I am pleased to welcome you to the Oklahoma Airport Operators Association (OAOA) annualconference. OAOA is dedicated to advancing aviation in Oklahoma, advocating on behalf of ourmembers and offering educational support. We are excited to have you here!

Over the next days we will talk about a number of current issues to include: the latest onlegislative activity in Washington DC including FAA Reauthorization, ATO (Air TrafficOrganization) reform and how the pilot shortage is affecting air travel, the economy andsmaller communities. We have sessions on Airport Emergency Response, Safety ManagementSystems (SMS) and Project and Wildlife management. We’ll also consider how UAS (UnmannedAerial Systems) are being integrated into the National Airspace System (NAS) and what thatmay look like for you and your airport.

As airport operators, we are all charged with, and take pride in, maintaining the safest aviationsystem in the world. I strongly encourage you to get involved and participate in the activities ofthe OAOA. As with anything in life, the more you put into OAOA, the more you will get out of it! It is my hope that you will find the sessions conducted here helpful to meeting the task beforeyou.

Mr. Allen has been employed with the Oklahoma Aeronautics Commission since December 2006 and is currently serving as the agency’s public information officer. He is responsible for helping develop all internal and external communications for the Commission, including public relations activities and media relations. Before his appointment to the Commission, Allen spent nearly six years with the Oklahoma State Regents for Higher Education where he served as director of media relations and communications coordinator. Prior to joining the State Regents’ communications staff, Allen served as director of public relations at Oklahoma City Community College. His professional experience

also includes stints as director of sports information at Midwestern State University in Wichita Falls, Texas, and as a news assistant and reporter for KSWO-TV in Lawton, Okla. Allen holds a master’s degree in political science and public management from Midwestern State University, and bachelor’s degrees in both business administration and journalism from the University of Oklahoma.

Mr. Ardies has been working for the Oklahoma Aeronautics Commission since August 2009. He started as an intern during his last semester while enrolled at the University of Oklahoma and went on to join the Commission’s team full time in July 2010. As an Aviation Program Manager for the Commission, he conducts airport and pavement inspections at Oklahoma’s public-use, general aviation airports to provide each community with a foundation for the federal and state capital planning process. These inspections also provide the framework for the development of the Commission’s Three-year Capital Improvement Program which directs approximately $10 million of

federal and state funding per year. As part of the Airports Division at the Commission, he oversees airspace zoning reviews in accordance with the State’s Aircraft Pilot and Passenger Protection Act. He currently serves as project lead for the statewide airport economic impact study which will be completed in early 2017. Grayson graduated from the University of Oklahoma with a degree in Aviation Management with double minors in Business Administration and Air Traffic Control. As part of the aviation program he also received a commercial pilot’s license with single and multi-engine instrument ratings and is a certified flight instructor.

Ms. Baciuska is the President and Co-Founder of Loomacres Wildlife Management, Inc. which was the first private company qualified by the FAA to conduct wildlife management services on airfields. Kristin has conducted numerous FAA approved Wildlife Hazard Assessments throughout the US as well as multiple airport related research studies. Kristin holds a Master’s of Science degree in Biology and has completed a FAA grant funded research project titled “Native and Naturalized Grasses Suitable for use on Airports Managed for Wildlife”. Kristin has presented her research and experiences at numerous venues

including the USA/Canada Bird Strike Conferences, Wildlife Damage Management Conference, and several AAAE and State Aviation Association Conferences. Kristin’s research in the plant sciences enables her to assess both vegetation and habitat on and around airports and confidently make vegetation management and planting recommendations to airfields across the United States. Kristin is also a Certified Wetland Delineator as well as a Certified Commercial Pesticide Applicator. Kristin does not stay still for long and enjoys spending time with her two boys, skiing, hiking, camping, traveling, shooting, mountain biking, basketball, softball, fishing, gardening and playing with her boxer dog.

Ms. Barnett is a Professional Engineer and Operations Manager for ENERCON’s Tulsa Operations. Her first project upon graduation from the University of Oklahoma was designing waste treatment facilities for the American Airlines Tulsa Maintenance Base. And she continues to support airports throughout the region finding solutions to water related problems, especially spill management. When she is not working, you’ll find her in the garden or hiking with her husband, kids, and German shorthair puppy, Duke.

