PurposeIn2014,leadershipoftheHealthServiceProfessionalAdvisoryCommittee(HS‐PAC)chargedtheHS‐PACCareerDevelopmentSubcommittee’s(CDS)AssessmentandAnalytics(A&A)TeamwithidentifyingandanalyzingthequalitiesandcharacteristicsofsuccessfullypromotedHealthServicesofficers(HSOs).Theresultantreport,AnalysisofHealthServicesOfficersPromotableOfficerProfileSurvey:PY2013and2014,waswellreceivedbyseniorleadersandjuniorofficersalike.Accordingly,theA&ATeamhasbeentaskedtorepeatthepreviousyear’sstudy.Thisreportpresentsthesurvey‐reportedpromotioncharacteristicsofHSOsforPromotionYear(PY)2015.Whereappropriate,PY2015dataiscomparedwiththePY2013andPY2014datafromlastyear’sreport.CoupledwithcurrentHSOPromotionBenchmarks,theinformationcontainedinthisreportallowsthereadertoformapictureofthe“PromotableOfficerProfile”.ThisassessmentwasconductedinthehopethatthedatawouldbeusedtoinformHS‐PACmembersandleadersaboutpromotedofficercharacteristictrendsandguideofficersseekingadvancement.MethodsThedatautilizedinthisstudy,foundinTableA,wascollectedbywayofanonymoussurveyresultsfromU.S.PublicHealthServiceofficersintheHSOcategoryforPromotionYear(PY)2015.AllofficersselectedforTemporaryorPermanentpromotionin2015receivedane‐mailfromtheHSPACChairon8/29/15,requestingthattheofficercompletethesurvey,withahyperlinktothesurveywebsitecontainedwithinthee‐mail.Thesurveyfor2015wasdistributedto155HealthServicesofficers,with117responsesreceived(responserate=75.48%).Incontrast,thepreviousyear’ssurveyhadaresponserateof89.07%.Ofthoserespondingin2015,54respondentswereTemporarypromotees,while27werePermanentpromotees,and22officerswereeligibleforbothTemporaryandPermanentpromotioninPY2015.Fourteenrespondentsdidnotcompletethesurvey;thosesurveyresponseswerenotincludedinoverallanalysis.Acopyofthesurvey’scontentscanbefoundinAppendixAofthisreport.Thecontentofthesurveycloselyfollowsthe2014HSOBenchmarks.Surveyresultsweregroupedbypromotiontype(TemporaryorPermanent).VariousdescriptivestatisticaltechniqueswerethenperformedontheresultantdatagroupingsinanefforttodescribethecharacteristicsofthoseHSOspromotedin2015.

LimitationsAswiththepreviousyear’sstudy,alimitationofthisstudyisthatonlythoseofficerswhowereselectedforpromotioninPY2015receivedthesurvey.Officerswhowerenotselectedforpromotionwerenotinvitedtocompletethesurvey.Asthe“non‐promote”portionofthedatasetislacking,nocorrelationalconclusionscanbeaccuratelymadefromthedata,andthisreportdoesnotattempttodoso.DuetoalownumberofrespondentswhowerepromotedtoeitherTemporaryorPermanentO‐2,thatdatagrouphasbeenomittedfromthisreport.Becauseoftheresultantsmallsamplesize,anyconclusionsdrawnfromanalysisoftheO‐2subsetmayhaveledreaderstoinaccurateconclusionsastopromotioncharacteristics,andthusthedecisionwasmadetoomitthatsubsetofthedata.Likewise,thesamedecisionhasbeenmadeforPermanentO‐6data,asthereweretoofewrespondentsforanymeaningfulconclusionstobemadefromthedata.Anotherlimitationfromthestudycenteredonthee‐maildistributionlistsusedtodeliverthesurveys.Whilethedistributionlistswerefoundtobecompleteandaccurate,someofficerswerefoundtohavemultiple,separatee‐mailaddressesinthedistributionlist.Withnowayofknowingwhiche‐mailwasthepreferredaccountforeachofficer,someofficersreceivedmultiplesurveyinvitations.Ifofficersinturnfilledoutthesurveymultipletimes,itmayhaveskeweddatainunexpectedways.Additionally,itshouldalsobenotedthatapproximately25percentofpromotedHSOsinPY2015didnotrespondtothissurveyandtherefore,itispossiblethatthe

characteristicsoftheseofficerscouldpossiblyskewthedataaspresented.Lastly,anysurveycontainingself‐reportedinformationcarrieswithitinherentflaws,astherewillbeconcernsastothevalidityofself‐reporteddatathatcannotbeobjectivelyverified.ResultsNumberofYearsinUSPHSCommissionedCorpsFigureAshowsthemeannumberofyearsintheCommissionedCorpsforrespondents,whichincreaseswithrankforbothTemporaryandPermanentpromotions.Theseresultswereeachfoundtobewithin1.25yearsorlessoftheresultsfromthe2014report.Inconjunctionwiththesmallersamplesizeforthe2015report,thisleadstheauthorofthisreporttobelievethatthedatafor2015iscongruouswiththedatafoundinthe2014report.

