THE NEW HORSEHEADS JOURNAL

Our First Family In the spring of 1787 John and Hannah (Gildersleeve) Breese along with their eight children took the long and arduous journey from their Somerset County, New Jersey home and settled just below Newtown which we now know as Elmira. Within two years a daughter Sarah was born into the Breese family. Sarah is believed to be the first white child born in Chemung County.

In the spring of 1789 John, Hannah and their nine children arrived in the “Valley of the Horses’ Heads. John built his log cabin on the spot where he had camped with the Sullivan expedition ten years before. A pink granite marker on the east side of South Main Street indicates the location.

John Breese became the first permanent settler in our area. His brother Henry made his home here some time later and Samuel settled near Forty-Fort, PA. The three Breese brothers were part of the Sullivan campaign.

The youngest daughter; Sarah Breese, married John Jackson of Brooklyn, NY and had four children. John Jackson became the sheriff of old Tioga County when it became Chemung County in 1836. Sarah died May 14, 1881.

John and Hannah’s youngest child, John, was born in the original log cabin on South Main St. His was the first birth in Horseheads. John Jr. married Mary Ann Truesdale and they had eleven children. They purchased a portion of the l’Hommedieu tract and built their home on what was known as John Breese Road, now called East Franklin St. They celebrated their 50th wedding anniversary in 1867.

John Breese died March 24, 1829 his wife Hannah died January 15, 1844. According to the records John Breese’s grandchildren numbered ninety-nine. The Centennial of the settlement of the family was cele-brated in June 1889, and nearly 500 relatives of the family were present.

MILITARY PACK HORSE PROJECT

Leah Cramer (one of our esteemed Village Historians) introduced the idea of recognizing the military pack horse as part of our heritage. You may recall the story that General Sullivan mercifully put down his pack horses in this valley while returning from his campaign with the Iroquois Indians.

A committee has been formed to look into the possibility of erecting a bronze statue of a military pack horse in a prominent location in the Village. This would be to commemo-rate the origin of our Village’s name. This will be in conjunction with the Village’s 175th Anniversary this year.

We are planning fund raising events and are currently accepting dona-tions. If you are interested in donating to this project, please call Ron Swartz at 607-481-1976.

DEPARTMENT of PUBLIC WORKS

The Street Department will start to clean the drywells and catch basins beginning in April (with weather permitting.) The drainage issues on Ryan Circle and Matthew Circle will also be addressed. Street signs will also be replaced, as needed.

NEWS FROM MAYOR DON ZEIGLER:

As we go to press, we are beginning the arduous process of preparing a budget for our fiscal year starting June 1st. Its too early to know where we will wind up but the “elephant in the room” is the Tax Cap. In a nutshell, nothing is simple. The purpose of the cap is to hold property tax down. The idea was “sold” as a limit on tax increases for each property and so it was logical to think that if your property tax was $1,000 then your property tax increase wouldn’t be more than $20 (2% of $1,000). Unfortunately it doesn’t work that way. The 2% limit is actually applied to the total value of all properties collectively in the Village. As might be expected, there are also other additions and subtractions to be applied before a final result is reached. In the end individual properties may be more or less than the 2% cap you hear about. As might be expected, NYC is exempt from the tax cap. I’m sure there will be more as we gain experience. This year is the 175th anniversary of the Village founding. Our anniversary committee headed up by Louise McIntosh is busily engaged in planning and coordinating events for each month from May on. What a terrific opportunity to refresh and preserve our heritage. Our Merchants Association is underway! In partnership with Elmira Heights, the Association is dedicated to revitalizing activity and economic benefits to our Villages. They are actively seeking new members and ideas for civic events. We are ideally situated as the gateway to the Finger Lakes to capitalize on this initiative. Contact Julie Chevalier at Village Hall for more information. Our friends on Matthew Circle and Ryan Circle will be pleased to learn that our public works depart-ment will be working on resolving the flooding problems they have experienced. Working with J. J. Carl, our storm water engineer, the staff has planned a mitigation design which should resolve these problems. Work should start in late spring or early summer. We are also looking at other ar-eas which need attention as part of our strategy to maintain and upgrade our infrastructure. Not very exciting to talk about but you should know of our efforts to keep everything working. Our energy study is nearing completion and we will soon be turning that information into cost sav-ings. Village Hall, the Fire House, public works and cemetery offices will get energy saving up-grades. The money we save by these changes are guaranteed to pay for the improvement. The result is no cost to the Village and we will have all new energy saving lighting, heating and air con-ditioning. Our property registration program will be launched shortly. The program applies only to rental prop-erties in the Village. We are requiring rental property owners – both residential and commercial – to register with us so we can enforce our property maintenance codes in the best interest of all of our residents. Absentee landlords will be required to have an agent within Chemung County for the purpose of serving notices and enforcing the various codes. In the past, there has been little oppor-tunity to hold absentee landlords accountable for their properties. For example, a landlord living in Arizona or California or any other state couldn’t be compelled to appear here in court for a property maintenance issue. This corrects that problem. It also has a provision for habitual violators which will allow us to revoke a rental permit or refuse to issue a rental permit. This program has been very effective across the country in helping to maintain properties and protect homeowners’ invest-ments in their residences. Watch for the 175th Anniversary events! 175th Anniversary Celebration