Michel le Barnett

Mr. Baker is CEC’s Airports Division Manager. Mr. Baker has been with CEC since 2000, and is originally from Edmond, Oklahoma. Mr. Baker has a Bachelor of Science in Civil Engineering from Oklahoma State University. He and his wife Amanda (who also is an engineer for CEC) have been married since 2007 and currently reside in rural Logan County. Mr. Baker is a commercially certificated pilot in both single and multi-engine aircraft. He and Amanda enjoy flying their Piper Archer and working on their farm.

Toby Baker

Mr. Blackshare is CEO and President of Blackshare Environmental Solutions of Tulsa, Oklahoma. Mr. Blackshare has a Bachelor of Science Degree in Mechanical Engineering and a Master of Science Degree in Industrial Engineering & Management, both from Oklahoma State University. Mr. Blackshare specializes in compliance with environmental regulations. Derek has over 28 years of experience providing environmental consulting and engineering services to airports. Derek has performed environmental work at more than 60 airports

nationwide and has had airport environmental work ongoing continuously throughout his career. Mr. Blackshare is a Professional Engineer, Certified Hazardous Materials Manager, and OCC Certified UST Consultant. He served on the Board of Directors for the Oklahoma Airport Operators Association (OAOA) for 21 years. Derek is the past Chair of the International Environment Committee for the International Right of Way Association (IRWA). He also instructs a graduate-level credit course on hazardous materials at Oklahoma State University. And finally, Derek is on the Environmental Programs Advisory Board for OSU as well.

Mr. Boles is the manager of the Federal Aviation Administration’s Arkansas/Oklahoma Airport Development Office. His career began in Kansas City working as a project engineer for a design firm. He joined the FAA’s Southwest Region in October 1992 as a resident engineer. After 4 years overseeing FAA construction projects, he moved into the project manager role for FAA’s engineering services. He joined the FAA’s Airports’ Organization in 2000 and has been a Program Manager in the Arkansas/Oklahoma and Texas ADO’s and a Senior Program Manager in

the Office of Safety and Standards. He has a degree in Architectural Engineering from the University of Kansas (Rock Chalk Jayhawk!) and has been with the FAA for over 23 years. Glenn enjoys coaching youth sports and as time allows, you may find him working on a house project or tinkering on a hot rod.

Glenn B oles

Mr. Brunner is an Aviation Safety Inspector for the Federal Aviation Administration (FAA), Flight Standards Division, Southwest Region, Fort Worth, TX. His inspector duties primarily focus on Unmanned Aircraft Systems (UAS) integration into the National Airspace System. This includes a variety of duties ranging from policy formation, risk mitigation for Certificates of Authorization, to public relations. Inspector Brunner has a degree from Texas A&M University in Aerospace Engineering and a Master of Aeronautical Sciences from Embry-Riddle University.

He is a retired Air Force Lieutenant Colonel having served 26 years as a pilot and engineer. He joined the FAA in 2010 as one of the initial cadre of regional UAS Inspectors.

Al Br unner

Mr. Bird has been the Director of the Oklahoma Aeronautics Commission since 2002. Under his leadership, $55 million of the $66 million that the Commission has received since 2002 has been invested in airport infrastructure across the state. Legislation promoting the aerospace industry such as the engineer tax credits for aerospace, and protecting public airports such as the Aircraft Pilot and Passenger Protection Act has been successfully championed by Vic. He was 2010 chair of the National Association of State Aviation Officials, the only Oklahoman to ever hold that office in NASAO’s over 80-year history. He is the 2010 recipient of the

Hartranft Award, the most prestigious award given by the Aircraft Owners & Pilots Association. Vic is the only non-elected official to ever receive the award.

Mr. Condray has been the Environmental Coordinator for the Tulsa Airports Improvement Trust since 2008. Jeff has a Bachelor’s Degree in Environmental Management and Associate’s Degree in Chemistry. He oversees environmental compliance for Tulsa International, R. L. Jones Jr., and Okmulgee Regional airports. As the title suggests, Jeff coordinates environmental compliance with airport tenants, contractors, and staff as well as federal, state, and local regulatory agencies, and with environmental consultants on larger compliance projects.

Jeff is a State Certified Class B Wastewater Lab Technician, Class B Wastewater Works Operator and a Certified Underground Storage Tank Class A Operator. He is currently engaged in the development of EPA’s aircraft deicing Voluntary Pollution Reduction Program and was invited to participate in the next rewrite of the Storm Water General Permit. Jeff has worked in the environmental compliance field for 28 years.

