In 2011, the National Statistical Coordination Board Technical Staff (NSCB-TS) observed its 24th anniversary in a year of exceptional achievement. The NSCB-TS for the past years has been noted for outstanding performance since its beginnings and in many aspects, reached new levels in 2011. Due to our proactive outlook and positive work attitude, we were able to reach most of our set goals amidst limited manpower and financial resources. We continued to do better especially on our work on statistical policy formulation, development and maintenance of statistical frameworks and indicators, provision of statistical products and services and coordination of national and subnational statistical system. We take pride in highlighting our accomplishments in 2011 thru this Annual Report.

During the year, foremost among the major outputs of the NSCB-TS was the release of the revised/rebased (2000=100) National Accounts of the Philippines (NAP) estimates for 1998-2010. The revision and rebasing of the NAP was done as part of the "Improving the Quality and Usefulness of the Philippine System of National Accounts (PSNA)" Project of the NSCB-TS with funding assistance from the World Bank. The said project involved the updating of the PSNA to incorporate new developments/new set of international statistical standards and guidelines of the updated 2008 SNA. The NSCB-TS also released the 2009 official provincial poverty statistics using the refined official poverty estimation methodology formulated based on the overall review undertaken by the Technical Committee on Poverty Statistics (TC PovStat) and approved by the NSCB Executive Board. Back estimates for 2003 and 2006 and 1991 estimates, specifically for MDG monitoring, were also produced.

As coordinator of the Philippine Statistical System (PSS), our initiatives in statistical policy formulation increased during the same year with 16 resolutions and five memorandum orders issued compared to 13 and four in 2010, respectively. These resolutions paved the way for the improvement of the quality and accessibility of government-produced statistics such as on the production, release and dissemination of microdata, compilation of the Philippine National Health Accounts, refinements in the official poverty estimation methodology, and in the revision and amendment of the Philippine Standard Classification Systems, among others.

The NSCB-TS also reviewed and monitored the statistical budgets of 18 agencies, coordinated and monitored six technical committees, 12 interagency committees and a task force, and reviewed and cleared 22 surveys and one questionnaire. Another output of the NSCB-TS in 2011 with funding support from the World Bank was the draft Philippine Statistical Development Program (PSDP) 2011-2017 Volume I which contains the proposed thrusts and directions of the PSS and statistical development programs by sector in the medium term.

In the same period, the NSCB-TS increased its stakeholders’ satisfaction/appreciation to statistics and utilization of data by efficiently providing its statistical products and services to its various stakeholders. Records show that through our National Statistical Information Center (NSIC) in the Central Office and in the nine Regional Divisions, clients served went up by 31% with 13,538 in 2011 from 10,328 in 2010. Our web performance also increased with 13,078,873 page views in 2011 compared to 12,026,866 in the previous year (up by 9%). We also increased the number of our press releases and web announcements disseminated with 215 in 2011 from 128 in 2010 (up by 68%). We were happy to note that our news articles/press releases and other information/data disseminated were published at least 1,112 times in various local, national, and international newspapers and websites as monitored by the NSCB compared to 746 in 2010 (up by 49%).

These we have done through the tireless efforts of our dedicated, work-oriented and professional employees. Our vision for instituting statistical literacy among our stakeholders and effectively responding to country’s growing need for statistical advancement is sharply on track towards a better and more progressive Philippine Statistical System.

We take the opportunity to thank our partners in the PSS for their continued support. Their selfless cooperation and active participation to all our undertakings helped the NSCB deliver results that contribute to our overarching goal to provide true public statistical service for the benefit of our stakeholders towards the empowerment of the Filipino people.

Mandate

The National Statistical Coordination Board (NSCB) was created in 1987 by virtue of Executive Order (EO) No. 121 to serve as the Philippines’ policy making and coordinating body on statistical matters in the country.

The major goal of the NSCB is to promote the independence, objectivity, integrity, responsiveness, and relevance of the Philippine Statistical System (PSS).

Its objective is to achieve the development of an orderly statistical system capable of providing timely, accurate, and useful data for the planning, programming and evaluation needs of all sectors of the Philippine economy.

