Club News

Capital Improvement Projects: Currently, work is underway to complete the HVAC, plumbing, electrical & lighting. The club is optimistic for a December opening.

Swap Table: Swap tables will be available during the monthly meeting in October starting at 6pm. Contact Ted Hildabrand for details and to reserve your spot.

SIGHT-IN-DAY: The annual club sight-in event will be held October 27, Sunday, from 9am-2pm. Bring out your hunting rifles and make sure they’re hitting where they should be! Plenty of qualified folks will be available to help get your new or used rifle sighted in and on target, ready for whatever big game or non-game target you’re after.

RSO's and ACT 33 CERTIFICATION: Just a reminder to keep your status up to date. Your RSO certification is due every 2 years and your ACT 33 certification is due every 60 months. Check yours now so you can keep them up to date.

George Taylor IV NRA Whittington Center Youth Adventure Camp Grant: DMSC is looking for another young individual (13-17) to attend the 2020 Youth Adventure Camp sponsored by the NRA. The DMSC grant would fulfill $950 of the cost of attendance and other expenses required to appear at the camp. The selected youth would learn the basics of shooting, hunter safety, survival skills and more! If you know a teen that would like to improve their skills of the outdoors, please visit the DMSC website for more information. NOTE: The selected youth must be of relation to a DMSC member in good standing.

2019 DMSC Ladies Day: This year’s Ladies Day was a complete success!! Overall there were around 34 women to show up and learn how to properly operate a firearm. Many thanks to Lisa Forlano for putting together such a great day! We can’t forget about our volunteers! Much thanks and appreciativeness to the volunteers who helped with administration tasks, food prep, and helping out on the range to ensure safety was priority #1!

Chili Cook-Off 2019: That’s right boys and girls, men and women it’s that time of year! If you think your chili is the best of the Best, now is the time to show it off! Our chili cook-off will be held during the October (this month) club’s meeting. There is no registration; however, we do ask that you show up early with your chili to ensure a place on the competitive table! May the odds be forever in your favor.

CWD Presentation: Wednesday, October 23, 7-8:30 pm, the PGCs Southwest Region will hold an informational presentation on CWD at Pitcairn-Monroeville Sportsmen’s Club, 505 Mosside Blvd., North Versailles, 15137.

Henry Day

Before the September meeting got under way, we had Ron Helsel and his crew from Henry Repeating Rifles come out to give us an opportunity to shoot their beautiful rifles! Ron had a myriad of lever action and break open rifles ripe for the picking! It was a HUGE success!! To my estimated count, there looked to be around 30 members there anxiously waiting for their turn to shoot. If you weren’t able to make it, I hope these pictures can illustrate the amount of fun that was had thanks to Henry Repeating Rifles!

CWD Comments

PA GAME COMMISION WANTS HUNTER HELP TO CONTROL CWD

The Pennsylvania Game Commission is seeking public comment on a proposal to more actively involve deer hunters in the fight against chronic wasting disease, or CWD. Pennsylvania has three active DMAs totaling more than 8,000 square miles. Within DMAs, specific regulations apply regarding the hunting and feeding of deer:

It’s unlawful to intentionally feed deer within a DMA.

Hunters in DMAs may not use or possess urine-based deer attractants.

Deer harvested within a DMA may not be transported out of the DMA unless the carcass parts with the highest risk of transmitting the disease are removed first.

The commission released a draft report and is accepting comments through Feb. 29, 2020 — in time for implementation in the 2020-21 hunting seasons. The full 37-page report is available HERE.

For your convenience, a summary is below:

2020 CWD Response Plan Proposal Summary Background Chronic Wasting Disease (CWD) is an always fatal brain disease that affects members of the deer family (cervids). CWD is caused by prions (mis-shaped proteins) that create holes in the brain and eventually lead to death. There is currently no vaccine or treatment. CWD is spread from deer to deer and can potentially remain infectious in the soil for over a decade.

Once a deer is infected with CWD, it may take up to 24 months to show clinical signs. CWD has caused declines in deer populations in areas where CWD prevalence (the percentage of animals infected) is high. For example, in one area of Wyoming where CWD prevalence is currently greater than 35 percent, the mule deer population dropped from more than 14,000 in 2001 to approximately 6,000 in 2018. In another area of Wisconsin where 55 percent of adult male white-tailed deer are infected with CWD, research showed that 75 percent of infected deer died within the first year; three times the rate of uninfected deer. CWD was first detected in Pennsylvania in 2012 in a captive deer facility in Adams County and in three wild deer in Blair and Bedford counties. In 2018, 123 new positives were detected and CWD has continued to spread, with Disease Management Areas (DMA) now covering over 8,000 square miles. In 2013, CWD prevalence was 0.19 percent. In 2018, the CWD prevalence in Blair, Bedford and Fulton counties (DMA 2) has increased to nearly 5 percent. Data from other states with CWD show that with no change in management actions, CWD prevalence will likely exceed 30 percent in the center of DMA 2 in the next 10 to 20 years.

However, successes from other states provide guidance for Pennsylvania moving forward. With quick and aggressive management actions, New York and Minnesota were able to eliminate CWD in local areas after initial detection. For over 15 years, Illinois has been able to maintain CWD prevalence at low levels through persistent management actions. In the small area where it was originally detected in Illinois, CWD prevalence is currently at 3.3 percent.