Jef f C ondray

Mr. Cunningham began his career with the Federal Aviation Administration in 1990 as an Airway Transportation Systems Specialist in Tyler, Texas after 8 years with the United States Air Force. His primary responsibility was maintenance and restoration of ILS, VOR, TACAN and Communications services. He has been a manager for the last 16 years in Technical Operations Services in Longview, TX, Oklahoma City, OK, Houston, TX and Dallas/Ft. Worth International Airports. From 2010 to 2013 he was the National SUPCOM Advisor to the Vice President

of Technical Operation Services in Washington DC. Mr. Cunningham has been in his current position since January 2016.

Grady Cunning ham

Ken C ars on Mr. Carson is the director of the department of Aviation. He has more than 35 years of operational aviation experience and leadership in the active duty USAF and higher education. In the USAF he commanded peacetime, wartime, and special operations missions in the WC-130 (weather reconnaissance) and C-5 (global heavy airlift). During his armed forces career he served as aircraft commander, instructor, and flight examiner in varied leadership positions to include commander and director of operations at squadron, group, and wing levels. He also served in many select staff positions at the headquarters

Military Airlift Command, U.S. Transportation Command, and Department of the Air Force/air staff (Pentagon). Carson has nearly 5,000 multi-engine international flying hours. He instructs in the fields of aviation operational risk management, crew resource management, aviation safety, organizational total quality management (TQM), and global and regional logistics/supply chain transportation management. As Director of Aviation he oversees all aspects of the Department’s Bachelor of Science Degree Programs and a flight operation of 23 aircraft and 5 sUAS operating nearly 10,000 flight hours per year. Ken was key in developing and implementing the OU Aviation’s first Safety Management System (SMS) in 2008. Many other University flight departments have benchmarked the program through collaborative sharing. With his in-depth background of operational severe weather Carson also ensured the Department of Aviation was the first University flight program in the nation to be recognized by the National Oceanic and Atmospheric Administration (NOAA) as an Ambassador in the Weather Ready Nation (WRN) program whose goal is to promote severe weather education, preparedness and the adoption of operational risk management procedures.

Mr. Grimsley is an Associate Vice President for Research at the University of Oklahoma – Norman Campus (OU). Mr. Grimsley is also the founding director of the OU Center for Applied Research and Development (CARD), and President and CEO of DII, LLC. DII is a leading edge advanced research and development company based in Oklahoma that focuses on innovative technology for long endurance unmanned aerial systems (UAS). Mr. Grimsley is a graduate of the University of Oklahoma with a B.S. in Aerospace Engineering and an M.S. in Mechanical Engineering. Prior to starting DII, Mr. Grimsley was a Division Chief Engineer and later an Assistant Vice President with Science Applications International Corporation (SAIC). Mr. Grimsley has been active in a variety of state

organizations and initiatives. Mr. Grimsley organized the Unmanned Systems Alliance of Oklahoma (USA-OK) that is now a state chapter of the Association for Unmanned Vehicle Systems International (AUVSI) and served as founding president. Mr. Grimsley currently serves as vice president of the USA-OK chapter. Mr. Grimsley also organized and led Oklahoma’s first five UAS Summits beginning in 2009. Mr. Grimsley currently serves on the National Advisory Board for the U.S. Association of Unmanned Aerial Videographers (UAVUS). AUVSI named Mr. Grimsley the “AUVSI Member of the Year” for 2014 in recognition of the state and national leadership for the UAS industry and for important advocacy work on behalf of the industry. Mr. Grimsley is one of the leading recognizable state and national figures in the UAS industry and is frequently interviewed in the international media (The Economist, Associated Press, Fortune, The Guardian Newspaper, CNBC, etc.). Mr. Grimsley was recognized as a 2014 Oklahoma Innovator of the Year for 2014 by the Journal Record newspaper.

James Grimsle y

Ms. Franklin is a Program Manager for the FAA’s Arkansas/Oklahoma Airport Development Office. She graduated from Auburn University with a degree in Civil Engineering and earned her Master’s in Public Administration from Troy State University. She was commissioned through the ROTC and served as a civil engineer in the USAF for ten years working in positions including Senior Project Engineer and Chief of Contract Planning in both the U.S. and Europe. After separating from the Air Force, she taught math in the Grapevine-Colleyville school district. She joined the FAA’s Southwest Region in September 2012. Kathy enjoys traveling especially to see her two sons, walking her energetic dog, and accomplishing projects around the house.