Powers and Functions

The powers and functions of the NSCB as defined under Section 5 of EO No. 121 are as follows:

Promote and maintain an efficient statistical system in the government;

Formulate policies on all matters relating to government statistical operations;

Recommend executive and legislative measures to enhance the development and efficiency of the system, including the internal structure of statistical agencies;

Establish appropriate mechanisms for statistical coordination at the regional, provincial and city levels;

Approve the Philippine Statistical Development Program;

Allocate statistical responsibilities among government agencies by designating the statistics to be collected by them, including their periodicity and content;

Review budgetary proposals involving statistical operations and submit an integrated budget for the PSS to the DBM;

Review and clear, prior to release, all funds for statistical operations;

Develop, prescribe and maintain appropriate frameworks for the improvement of statistical coordination; and

Prescribe uniform standards and classification systems in government statistics.

The Executive Order further provides that the decisions of the NSCB on statistical matters shall be final and executory.

The NSCB Technical Staff The NSCB has a Technical Staff which performs the following functions:

Perform other functions as may be assigned by the NSCB and as may be necessary to carry out the purposes of Executive Order No.121.

In 2011, the National Statistical Coordination Board (NSCB) faced many challenges and opportunities to demonstrate its effectiveness as the highest policy-making and coordinating body on statistical matters in the country. Amidst these challenges and constraints, the NSCB during the year remained steadfast in its commitment to contribute to nation building through continued statistical coordination, development, maintenance, production and promotion of our statistical products and services. Through sustained and effective implementation of statistical programs and activities such as statistical policy formulation, development and maintenance of statistical frameworks and indicator systems, provision of statistical products and services and coordination of subnational statistical system, the NSCB in 2011 once again, led the Philippine Statistical System (PSS) towards a better and more progressive Philippines.

HIGHLIGHTS OF ACCOMPLISHMENTS FOR 2011

I. STATISTICAL POLICIES, PROGRAMS, AND STANDARDS

Resolutions

Sixteen (17) resolutions and five (5) memorandum orders were passed in 2011 by the NSCB Executive Board which include the approval and adoption of the following:

1. Budgetary thrusts of the PSS for CY 2012; 2. Statistical budget of the agencies of the PSS for FY 2012 endorsed to the Department of Budget

Memorandum Orders

1. Reconstituting the Technical Committee on the Seasonal Adjustment of Philippine Time Series;

2. Reconstituting the Technical Committee on Population and Housing Statistics;

3. Reconstituting further the Technical Committee on Poverty Statistics;

4. Reconstituting the Interagency Committee on Labor and Productivity Statistics; and; 5. Creating a Steering Committee for the formulation of the Philippine Statistical Development Program 2011-2017.

During the year, the NSCB-TS spearheaded the preparation of the PSDP

2011-2017 particularly the formulation of the following :

1. Thrusts and directions of the PSS for the medium term;

2. Planning Framework and Guidelines;

3. Stakeholders comments and recommendations in the draft PSDP chapters in the consultative workshop; and;

4. Draft PSDP 2011-2017 Volume I which contains the statistical development programs by sector.

The PSDP sets the strategic directions, thrusts and priorities of the PSS. It integrates the statistical activities of the PSS towards common goals and visions. It also contains the priority statistical programs and activities in the PSS designed to provide vital information support to the Philippine Development Plan (PDP) and other development agenda. Its formulation is being undertaken through a Steering Committee, various sectoral Interagency Committees, and Ad-hoc Working Groups with representatives from different government agencies including local government units, private sector, academe, and media. This programming activity for statistical development is done every six years and has been initiated in the PSS since 1976. The PSDP 2011-2017 is the 8th PSDP to be formulated in coordination with various agencies in the PSS and with funding support from the World Bank.

To improve the quality and accessibility of government-produced statistics, the NSCB formulates policies and programs that are meant to resolve issues, implement standards and methodologies, and institute systems on the statistical operations in the PSS.

System of Designated Statistics (SDS)

During the period, the NSCB has approved the modification specifically of the National Nutrition Survey and the Updating of the Nutritional Status of Filipino children and other population groups. Likewise, the NSCB-TS presented to the NSCB Executive Board the 2010 monitoring report on the implementation of the SDS.

The SDS is a mechanism for the identification and generation of the most critical and essential statistics for administrators, planners, policy and decision makers in the government and private sectors. It is an important tool in addressing problems, such as delayed release and inaccessibility of important sets of statistics, and on setting priorities in data production.

