SUMMARY OF THE CONCEPT

A Cité des Métiers [Careers forum] is a space providing advice

and resources to public services seeking details, guidance and

information on careers and professional life.

In a context of profound change, in which the forms of work and

recruitment are in constant flux, the ambition of such a space is

to help users to become stakeholders in their professional lives.

A Cité des Métiers organises its activities around five (5) key areas:

♣ Choosing a career trajectory (Ministère de l’Education Nationale -

Ministry of National Education)

♣ Finding a job (ANPE & its networks)

♣ Finding training (all training institutions + ANPE)

♣ Changing career (validating acquired skills: ANPE + various

networks)

♣ Job creation (ANPE + Associations specialising in job creation)

In summary, a Cité des Métiers is a place that:

Is open to all sections of the public, free to access, anonymous

and free,

Is focused on users' needs,

Is multi-sector, dealing with all aspects of professional life,

Has multiple partners,

Uses multiple forms of consultation.

A Cité des Métiers offers several advantages for:

Institutions

• a common framework for service provision;

• a framework for discussion and the coordination ofapproaches;

• a centre of excellence (each partner improves its approach inrelation to best practices).

Users

• a meeting point for advice and guidance according to eachperson's needs;

• a documentation centre;

• a centre for individual and collective professional training.

II - SPECIFIC ASPECTS OF THE

LOMÉ CITÉ DES MÉTIERS AS A

RESPONSE TO THE LOCAL

CONTEXT

a) Management of the dossier

Following a mission carried out by a French expert in Lomé from 16 to 21

January 2015, the concept of a CITÉ DES MÉTIERS was presented to

those in charge of large State and economic institutions and of strategic

partners.

The ANPE then assembled a dossier, which was debated by a panel from

the Cité des Sciences et de l'Industrie in Paris. The panel unanimously

approved the certification of the Lomé CITÉ DES MÉTIERS.

It is important to stress that this is a first in Western Africa.

b)Lomé Cité des Métiers: an operational instrument

The Lomé Cité des Métiers will deal with concerns relating to career

trajectory, career organisation, job seeking and job creation.

Specifically, this will entail:

interviews with professionals from competent institutions in the areas of

career trajectory and professional life,

self-service documentation on employment, careers and training,

IT resources in multimedia spaces,

group services: information days, workshops and meetings organised

with the partners of the Cité des Métiers and/or co-produced with

external partners.

III – THE IDENTITY CARD OF

THE LOMÉ CITÉ DES MÉTIERS

1- Geographical location

1-1 Site

Initially, the Cité des Métiers will be situated in Lomé and will be extended

to other regions of the country in the coming years. It will comprise

premises measuring 500 m2.

1-2 Territory

The Lomé Cité de Métiers will cover the town centre and peripheral

areas. The aim will be to provide information, guidance and advice

and, of course, making documentation available to users aimed at

effectively meeting their needs.

1-3 Roles in relation to other existing institutions

The intention is not for the Lomé Cité des Métiers to replace the

various institutions and structures providing existing services. It

will be established as a multi-service platform where users will

find suitable assistance in accordance with the specific nature of

their requirements.

1-4 Estimated flow of traffic

The following forecast was made:

500 to 1,000 visitors per week for the first three months;

1,000 to 2,000 visitors after the first six months;

this traffic will be increased by the portion of other categories of

users (those suffering from a lack of schooling, disenchantment,

lay offs, young retirees, etc.);

This estimate will increase as the Cité des Métiers is expanded to

other regions and towns in the country.

2- Products and services

When it was launched, the Lomé Cité des Métiers defined four

(4) areas of service and advice. These are:

choosing a career trajectory;

finding a job;

career organisation;

job creation.

There will be specialists or advisers on hand to provide the

services, informing and guiding users in accordance with their

needs. Those using the service with also have a documentation

area (library, media centre, broadband internet, etc.) to help in

their search.

IV – THE PARTNERS OF THE

LOMÉ CITÉ DES MÉTIERS

The various partners suitable for involvement in the Lomé

Cité des Métiers have been identified and some of them

attended the debriefing. These are primarily:

technical and financial partners;

partners providing advice and resources.

- The Maison de l’Entrepreneuriat de Lomé [Lomé House of Entrepreneurship] (MEL)

- The Chambre de commerce et d’industrie du Togo [Togo chamber of commerce and industry]

(CCIT)

- The Cour d’Arbitrage du Togo [Togo Court of Arbitration] (CATO)

- The Centre de Gestion Agréé [Approved Management Centre] (CGA)

- The Espace Création d’Entreprises [Business Creation Area] (ECE)

- The Centre national d’information, d’orientation scolaire et professionnelle [National centre for

educational and professional information and guidance] (CNIOSP)

- The Centre de formation aux métiers de l’industrie [Industrial careers training centre] (CFMI)

- Lomé University

- The Agence nationale de volontariat du Togo [Togo national volunteering agency] (ANVT)

- The Fonds national d’apprentissage et de perfectionnement professionnel [National

professional learning and training fund] (FNAFPP)

- The Association des femmes chefs d’entreprise du Togo [Togo association of female business

leaders] (AFCET)

- The Lomé Town Hall, etc.

1-2 The technical and financial partners

These are primarily the United Nations Development Programme

(UNDP), the World Bank (WB), the International Labour Organization

(ILO), the Agence française du développement [French development

agency] (AFD), the German agency for international cooperation (GIZ),

the Service de coopération et d’action culturelle [Cultural cooperation and

action service] (SCAC), etc.

V – OPERATION

1- Legal form

The Lomé Cité des Métiers will operate within a partnership framework under the aegis of the

Maison de l’entrepreneuriat de Lomé.

As regards the nature of the project as a pilot project, and the current practices and uses in

our country, our choice is to adopt a legal form akin to that of a non-profit association under

the French Association Law of 1901, which offers greater fluidity and freedom concerning the

governance of such a structure.

2- Organisation (Managing Board, committees, etc.)

The supreme authority of the Lomé Cité des Métiers is the Managing Board, which will hold 2

sessions per year with the coordinators of the 4 areas and with other people selected based

on their skills and who they represent. Once a year, it will organise a large seminar with all

back office personnel.

The operation of the Lomé Cité des Métiers will be under the responsibility

of a coordinator, who will also be responsible for back office management.

In accordance with the configuration of the Lomé Cité des Métiers, 4 area

coordinators will have the following role:

planning for their area,

drafting the assessment and statistics,

organising area meetings at least once per month.

In addition, 2 advisers will have an area and this number will change in

accordance with traffic flows.

4- Human resources

The back office will consist of the coordinator, one filing clerk, one

communicator, one person responsible for the partnership, one person

responsible for events, one webmaster and one accountant. In total,

between five and seven people will be present on-site at the Cité des

Métiers.

5- Material resources

In the specific context of Lomé, at the outset, the Cité des Métiers requires

a certain amount of investment.

CONCLUSION

The Lomé Cité des Métiers fulfils all the criteria for success.

The economy of Togo is entering a period of change, in which particular focus will be

placed on agribusiness, various areas of expertise in finance, banking, insurance and

the need for specific professional guidance to deal with the new socio-economic

requirements brought about by the modernisation of the economy (personal services,

rural partnerships, emerging careers due to the modernisation of transport

infrastructure, training and group governance and the various methods of

decentralisation).

For each area, finance is the responsibility of the specified structures. However,

the partner conference has not yet taken place to determine the amount of their

contribution that may be confirmed in a letter of commitment.
