LANCO Amarkantak Power Limited (LAPL) is operating 600 MW (2 X 300 MW) and is constructing (1X660MW) capacity coal based thermal power plants near Pathadi, Korba Tehsil, Korba District, Chhattisgarh. Another 1x660Mw project is also under construction. Project execution is in very advance stage. Many of the milestones achieved and rest are under execution. Boiler Hydrotest Completed and is ready for Chemical Cleaning. Turbine is Boxed up. Lanco Amarkantak has taken all statutory clearance from concerned Govt authorities.

progress. • 6 Nos fan stacks erection completed in CT Unit # 3. Fill pack assembly for 3
no shells completed. • Gear box and motor assembly with shaft alignment completed for 5 nos of
shells.
CW & ACW System:– • CW & ACW Pump house – 30% Structure erection completed. • Erection & alignment of 3/3 nos ACW pumps are completed. • Erection of 1/5 nos CW pumps is under progress. • Erection of Gates and screens for CW & ACW systems are under progress. • CW Piping - 88% erection, welding & NDT completed. Final connection with
pump house and condenser unit # 3 is in progress. • ACW Piping - 86% erection, welding & NDT completed. End connection with
pumps is balance. Chimney:–
• Flue can erection work completed for Unit # 3. Final connection with ID fan flue duct is under progress.

LP Piping:-

• Switchyard Control Building - All works completed & AC system is in operation.
• Unit Control Building - (A) 200 TR Chiller Plant: - Erection works completed, Commissioning works are under progress. (B) Package AC system at + 7.4 Mtr Unit Control Building: - All equipments & duct erection completed.
• ESP Control Room Unit # 3 (Package Air Conditioning System) - All Indoor units are erected and duct erection are under progress.
• Roof Extractor Fans: - Erection of all roof extractor fans (19 Nos) are completed in PHB Unit # 3 & 4 (AB bay).
• Supply Air Fans & Exhaust Air Fans: - Fixing of 65 nos of fans completed. • ESP Control Room Unit # 3:- UAF Units and its Centrifugal fans with motors
erection completed. Ventilation duct erection 90% completed. • Air Washer Units at +21.4 Mtr of Unit Control Building: - Centrifugal fans
erection completed. Ventilation duct erection is under progress in CCB & Unit # 3 CD bay.
• CHP Tunnel & Pent house: - Foundation works completed for supply air fans & Exhaust air fans in track hopper area. Ventilation duct erection work is 80% completed in CHP tunnel & pent house area.

400 KV Switchyard:- • Structure, Equipment erection including stringing completed. • Testing of all equipment completed. • SCADA commissioned in Switchyard. • Switchyard is ready for charging with SCADA facility.
400 KV Transmission Corridors -
• 14 out of 14 No of towers erection completed in 400 KV Switchyard Corridor. • Conductor stringing work of switchyard and transmission corridor for GT Unit
# 3 and for startup circuit completed. • Approvals for energization of switchyard interconnection corridor are received
from CEA.
Electrical Packages – • Cables (HT, LT & Control) - 95 % Supply completed and total 64 KM cable
tray & 123 KM cable laying work completed. • Station (Start up Transformers) - Testing of startup Transformer completed.
Charging permission from CEA obtained for Startup Transformer & Start up board. Start up transformer and SA board is ready for charging.
• HT Switchgear (Unit # 3) - 3UA & 3UB are ready for charging and charging permission from CEA obtained.
• Unit Auxiliary Transformers (UAT) - All 4 no transformers received & erected. • Unit Transformers (UTs) - 2 no received & erected. • Generator Transformers- All 3 no of GT received at site and erected for Unit #
3. • Auxiliary Transformers -Total 61 no Aux. Transformers are received & 34 no

400 KV D/C Transmission Line –
• 119 out of 144 nos civil foundations for Tower completed. • 108 out of 144 nos Tower Structure erected. • 11.5 KM out of 47 KM stringing completed. • Balance Foundation, Tower structure erection & stringing work are in
progress.
Control & Instrumentation Works:- • DCS - Supply of Unit # 3 completed. • Erection of DCS Panels for Unit # 3 completed. • UPS panel erection & commissioning completed for Unit # 3. • Batteries for UPS system of Unit # 3 erected. • Total 120 KM cable lying completed. • Erection of panels and field instruments are under progress in Boiler and
Turbine. .

