A local view

IT’S A real pleasure to be asked to write for The LocalAnswer. Like me, it’s enthusiastic about Gloucester andit’s also a great way to spread the many positive storieswe have to tell.

I’m Gloucester through and through. I was born here,went to school at Linden Infants, Calton Juniors and TheCrypt. I’ve spent most of my working life in Gloucester– including several years at Barclays Bank. I’ve spent thelast decade with local estate agents Naylor Powell intheir property management business (although I onlymanage a couple of days a week these days).

I’ve been a city councillor now for over 15 years (Iwas young when I started!), in the Cabinet for the lastseven and Leader of the Council since 2007 – whenone of my first tasks was to deal with the terrible floodsof that summer.

It’s a job with huge challenges, some frustrations anda lot of satisfaction. I learnt a long time ago that you can’tplease all the people all of the time – but I do try to dowhat’s right for the majority. Honestly I do!

Now is an exciting time to be Leader. There is a hugeamount going on and a real enthusiasm to restoreGloucester to its status as a great English city. We’veachieved a lot over the last few years, but I know thereis more to be done. In particular, proposals for KingsSquare and the Railway Triangle are coming closer tofruition than they have before – and I know people aredesperate to see some action on these sites after yearsof waiting.

Our recent Tall Ships Festival and our first HistoryWeek were both huge successes. There’s a lot to bepositive about in Gloucester and I’m looking forwardto using The Local Answer to tell you about it.

RECENTLY we’ve featured information about the cuisine onoffer at Tiger’s Eye Fusion Restaurant at TheOld Bell in SouthgateStreet – so we thought it was about time we gave it a try.My partner and I were both set on trying the restaurant’s

signature dish – the Black Rock Grill – primarily to enjoy thedifferent style of dining it delivers. We were delighted with ourchoice – the whole experience of preparing food on the volcanicslabs, which are heated to 440°C, was fantastic!We decided on a selection of meats (and a few prawns) that

we could grill at our leisure. This enabled us to savour each ofthe six items (three each) as we cooked them fresh at the tableto our own liking. My partner opted for Beef Fillet,Lamb Fillet and Duck Breast, while I went forthe Tiger Prawns, Sirloin and KangarooFillet.Ordinarily we dine out to avoid

cooking, but the statement referringto the Black Rock Grill on theTiger’s Eye menu was accurate –“a unique, delicious, healthy,interactive dining experience” –one that we’re certain to repeat.Another great advantage to this

method of dining was being able to see justhow fresh the ingredients were – and wonderullypresented too. Both of us had a side salad and, in my case,Pommes Frites, while my partner opted for Pan Fried Potatoeswith Rosemary and Garlic.Our main course was sandwiched by delicious starters and

desserts. We set the ball rolling with Peking Duck (Chinesepancakes filled with shredded roast duck mixed with cucumber,

spring onion and Hoi-sin sauce) and Tempura of Tiger Prawns(lightly battered in Japanese Tempura and drizzled with mangoand chilli salsa). To round things off we had a Lemon & Mango

Tart – the ‘sharp’ and ‘sweet’ of the main twoingredients perfectly complementing each

other – and Raspberry Ripple Cheesecakewhich was a wonderfully creamytopping on a sweet biscuit basesuperbly presented with raspberriesand spun sugar.The food was excellent

throughout and the décor,combined with outstanding friendly

service, made for a totally relaxingevening. We were made to feel very

welcome and important by waiting staff AbbyReynolds and Rob Mapes (pictured) and, before

we knew it, over three hours of indulgence had passed.Why not treat yourselves and enjoy a complementary bottle

of wine to accompany your meal (see advertisement below).Alternatively, go and check out the Tiger’s Eye at lunchtime orearly evening and enjoy a Panini, Pommes Frites and a soft drinkfor just £4.95! (See vouchers page)

1 'Chipping' is found in several Cotswold place names and derives from the Saxon ‘ceping’meaning a market. This was to prove very appropriate, forthe town later established itself as a market centre for wool.Woolstaplers Hall was built by a wool merchant in 1340 as a meeting place for the staplemerchants to purchase raw fleece. The most famous of the merchants wasWilliam Grevel,mentioned by Chaucer in Canterbury Tales. His 14th century house remains almostunaltered in the High Street.The church of St James was built following his bequest, and is almost entirely 15th century,lending it a unity of style. There are several notable features inside, particularly the brassof Grevel and his wife, among the largest and oldest of Gloucestershire brasses.Another important local figure was Sir Baptist Hicks, a merchant banker, who built theMarket Hall in 1627 and the attractive row of almshouses near the church in 1612.

