, approval (design, construction, operation and maintenance), establishment and construction of general infrastructures such as roads, railways, ports, airports, power, water, management as well as direction of the zone are among its main responsibilities and missions. This organization as the authority to 3 zones, namely Pars 1 (South Pars) measuring 14000 hectares, Pars 2 (Pars Kangan) measuring 16000, and Pars 3 (North Pars) measuring 16000 hectares, totally measuring 46000 hectares aiming to support the plan for development of the largest gas field of the world (South Pars common gas field) and 5 others, namely Golshan, Ferdowsi, Mond, North Pars and Farzad gas fields. This organization is legally subject to the law on establishment and administration of special economic zones of the Islamic Republic of Iran and in cases unpredicted in the said law and articles of association, follows the current rules and regulations of the country including the Trade Act. The fundamental goals of the establishment of PSEEZ Organization are set to prepare the grounds for enjoying relative advantages in the fields of oil and gas, establishment of necessary infrastructures for attracting local and foreign investments in the field of downstream industries including petrochemical, convertible and semi-heavy industries, in addition to upstream industries including gas and petrochemicals, enhancement of the employment rate, increasing national income, access to foreign technology and modern managerial knowledge, use of transit capabilities of the zone to support the production sector, making efforts to attract and support investors for execution of plans, providing necessary conditions for participation of private sector including domestic and foreigners in investment plans and ultimately, comprehensive and sustainable development of the special economic zone with focus on human development.

Background
Pars Special Economic Energy Zone is the largest specialized economic zone for oil, gas and petrochemical industries (in addition to a vast range of downstream, convertible and semi-heavy industries as well as service and commercial uses) in the world. This zone was established in 1998 to use the oil and gas resources of south Pars field and perform economic activities in the field of oil, gas and petrochemical industries. Area of this field is 9700 km² out of which 3700 km² is within the Iranian waters and 6000 km² is within the waters of Qatar. Gas reserves accessible to Iran, according to the recent estimations, is about 450 trillion cubic feet that accounts for nearly 6.8% of the world’s gas reserves. The volume of relevant gas condensates is estimated to be around 17116 million barrels. Within the last modifications performed in Pars zone, the space area is increased by 46 hectares in order to operate the reserves of North Pars, Golshan, Ferdowsi and Farsi (B) oil fields, Mond heavy oil and anticipate the sufficient space for development of onshore facilities of upstream industries including oil, gas and petrochemicals.
Geographical situation
Pars Special Economic Energy Zone is located at 300 km from eastern Bushehr province sharing the border with Persian Gulf, 420 km far from western Bandar Lengeh and 570 km off western Bandar Abbas. It is about 100 km far from South Pars gas field in Persian Gulf (according to the map) attached to the North field of Qatar.

Climatic Conditions
This zone enjoys sultry weather, hot summers and moderate winters. Maximum temperature in the summer reaches 50 degrees Celsius above zero and minimum temperature in the winter falls to 5. This zone is often windy blowing from the northwest to southeast. The rainfall is low seasonally with an average of 180 mm. The level of relative moisture generally exceeds 50% and reaches 90% maximum.
Operational Sites
1. Pars 1 Zone (South Pars): This zone, covers 14000 Hectares, consisting 16 gas processing phases and 15 petrochemical complexes as well as downstream industries, various relevant industries and semi-heavy industries. Phases 1-10 have been operated and phases 15, 16, 17, 18, 20 and 21 are being developed in the zone.
2. Pars 2 Zone (Pars Kangan): Respective lands of Pars 2 Zone (Pars Kangan), with an area of 16000 Hectares, consisting 8 refinery phases and one LNG project. Development of phases 11, 12, 13, 14, 19, 22, 23 and 24 and IRAN LNG Factory has been planned in the said zone.
3. Pars 3 Zone (North Pars): Respective lands of North Pars have an area of 16000 Hectares, allocated to support the development of some important Hydrocarbon fields. Gas fields of North Pars, Golshan, Ferdowsi as well as Farzad A & B are located in this operational sites.

Bakhtar Petrochemical Co.