Kathy Frank lin

Colonel DeBellevue earned a Bachelor of Science degree in Physics from the University of Southwestern Louisiana and was commissioned a 2nd Lieutenant in the USAF in January 1968. He attended Undergraduate Navigator Training and upgraded into the F-4 and was later assigned to the 555th Tactical Fighter Squadron at Udorn Royal Thai Air Force Base, Thailand in October 1971. While there, Chuck flew 220 combat missions – 96 of which were over North Vietnam and is credited with the destruction of six North Vietnamese jet fighters in aerial combat – four MiG-21A and two MiG-19S. Chuck is the leading “ACE” from the war in Southeast Asia. He is a command pilot with over 3,000 flying hours, 550 hours of which were in combat. His military decorations include the Air Force Cross, three Silver Stars, three Legions of Merit, six

Distinguished Flying Crosses and 18 Air Medals. He retired effective 1 Feb 1998 with 30 years of service and was the last American ACE in active duty. Chuck has received many awards to include: General and Mrs. Jerome F. O’Malley Award, given to the top wing commander and spouse in Air Force Material Command; the MacKay trophy; Outstanding Alumni of the University of Louisiana – Lafayette for 2008; inducted into the Louisiana Aviation Hall of Fame in 2011; the Oklahoma Military Hall of Fame in November 2012; the Air Force Association awarded the American Fighter ACEs their Lifetime Achievement Award in September 2014 and, along with all the American Fighter ACEs, was awarded the Congressional Gold Medal in 2014. Chuck DeBellevue is married to Sally Kanik of Rancho Cordova, CA. They have two daughters and a son and four grandchildren.

Mr. Harkless is the Airport Emergency Coordinator for Will Rogers World Airport (WRWA). Calvin started his career with WRWA in January 2013. As the Airport Emergency Coordinator, his role is to safely plan, practice and execute a successful disaster response scheme to include natural, man-made and terrorist events. In this role, he coordinates with airport manager(s), local law enforcement, airport rescue and firefighting crews, security staff and airport users to ensure their awareness of the emergency response plan with an ability to implement in the event of an emergency disaster.

Prior to Will Rogers Airport, Calvin worked at the Mike Monroney Aeronautical Center (MMAC) for twelve years. He started as an Electronics-Computer Instructor for the Federal Aviation Administration (FAA)’s Airway Facilities Instructional Support Services for six years; then served another six years as an Information System Security (ISS) Analyst and Emergency Readiness Officer (ERO) in the National Airways System Engineering (NASE) division. As the ERO he developed the divisions Continuity of Operations Plan (COOP) and established the Emergency Operation Facility (EOF) command and control procedures used to disseminate mission critical information in support of the NAS. Calvin retired in 2009 from the US Army Reserves as a Lieutenant Colonel after twenty-eight years of service. He served as the Regional Emergency Preparedness Liaison Officer (REPLO) for the Federal Emergency Management Agency’s (FEMA), Region VI for thirteen years. In his role, he was the Department of Defense (DOD) subject matter expert on military competencies, and was the liaison to coordinate communications during a Presidential Declared Disaster between DOD with federal and state governmental agencies, and non-governmental organizations. He served during the Space Shuttle Columbia, Hurricane’s Katrina and Rita, the post Oklahoma City bombing effort, and other disasters. Calvin holds a Bachelor of Arts degree from Furman University and has attained several Microsoft Certifications. He has advanced training in DOD Emergency Preparedness and holds many FEMA Incident Command Certifications.

Mr. Hough is the Deputy Airports Director, Engineering and Facilities for the Tulsa Airports Improvement Trust, and is responsible for Capital Improvements, Facilities Maintenance, Master Planning, and Engineering Services for Tulsa International Airport, R.L. Jones, Jr. Airport, and Okmulgee Regional Airport. In this capacity he manages a staff of 70, an annual operating budget of approximately $10 million, and a 5-Year Capital Improvement Program typically valued well in excess of $100 million. Prior to assuming his current position in 2003, Jeff served as Airport Facilities Engineer and managed a wide variety of construction projects associated

