From the President……
What’s the definition of “teamwork?”
While watching the Nebraska Cornhuskers football team, it’s
easy to wonder what made them such a nationally ranked
team in years past, but today they often struggle.
Are all the members playing to their potential and doing what
is best for the team?
Some say the definition is, “When two or more people come
together to complete a task, then it is termed as teamwork.”
Teamwork also implies that all those on the team are focused on the same goal and want what
is best for all.
Can you be a better team member of the Nebraska State Association of Parliamentarians
(NSAP)?
Are you playing to your potential?
Are you focused on the “task?”
The president of NSAP believes the most important task is to encourage the use of parliamentary
procedure with Robert’s Rules of Order, Newly Revised (RONR). If you are a member of any or-
ganization, or are contacted by an association wanting information, as a NSAP team member,
you should explain the benefits of using RONR, and more than that, you should inspire others to
join our team!
Additionally, we should be helping and encouraging those who are on the team.
Not everyone is the star quarterback. Nor is everyone a gifted, educated parliamentarian.
We all start as novices.
Encourage those who may be struggling with procedures or those who may not know proper
language. It’s just being a good team member to help new members, and help in a such a way
that the new member wants to come back! Remember what it was like when you were a new
member.
We are so fortunate in Nebraska to have many renowned parliamentarians. We have members
who have helped write manuals, text books and other materials for the National Association of
Parliamentarians (NAP). We have members who are excellent teachers. Members who conduct
the PRP requalifying classes and those who helped compose the NAP Body of Knowledge stand-
ards. We have members who serve, or have served, on many NAP committees and by executive
appointment. Your president may be biased, but believes we have some of the best parliamen-
tarians in the NAP. But more than that, we have great NSAP members who willingly give their
gift of knowledge and time and do so without being pretentious.
We have great team members! Whenever you get the opportunity, invite someone to be a mem-
ber of our team!
A special Welcome to new NSAP members: John West; Julie West; Alexander Young; and Femtin-
ma Smith. We’re happy to have you on the team!!

This member was honored to be a representative of the Star City Area Unit to attend the virtual Biennial Convention of NAP.
Attending the “First Timer & New Member Orientation” was quite interesting, as there were probably more “older” members
as new members. They helped to explain about the Convention and told stories about some of the previous conventions.
Each day had a new experience. From bylaws forum to proposed bylaws amendments, the ability of President
Allen to remain calm and in control was wonderful to see.
One of the workshops attended was “The Presiding Officer’s Whisperer”, presented by Lorenzo Cuesta, PRP. The
parliamentarian of any meeting is there to help the President. Some of the potential aids in helping the president are using:
1. Cards with key words 5. “At Ease”
2. Pass a note 6. Take the microphone
3. Small section scripts 7. “Whisper” – based on training.
4. Full script
Some of the key words to work with the president on ahead of time are:
1. “Off Topic” 7. “Must Direct Comments to Chair”
2. “Repetitious” 8. “Do We Have A Motion?”
3. “Has Already Spoken” 9. “Does He Need Help With The Motion?”
4. “Too Many Speakers” 10. “Was Not Recognized By The Chair”
5. “Attacking a Member’s Motives” 11. “Reading Without Permission”
6. “Complaining” 12. “Exhausted Speaking Limits”
Mr. Cuesta’s handouts gave a “meaning” and a “remedy” for each of these twelve key words. He stated that work-
ing with a president who has a “backbone” in order to control the meetings is critical. Also, the president and parliamentari-

Lorenzo Cuesta, PRP has a fine sense of humor and kept us all attentive and willing to learn. He gave us the ba-
sics to begin working with a president as a parliamentarian, especially the behind the scenes work. Knowing how each of
you recognizes the other while in a meeting, to the debate protocol of the twelve key words.
This member enjoyed Mr. Cuesta’s workshop, gained experiences attending all of the business meetings and
Board of Director meetings. Despite the numerous technical issues with voting and not being able to get many motions
adopted by unanimous consent – this member would gladly attend another NAP Biennial Convention.

WHERE AM I?
1. Depending on the nature of the rules and the specific provisions of the bylaws, such additional rules may be placed in the
bylaws, adopted as special rules of order or standing rules, or contained in instructions from a superior body.
2. An amendment to the bylaws goes into effect immediately upon its adoption unless the motion to adopt specifies another time
for its becoming effective, or the assembly has set such a time by a previously adopted motion.
3. In large assemblies or those doing a great volume of business, much of the preliminary work in the preparation of subjects for
consideration is usually done by committees.
4. Although it is not common for the nominating committee to nominate more than one candidate for any office, the committee
can do so unless the bylaws prohibit it.
5. It may sometimes happen over a period of time that the needs which led to the formation of a society have largely disappeared,
and the organization may wish to formally disband or dissolve.

Thank you to the Nebraska contributors including providers and buyers for their participation in the online NAPEF auction in August and September! The auction brought in over $4100. This money will go toward additional workshops and educational materials for NAP.
The Foundation was pleased to report at its annual meeting that there are now 4 Diamond Diamond con-tributors, including Lori Bucholz, PRP; 3 Diamond Ruby contributors, 7 Diamond contributors including
Lynna Gene Cook, PRP and Sandy Olson, PRP; 9 Ruby contributors including Nancy Sylvester, PRP; 9 Sapphire contributors, and 95 life contributors including Donna Thompson, PRP, Nylanne Scheidegger, PRP, and Jeanette Wiliams, PRP.
NAPEF has approved grants to NAP for $7500 for virtual workshops for this last biennial convention and $7000 for the Credentialing Commission for evaluation.
Cody McCain, PRP, was one the recipients for the Foundation Young Professional Scholarship.
The Foundation encourages units and associations to write grants for workshops or projects that can benefit many areas of business, industry, religion, etc. in gaining more parliamentary education. For more information, please contact Sandy Olson, PRP, Foundation President at [email protected].