A Park in Chipping Campden. From the main street turn down Back Ends beside St.Catherine’s Church towards Hoo Lane. At the sharp right-hand bend, take the first turningon the left into Birdcage Walk. Continue ahead along the path to a road. Continue overthe road to the corner of a field. Take the path half-right uphill to the road.B Turn right and, after ¼mile (400m), take the path across the field signposted to BroadwayTower. At the road, turn left and continue to a junction.

2 The Kiftsgate Stone is a holed standing stone on the site of a former ‘moot site’ wherelocal people discussed business and dispensed justice. The Magna Carta was read fromthe stone as were the proclamations of monarchs, the last one being that of George III.

C Bear right and continue for ¼ mile (400m) to a bridleway on the right just after a right-hand bend.D Turn right and go downhill, keeping close to the right-hand field boundaries when thetrack emerges from the wood. Re-enter the woodland through a five bar gate and lookout for a stile and footbridge when a field comes into view on the right.E Cross the stile and head half-left across the field. Cross the stile and footbridge nearthe corner and turn right uphill, crossing a track, to a stile in the top corner of the field.F Continue in the same direction uphill across two fields and over a stile to a gate. Turnleft and join the road through a gate.G Turn right and, after 300yds (275m), take the path on the left to Dover’s Hill. Go straighton over the summit, crossing the stile ahead and continuing across a field to the road.

3 Whitsun Games were probably held on this hill as far back as Saxon times but it waslater the site of the famous Cotswold 'Olympick' Games, begun by Robert Dover in 1612.They were certainly not for the weak in body or spirit, involving such activities as wrestling,hand walking, shinkicking, and a particularly rough pursuit called singlestick fighting. Theoccasion became very popular and in the 1830s as many as 30,000 people attended.Unfortunately, the Games became unruly leading to demands for the event to be cancelled.The Games were stopped in 1853.They were revived in 1951 and now take place on the Friday after Spring Bank Holiday,although not all of the original events are included.

H Turn left and take the second path on the right (the Cotswold Way) back to ChippingCampden.

The Gloucester Docks are one of the mostfamous areas of the city today and they haveplayed a large role in the creation and history ofGloucester. The Docks themselves started as theGloucester Quays, not to be confused with the newshopping centre. Work on the canal into the docks,that eventually gave them their incredible prosperitybegan in 1794 but due to a number of delays theywere only completed in 1827.

The completion of the canal was worth the waithowever, as an immediate and dramatic increasein Gloucester’s sea-going trade soon followed.Gloucester soon handled a huge amount of tradeincluding goods bound for Birmingham and otherWest Midland areas. This quickly stimulatedcommercial and industrial growth throughout theentire city, which was soon consolidated by the newrailways – a direct line to Birmingham opened in 1840. The docks were enlarged soon after in1849 when the ‘Victoria’ or ‘Southgate’ dock wasopened. The docks quickly supplanted the cityquays and the centre of commercial activity.

In spite of their importance to the city, the docksheyday was short-lived. As technology improved,sea going vessels got larger, to the point wherethey could no longer fit down the canal to the docks.Goods had to be transferred to smaller vessels tomake their way into the docks, a practice thatwas not very cost effective. The railways, that hadhelped Gloucester in the beginning, now began towork against her as other nearby docks thatcould accommodate the larger vessels had aquick and easy means of getting those goods tomarket without going through Gloucester. To topit off Sharpness Docks were built further down the river from the city docks in 1870, hastening thedecline – a decline that, by the 1930’s, also hadroad transport hurrying it along.