Agency Responsibility

The mission of the Pennsylvania Game Commission is to manage Pennsylvania’s wildlife and habitats for current and future generations. This includes the deer and elk of the Commonwealth that are susceptible to CWD. It would be irresponsible of the Game Commission not to take the threat of CWD seriously. This response plan proposal was drafted and received input from subject matter experts in Pennsylvania, national CWD experts, other state wildlife agencies, non-governmental organizations, and universities. For more information go to: www.pgc.pa.gov. We want your input! Public Engagement CWD management in Pennsylvania will only be successful with the support and participation of stakeholders, including hunters and landowners. The Game Commission wants hunters to have the first opportunity to harvest more deer and successfully meet management objectives for CWD. Communications and outreach efforts will be implemented to increase public knowledge of CWD, its negative impacts, and to increase support of CWD management actions. In addition to consulting current scientific information and CWD experts, the Game Commission will gather public input in a variety of ways to guide revisions of the CWD Response Plan Proposal. Methods of gathering public input will include: public meetings, online forums, and mail surveys.

Plan Elements

New, Isolated Cases (i.e. when CWD is first detected in new areas)

After initial detection of CWD in new areas, hunters will be given the first opportunity to harvest more deer and collect more CWD samples for testing. The management objective in these new areas is to eliminate the disease before it becomes established in the deer population or in the environment (e.g. soil). A CWD Control Unit will be created, which will be a 3-mile radius area surrounding the new detection. The Game Commission will work with local hunters and landowners to collect a minimum number of samples to be confident of the true extent of the disease.

Some steps that could be taken include:

1. engage stakeholders and provide accurate and current information regarding CWD, 2. increase deer tags available, 3. expand hunting season lengths,

4. remove antler point restrictions, 5. mandatory sampling within CWD Control Units,

6. minimum sample size quota collected within CWD Control Units 7. agency-directed targeted removals of deer if management objectives are not met through hunter

harvest.

CWD-Established Areas

In areas where CWD is established (within 10 miles of other positive cases and greater than 1 percent prevalence for consecutive years), the management objective is to maintain CWD prevalence below 5 percent. This area would currently include Blair, Bedford, Fulton counties and immediately surrounding areas. With current science it is unlikely to eliminate CWD once established.

Management actions could include:

Range Safety Officer Training

NRA Certified Range Safety Officer Training

DMSC is offering a course that will lead to becoming a certified Range Safety Officer. The course will be conducted on Sunday November 3, 2019 in the clubhouse from 7AM until 5:30 PM. The class will cover a variety of topics relating to conducting and supervising safe shooting activities and range operations. The course consists of classroom instruction, individual practice to conduct safety briefings, practical experience with range operations, firearms stoppages and malfunctions, as well as firearms familiarization. The course will last 9 hours, and participants are required to complete an open book test with a 90% passing score. The cost will be $35 for club members and $95 for non-members. This includes the cost of instruction, course material, lunch and refreshments. Additional costs will also need to be paid to the NRA for processing and maintaining certification.

Space is limited to 12 slots and will be filled on a first come – first served basis.

NRA Whittington Center - Youth Adventure Camp Grant

The Club has established The Dormont-Mt. Lebanon Sportsmen’s Club Inc. - George Taylor IV - NRA Whittington Center - Youth Adventure Camp Grant. The purpose of this Grant is to subsidize a 13 -17 year-old individual whose parent, or grandparent is a member of the Dormont Mt. Lebanon Sportsmen’s Club Inc. (DMSC) so that the individual can attend the NRA-Youth Adventure Camp.

The NRA Youth Adventure Camp is located at the 30,000 acre NRA Whittington Center, in Raton, New Mexico. Dates reserved for the 2020 Camp session are June 28 – July 10, 2020. During their session individuals will attend training on firearm safety, shooting fundamentals, have the opportunity to fire numerous types of firearms, receive instruction on hunting safety and learn survival techniques. The cost of attending the Camp is $1,200.00. DMSC will subsidize over half the cost of attendance- $650.00, and provide an additional $300.00 for expenses for a total grant amount of $950.00

The Individual applying for the grant must first complete the DMSC Application. If awarded the DMSC Grant, the NRA Whittington Center Youth Adventure Camp Application must then be completed. DMSC Grant Applications are available online through a link at the DMSC Website.

ARC 2019 finished the year in strong fashion: tremendous enthusiasm - great weather - good shooting - 25 participants (including 3 RSO's who remained behind to run the extra match) - just a whole heap of FUN!! Once again the "Young Bucks" dominated the top scores (lower is better and are displayed as shaded) - Congrats to Dillon Kennedy for claiming the top gun slot with a 127.03. Nice shooting Dillon! Scores are determined by a combination of time and accuracy. Participants complete each of seven stages as an individual competitor with a raw time. Then additional time is added for shot placement (B or C zones), misses, procedural errors, and hitting the dreaded "no shoot" target. Most talked about stage was clearly Stage 6 - taking 9 shots at three stationary frames with two targets each - all while two swinging "No Shoot" targets are passing in the front or back of the frames. Extreme fun but quite challenging - leading me to the conclusion that there are two kinds of participants in the Pistoleer Match - those who have hit the "No Shoot" targets and those who will! DMSC Conducts Safety Reviews Range Safety Officers (RSOs) will conduct random membership checks and safety reviews. RSOs will meet with members and

guests while at the firing range. Membership ID’s will be checked and a copy of the range rules will be made available. It’s important

for all members to review safe gun handling procedures and to focus on the safety rules for each range used. The RSOs will be a wearing a distinctive safety vest or hat and will only ask for a few minutes of your time. Guests and Visitors are subject to the same

rules as members. Violators will be subject to disciplinary action up to and including dismissal from club grounds and termination of

membership.
