ABOUT THE ORGANIZATION

The organization was established in July 2000 as a local NGO - the Center for Regional Development. In October 2001, it was granted the status of an accredited National Chapter of Transparency International (TI), the global anti-corruption movement. In February 2008, the organization was reregistered and renamed as Transparency International Anti-corruption Center. Mission: to promote effective public policy and good governance in Armenia in order to reduce corruption and strengthen democracy.

Goals: to promote the enabling environment for political, economic and social reforms, support the establishment of transparent and accountable governance system and foster democratic processes, including protection of human rights and public participation in governance of the country.

Activities: to conduct research, monitoring and evaluation of political, economic and social reforms, including observation of elections and referenda in accordance with the Armenian legislation; to raise public awareness on public policy and governance processes, build the capacity as well as provide professional support for effective public participation; carry out advocacy, including public mobilization and lobbying to provide effective public policy and governance reforms.

Monitoring of Presidential Elections Campaign Finance and Public Procurement in Armenia in 2008

Description: The project’s aim was to promote good governance in Armenia in its political, economic and social development processes; foster transparency, accountability and participation through monitoring and analyzing procedures and processes; raise awareness; generate public debate; initiate advocacy and lobby for reforms. The project consisted of two parts: the monitoring of campaign finance in the 2008 presidential elections and the monitoring of public procurement via publication, presentation and dissemination of project findings. Outputs:

Publication of “Monitoring of Campaign Finance of the 2007 and 2008 Elections in Armenia” comprehensive •report in Armenian and English, which summarized the experience of TIAC in monitoring campaign finance and use of administrative resources in 2008 Presidential, as well as 2007 Parliamentary elections Remarks and suggestions submitted by TIAC, 7 of which were included in the Procurement System Reform •Strategy adopted by the Armenian Government.

Description: The project was designed to increase public awareness of political finance and enhance transparency and fairness of electoral campaigns in Armenia. It was intended to produce and disseminate the Armenian version of a manual on monitoring of campaign finance and use of administrative resources, and parallel to that to discuss the electoral legislation with the Armenian experts in order to develop recommendations on the improvement of the relevant provisions of the Armenian Electoral Code.

Description: The project’s goal was to promote good governance in electoral and public procurement processes in Armenia. It was achieved by fostering transparency, accountability and participation in the mentioned fields through monitoring and analyzing procedures and processes; raising awareness and generating public debate; initiating advocacy and lobbying for appropriate reforms. The project consisted of two parts, including the monitoring of the elections for Yerevan Council on May 31, 2009 via publication, presentation and dissemination of project findings and the monitoring of public procurement. Description: Establishment and operation of Anti-corruption Advocacy and Assistance Centers (AACs) in Yerevan, Shirak and Lori Marzes provided a mechanism to enhance the capacity of citizens or organizations to redress their corruption related grievances and stimulate system-level reforms. It was expected to be done through advising and assisting citizens to formulate and channel complaints to respective authorities; as well as through analyzing complaints, identifying loopholes that promoted proliferation of corrupt practices; developing policy proposals and organizing campaigns for institutional reforms; and raising public awareness on corruption matters and citizens’ rights.

Interim Outputs:

Launching Advocacy and Assistance Center (AAC) in Yerevan with a press conference. In 2009, AACs •received 807 applications: 261 in Yerevan, 218 in Gyumri and 328 in Vanadzor by AAC in Gyumri and AAC in Vanadzor operating by TIAC, “Asparez” Journalists’ Club and Helsinki Citizens’ Assembly Vanadzor Office respectively, out of which corruption-related cases included 276: (108 – in Yerevan, 35 – in Gyumri and 133 – in Vanadzor) TIAC assisted Yerevan citizens and developed 16 reports on criminal acts addressed to law enforcement •bodies and 23 court applications. Five cases recorded some corrective action.
