There still is work to be done on the irrigation controllers in the community, but we are committed to a trustworthy company that is working hand in hand with the Landscaping contractor, the Board, and the Landscaping Committee to resolve the issues that have been identified. New trees have been planted at the front of the community, along Sapphire Pointe Blvd near Cliffside, and on Cinnabar Drive. We have a contract with a company for (dead) tree removal in areas of the development, so we are working towards making the community look better and better. The project in the newly xeriscaped area on the West side at the front entrance will be completed soon. It was proposed by a scout as a way to earn his Eagle award. Four new Blue Spruce have been planted as “anchors” for the rest of the landscaping. I personally would like to invite community members to come to Board meetings to meet the Board and participate in the open forum. President’s CornerI believe we may have “turned the corner” on several of the concerns the Board has dealt with over the past year. Positive things are happening. We have committed to a company that will act as Project Manager for the clubhouse deck repair. It hasn’t been decided if they can do some work this fall, or if we will wait until spring for the entire project. A company has been hired to work on two phases of refurbishing the pool. Phase 1, which will take place this fall, entails replacing broken tiles and coping. Phase 2 will take place in the spring when they work on resurfacing the pool in time for opening it for the season. Our pool company from 2019 was given the bid to provide snow removal for us this year, and the Board renewed their pool contract for 2020 as well. Courteous Driving PracticesThe Board would like to remind community members to be courteous while driving in both Sapphire Pointe and Diamond Ridge. Please obey speed limits – the Castle Rock Police Department is being more vigilant in watching for speeders and ticketing them. As mentioned in the last newsletter, a Traffic Committee has been established. If you are interested in joining the committee, please contact Ann Marie Jacques-Koski, email [email protected].

Sapphire Pointe SurveyPlease watch your mailbox for an important survey the Board of Directors has created. You will be given the opportunity to respond by accessing the sapphirepointe.com website or returning your response by regular mail.

The Canyons DevelopmentA homeowner recently pointed out some interesting news that appeared in The Connection, a publication from Castle Pines. The Canyons development has submitted a request for doubling the number of planned units, from 2500 to 5000. It was stated that this proposal is in review by a number of agencies, including HOAs. Sapphire Pointe’s Board has received some information, but it was not discussed at the meeting.

HOA Board HappeningsSeptember 19, 2019

Homeowner Forum

Two homeowners from Cliffside were present with a question. They had noticed new trees being planted along Sapphire Pointe Blvd in the common area down the hill from them. There are several trees missing behind their houses, and they wondered if there were plans to replace them. One of the homeowners has had an enormous amount of runoff from the hill behind his house too. These questions gave Kent George, President, the opportunity to tell them that the HOA is in the process of determining what needs to be done in the Cliffside area in order

to turn over the common area to the HOA. An engineering report has been completed, and the HOA is determining the next steps to be taken. New trees in the area in question are planned.

Another homeowner questioned the possibility of using pavers for a new driveway. He was accompanied by two paver company employees. The Design Review Committee has been wrestling with this decision, so it was appropriate to bring the question to the Board; however, the Board still feels there are too many questions associated with this request. A survey will be sent to the homeowners soon and one of the questions asks for homeowner input on driveways. When another homeowner asked for permission to put decorative concrete in his driveway, the Board gave him the same answer.

A homeowner attended the meeting to talk about the many violation letters he was being sent. He contended he had fixed the problem and still was receiving letters. The Board asked the community manager to stop the letters and remove most of the fines. This was a good opportunity to let homeowners know they always can bring their concerns to the Board.

Financial Report

We learned the 2018 Audit was finished and John Janke found the statements contained in the report to be accurate and complete. The Reserve Study should be finished soon. The 2018 Federal and State Tax Returns were signed and investments made by the company that handles our Reserve accounts were ratified (an email vote of the Board had been done earlier, as time was of the essence).

John and Lyn Jacobs presented the draft of the 2020 budget. It is imperative that the HOA raise the dues of the homeowners again this year. We have gotten by for several years with smaller amounts being paid for services (mostly landscaping), and the community has suffered, so at the October meeting the Board will be asked to raise the dues by $6 per month. The 2020 proposed budget reflected that raise, and there still are some expenses that must be reduced. The Board is trying to identify where cuts can be made, and the contribution to the Reserve Fund likely will go down.