BACKGROUND:
Lanco Amarkantak Power Limited (LAPL) is setting up coal based supercritical power generation
unit of 660 MW capacity (Unit No. 3) near Korba in Chhattisgarh State which is at an advanced
stage of construction.
The Project is 95% complete in respect of the Main Plant (Boiler, Turbine-Generator), and
progress in respect of the Balance of Plant (BOP) comprising Coal and Ash Handling Systems,
Cooling Water (CW) System, Electrical Systems, etc. is about 70%.. PL is regularly submitting
Compliance Reports to MoEF&CC Regional office, MoEF&CC-Delhi, CECB-Raipur and uploading
on the Ministry website as per the conditions laid down in the EC.
Environment Clearance (EC) for Unit-3 was received on 31.12.2007 vide EC No J-13011/44/2007-
IA.II(T) for 600 MW capacity which was subsequently amended on 04.09.2008 for 660 MW unit
capacity vide EC No J-13011/44/2008-IA.II(T). The EC was received with validity period of 5 years
to start of production by the Power Plant i.e., till 31.12.2012. The validity of the EC was further
extended for a period of 5 years up to 30th Dec 2017.
Permission to Establish by Chhattisgarh Energy Conservation Board (CECB), Raipur was issued
vide its letter dated 04.06.2008 (For 600 MW Capacity) which was amended for 660 MW capacity
on 11.02.2010 i.e., after around 2 years from the date of EC.
The Project was started with Notice to Proceed to EPC Contractor in June 2010. In the first 18
months, the project was on fast track and achieved significant construction progress in Main
Plant as well as Balance of Plant (BOP) areas.
The project got delayed due to reasons beyond the control of LAPL of which, the major reasons
are enumerated below:
• Delay in obtaining physical possession of land for certain BOP facilities due to frequent
disturbances by locals interrupting the construction activities.
• Midway changes in plant layout and re-engineering due to the above delay in obtaining
physical possession of land and additional conditions imposed by CECB and Indian
Railways
• Midway changes in Mega Power Policy which impacted Customs clearance and imported
equipment supplies.
• Deteriorating macroeconomic factors, overall economic slowdown have adversely

This report summarises the baseline air quality data recorded during the preparation of the
REIA report for Unit 3 during 2007 and the ambient air quality data recorded in the past three
years in the surrounding villages of the power plant complex especially with respect to Pathadi
village.
LOCATION OF THE PLANT
The plant site is located at Pathadi Village in Korba Tehsil, Korba District of Chhattisgarh and is
located at 82o43’14” E longitude and 22o14’45” N latitude with an average msl of about 285 m.
Nearest railway line connecting Korba – Champa line is located at 500 m from the site. Nearest
village, Pathadi is located at about 0.3 km in the northern direction of the site. Hasdeo River is
located at about 1.7 km.
Korba city is located at about 13 km from the proposed plant site. The location of the Lanco
Power Plant on Google Earth Imagery is given below:

ANALYSIS OF HISTORICAL BASELINE DATA GENERATED AT THE TIME OF PREPARATION OF THE
EIA REPORT OF UNIT-3 WITH THE CURRENT BASLINE DATA GENERATED IN THE LAST THREE
YEARS
The baseline status recorded during the preparation of the REIA report for Unit-3 is compared
with the baseline data generated in the last three years.
LAPL has carried out EIA studies for 2 x 300 MW i.e., Unit-1 and Unit-2 during summer 2004 covering the
months of March ’04 – May ’04. No industrial activities have come up in the 10 km radius of the study
area from the year 2004 to 2007 except for construction activity of LAPL’s 2 X 300 MW.
The following is the summary of the baseline data collected for the preparation of the EIA report of Unit
3 (1x660MW) during the period March – May 2007. (Source: REIA Report of Unit-3)
Pathadi village is located nearer to the plant site at 0.35 Km with respect to Colony and 0.9 km
with respect to main plant (aerial distances). To assess the existing ambient air status in this
village, AAQ stations were located at these locations also. Based on the above, the AAQ stations
have been identified and data recorded at the following of ambient air quality stations are
presented in the following table:

OBSERVATIONS:
The above table clearly shows that the baseline scenario captured the operation of the existing
2x300 MW power plants (i.e) Unit 1 and Unit 2 and the likely contribution of the Unit-3 under
the predicted ground level concentrations.
LANCO has been continuously recording the baseline data at 4 locations outside the plant
(village – Pathadi, Saragbundia, Sandel and Khoddle) and at 4 locations inside the plant (
Switchyard, DM Plant,Ash Pond and Admin Building) and submitting the monthly reports to
MOEF&CC and the CECB as part of the compliance to the EC conditions. The following is the
trend graph plotted from the data recorded at Patadi village which is nearest to the plant in
the past three years namely 2014-15, 2015-16 and 2016-17.

CONCLSUION
The above table clearly shows that there is no significant increase in the baseline status
between the period 2007 to 2017 though the two units of LANCO namely Unit 1 and Unit 2 are
in operation.
It also shows that there are no new industries which have come up within 10 km radius of the
LANCO Power plant complex.
It may also be noted that the Korba town is beyond 13 km (aerial distance) and the MOEF&CC
has lifted the ban on the industries located in KORBA after improvement in the CEPI Index.
REQUEST
LANCO has been consistently monitoring the baseline data and complying with the conditions
stipulated in the Environmental Clearances granted for the project.
The project study area has not witnessed any industrial actitvity other than the power plants
of LANCO.
Considering the above, LANCO requests the MOEF&CC to permit submission of an updated EIA
report and exempt the conduct of Public Hearing for renewing the Environmental Clearance
for Unit-3.
