Amor Delososaid he has requested Presi-dent Macapagal-Arroyo to helpraise P175 million for therestoration of the Bucao Dike,saying that without it, it is “notadvisable to stay” in Botolantown after last Thursday’sflashflood in 10 villages thathas displaced almost 7,000families

“It is seen to be risky livingin lower Botolan now becausethe (Bucao) river has changedcourse. The water flowsthrough the villages instead ofthe regular channel. [Thewater] carried mud from theslopes [of Mt. Pinatubo]” thegovernor explained.

The Bucao River is wherethe Balin-Baquero and Baqui-lan Rivers drain from Mt.Pinatubo to the South ChinaSea.

The plan was disclosedby PCSO Chairman SergioValencia as the govern-ment’s lottery arm launcheda series of medical missioncalled “Kaibigan ng PCSO”for Nueva Ecija over theweekend.

Valencia said the PCSOeyes to break into theGuinness Book of WorldRecords by earmarking ahuge amount of P700-million for medicines alone.The medical mission will beheld simultaneously in all ofthe country’s 42,000barangays on Sept. 28,coinciding with the agency’s75th anniversary, accordingto Valencia.

“We hope to land in theGuinness Book of WorldRecords for having the mostnumber of participants inthis medical mission,” hesaid, adding the PCSO willtap volunteer doctors and

No less than National Artist Napoleon Abueva haspaid tribute to Layug’s art as “bordering on clearrealism with precise and accurate detail.”

“He is able to capture the likeness of things andpeople so powerfully that he is able to create suchmoving works of art,” so hailed Abueva of theKapampangan artist.

In all you do, remember to ob-serve discipline. “Nothing of impor-tance is ever achieved without dis-cipline,” Bertrand Russell says. “Ifeel myself sometimes not whollyin sympathy with some moderneducational theorists, because Ithink that they underestimate thepart that discipline plays. But thediscipline you have in your lifeshould be one determined by yourown desires and your own needs,not put upon you by society orauthority.”

Do you think Filipinos are dis-ciplined people? Allow me give youmy own experience. It happenedin 2000 when I went to the UnitedStates for the first time. While atthe Ninoy Aquino International Air-port, I was surprised to see pas-sengers (mostly foreigners) form-ing a queue while boarding.

It was a different story when I

returned home. We were at theDetroit airport and there were somany passengers, mostly Filipinosand balikbayans. When it wastime for boarding, all passengersrushed towards the two attendantscollecting the tickets. “Sir, we areboarding only those from 51 to 65,”the attendant explained. “Andyours is 24C.” The male passen-ger replied, “But I came here first.So, allow me to board first then!”There were others joined the band-wagon. It was a total chaos.

We were still in the UnitedStates but I was reminded of thescene that happened to me whileboarding from Davao to Manila.Passengers were rude, unmanage-able, drastic, and without disci-pline. I don’t want to be nasty here,but can we act in a civilized man-ner when we are not in our owncountry?

If we can’t be a well-disciplinedcountry, can each of us acquireself-discipline? Frederick theGreat of Prussia was walking onthe outskirts of Berlin when he

encountered a very old man pro-ceeding in the opposite direction.“Who are you?” asked Frederick.

“I am the king,” the old manreplied. Frederick laughed whenhe heard the answer. “If you area king, over what kingdom do youreign?” Proudly, the old man re-plied, “Over myself.” This illus-tration reminds me of the clas-sic Jack Paar line, “Looking back,my life seems to be one longobstacle course, with me as thechief obstacle.” In order words,if you lack discipline, you maybe your worst problem!

I have known a lot of peoplewho have great talents but nevergo far. The reason: they lackself-discipline. Author H. Jack-son Brown Jr. once pointed out,“Talent without discipline is likean octopus on roller skates.There’s plenty of movement, butyou never know if it’s going to beforward, backwards, or side-ways.”

So far, over 3,000KIV’s have been sent over50 countries in the worldto teach IT, she added.

Ruby said each year,approximately 300 short-term KIV’s are sent to over50 different countries thatare at the beginning stageof IT. These are countriesin Asia, CIS, East Europe,Middle East, South Ameri-ca, and Africa. Kazakh-stan, Nepal, Thailand, Rus-sia, Nigeria, Romania, andthe Philippines. They arebeing sent to various gov-ernment agencies, publicOrganizations, universitiesand high schools, non-profitorganizations, and more.

There are long-termvolunteers also, whoserves for one-year. Ap-proximately 100 long-termvolunteers are sent abroadeach year, she said.

KADO sponsors KIVon every aspect. It recruits

new volunteers every year;recruit foreign organiza-tions where KIV’s can besent to; instruct the se-lected volunteers on therules and regulations of theKIV project, oversees thehealth and safety of thevolunteers while they areon service; serves as a li-aison between foreign or-ganizations and volun-teers, and finances thevolunteering expenses.

had suspended for twoweeks the implementationof the increase imposedby Dealco.

“It’s not that we are jus-tifying the increase asked

by Dealco. But we imposethe lowest fee in the en-tire Central Luzon despitethe P30 increase,” saidSison.

He added that Dealcocould impose increase on“facility fee” as providedunder the contract of leaseratified by the city councilin 2007.

Sison said Dealco hadinfused P5 million in up-grading the slaughter-house in Barangay Pam-pang. He added that Deal-co would want to get backtheir investment.

The recount order wasan offshoot of the elector-al protest filed by provin-cial board member LiliaPineda who lost to Panlil-io by 1,147 votes in thelast gubernatorial polls.Pineda was candidate ofthe administration Kaba-likat ng Mamamayang Pil-ipino (Kampi) while Panlil-io, a priest under suspen-sion, was independent.

Last Aug. 4, Panlilioreceived an order fromComelec asking him tosubmit the names of onesupervising, 21 regular,and 21 alternate revisorsfor the 21 revision com-mittees before this August11.

The order said the re-count will start on Aug. 13at the Electoral ContestsAdjudication Department(Ecad) of the Comelec inManila.

Pineda was also askedto comply with such re-quirement for her part.

The Comelec also re-quired “the parties (Panlil-io and Pineda) to submittheir typewritten objec-tions every Monday from

the start of the revision andfor their revisors to sign theRevision Report within sev-en days from completionof the revision.”

It stressed that “failureto comply herewith shallconstitute waiver of thedefaulting parties’ right tosubmit the said objectionsand to sign the reports.”

“Parties may post twowatchers each per shift ona twenty-four hour basis,”the Comelec added.

Panlilio told theComelec that while its or-der would be “convenientand can easily and quick-ly be complied” by Pine-da, it would be “absolute-ly disadvantageous andcannot be complied with