Statistical Survey Review and Clearance System (SSRCS)

A total of 22 surveys and a questionnaire on the PSDP were reviewed and granted clearance by the NSCB-TS in 2011 under the SSRCS:

12 surveys of the National Statistics Office (NSO);

Two surveys of NSO/Department of Energy (DOE);

Two surveys of the Technical Education Skills Development Authority (TESDA) ;

Two surveys of the Bangko Sentral ng Pilipinas (BSP);

One survey of the Civil Service Commission (CSC);

One survey of the Department of Social Welfare and Development );

One survey of the Food and Nutrition and Research Institute (FNRI);

One survey of the Philippine Institute for Development Studies (PIDS);

One questionnaire on data concerns/needs for the formulation of the PSDP 2011-2017 of the NSCB.

The SSRCS aims to ensure sound design for data collection to avoid unnecessary duplication in data gathering and elicit the cooperation of data providers and respondents

The TCs / IACs / TFs are subject matter interagency statistical committees created by the NSCB through Board resolutions / memorandum orders to serve as venues for discussion and resolution of problems and issues in concepts and definitions, methodologies, and data production and dissemination activities, and utilization of statistical information in the country.

Under this mechanism, the NSCB-TS reviewed and endorsed to DBM the PSS budget recommendations comprising the statistics budget for FY 2012 of 18 agencies based on the revised budget review guidelines:

Statistical Standards and Classification System

2009 Philippine Classification of Individual Consumption Expenditure According to Purpose (PCOICOP)

The 2009 PCOICOP is the first standard classification of individual consumption expenditures in the country which was patterned after the 1999 Classification of Individual Consumption According to Purpose (COICOP) issued by the United Nations Statistics Division (UNSD). In 2011, the NSCB-TS made the 2009 PCOICOP available online thru its website at: http://www.nscb.gov.ph/activestats/pcoicop

This is one of the 13 free interactive online databases developed by the NSCB-TS.

2011 Philippine Standard Occupational Classification (PSOC), Draft

The PSOC serves as guide to establishments and other institutions dealing with job placements and recruitment services, vocational training and guidance, immigration purposes and related concerns and as basis for manpower educational planning, program formulation and policy-and-decision-making and framework for statistical operations. It is also used in household and establishment surveys of the PSS. During the year, the NSCB-TS worked on the draft revision of the 2011 PSOC.

Statistical Advocacy

22nd National Statistics Month (NSM) celebration

As in the past, the NSCB-TS spearheaded the celebration of the 22nd National Statistics Month (NSM) with a series of successful statistical activities held in various parts of the country. The celebration hosted by the Department of Social Welfare and Development (DSWD) with the theme "Quality Social Protection Statistics for Focused Targeting: Improving Outcomes, Changing Lives” was highlighted by the following events:

Opening ceremonies held on October 3, 2011 at the Century Park Hotel, Malate, Manila with DSWD Secretary Corazon Juliano-Soliman as keynote speaker. During the program, the DSWD as host of the 22nd NSM, launched the National Household Targeting System for Poverty Reduction (NHTS-PR) data-base. The NHTS-PR database is an information management system aimed at creating an objective and transparent database of poor households that will serve as guide in identifying beneficiaries of their social protection programs.

In March 2011, the Cabinet Cluster on Human Development and Poverty Reduction (CCHDPR) decided to create the Technical Working Group on Poverty Monitoring and Indicator Systems (TWG-PMIS) to harmonize the different statistical frameworks/indicator systems on poverty reduction from various government agencies. The TWG-PMIS had a series of meetings and workshops to develop conceptual and statistical frameworks and to come up with an inventory of indicator systems on poverty reduction existing in the government. Hence, the Conceptual and Statistical Frameworks on Poverty Monitoring and Indicator Systems and the Philippine Poverty Statistics Portal were launched during the Opening Ceremonies. The Philippine Poverty Statistics Portal aims to serve as a one-stop web portal on information and statistics on poverty to communicate official poverty statistics and other related poverty indicators to a wider audience.

