IntroductionAlthough the Borough’s last full comprehensive plan was done in 1962, the Borough has continued to do extensive planning work with a focus on economic revitalization of the downtown core area and improvements along Old York Road. Jenkintown2035 builds off of these past planning efforts, however with a comprehensive and long-range focus. Jenkintown2035 evaluates all characteristics and components of the Borough (both the physical and the programmatic elements of the community) and maintains a Borough-wide frame of reference so that the impacts and benefits of improvements in one area of the Borough can be more readily understood and taken into consideration in the Borough’s decision making. Because the Borough is already built-out, this comprehensive plan will focus less on planning for physical infrastructure and more on the “intangibles” that make a place strong and special.

Jenkintown2035 Planning ProcessJenkintown2035 will serve as the Borough’s long-range community vision and establish the policies, priorities, and guidelines to achieve that desired vision. As required by the Pennsylvania Municipalities Planning Code (MPC), a community’s zoning ordinance, subdivision and land development ordinance, and capital improvements program must all be generally consistent with, and work to implement the vision of the municipality’s comprehensive plan. Taken together, all of these documents and codes influence the daily administration of the Borough and should therefore be supported by a strong, long-range, and comprehensive community vision, as laid out by the comprehensive plan.

The MPC outlines the required components of a comprehensive plan, including many of the physical components of a community, such as land use, housing, and infrastructure. The plan should outline how the physical components of the community will meet the anticipated future needs of

the community and demonstrate an understanding of the interrelationships between plan components and consistency with adjacent municipalities and the county comprehensive plan. Jenkintown2035 takes the standard comprehensive planning process one step further by synthesizing the information gathered and developing themes thereby making the interrelationship between plan components the framework for the plan, rather than the individual physical components.

Montco2040: A Shared Vision is the County’s new comprehensive plan that was adopted by the County Commissioners in January 2015. The County Comprehensive Plan provides an overall land use and growth management framework for local municipal plans and provides guidance on multi-municipal, or regional, issues such as flooding and transportation. Similar to Jenkintown2035, the County’s new comprehensive plan uses a unique structure that groups interconnected goals and recommendations with overarching themes which makes the plan more useful and relatable.

Diverse public outreach strategies were utilized throughout the planning process to ensure that the vision and planning recommendations reflect the community as a whole by hearing from as many individual viewpoints as possible.

• successful in its endeavors to forward economic development, historic preservation and environmental protection by encouraging community engagement at all levels and by collaborating with residents, business owners, property owners, the school district, and other key stakeholders.

Jenkintown celebrates its neighborhood diversity, classic town center, and historic and cultural heritage that combine to make it the ideal place to live, work, and play at all life stages.