Social/Clubhouse Committee

Because of vandalism, the pool closed on Labor Day, but to try to make up for that disappointment, Heather Renfro is planning a small Halloween gathering. The date is October 26th from 4-7 pm at the clubhouse. There will be treats, “trunk or treating,” and a reptile demonstration. Wear your costumes and come on over!

Mark your calendar for December 20 and 21 for the annual Christmas/holiday celebration.

Traffic Committee

Ann Marie Jacques-Koski ([email protected]) has not met with the Traffic committee yet, but has the names of several people who want to be involved. She emphasized that nothing could be finalized without authorization from the insurance underwriter to tell us we have the proper coverage (required by the town). The authorization was received and Ann Marie had President Kent George sign the “Authorization and Agreement Regarding

the Use of Privately Owned Radar Speed Feedback Signs,” (provided by the town of Castle Rock). Once the town receives the agreement, the HOA hopes to move forward with placing its own speed monitoring signs in the neighborhood.

Landscape Committee

The Board ratified an email vote that terminated the contract of the current landscaper JSC Property Management. Another landscaper has been doing some work for the HOA, but a contract has not been finalized. An email vote had been taken to install four Blue Spruce trees in the front xeriscaped area, and that vote was ratified. There have been questions about the design of the xeriscaping at the front of the community. In large part, the xeriscaping was done in response to a plea to conserve water from the town of Castle Rock. The town also offers to pay the HOA $1.25 per square foot of xeriscaped area to encourage this sort of project, and the paperwork has been filed for the rebate. The area on the west side of Sapphire Pointe Blvd is where an Eagle scout project will take place on September 28th. The scout has raised money to purchase plants, and with matching funds from the HOA and a good design, the landscaping will be attractive.

Design Review Committee

A representative of Sherwin Williams had been contacted and a meeting set up to review the paint palette for Sapphire Pointe. The palette has been organized and should be available to the homeowners after the first of the year. The survey that has been discussed over the summer was presented. It will be finalized and go out to the homeowners soon.

Unfinished Business

The HOA has received a Settlement and Release Agreement from Lyon Homes regarding the common areas of Cliffside that need to be turned over to the master association. An engineer has written a comprehensive report and a meeting will be arranged with Lyon Homes in the near future.

The Board, after months of interviews with contractors, decided to hire Altitude Construction Services to work on the clubhouse deck. They will act as a Project Manager for the contractor who actually will do the work.

Four bids were presented for pool refurbishment. The Board would like to do some repair work (grouting and tiles) this fall, with the major project to take place next spring. Blue-White Pools was chosen for the project.

HOA Board HappeningsSeptember 19, 2019

The path in the Cliffside Park has been finished, using pavers.

Work on the Puma Ridge fountain is expected to begin in November. Heabler Metal was approved for repairing the letters on the sign.

Erosion along a path on Baguette Drive has affected a homeowner’s backyard. An engineer’s report and suggestion for repair will be shared with the homeowner.

A homeowner asked that path erosion next to his house be addressed. It is affecting one of his sprinklers. A contractor was chosen to work on three troublesome areas on the trails, including this one. He will work on a permanent repair.

New Business

The remainder of the insurance renewal (we have two policies and one was ratified at the August meeting) for the HOA was in the Board packet. A motion was made and passed to continue the coverage if another more economical vendor cannot be found before the current coverage expires.

The Board had decided on a trial period for extra personnel from the management company to work in the clubhouse one day per week. After discussion, the Board decided to discontinue the relationship and requested only one more trail walk for the year. It will save money in the Management Fee area of the budget.

Five items were discussed in relation to Rocky Mountain Community Maintenance (RMCM):

• A snow removal proposal was approved.

• The Board asked them to try to clean more water stains on the monument signs.

• The Board approved the purchase of a controller for the swimming pool.

• The Board approved their contract for pool services for 2020.

• RMCM was asked to revisit the three-rail fence they recently worked on in the community. Areas needed more stain and there was some poor construction that needed to be addressed.

Landscape Committee Minutes August 22, 2019Mission Statement: The Landscape Committee will oversee the care, maintenance, improvement and replacement of the common areas of Sapphire Pointe, including without limitation the turf, irrigation, paths, trees, and shrubs, landscape improvements (collectively, the “Common Areas”) in a manner which meets the standards established by the Sapphire Pointe Board of Directors.

