    The Community Development Block Grant (CDBG) Program is a federally fundedprogram authorized by Title I of the Housing and Community Development Act of

    1974. The CDBG Program is administered by the Ofce of Community Renewal(OCR) under the direction of the New York State Housing Trust Fund Corporation(HTFC). NYS CDBG funds provide eligible small communities and non-urbancounties in New York State with an opportunity to undertake activities that focus oncommunity development needs such as creating or expanding job opportunities,providing safe affordable housing, and/or addressing local public infrastructureand public facilities issues. The primary statutory objective of the CDBG programis to develop viable communities by providing decent housing and a suitable livingenvironment by expanding economic opportunities, principally for persons of low andmoderate income. Six CDBG program applications were available for 2014: EconomicDevelopment, Small Business, Microenterprise, Public Infrastructure, Public Facilities,and Community Planning.