OverallCOERScoresFigureBshowstheoverallCOERScoresforsuccessfulTemporaryandPermanentpromotees.Whilethereissomefluctuationbetweenranks,allCOERscoreswerefoundtobeclosetotheoverallmeanof6.53.Inaddition,themodeforbothTemporaryandPermanentpromoteeCOERscoreswasfoundtobea7,withthesameholdingtrueforthemedianCOERscoresforbothTemporaryandPermanentpromotees.
IndividualPHSAwardsFiguresC‐1andC‐2andTables2and3showthehighestindividualPHSawardreceivedatthetimeofpromotion.ForPY2015,IndividualPHSawarddistributionscontinuetobeconsistentwithguidancefoundintheHSOCategoryPromotionBenchmarks,justastheywereinthe2014report.Metricsalsoappeartobeconsistentwiththosefromthe2014report.Specifically,62.5%ofthoseselectedforTemporaryO‐4inPY2015reportedhavingeitheranAchievementMedalorlowerastheirhighestaward.The2014reportshowedthesamemetricat69%.EightypercentofTemporaryO‐5promoteesinPY2015werefoundtohaveaPHSCommendationMedalorlower(84%in2014),while95%ofTemporaryO‐6promoteeshadaPHSCommendationMedalorhigherastheirhighestaward(92%in2014).

CommissioningDegreesandAdditionalDegreesThecommissioningdegreesofthoseHSOsincludedinthissurveyarelistedinFiguresD‐1andD‐2.AsonemightexpectwithacategoryasvariedastheHSOcategory,itisdifficulttonoticeanytrendfromrank‐to‐rank,however,itdoesappearthatHSOsaremostlikelytohaveaMastersdegreeastheircommissioningdegree,regardlessoftheircurrentrank.WithregardstoanyadditionaldegreesthatHSOsearn,trendsarealsodifficulttodetermine,butsomeinformationmaybegleanedfromthedatafoundinFiguresE‐1andE‐2.Justaswasfoundinthe2014report,HSOsaremorelikelytohavecompletedaMastersorDoctoratedegreeastheircareerprogresses,although66%ofallrespondentsforPY2015hadnotcompletedanyadditionaldegrees.For2015,18%ofTemporarypromoteestoO‐4werefoundtohavecompletedanadditionaldegreeattheMasterslevel,whilethepercentageincreasesto28%forO‐5promoteesand38%forO‐6promotees.InadditiontothehighwatermarkforMastersdegrees,TemporaryO‐6promoteesalsohadthehighestpercentageofDoctoratedegrees(23%)ofallranks.

ContinuingEducationandPublicHealthtraining/certificationsOfficersforthissurveywerequeriedontheircompliancewithContinuingEducationrequirementsfortheirdegree/certifications(FiguresF‐1andF‐2),aswellaswhetherornottheyhadcompletedadditionalPublicHealthtrainingorcertifications(FiguresG‐1andG‐2).Asonemightexpect,compliancewithContinuingEducationrequirementswasratherhigh(81%forallTemporarypromoteesand67%forallPermanentpromotees)withlittlevariabilitybetweenranks.ThedataforthosecompletingadditionalPublicHealthtrainingorcertificationswasloweroverallthantheContinuingEducationresponses,butstillshowedarelativelyhighdegreeofcompliancewiththeassociatedHSOPromotionBenchmark.

ResultsSummaryThisresultssummarygivesanoverviewofinformationcompiledfromthePY2015PromotionInformationSurvey.Aspreviouslynoted,noconclusionsaredrawnregardingofficerpromotion,asnotallHSOofficersupforpromotioninPY2015weresurveyed,andnotallthoseHSOssurveyedprovidedanswers.Withthatsaid,therearesomecommonthemesthatwouldseemtobeevidentforthoseHSOswhodidcompletethesurvey.IndividualPHSawarddistributionsinPY2015werefoundtobesimilartothedistributionsinthe2014report.Justasin2014,thoseHSOspromotedtolowerranksweremorelikelytohaveaPHSAchievementMedalastheirhighestaward,whilePHSCommendationMedalscontinuetobemoreprevalentasofficersincreaseinrank.OfthosePY2015respondentspromotedtoO‐6,95%reportedthattheyhadaPHSCommendationMedalorhigher.AverageCOERscoresforallrespondentsforPY2015,irrespectiveofranks,wasfoundtobe6.5(averageCOERscores=6in2014),withminimalvariancebetweenranks.Aswiththe2014report,themajorityofofficersacrossallranksreportedthattheyhadaccumulatedadditionalpublichealthtrainingand/orcertifications,andmostofficersreportedhavingaMastersdegreeorhigher.Asonemightexpect,anumberofdatapointstrendupwardsasrankincreasesandasanofficer’scareerprogresses.Thisisnotunexpected,asdeployments,billettransfersandgreaterleadership/supervisoryopportunitiesareoftencommensuratewithrankandexperience.Lastly,respondentsindicatedalackofknowledgeregardingtheexistenceofthe2014report.FutureStepsWiththisreport,theHS‐PAC/CDSA&ATeamcontinuesitseffortstoprovidevalue‐addeddataanalyticstotheHSOcategory,inanattempttodescribethecharacteristicsofsuccessfullypromotedHSOs.Aswiththe2014report,studylimitationsexistindesigningandaccessinginformationtoanalyzeafullpictureofhowandwhyofficersarepromotedovertime.Futureiterationsofthisreportshouldconsiderwaysinwhichthedatacollectionprocesscanbestreamlinedandimprovedtominimizetheselimitations,aswellaswaystopublicizetheA&ATeam’sfindings.