Those in attendance were Ann Marie Jacques-Koski, Lyn Jacobs, and Bill Lueschen. No representative from JSC Property Management was present.

The minutes of the last committee meeting were ratified. Ann Marie Jacques-Koski made a motion to accept the minutes from the July meeting, Bill Lueschen seconded it, and the motion passed.

Although there was no one from the landscaping company present, the committee went over maps of the community and marked areas of concern. It was decided not to have any mowing of the usual areas this week, and instead ask the contractor to address other issues. Mowing heights still are an issue, and letting the usual areas go unmowed caused no problems in the community. (Anything that is not irrigated should be mowed no lower than 5 inches.) We did ask that more fence lines be mowed. The second corner of Baguette Drive and Sapphire Pointe Blvd needs to have the shrubs trimmed. Ann Marie marked several shrubs that we would like to have removed completely. The rest of the vegetation should be trimmed to 25 inches for sight line reasons.

We asked that all beds be checked for Rabbit Brush suckers and that they be removed. A large Rabbit Brush is growing in another shrub near Pyrite, and it can be removed. Kryptonite Island needs to have the weeds mitigated (there is lots of thistle). If the weeds can be controlled, that island will look much better (there is no irrigation available, so all we can do is keep it mowed and control the weeds).

There are weeds along Sapphire Pointe Blvd and Cinnabar Drive that need attention – either pulled or sprayed. Plants along Sapphire Pointe Blvd and at the pool should be deadheaded.

Three areas need to have the irrigation checked. Trees have died at the corner of Solstice Way and Cinnabar Drive, and we suspect it was from lack of irrigation. Maps were marked to show areas near Gemstone Park and Aquamarine where there has been water running over the curb.

The agenda mentioned thanking JSC Property Management for the recent bids they provided. Also, we thank them for adding irrigation to Nova Place and Neon Way.

We asked JSC Property Management for a bid for landscaping services for 2020. We still are trying to find a day to meet with them each month. We asked if Friday would be a better day, since they are working at Sapphire Pointe.

All of these topics were put in an email to Joe Colletti after the meeting. Lyn took the maps we had created to the crew chief on Friday and emphasized the things that needed to be done. The contractor was already in the process of mowing more fence lines when Lyn spoke to the crew chief. The marked shrubs at Baguette Dr and Sapphire Pointe Dr were not removed completely, but we are hoping to work on that corner in the future with landscaping rock and new plants, so we will address that area in more detail later.

Help Reduce Crime in Sapphire PointeWe encourage our residents to take the following steps to make their homes less appealing to thieves and to keep their neighborhoods safe.

• Don’t leave your garage door open and unattended even if you are at home.

• Always lock your car does.

• Never leave your keys in your car.

• Never leave your purse or other valuables in your car, especially in plain view.

• Make sure that doors and windows are locked and that your garage is closed when you leave your residence and when you retire for the evening.

• Make your house appear occupied when you are gone. If you will be gone for more than several days, temporarily stop delivery of the mail and newspapers, or arrange for a neighbor to pick them up for you. Papers piling up in front of a house or mail stuffed in a box is an indication that no one is home.

• Inform your neighbors that you will be out of town and leave an emergency number where they can contact you if needed.

• If you will be away for two weeks or more, have someone mow your lawn and attend to other regular maintenance.

• Purchase times for lights and have them come on in the evening hours. Many timers can be set for varying times on different days. Include a television in the timer set-up.

By following these tips, you can help keep your home and family safe from crime.

Join us for an overview showcasing examples and techniques that genealogists use every day as found in the original classic series primarily written by Ohio's own Mildred Wirt Benson. Although Nancy Drew is popular around the world having been

published in over 45 countries in 30 languages, the focus of this lecture is on U.S. records; we’ll go on an adventure exploring old and new tools of the trade, library materials, court records, newspapers, gravestones, incorporating community history, and some very untraditional resources. Ellen Kowitt is Vice President of the Colorado Chapter of the Association of Professional Genealogists, a past president of the Jewish Genealogical Society of Colorado, and a member of the Indian Peaks Chapter NSDAR. She has been researching her own family history for 25 years and enjoys helping others as a mentor. Ellen lectures, publishes articles, and volunteers at the Colorado State Archives indexing naturalization and probate records.
