There is a very good reason why the State of Minnesota’s gloomy budget forecast has the attention of K-12 school districts across the state: Approximately two-thirds of most schools’ revenues come from state sources.

With a state budget deficit that has been estimated to be in the $4 to $6 billion range in the coming fiscal year, school districts are very concerned about the potential impact on the ability to preserve vital programs for students.

While St. Clair Public School is in good financial shape this year, we are as concerned as anybody else about the impact that a severe state revenue crunch could have on our district. This revenue crunch could be here as early as next year.

Rather than just simply waiting for the bad financial predictions to come true, the school district has been involved in two area initiatives that will allow us to be a little better prepared if the worst case scenario comes to pass.

St. Clair Public School is one of 15-20 school districts in south central Minnesota that has been meeting to explore future cooperation opportunities. The area of primary interest is the development of a regional approach to increasing student achievement while saving dollars. While it is too early in the process to determine the specific direction a collaborative plan might take, a collaborative effort in professional development and utilizing the expertise present in the area post-secondary institutions seem to be areas of common interest and potential. A modified school calendar, much like the one implemented in many southwestern Minnesota school districts this year, may or may not be included in the final plan. As we go through this process we are mindful of the opportunities to build on the strengths that exist in our region while at the same time recognizing and enhancing the uniqueness of each separate school district. One of the next steps in the process will be to expand input in each district through conversations with staff, parents, and community members.

Our school is also taking part in a similar approach as one of the seven member school districts that are part of the Minnesota Valley Education District (MVED). MVED member school districts are exploring ways to share staff and services in areas that will have the least negative impact on students. The driving force behind these efforts is to maintain levels of service while reducing costs in anticipation of possible lower levels of state funding for schools in the next several years. The MVED shared services initiative is not a duplication of the work already being done as described in the paragraph above, but instead compliments that work by focusing on services that are more easily shared by schools in close geographical proximity to each other. This project is also in the early phases of discussion and planning, and additional input will be sought in each of the school districts as planning moves forward.

Coming Soon!

Be sure to mark your calendar for Fall Family Fun Night on Tuesday, November 9 from 6:00 to 8:00. We’re planning something new for this year, so stay tuned for details—one thing you can be sure of, we’ll have lots of FUN!

Many Thanks A big THANK YOU to all who made the Back-To-School Ice Cream Social a huge success! None of what we do is possible without all of the great help we get from our volunteers.

When More is More Why should you get involved in your child’s education? Because it can make a dramatic difference in your child’s achievement at school and beyond. Research shows that when parents are involved in their children's education, the children are more likely to:

earn better grades. score higher on tests. pass their classes. attend school regularly. have better social skills. show improved behavior. be more positive in their attitude toward school. complete homework assignments. graduate and continue their education. Plus, schools with involved parents generally enjoy: better morale among teachers. higher ratings of teachers by parents. more support from families. a better reputation in the community.

When you get involved early in your child’s education, the results are more pronounced and long-lasting. And studies indicate that parent involvement in education has a positive effect at all grade levels: elementary, middle, and high school.

One of the easiest things you can do to get involved is volunteer at an STPC event or attend a meeting. STPC welcomes everyone and continues to need volunteers for various events, fundraisers, and committees year-round. We’d love to have you at our meetings, usually held on the second Monday of the month at 6:30. (Check our schedule online for details.) It’s never too late to start!

(Many thanks to www.schoolfamily.com for all the data!)

I’m excited to bring the leadership and dedication to help our students and families learn and experience the “Above the Line” attitude that will help each of us become leaders in our programs, school or community. I believe that having high expectation along with high achievement for all without excuses will help each of our student participants gain the ability to mature into the young men and women that this community of St. Clair wants when they walk out these doors their senior year.

Emily Bisel, Kindergarten Teacher Personal Information

I am originally from the St. Clair Area. I grew up in a family of teachers, and am excited to be back at St. Clair as the new Kindergarten teacher! My parents are both in the Mankato School District- my dad is at West High School, and mom is the Principal at Lincoln. I have an older brother and a younger sister who I am very close to. We all enjoy making it to our cabin in the summer. Other hobbies of mine include ice skating, reading, scrap booking, playing piano, and enjoying the outdoors.

Educational Background

I attended MSU, Mankato and my licensure is for Elementary Education and Middle School English. Last year I had the opportunity to work as a teaching fellow through MSU, Mankato. This allowed me to attend classes as I began working toward my masters while also teaching in a third grade classroom. I hope to soon continue taking classes to work toward my Masters in Teaching and Learning.

Other Comments

I am excited to implement and make use of the Smart Board in my classroom. My classroom last year, as well as the classroom in which I student taught, had a Smart Board. I was able to gather many ideas that I look forward to using this year. Smart Boards are great tools to use in the classroom!

This summer I was able to attend a SMART training (Stimulating Maturity through Accelerated Readiness Training). This program ensures that students receive motivation, brain stimulation, and physical activity to prepare them for learning. I look forward to using the SMART room as well as SMART activities in the classroom.

I am very excited to join the staff here at St. Clair and am looking forward to a great and successful year!

We are happy to welcome our new staff to St. Clair School and we wish them all a great school year!

I am excited to share my passion for math so others enjoy it as much as I do. I also want to share my knowledge of the real world, and best prepare them for college. We would like to extend our appreciation and thanks to the parents and students who helped us at the State Fair this year. The weather was great and there were lots of people out enjoying the day. Our volunteers worked hard, but also had time to enjoy the sites and variety of food offered at the fair.