Similar tree planting activities were also conducted in various regions in the country. The Regional Statistical Coordination Committees (RSCCs) in collaboration with the DENR Regional Offices, and NSCB Regional Divisions in Regions VI, VIII, IX, and XII spearheaded the regional NSM tree planting activities. In Davao, a record 900 participants from regional line agencies, local government units, business sector, academe, and media joined the NSM tree planting held in South Dumalama, Barangay Tamugan, Marilog District, Davao City. In Western Visayas, in the joint effort of the Provincial Government of Iloilo, RSCC 6 and DENR 6, a total of 4,060 participants from RLAs, LGUs, Academe, Private Organizations, Media, Business sector, Philippine Army and PNP joined the “Piyesta sa Kakahuyan” Tree Planting Activity in Celebration of the 22nd NSM in Sito Agdalusan, Brgy. Jayubo, Lambunao, Iloilo where 6,900 seedlings of Narra, 2,800 seedlings of Toong and 300 seed-lings of Tapiya were planted.

Other major statistical activities conducted in celebration of the 22nd NSM include the following:

12th Faculty-Student Conference jointly organized by the UP School of Statistics , UP Institute of Statistics in Los Banos, and the SRTC;

Launching of the National Statistical Information Center (NSIC) in Pangasinan by the NSCB and the Pangasinan Provincial Government;

Interagency Expert Group Meeting on Millennium Development Goals (MDG) Indicators and the International Conference on MDG Statistics (ICMDGS) jointly hosted by the UNSD and NSCB;

Elimination rounds for the 20th Philippine Statistics Quiz (PSQ) by the National Statistics Office (NSO);

9th Labor Statistics Quiz of the BLES;

GIS Symposium organized by the BAS;

1st Statistics Congress in La Union organized by the NSCB Regional Division 1 and the RSCC in Region I;

Evaluation of nominees and awarding of the 1st ever Search for Achievers in the Field of Statistics in Western Visayas;

Training on Basic Descriptive Statistics conducted in Zamboanga City by SRTC in coordination with RSCC IX and NSCB RD IX.

The closing ceremony annually hosted by the Bangko Sentral ng Pilipinas (BSP) was held on October 28, 2011 simultaneously with the conduct of the 13th BSP-DepEd NCR Oratorical Contest. Mr. Treb D. Liquigan of Concepcion Integrated School in Marikina City was judged the best among the 17

contestants from the National Capital Region. The oratorical contest is a joint undertaking of the BSP and DepEd held since 1996 to promote awareness on statistics among senior high school students.

Conduct of the annual tree planting activity at the national level held on October 26, 2011 at the General Gregorio Lim Marine Barracks, Ternate, Cavite. The NSM tree planting activity in 2011 was made more relevant with the government’s National Greening Program signed by President Aquino thru Executive Order No.26. Despite the distance from Metro Manila, 348 participants from 27 government agencies, local government units, and private organizations attended the national tree planting activity spearheaded by the NSCB and the Department of Environment and Natural Resources (DENR) in coordination with the Local Government of the Municipality of

Ternate in Cavite and the Philippine Marine Corps.

The NSM Awards

In recognition of the outstanding participation of individuals and agencies in the NSM celebration as well as to promote the conduct of activities that would further the objectives and spirit of the annual statistical event, the following were the recipients of this year’s NSM Awards: which were given out during the opening ceremonies of the 22nd NSM.

Department of Environment and Natural Resources (DENR) won two (2) awards in the 21st NSM Best Activity by Category for its “2010 DENR National Annual Statistical Assessment Workshop Cum Info Technology Plan Workshop" under the Best Statistical Forum Category and “ENR Data/Info Dissemination” under the Best Information Dissemination Activity category.

Bureau of Agricultural Statistics (BAS) bagged the Best Statistical Contest category for its activity “21st NSM Essay Writing Contest on AGSTAT.”

Region VI (Western Visayas) was awarded the 21st NSM Best Region for the diverse set of activities undertaken, wide participation of local line agencies and local government units (LGUs), and promotion of local level statistics during the celebration of the 21st NSM in 2010.

