ContentsContentsContents The National Statistics Month (NSM) aims to promote awareness, appreciation and utilization of statistics by all sectors of the Philippine society. It also calls for the participation and cooperation of the general public in improving and enhancing the quality of statistics in the country.
The NSM was first observed in 1990 pursuant to Presidential Proclamation No. 647 signed by former president Corazon C. Aquino on September 20, 1990. The move accords the needed recognition of the importance of statistics in development and makes a statement of support for the promotion, enhancement and instilling of nationwide awareness and appreciation of the value of statistics in the different sectors of Philippine society. It also calls for the participation and cooperation of the general public in improving and enhancing the quality and standard of statistics in the country.
The theme of the 19th NSM is DemandDemand--Driven Statistics: Key to Micro, Small Driven Statistics: Key to Micro, Small and Medium Enterprise (MSME) Development. and Medium Enterprise (MSME) Development. The themeThe theme aims to highlight the importance of generating relevant statistics that meet the data requirements of MSMEs thereby promoting the growth and development of the sector. It encourages agencies involved in the collection and generation of statistics to take a step further in understanding the needs of the MSMEs and the business sector in general and shift their current practice of supply-driven to user-driven data generation.
The National Statistical Coordination Board – Cordillera Administrative Region (NSCB-CAR), in partnership with CAR’s Regional Statistical Coordination Committee (RSCC) thru the Technical Working Group on the 2008 NSM, coordinated the NSM celebration in the region. Highlights of this year’s celebration include the following: Hanging of NSM streamers, 2008 Kapihan, Opening Program, Statistical Exhibit and the Lakad Pagdiriwang. Most of these activities were conducted in cooperation with the ConsumerNet, Regional Tripartite Wages and Productivity Board (RTWPB) and the Committee on Indigenous Peoples Concerns (CIPC).

Ana Dione (DOLE), Dir. Olivia Gulla (NSO), Dir. Carmelita Usman (DTI), Mr. Benjie Navarro (NSCB), Mr. Theodore Delson (RTWPB), Members of the media covered the event. For television there were reporters from the ABS-CBN, Skycableand Mountainview CATV. For print media there were reporters from Philippine Daily Inquirer, SunStar, Midland Courier, and Zigzag Weekly. For radio, there was Radyong Bayan or DZWT. The Kapihan was arranged by the Philippine Information Agency (PIA) upon the request of the RSCC/ConsumerNet.

During said press conference, Dir. Dione(right) gave an update on the CAR employment situation and current initiatives of DOLE to address unemployment in the region (e.g. Job Fair).
Dir. Usman (DTI) briefed the press on the definition and importance of MSMEs. Dir. Gulla(NSO) elaborated on the definition of employment as used in the NSO Labor Force Survey. Mr. Navarro (NSCB) shared some MSME statistics from the 2006 NSO Listing of Establishments. Mr. Delson(RTWPB) reported that based on statistics, CAR workers were among the most productive nationwide.

The formal launching of the 19th NSM started with the joint opening at the SM-Baguio on October 7, 2008. The activity was an undertaking between the RSCC-CAR, ConsumerNet, and the Committee on Indigenous Peoples Concerns (CIPC) in celebration of the National Statistics Month, Consumer Welfare Month and the Indigenous Peoples Month. Regional heads of RSCC member agencies and the guest speaker, Hon. Daniel Fariñas, Vice Mayor of Baguio City led the opening program.

The PNP Regional Office –Cordillera (PROCOR) was the lead agency. Participating agencies included the following: DTI, DOH, DepEd, NEDA, NSO, NSCB, NCIP, NTC, MGB, AFP-CRS and other government agencies. The Baguio City local government was represented by its City Planning and Development Office (CPDO). The REACT provided traffic management and escort support.