with the airport’s taxiways, building expansions, electronic systems, and the ongoing noise mitigation program surrounding Tulsa International Airport Jeff is affiliated with a variety of professional organizations, including: the American Association of Airport Executives (AAAE), the Oklahoma Airport Operators Association, and the American Society of Civil Engineers. He is a registered professional engineer in the state of Oklahoma and has attained Certified Membership with AAAE. Prior to joining airport staff in 2000, Jeff provided consulting services for various municipalities in Oklahoma. He started his municipal career as the Public Works Director for the City of Stillwater, Oklahoma, and served in that capacity for over 10 years. Prior to that, he served as a Civil Engineering Officer in the United States Air Force. Jeff continued to serve in the active Air Force Reserves at Tinker Air Force Base, Oklahoma, until July 2003 when he retired with the rank of major. His formal education includes a bachelor’s degree in Civil Engineering from Oklahoma State University. He and his wife, Jill, have three “canine” children. The family enjoys gardening, restoration of their 1930’s home in Tulsa, traveling in their motorhome, and supporting anything related to Oklahoma State University. Jeff is a private pilot with over 200 hours of pilot in command time.

Mr. Johnson, recognized by the Jack Daniel’s Distillery as a “Tennessee Squire”, graduated from Embry-Riddle Aeronautical University with a degree in Aeronautical Science after several years of fishing, flying and fun. Along the way, he joined the Marine Corps and served in Viet Nam in an infantry unit. Following that spiritual revelation, he graduated from the U.S. Army’s flight training program and returned to Viet Nam, where he flew more than 1,100 medical evacuation missions in helicopters. In 1982, Bob became interested in the airport industry and has worked, if we were to call it work, at airports in the Central and Southwest Regions. Prior to

forming his own consulting firm, he was the Director at the Fort Smith Regional Airport in Arkansas. He is probably the only person in the industry that has neither a cell phone nor a watch, so he seldom knows the time or date; it does not appear to concern him.

Ms. Jewett is the Airport Manager at Grove Regional Airport in Grove, Oklahoma. She also serves as the Northeast Regional Director for Oklahoma Airport Operator’s Association. In addition to her duties at the airport, she serves as the Mayor Pro Tem, Town Trustee, Floodplain Manager and Economic Development Chairman in Fairland, Oklahoma where she lives with her husband and son. Her educational background consists of criminal justice, accounting and Airport Management. She attended Missouri Southern State College and the University of Missouri.

Mr. House joined the FAA Arkansas/Oklahoma ADO in September of 2012. He served as a Program Manager until he transitioned into the role of Engineering Specialist in October of 2014. Prior to joining the FAA he was an aviation design consultant, municipal water department engineer and engineer for a heavy construction contractor. He graduated from the University of Arkansas with a degree in Civil Engineering. When he is not at work you will find Tim spending time with his family, working on and riding vintage Vespa scooters or riding his bicycle.

Mr. Knudson is a Senior Project Manager in Terracon’s Tulsa, Oklahoma office. He has Bachelor’s and Master’s degrees in geology, and a Master’s degree in Environmental Engineering, more than 23 years of experience in the environmental field, and 14 years of experience in oil and gas exploration. Mr. Knudson’s environmental work experience encompasses the Brownfields Program and Voluntary Cleanup Program (VCP) site characterization, environmental assessments, remedial design and oversight, NEPA site evaluations, regulatory compliance, and quality assurance.

Mr. Johnson has served as the Airport Director for Stillwater Regional Airport for the past 29 years. He serves as an elder at the Stillwater Church of Christ, and has worked in the Benevolence and Outreach ministry for 35 years. Gary is a member of the Board of Directors for the Stillwater Chamber of Commerce, the Board of Education for Meridian Technology Center, the Board of Directors and Policy Review Committee for the American Association of Airport Executives (headquartered in Washington, D.C.), and is a Policy Board Member for the U.S. Contract Tower Association. Gary also has a passion for youth and

has served as an assistant to the director for West of Heaven Church Camp for the past 29 years. He and his wife Emmalee have been married for 48 years and have three children and six grandchildren.

Mr. Kelly began his career in aviation 17 years ago. He was an airport manager and involved in local government for 15 years before moving to the Special Services section at Delta Airport Consultants, Inc. He has been an active proponent of ACRP serving on technical working groups, project panels, and project investigation teams.

Mr. Johnston joined the Federal Air Marshal Service (FAMS) in April of 2002 and has held duty stations in Detroit, Headquarters Investigation Division, Counterterrorism Branch, and the Transportation Security Operations Center, where he was the Acting Supervisory Air Marshal in Charge. In August 2011, Mr. Johnston was promoted to Supervisory Federal Air Marshal in the Chicago Field Office where he served until October 2012, when he was appointed as the Assistant Federal Security Director for Law Enforcement (AFSD-LE) in Tulsa, Oklahoma.