The NSM 3rd Media Awards

In recognition of the important role of media practitioners specifically reporters from broadcast (TV and radio) and print/online news service from both the government and private media organizations, the 3rd NSM Media Awards were bestowed to the following winners:

Ms. Malou C. Mangahas of Philippine Center for Investigative Journalism and Investigative Documentaries(GMA News TV) - Outstanding Award for Print and TV Broadcast Categories;

Mr. Roderick de la Cruz of Manila Standard Today - Print Straight News Category;

Two very important events relative to the Millennium Development Goals (MDGs) monitoring were co-hosted by the NSCB-TS with the United Nations Statistics Division (UNSD) held in October at Dusit Thani Hotel, Makati City.

UN Experts Group Meeting on Millennium Development Goals Indicators. October 17-18, 2012

The 20th Meeting of the IAEG on MDG Indicators was attended by representatives of various Departments within the United Nations, a number of UN agencies from within the UN system, national statisticians, and other organizations concerned with the development of MDG data at the national and international levels including donors and expert advisers. The IAEG is responsible for the preparation of data and analysis to monitor progress towards the MDGs. The Group also reviews and defines methodologies and technical issues in relation to the indicators, produces guidelines, and helps define priorities and strategies to support countries in data collection, analysis and reporting on MDGs. During the meeting, the IAEG reviewed the activities carried out by the United Nations Secretariat and international agencies and defined how to address remaining requests from member states. Other topics discussed during the meeting include the following : a) monitoring issues considering the current discussions on the preparation of a post-2015 development agenda; b) MDG data structure definition for SDMX, the Handbook on MDG Indicators; and; c) updates on new measurement issues for a number of indicators.

2nd International Conference on Millennium Development Goals Statistics (ICMDGS) October 19-21, 2011

The 2nd ICMDGS was organized by the PSS spearheaded by the National Statistical Coordination Board and the UN Statistics Division (UNSD) in cooperation with the Department of Foreign Affairs (DFA) thru its International Commitments Fund (ICF) and other international organizations such as the UN Children’s Fund (UNICEF-Philippines), Asian Development Bank (ADB), ASEANstats and UN Development Programme (UNDP-Philippines). The Conference brought together around 100 participants from 21 countries and various international organizations.

Leading the invited guests and delivered a message was Dr. Paul Cheung, Director of the UN Statistics Division. Other participants to this year’s ICMDGS include representatives from Bangladesh, Brunei Darussalam, Brazil, Cambodia, China, Dominican Republic, Indonesia, Republic of Kazakhstan, Lao People's Democratic Republic, Malaysia, Mexico, Mongolia, Morocco, Myanmar, Philippines, Republic of Moldova, Sri Lanka, Thailand, Uganda, United Republic of Tanzania, and Viet Nam.

During the conference the participants reviewed the MDG monitoring strategies in place and propose recommendations for improved monitoring approaches. They also discussed MDG monitoring tools and strategies and made a number of recommendations to strengthen countries' capacity to monitor the MDGs at the national and sub-national level and to improve existing monitoring approaches.

The main recommendations of the Conference were:

For the international community:

to support efforts by countries to make MDG targets more ambitious and better tailored to different levels of development (including the use of additional, proxy or complementary indicators;

to address all unresolved issues in the application of standard definitions and methodolo-gies for the compilation of the MDG indicators; to strengthen country ownership of MDG monitoring process;

to continue efforts to enhance data management and analytical tools such as SDMX, country progress snapshots and DevInfo;

to increase efforts to provide guidelines and support for localizing MDG monitoring and addressing inequalities; and;

to assess the overall progress of statistical systems around the world as a result of the MDG monitoring process.

For national statistical systems:

to improve the compilation of metadata in countries and their accessibility by users;

to reiterate the importance of increased communication and better coordination between and among international agencies and national statistical systems/regional organizations;

to advocate both at the national and international level increased promotion of MDG statistics not only to track progress but also to be used as basis for policy and program interventions by governments and the international community; and:

to ensure the full involvement of the statistical community in the setting of targets and indicators for MDGs beyond 2015, including sustaining the gains achieved in statistical capacity building.