How exciting! Did you know your Village is going to be 175 years old? Founded in 1837, the Village of Horseheads has had an interesting life. Join us in celebrating from May 2012 –May 2013.

Monthly events are being planned by our 175th Planning Committee. It will take a community, OUR community to come together at these events to learn about our rich and somewhat un-usual history. If you have any historical facts, a need to become part of the planning, or an overwhelming need to involve your group or organization, please let our committee know.

SAVE THE DATE!!!! May 19 – We will begin our year long celebration at the ZIM House with an Afternoon Tea. Everyone is invited! Ladies, dig out those white gloves or an appropri-ate costume of any era. Enjoy the company while you are learning more about our history. Come join the Historical Society in beginning this celebration.

HOW TO DISPOSE OF UNUSED MEDICINES

Is your medicine cabinet filled with expired drugs or medications you no longer use? How should you dispose of them?

Most drugs can be thrown in the household trash, but consumers should take certain precautions before tossing them out.

Do not flush prescription drugs down the toilet or rinse down your drain unless the medication specifically instructs you to do so.

If no instructions are given on the drug label you can throw them in the household trash but first take them out of the container and mix (do NOT crush) them with an undesirable sub-stance such as used coffee grounds or kitty litter. The medication will be less appealing to children and pets and unrecognizable to people who may intentionally to through your trash.

Before throwing out the empty container, scratch out all identifying information on the pre-scription label to make it unreadable. This will help protect your identity and the privacy of your personal health information.

Lots of special offerings, wine tastings, massage specials, psychic readings and more will be offered! Our merchants are rolling out the red carpets to pamper and laugh with our community’s finest! We’ll keep you posted . . .

Horseheads Parks & Recreation Horseheads Parks and Recreation would like to invite you to attend our various events. Whether you are looking to compete in athletic competition, listen to live music, attend various events at the community pool, spend the day with others during community events, or just have fun, we can help!

This summer marks the 175th anniversary of the Village of Horseheads! To kick off the sum-mer there will be a Start of the Summer Party June 16th at Sullivan Park Pool from 1-3pm. 94 Rock will be there to get the party started! Don’t forget about Family Day at the pool as well. This years annual Family Day celebration will be July 14th from 11am-4pm. Come en-joy the pool and the ground displays throughout the park and yummy food! Fireworks show will begin at dark!

Youth Programs

Youth Box Lacrosse

Lacrosse is a local league program offering youth the opportunity to learn the skills of la-crosse at the recreational level. This program is offered to grades K-1, 2-3, 4-6, and 7-12. Program begins June 25th and continues to early August.

Youth Tennis Program

Kids learn to play tennis twice per week during the month of July. Lessons are offered to youth finishing grades k-8.

UK Elite Soccer Camp

This summer we are hosting a UK Elite Soccer Camp taught by professional instructors from England! The camp will run for 1 week, July 9-13. Ages 2-14. Sullivan Park Pool This summer Sullivan Park Pool and its lifeguards would like to welcome you back for another fun-filled pool sea-son! This summer the pool has many activities planned for the entire family. Rock-N-Splash is now during the day! It will be from 2-4pm in the afternoon. Rock-N-Splash dates are as follows; Monday June 25th, Monday July 9th, Thursday July 12th, Monday July 23rd, Thurs-day August 2nd, Monday August 6th, and Thursday Au-gust 16th! Rock-N-Splash is a great few hours of fun for kids of all ages. 94 Rock comes and does live broadcast with music, games, and giveaways!