As the AFSD-LE, Mr. Johnston establishes and maintains liaison with local, state and federal law enforcement authorities on behalf of TSA and to coordinate their activities within the transportation domain. Prior to joining the FAMS, Mr. Johnston served as a Senior Agent with the Mississippi Bureau of Narcotics; and previously held the position of Director of Public Safety for the Hattiesburg-Laurel Airport. Mr. Johnston holds a Bachelor of Science in Criminal Justice Administration.

Mr. Neumann joined FAA Southwest Region in 2015 with over 23 years of experience—including 14 years of working with FAA in various capacities. Gil serves as the Region’s Program Manager for Airports GIS (AGIS), National Airspace System (NAS) Coordination, and Safety Management Systems (SMS). Among other responsibilities, Gil is focused on integrating accurate aeronautical survey data required through AGIS for airport projects, ensuring airport projects that involve NAS Planning and Integration and Instrument Flight Procedure (IFP) development are properly coordinated, and ushering the Region into a culture of

formalized safety management. Prior to joining the Region, Gil’s experience includes aviation planning and management of projects and programs in support of runway safety, NextGen initiatives, hundreds of airport sponsors, and State DOT pre-construction. Gil is currently a part of FAA’s internal Program for Emerging Leaders management training, Cohort 10; and he has a B.S. in Aviation Administration from Georgia State University, and both a Master’s of Community Planning and a Master’s of Public Administration from Auburn University.

Gi l Neumann

Mr. Meier has been in the aviation industry for over 20 years beginning his career in 1994 as an aircraft maintenance technician at Texas State Technical Institute in Amarillo Texas. Brian then moved on to the professional pilot’s program at the great Spartan School of Aeronautics in Tulsa, Oklahoma, and furthered his education at Embry Riddle Aeronautical University. Brian holds a degree in Aviation Science and a degree in Aviation Business Management. Additionally, Brian attended Oklahoma State University’s Mechanical Engineering degree program through their extension offering to further his understanding of

engineering and math. Brian holds an Air Transport Pilot rating and consistently operates in the National Airspace System flying privately and commercially. In 2006, Brian started an aviation services company called Solaeris Aviation in Tulsa, Oklahoma where it continues today. Seeing the immense growth potential of the UAV market in 2012, Brian started another company called XWorks, Corporation. Today, XWorks builds UAV systems and supporting systems and is on the cutting edge of this rapidly changing technology. Brian leads the XWorks team as its president and CEO and attempts to look into the future to understand how it will fit into the National Airspace System.

Brian Meier

Mr. Mulder has more than 25 years of experience in managing airports. He has been the Airport Director for the Tulsa Airports since 2005, and prior to his current position served at Appleton, Evansville, Milwaukee and New Orleans. From 2009 to 2014, Jeff also served as the Director of Infrastructure & Transportation for the City of Tulsa, which included oversight of the Airports, Transit System, Water, Sewer, Storm Water, Solid Waste, Streets, and Engineering Services for the City. In 2014, he successfully concluded a multi- year transition of the City

operated Tulsa Airport System to an autonomous Airport Authority. Jeff is an accredited member of the American Association of Airport Executives (AAAE), and is currently Chairman of the Association. He has a Bachelor of Science degree in Aviation Technology & Operations from Western Michigan University, and has an MBA from Cardinal Stritch College. Mr. Mulder is a Commercial Pilot and Certified Flight Instructor. A native of Michigan, Jeff and his wife, Leslie, have three children.

Ms. Robb has been a vital component of the Lochner aviation team since 2008, serving as an aviation planner and environmental scientist for over 100 airport projects. Sadie specializes in identifying a wide array of environmental constraints at airports, including hazardous waste issues, wetlands, and wildlife hazards. Her primary responsibilities include management of NEPA studies for state- and federally-funded projects, including Categorical Exclusions, 6(f ) and 4(f ) documentation, natural resource studies, environmental constraints analyses, Environmental Assessments, noise receptor analysis, and hazardous waste

assessments. She is experienced in stream assessments, technical writing, and NEPA documentation associated with aviation projects in the states of Kansas, Missouri, Oklahoma, Louisiana, and Texas. Furthermore, Ms. Robb has comprehensive experience working within numerous federal and state regulatory programs, including NEPA, Section 106 Consultation and Section 404 of the Clean Water Act. Sadie is also an FAA-Certified Airport Wildlife Biologist, assisting clients with Wildlife Hazard Assessments, management plans, and day-to-day evaluation and management of wildlife issues on and around airport property.

