The Board considered a report from the Democracy Advisor dated 16 August 2017 as circulated with the agenda.

The Finance Manager spoke to the report and advised the Board that the Omokoroa Community Board Operating Budget for 2019 was not expected to be much different that the current budget approved by the Board in November 2016 for 201712018.

The Finance Manager explained the line items within the Board's operating budget noting that salaries were determined by the remuneration authority and interdepartmental charges were determined by overhead cost allocations.

The finance team would be presenting a first draft budget to the Council Long Term Plan workshop to be held on 19 October and it was important that the Board had their recommended Draft Operating Budget Figures for that meeting.

The Omokoroa Community Board advised that they would consider the Draft Long Term Plan Budget- Operating Costs at their next workshop and advise their decisions, for inclusion in a further report for adoption at their next Board meeting to be held on 10 October 2017.

The Finance Manager also advised the Board that they needed to give consideration to projects and funding commitments they wished to allocate from the Board's reserve account for inclusion in their Long Term Plan.

The Board thanked the Finance Manager for his attendance and clarification of the respective finance items.

Silica in the Omokoroa Water Supply

The Chairperson advised that as part of the review of the Long Term Plan, ideas were sought on items and projects that could be listed as possibilities for inclusion in this three-yearly review of the 2018-2028 Long Term Plan. It seemed an ideal time to float the idea that a project to reduce the high levels of silica in the Central Zone Water Supply could be investigated. Council staff provided cost estimates for a Reverse Osmosis treatment plant and he provided figures from an American company for an Electro­coagulation plant that may have been about 25% of the capital and running costs compared to Reverse Osmosis. Unfortunately, at the Operations and Monitoring Committee meeting on 3 August the Council

voted seven to five against the possibility of investigating silica removal in the 2018-2028 Long Term Plan.

If the Community Board felt that this was an issue that was of sufficient concern to the residents of Omokoroa then the Board could include this topic in its submission on the Long Term Plan.

Omokoroa to Tauranga Cycleway Bridges

The Board was advised that the tender for the design and construction of the three bridges required between Omokoroa and Te Puna had been let with the expectation that all three bridges would be completed by May 2018.

The three bridges for construction are: • Bridge One - Between Omokoroa and Plummer's Point (Mangawhai

Inlet) • Bridge Two - Between Jess Road and the wetland area • Bridge Three - At the end of Jess Road and Newnham (paper) Road

Cooney to Tinopai Walkway

The community was very appreciative of the prompt action that Council staff took in response to the mud puddles that quickly developed once this section of the walkway was subject to bicycle traffic. Unfortunately, the recycled building material that was used for the base-course on this section came complete with many small pieces of plastic sheeting which replaced the mud with a pollution source ready to blow or be washed into the harbour. Once the extent of this plastic nuisance was appreciated, Council staff once again took prompt action and got the contractors back on site to top-off the path with crushed concrete thus burying the plastic pieces.

The Board commended staff for their prompt response to this unplanned and unfortunate situation.

Combined Community Boards Workshop

Members of the Board attended a combined workshop at Barkes Corner on 10 August. They were told about the current representation review process that was underway and that the existence and/or composition of Community Boards would be considered as part of the review process in early 2018.

Board members also received advice from the Finance Manager on the forthcoming Long Term Budget implications and presentations from the Community Engagement Manager, the Information Technology and Services Manager and the Group Manager Technology, Customer and Community Services.

Community Feedback Long Term Plan Phase One

The feedback from the Community Engagement events, email and online had been collated and presented to Council. The topics that surfaced in Omokoroa were not at all surprising: Library, cell phone coverage, high school, changing "feel" of Omokoroa, reserves, Domain parking, footpath over the railway, State Highway Two, etc. The Community Board would discuss these results in detail at a workshop before preparing a submission to the Long Term Plan .

Heavy Traffic in Suburban Areas

The Maketu and Te Puke Community Boards were requesting an investigation of options for the instigation of a Bylaw to address the problem of parking, and early morning starting, of heavy vehicles in their residential/urban areas. The Katikati Community Board had also had a few complaints about this issue. Although the problem had not yet manifested itself in Omokoroa, there was no reason why it could not occur in the future and this Board would consider supporting the other Boards' efforts to get a bylaw instigated.

Councillor's Report

The Board considered a report from the Councillor Palmer dated 17 August 2017 as circulated with the agenda.

Coastal Erosion Response Policy 2017

It was noted that Council considered the draft Inner Harbour and Coastal Erosion Management Policy 2017 on 16 August 2017 and advised the renaming of the Policy to Coastal Erosion Response Policy 2017.

Consideration of the policy had been extended to accommodate late submissions from those people affected by the cyclonic weather events in April 2017. Formal feedback had been received from 46 people with additional submissions from Omokoroa residents.

Decisions relating to the policy would be released after next Policy Committee meeting to be held on 7 September 2017, with the release including a 'decision story' outlining the process and how Council came to reach the policy decision.