Official Poverty Statistics

The 2009 Official Poverty Statistics based on the refined official poverty estimation methodology was released on February 8, 2011. The 2011 Refinements of the Official Poverty Estimation Methodology was the result of serious and dedicated efforts of the Technical Committee on Poverty Statistics (TC-PovStat) being coordinated by the NSCB-TS. One major issue that was addressed in the latest refinements was on the comparability of the poverty estimates across space and over time. In the refinement, the adoption of provincial food bundles was recommended in the estimation of the provincial food thresholds, instead of using regional food bundles as what was earlier used. There were also changes in the estimation of non-food component, indirect estimation will still be used through the average FE/TBE ratio nationally determined from the 2000, 2003, 2006 and 2009 Family Income and Expenditure Survey (FIES) instead of a different FE/TBE ratio for each FIES year. The following are the major products and services of the NSCB-TS on poverty statistics in 2011:

2009 Philippine Poverty Statistics generated, based on the refinements in the official poverty estimation methodology approved by the NSCB Executive Board on February 1, 2011, and esti-mates released during a press conference on February 8, 2011;

Conduct of at least 21 presentations on the refinements in the official poverty estimation methodology to various national government agencies, local government units and academe (e.g., NWPC, DOLE, Human Development and Poverty Reduction Cluster (HDPRC), NEDA, House of Representatives, Senate, Caraga RDC, UPLB, etc.) from February to December 2011; and;

During the year, the NSCB-TS also released the NSCB Citizen's Charter (in compliance with Republic Act 9485 or the Anti-Red Tape Act of 2007) as an efficient system that will eliminate any form of red tape and eventually improve the delivery of NSCB’s statistical products and services to clients and stakeholders. The NSCB through its National Statistical Information Center provides frontline services to cater to data request and information needs of the general public.

IV. STATISTICAL DEVELOPMENT IN THE REGIONS

In 2011, the nine Regional Divisions (RDs) of the NSCB-TS in Regions CAR, I, V, VI, VIII, IX, X, XI, and XII continued to provide relevant statistical products and services at the subnational level. The RDs prepared seven policy/research agenda and provided technical secretariat services to the Regional Statistical Coordination Committees (RSCCs) which issued and approved a total of 43 resolutions.

Other local statistical activities :

Opening of two provincial NSIC in Kalibo, Aklan (May 19, 2011) and Lingayen, Pangasinan (October 24, 2011). The NSIC Kalibo was the fifth provincial statistical information center established in Region 6, completing all the provincial NSICs in Western Visayas. The NSIC Pangasinan is the first provincial statistical information center established in Luzon

Regional Consultative Workshops on the PSDP 2011-2017, held in Davao City (Aug. 25, 2011), Iloilo City (Aug.26, 2011) and San Fernando City, La Union (Aug. 31, 2011)

Spearheaded the conduct of the 7th Mindanao Statistics Congress on August 18-19, 2011, which is the first Statistics Congress held in Davao Region and attended by 197 participants, with 25 statistical papers presented in seven simultaneous sessions and the 1st Region 1 Statistics Congress on October 18, 2011 held in San Fernando City, La Union and attended by 120 participants from line agencies, local government units and academic institutions with ten statistical papers presented in three plenary sessions

RSCC VIII conducted Training on Statistical Analysis and Report Writing to 24 statistical personnel of Regional Line Agencies, Local Government Units and Non-Government Organizations on September 5-9, 2011 in Tacloban City thru the SRTC and Eastern Visayas State University (EVSU)

V. ORGANIZATIONAL DEVELOPMENT With strong commitment and dedicated limited staff, the NSCB-TS

delivered its regular outputs and developmental programs with only 118 staff out of the 224 total Plantilla positions in 2011y. In view of the NSCB-TS core value on Teamwork to promote unity in diversity, synergy, and group accountability, NSCB internal committees/teams were created to develop a core group of staff with expertise on various specialized fields and help ensure the effective implementation of NSCB activities.

8 FEBRUARY The 2009 Official Poverty Statistics Press Conference

True to its vision to reach out to every sector of society and making statistics more available and accessible at the grassroots level, the NSCB in cooperation with the Provincial Government of Aklan launched the Satellite National Statistical Information Center (NSIC) in Aklan located at the 2nd floor of the Provincial Capitol in Kalibo on May 19, 2011. During the launching, Aklan Governor Carlito S. Marquez received from NSCB Secretary General Romulo A. Virola the symbolic key of NSIC Aklan, the fifth provincial statistical information center established in Region 6, completing all the provincial NSICs in Western Visayas.