The pool is now offering Water Aerobics! The water aerobic classes will be offered in sessions for a one time fee for the whole session. Drop-ins for one class will also be accepted. Session 1 is June 19– July 12. Session 2 from July 24-August 16. All classes will be from 6-7pm.on Tuesdays and Thursdays. There will also be a Saturday session from July 7-August 11 on Saturday mornings 11am-12pm. Prices TBA. Sign up for water aerobics and swim lesson classes at our website: www.horseheadsrec.com

We have improved our swimming lessons program this year! We are now following the American Red Cross Learn-to-Swim program featuring 45-minute lessons! We offer Parent/Tot levels, level 1, level 2, level 3, level 4, level 5, and level 6. We also offer private and adult swim lessons!

The swim lesson session dates are as follows:

Session #2 July 9 through July 20 (Morning*)

Session #3 July 9 through July 20 (Evening**)

Teal Park Concert Series

Teal Park concerts are free to the community! Come to Teal Park for great music and food every Thursday from June 7 to August 23. Concerts during June and July begin at 7pm and concerts in August begin at 6:30pm. Food service usually begins 1hr prior to the concert.

Community Events

Our annual Family Day will occur July 14th at Sullivan Park Pool; 11am-4pm. Fireworks show will begin at dark.

August 18th at Sullivan Park will be an inaugural event featuring a Jazz Festival! Come and enjoy great music between 11am-5pm.

Our annual Farmer’s Market at Teal Park will begin June 18 and go through September 24 on Saturdays.

This year we are offering a program called Junior Lifeguard. This program is for youth 11-14 looking to become a lifeguard. It’s a great opportunity for our youth in the community!

Saint Patrick's Day Events

It brings us great pleasure to announce that the Horseheads Fire Department is once again sponsoring the Chemung County St. Partick’s Day Parade on Sunday, March 11, 2012 at

2:00PM. This annual event is a way for the community to come together. The parade will in-clude groups from Caledonia Highlanders, Finger Lakes Pipe Band, Horseheads High School Marching Band, Carle School of Irish Dancing and Ring of Cariegh Irish Dancers. The parade

will begin at the High School, goes down Sayre Street, left onto Main Street, continues to Hanover Square and concludes with a left on Franklin St.

New this year is a community Chalk Drawing event that will be held on Saturday, March 10, 2012. (the day before the Parade). This event will give all that attend a chance to draw Sham-

rocks on the Street. W. Franklin Street at Pudgie’s will be blocked off to the intersection in front of Louies Restaurant in the Heart of Hanover Square from 12PM – 3PM.

St. Partick’s Day Dinner Saturday, March 17, 2012 at the Horseheads Fire Department from 3-7PM. Traditional Corn Beef and Cabbage Dinner will be served as eat in or take out.

We enjoy sponsoring these events and look forward to another successful year.

The Horseheads Fire Department will be hosting an open house for the recruitment of new members on Saturday, April 21, 2012. No prior training is necessary, we provide all train-ing, turnout gear, and uniforms free of charge. If firefighting is not your interest, consider being part of our medical first re-sponders. Code Enforcement With nicer weather approaching, a reminder that open burning is prohibited within the Village of Horseheads. ALL new pools require building permits prior to installation and ALL pools less than 4’ tall are required to have fencing around them. The Village of Horseheads adopted a new law in September 2009 requiring a permit for all dumpsters on residential properties. If you have a dumpster located on your property and you are not located in a residential zone, it needs to abide by local regulations. If the dumpster is visible from public view, it needs to be surrounded on all sides by a screen or wall. The dumpster must be placed on a surface that is impervious to water (concrete, asphalt, brick, etc.). Finally, dumpsters must have tightly fitting covers and must abide by all setbacks. This is a summary of the dumpster regulations. More information can be found in the online code book on the village website, www.horseheads.org. We ask that all portable basketball hoops be removed from the streets and right of ways after each use as they are an obstruction to emergency vehicles, street sweepers, and pedestrians. If you have any questions, concerns, or complaints, don’t hesitate to call. Bob Young handles building construction, permits, and fire inspections. Ian Rossi handles property maintenance and fire inspections.