We had approximately 210 workers in St. Clair "RED STORM" shirts cleaning up at the fair on August 29th. A new opportunity opened up at the fair for our group of workers this year, and on September 11th, we had another 58 workers cleaning the horse barn, which earned us $3,000 additional dollars. $10,000 earned from outside our community in just 2 work days !!! What a tribute to St. Clair community pride ! Thank You to each and everyone who helped again this year.

Next years dates will be August 28 and September 10 so mark your calendars now and plan on joining us! This is a great community project!

Thank You from the

St. Clair Athletic Backers

The book fair will be open October 14th through 20th

before school 7:55—8:25 and after school 2:45—3:25

We will also be open during conferences on October 14 and October 19

from 4:00 until 8:00 p.m.

What can your school counselor do for you? For those of you that may not know me, my name is Amanda Frank and this is my third year being the School Counselor at St. Clair High School and I love my job! I am so thankful to be able to work with students every day! They give me energy and keep me on my toes! Although I have some contact with the younger grades, my focus lies with the students in grades 7-12. I know the title of “School Counselor” is broad and many people ask me, “What exactly do you do?” Each year I like to begin my newsletter articles by reminding people what I do. To sum it all up, I help students with three areas; academic, personal/social, and career.

Academic: when a student struggles with grades or with testing, I collaborate with him/her to make a plan to help them be more successful at school. I also help to set up summer school and night classes for those that need it. When students have questions about PSEO, transcripts, credits or their class schedule they can look to me for help.

Personal/Social: this is what most people think of when they hear the word “counseling”. I am here for students if they want to talk about difficulties at home, at school, or anywhere in-between. If students need to talk, need to vent, need to cool down-I am there.

Career: this entails helping students with career awareness and planning. I want to see students exploring possibilities so that after high school they will have a good idea of where they want to go in life. I set up college visits, do interest inventories, am involved in the careers class, and ask students to start thinking about what the future holds for them.

I also do a few other things around the school. I am the head of a Student Support Team, the 504 Coordinator, the Testing Coordinator (K-12), the National Honor Society Advisor, a Senior Class Advisor and I am in charge of a tutoring program where high school Juniors and Seniors assist students in grades K-6.

My job requires that confidentiality be addressed. In my office, conversations remain confidential with only a few exceptions; if information is shared regarding abuse or if there is talk about harming oneself or others. In those cases, school counselors are required to report that information. I will uphold the highest level of confidentiality with students while following the legal and ethical guidelines of the counseling profession.

I would like be very clear by saying that my main goal, although it is very broad, is to help students succeed. I want students to come to me for help if ever they feel they need support. Referrals from parents and teachers are always welcomed.

You are welcome to contact me at [email protected] or by phone at 507-245-3027 ext.239. Also, check out the information that I have on the school webpage and look for my articles in upcoming issues! I am proud to be a part of the St. Clair School District and I am thankful to be able to work with such a great group of students and St. Clair professionals! I am excited about how well this school year has started off and I can’t wait to see what the rest of the year has in store for us here at St. Clair!

A kick-off assembly is being planned for the first day of school for our positive behavior program. The following week we will spend time teaching students what is expected at various locations.

The elementary STPC Ice Cream Social will be held this Wednesday, August 25.

A more detailed plan

of what a FLY proposal will look like for area schools should be available later this month.

Closely related to the Flexible Learning Year proposal is a shared services initiative that the Minnesota Valley Education District members are developing. At the August 16th meeting of MVED superintendents, the following items were identified as the most viable areas for cooperative efforts:

o Low incidence courses and electives o Co-Curricular Activities including Activity Directors o Community Education o Media Specialists o Technicians and Technology Supervision o Health Services o Audit Services o P & L Insurance Pooling o Workers Comp Insurance Pooling

The goal for 2011-2012 is to narrow this list down to five areas that have the highest level of support among MVED districts and have the highest probability of success.

Waterproofing and tiling of the foundation of the small gym east wall is almost complete. The small

The recently approved federal jobs bill for education could provide up to $166 million for the state of Minnesota. Depending on how Minnesota decides to allocate the funds, our school could see a substantial bump in one-time funding for use during the 2010-2011 school year. If the funds are distributed on a per pupil basis, we would receive an equitable amount of funding. If the distribution is tied to the Title I formula, we would see very little additional funding.

Our Minnesota Facility Cost Share grant for retro-commissioning is being routed for signatures at the state level. The process includes an internal review followed by two copies being sent for to us for signatures and then returned to the state for their final signatures. We are pushing for a turn-around date of August 30th.

As of August 18, 2010, our anticipated K-12 enrollment for the 2010-2011 school year is at 599 students.

We have hot water in the locker rooms. Board Reports Connie Johns and Laura Linde commented on their attendance at the MSBA Summer Seminar

sessions. Laura Linde also commented on specifically the Bush Grant and its funds to MSU teacher training.

Mark Frahm attended city council meeting. There is a new walking path from the East part of town making for an easier walk to school from that direction. There is a City Wide Clean Up day on October 9, 2010.

Open Forum Mark Depuydt reminds us of the athletic backers’ second opportunity to help at the state fair, on September 11th. The next regular meeting is scheduled for Monday, September 20, 2010 at 6:30 p.m. in room E107. Motion by Jim Grabowska, seconded by Jack May, to adjourn. Motion carried with all in favor. Meeting adjourned at 7:45 p.m. Respectfully submitted, _______________________ Jack May, Board Clerk Meetings attended:
