Ohio Teacher Evaluation System

YES, HB 153 REQUIRES ALL PUBLIC SCHOOL DISTRICTS REVISE THEIR TEACHER EVALUATION SYSTEMS TO ALIGN TO THE STATE FRAMEWORK.

THE LOCAL ASSOCIATION MUST BECOME THE LEAD ARCHITECT IN BARGAINING AND UPDATING OR REBUILDING THEIR LOCAL SYSTEM.

NO. DUE TO HOUSE BILL 153, ALL DISTRICTS MUST CHANGE THEIR CURRENT EVALUATION TOOLS.

HB 153 WAS SIGNED INTO LAW ON JUNE 30, 2011.

A STANDARDS BASED FRAMEWORK WAS ADOPTED ON DECEMBER 31, 2011 WITH NINE ELEMENTS.

By being a Race to the Top district we are able to develop our own Evaluation System.

We had a team of teachers and administrators working on the new Evaluation System during the 2011-2012 school year.

50% of each teacher’s evaluation will be based on multiple student growth measures. (Work on during 2012)

The other 50% of the evaluation will be calculated from the multiple measures of teacher performance based on the seven Ohio Standards for the Teaching Profession. (Concentrate for 2012)

A Race to the Top subcommittee was formed.

Those members attended Professional Development to learn about the mandates.

Using other district models and aligning with the Standards for Ohio Educators, a new evaluation tool was designed for MPLSD.

Our high school used the 2011-2012 school year as a pilot year.

LOCAL BOARDS OF EDUCATION HAVE UNTIL JULY 1, 2013 TO ADOPT A TEACHER EVALUATION POLICY THAT CONFORMS TO THE FRAMEWORK OUTLINED BY THE STATE.

-There is a time line that must be maintained by all parties for this evaluation tool to be effective. -Teachers will be required to do a self evaluation -Through this self evaluation a teacher should be able to create a goal that they need to focus on during the school year (Goal 1)

Student Growth (Goal 2) – -Must meet this once every 3 years (State Model) -Tracking of data is very IMPORTANT!!! This is 50% of your evaluation. -Answer This Question “What do I do in my classroom that will show a year’s growth?”

Scenario A-Teacher Value Added Data Available (There is a STATE TEST) 0-100% of your possible Score - LEA (LOCAL Educational Association) 0-90% Of your possible score Scenario B -(No State Test Available) Value Added Con’t 0-60% Vendor Approved Measures 0-40% LEA Approved Measures Scenario C- (No State Test Available, or No Approved Vendor Test) 100% Local approved measure

EXAMPLE Math Teacher (Geometry) Value Added Goal 50% measure from the State test, and 50% of the measure from student work portfolio and Pre and Post Test 3rd grade teacher 25% measure from the state test and 75% from local portfolio 4th grade teacher uses 5 % of state test and 95% from local portfolio (Not Acceptable) Madison-Plains is still developing this measure!!

-Administrator will perform at least 2 observations depending on your timeline.

You will be observed for 30 minutes minimum. 4 Educational Domains will be observed and you will be scored on a rubric. -After your observation you will be asked to write a reflection. -Administrators also will be conducting at least 8 informal observations each semester that will last 3 minutes. You will be given an emailed copy of what they observed for your records.