Sadie Robb

Mr. Ohnesorge served 28 ½ years in the USAF as a pilot amassing approximately 3,000 hours in fighter type aircraft such as the F-4 and F-16. After retiring at Vance AFB, he worked in Program Management for CSC corp. overseeing the base contract at Vance AFB. In October 2008, he left CSC and was hired into his present position as the Airport Director at the Enid Woodring Regional Airport. In this capacity, he has overseen more than $11,000,000 in both completed and ongoing airport projects including an extension of their main runway from 5,600 feet to 8,000 feet.

Dan “Ohno” Ohnes orge

Mr. Sanders presently serves as the FAA Central Service Area Flight Procedures Specialist for the States of Oklahoma, and New Mexico. He served two years as a technical advisor to the Southwest Regional Administrator, and Managed the Southwest Region and Central Service Area Flight Procedures Office for more than 8 years. Having spent more than 48 years in various capacities of aviation, including private, military, charter, corporate and FAA aviation, Ron understands the many challenges that Airport managers, and consulting engineers deal with on a daily

basis. As a military, commercial, and now private pilot, who has accumulated over 20,000 accident/incident free flying hours in fixed and rotary wing aircraft, he appreciates the importance of having safe, efficient Instrument Approach Procedures with the lowest possible minimums at all airports. Ron considers his marriage of 50 years to his beautiful high school sweetheart, 5 incredible children, 10 beautiful grand-children, and one amazing great-grand child as his greatest accomplishments. He concedes, however, that understanding and explaining some of the FAA TERPS surfaces may also be right at the top of that list of greatest accomplishments.

Mr. Strong is currently the Director of the University of Oklahoma’s Max Westheimer Airport in Norman. Walt has also served as Deputy Director of the Oklahoma Aeronautics Commission and twenty years in the US Air Force as an Air Traffic Controller in both Radar Approach Control and Control Tower facility’s. His education includes a BA (Summa Cum Laude) from Southern Nazarene University in Human Resources Management, a MS from Oklahoma State University in Aviation with a 4.0 GPA and inclusion in Phi Kappa Phi National Honor Society. Walt was certified an Accredited Airport Executive (AAE)

in 2006 and is currently an Adjunct Faculty member in the University of Oklahoma’s Aviation Program. He is currently a member of the Board of Directors for the American Association of Airport Executives (AAAE), is Policy Board Chairman of the US Contract Tower Association (USCTA), a Past President for the South Central Chapter/AAAE and was President of the Oklahoma Airport Operators Association (OAOA) in 2005. FAA certificates include Control Tower Operator and Private Pilot.

Walt Strong

Mr. Solco is the Regional Administrator of FAA’s Southwest Region which includes over 4600 employees in the states of Texas, Arkansas, Oklahoma, Louisiana, and New Mexico. He was appointed to the position in 2014 and serves as the FAA’s senior executive and principal representative of the Administrator for this region. As Regional Administrator, he works closely with representatives of the aviation industry, various Federal, state and local government agencies, and civic and private interest groups. He directs delivery of corporate services through the region including command and communication operations, building

and facility services, executive services, and cross organizational project integration. Kelvin Solco has been with the Federal Aviation Administration for 33 years. Kelvin worked in several FAA offices as a resident engineer, design engineer, program manager, a Regional Associate Program Manager for Navigation and Landing Facilities. Kelvin served as the assistant Airports Division Manager in the Southern Regional Office in Atlanta, Georgia from June 2002 to April 2005, before becoming the Southwest Region Airports Division Manager in Fort Worth, Texas in 2005. Mr. Solco is a member of FAA’s Senior Executive Service for 9 years. Kelvin holds a Bachelor’s Degree in Civil Engineering from Prairie View A&M University, and an MBA from LeTourneau University. He is a registered professional engineer in the State of Texas. Kelvin is a graduate of the Senior Executive Fellows Program at Harvard University and has written a technical paper for the Arizona State University (ASU) Approach Lighting Symposium in 1998. Kelvin has also represented the FAA in technical exchange meetings in London, England and Brussels, Belgium. Kelvin enjoys jogging, art, public speaking, and family vacations. Kelvin and his wife D’Metria have two sons.