Today the docks are either apartments orbusinesses, as well as a tourist attraction, but itis important not to forget where Gloucester’s statureas a large and important city came from.

Sow BeansSow ʻAquadulce Claudiaʼ broad beans now for an earlycrop for next year. Plant seeds 20cm apart and 5cm deep.This variety comes to no harm even in a very hard winterand will romp away in the spring.As mentioned last month you can now sow sweet-peasready for next year. Soak them for a few hours in somewater to help them germinate, then sow 1.5cm deep inseed compost in a 13cmpot, several seeds perpot. Cover with glass orpolythene until the seedsgerminate and then standout in the garden in acold frame or unheatedgreenhouse to overwinter.You should finish plantingyour spring bulbs thismonth with the exception of Tulips which fare better ifplanted late October or even November to limit theirexposure to soil-borne diseases. Prepare the GroundOctober is a good time to prepare the ground for new fruittrees and bushes. If planting on heavy soil add plenty

of grit to ensure drainage isadequate. Work in plenty of well-rotted manure into each plantingposition and add a handful of slow release fertiliser when youplant the new trees. Fruit trees arereally becoming popular as theytake little looking after (unlikevegetables) and can provideenough fruit to fill the freezer touse all year round.

Replant your window boxesNow is a good time to empty your hanging baskets andreplant window boxes with winter pansies and primrosesto provide a show through the winter into spring. Pop in afew dwarf daffodils like ʻtete a teteʼ or ʻFebruary Goldʼ, orperhaps some Iris reticulata. It is nice if possible to matcha colour to your front door. Add some fresh young ivy andmaybe a small conifer or two. This year my hangingbaskets went wild – I planted then with the usual mixtureof plants but put in too many petunias and I have decidedalthough they looked spectacular they are really too muchwork with all the dead-heading so next year NO petunias! If you plant Amaryllis bulbs inside at intervals betweenOctober and January it is possible to get them bloomingfrom January to May. Pot newly bought bulbs in 10-15cmpots depending on the bulb size making sure that two-thirds of the bulb is poking out above the surface of thecompost. Water well and leave. Check the compost doesnot dry out completely before growth appears but donʼtwater too much or they will rot. Start to water regularlywhen the leaves start to grow. Put the plants in a sunnyposition at a temperature of 15-18 degrees C and theflowering stems should appear in a few weeks.

Following the disorderswe saw back in August Ithink it is a good time toreflect on the impact thishad in Gloucester. Theweek saw violence anddisorder in London whichquickly spread acrossthe country. Then onTuesday the 9th ofAugust, Gloucester wasalso affected. Officers wereconfronted by large groupswearing hoodies, bala-clavas and other facecoverings and prepared to throw bricks, bottles andother ‘missiles’ at them, with some even armed withbaseball bats.

During this time the Old Gloscat building inBrunswick Square was set on fire and a large amountof damage was caused to local shops and parked cars.However the police and emergency services workedvery hard to restore order quickly and prevent this groupfrom causing further damage across the city.

I for one felt very angry about the mindless damagebeing caused here in Gloucester, and the reason wassimply because these individuals had seen similarbehaviour on their TVs or the internet. This wasn’t theresult of some emotionally charged protest or communitygrievance, they were simply mindless thugs taking anopportunity to cause damage, disorder and steal.

So far over 30 people have been arrested inconnection with the disorder. This has been a combinedresult of the immense effort of investigating officers tobring these offenders to justice, but crucially, theflood of information that came in from the communityhelping us to identify them.

The overall support from the public towards policeand emergency services was absolutely fantastic andvery much appreciated by the staff, many of whomwere working very long hours. I also think it is worthmentioning that although social networking sites wereused by many offenders to organise this disorder, thesesame sites were subsequently overwhelmed withmessages of thanks for the emergency services.

Thankfully these events are now behind us, but thelocal team are still very much focused on tackling anti-social behaviour and crime. October into Novemberfeatures the notable dates of Halloween and Bonfirenight, and the local team will be out in numbers to makesure that the few do not spoil the enjoyment.