Mr. Walker is an Operations Supervisor with Lockheed Martin Flight Service in Fort Worth, TX. He has worked for the Federal Aviation Administration and Lockheed Martin in the Air Traffic Control and Flight Service fields for over 33 years, with 16 of those in a supervisory role. He maintains FAA certification in all job functions at the Flight Service Station. Dale is a commercial/instrument rated pilot, as well as a FAA Safety Team Representative. He is a Captain with the Texas Wing of the Civil Air Patrol, and maintains mission qualifications in the counter-drug, airborne photographer, and other mission roles.

Ms. Taber began working at the Oklahoma Aeronautics Commission in October 2014. As an Aviation Program Manager, she is responsible for conducting safety and standards inspections of all public-use airports in Oklahoma. She also oversees the implementation of statewide airspace zoning regulations including the Aircraft Pilot and Passenger Protection Act and the requirements for Anemometer Towers. Catherine earned a Bachelor of Science in Aviation from the University of Oklahoma in May 2013 and a Master of Science in Occupational Safety Management from Embry-Riddle Aeronautical University in December 2014.

Mr. Wills is a FAA Qualified Airport Wildlife Biologist with Loomacres Wildlife Management, Inc. Jon earned a bachelor’s degree in Wildlife Biology from Murray State University. After graduating, he gained valuable field experience in deer telemetry, vegetation sampling and deer management. Prior to joining Loomacres, Jon was employed by Colorado Parks and Wildlife where he worked with wild turkey and swift fox. Jon is knowledgeable in the ecology of many wildlife species and has experience working with private land owners. Jon uses his extensive field experience to carry out wildlife management services and, as

part of the Loomacres team, he has completed several FAA approved Wildlife Hazard Assessments throughout the US. Jon has also assisted airports in developing and updating their Wildlife Hazard Management Plans and conducts Airport Wildlife Management Training Classes for airport personnel. Jon’s hobbies include fishing and hunting.

Mr. Winn is the manager of the Claremore Regional Airport. Eric graduated from Oklahoma State University where he received a Bachelor of Science in Aviation Sciences with an emphasis on Aviation Management, a minor in Business Administration, and his Private Pilot License. Eric has been involved with OAOA since his 2008 internship at Tulsa International Airport when they were the host airport for the OAOA/AAAE joint conference. Shortly after his internship, he started working at Claremore where he quickly moved up to manager. Since he took over in 2009, the airport has seen tremendous improvements and added 17

private hangars. He lives in Verdigris with his wife and 2 year old Son Ryder.

In Memory of Terry Leard Terry Sears Leard, 85, passed away Thursday, October 22, 2015 in Oklahoma City. He was the son of Katherine Sears Leard and Wheeler Roosevelt Leard, and was born on September 26, 1930, in Hugo, OK. In 1951 he married Marilynn (Mimi) Webb, and they had a son, Mike Leard, and a daughter, Vicki Leard Darling. He graduated from Oklahoma A&M College (OSU) in 1953 as an Industrial Engineer. While in college he was a member of Sigma Phi Epsilon, Blue Key, Alpha Pi Mu, Arnold Air Society, and other organizations. He was Editor of the 1952 Redskin yearbook. He then served in the US Air Force and the Oklahoma Air National Guard as a Captain. Terry began his career in aviation with Hudgins, Thompson & Ball where he became Vice President and Director of the Aviation Services Division, and also President of HTB International. While he was with HTB he served as Project Director of many airport projects, including the Will Rogers World Airport Terminal Building, several FAA Aeronautical Center buildings, and projects in Puerto Rico and Lisbon, Portugal. Also during this time, he was a founding director and officer of Oklahoma

City Junior Achievement, Oklahoma City Beautiful, and a charter member of the Oklahoma Airport Operators Association (OAOA). Terry was known to carry OAOA membership applications with him when he would call on airports throughout the state. He would explain the many benefits of the organization and then encourage the airport he was meeting with to join. Terry later worked for a short time as Director of the Transportation & Industrial Division at CH Guernsey. Following this, he started Leard & Associates, which focused on many airport projects throughout the state. He then started the Airports Division of Cobb Engineering Company (later CEC), serving as Director of Airport Planning and Design. Terry had a passion for working on Airport Improvement Projects. He truly enjoyed knowing and working with the people involved with airports including Airport Managers, Airport Boards, City Clerks, City Managers, Mayors & City Council Members as well as his many friends in FAA and OAC. In fact, besides his love for his OSU Cowboys, his work was his hobby. Terry was a true champion of Oklahoma airports and of the benefits they bring to their communities, and he will be deeply missed by his OAOA family.