Community Matching Fund

Recommendations from the Community Matching Fund working group had been made and put forward for adoption by the Community Committee at their meeting to be held on Thursday 31 August 2017.

The Community Matching Fund was open to receive applications from 20 June to 20 July 2017 inclusive. A total of 46 applications had been received, resulting in a combined total of $456,756.30 being requested.

The estimated total costs of the projects for all groups was $2,148,282.00.

Three applications were suitable for the environmental portion of the Community Matching Fund ($40,000) and a total of 24 applicants were awarded funding of varying amounts (to a total amount of $60,000).

The trial 'glow-discs' installed on the first 60 meter boardwalk section of the walkway were proving successful and general impressions were very positive for the discs to be installed intermittently all the way along the pathway.

General Emergency Management

A question was raised by a Board member asking why the national emergency action phrase 'Drop - Cover - Hold' did not seem to be used in the same context (as for example in Wellington) in the Western Bay.

The phrase 'If it's Long or Strong: Get Gone' was more prominent in the Western Bay of Plenty District, and related to the possibility of a tsunami event following an earthquake. The attending Group Manager advised that as he was a member of the Emergency Management Group he would raise the question with the local emergency management educational officers and report back to Board members.

Road Construction State Highway to the Railway

It was brought to the Board's attention that the bus shelter at the Omokoroa Road and State Highway Two intersection park and ride area had a badly leaking roof, the guttering was full of leaves and some of the overgrown tree branches needed to be cut back from the shelter.

A service request for this item would be initiated.

It was clarified that when the new road layout was completed, a park and ride facility, with a bus shelter would be created on Prole Road.

Omokoroa Footpath Priority List

The Board asked that the footpath priority list (with castings) for Omokoroa, earlier offered by the Transportation Infrastructure Manager be provided to Board Members for consultation at their workshop to be held on 19 September 2017.

Chairperson's Report- October 2017

1. Community Board Workshop

The Community Board met on 19 September for a very productive workshop to discuss various matters. Among the topics discussed were footpaths, fences, seats around the peninsula, Reserves, the Community Plan, Long Term Plan submissions, Town Centre Rates, the Community Resilience Plan and the Long Term Plan Community Board budget.

2. Omokoroa Community Plan

The Community Plan is progressing well and is currently being given a final edit before the draft is released to a wider audience.

3. Fences

One of the attributes of Omokoroa that many residents are concerned could be lost, with the growth spurt that is currently underway, is the welcoming village feel. As you walk, cycle or drive around Omokoroa there is a sense of openness about the older established areas, and even some of the newer developments like Lynley Park.

A prime contributor to that sense of openness is the absence of intrusive fences. Unfortunately, many of the newer subdivisions are not this way with 2m fences ringing sections as people import and impose their big city barrier mentality which is beginning to transform our Peninsula Paradise into a Penned-in-and-not-so-nice.

Neighbourly relations are enhanced by the conversations that happen across the boundaries and these casual interactions are almost impossible with 2m high solid wooden barriers between properties. As well as the penchant for developers to build 2m boundary walls because they believe that is what people expect, many new­comers moving in to existing Omokoroa houses seem to erect similar or, even worse, non-complying fences shortly after arrival.

Are fencing rules in the District Plan of any value if they are ignored and not policed?

This is a level of service conversation about enforcement capability and priorities. Presently staff do not have the capacity to monitor or enforce fencing related issues.

Council wi ll need to understand resourcing implications if they wish to pursue a higher level of service in this regard. There is also the need for a discussion about whether or not the District Plan is the correct tool for ensuring compliant fences or whether it is best achieved through the suite of restrictive covenants/development guidelines prepared by developers at the time of subdivision construction . Similarly, it is worth exploring how Council could better communicate with new home owners (perhaps at the time of issuing the building consent) to advise of the requirements around fences.

4. Community Groups

• Omokoroa Community Policing Group (M Grainger) There is concern in the group about succession planning as many have been in their roles for many years and wish to step aside. Another concern is the impact of the new H&S legislation that is putting unfair burdens and responsibilities on volunteer committee members. There seems to be ongoing issues with the disconnect between the HQ staff at both Community Patrols and Neighbourhood Support and those at the community coa lface. The Omokoroa Community Policing Group recently won the Trustpower award for the Western Bay Health and Wellbeing category. Well done!

• Omokoroa District Sports and Recreation (P Presland)

• Omokoroa Environmental Managers (M Grainger) Omokoroa Environmental Managers(OEMI) officially welcomed the Omokoroa ANZAC Committee as a Member Group at the recent AGM. OEM! has applied to the Charities Commission for charitable status and has had an initial response request ing further information. They are hopeful that the approval will be granted shortly.

Key themes emerge from Community Conversations

The pace of change, building communities, protecting our environment and getting around are the key themes emerging from community conversations on the Long Term Plan 2018-2028 held by the Western Bay of Plenty District Council earlier this year.

The Long Term Plan (LTP) is the key document that Council uses to set strategy and direction for the next 10 years. It is revised three yearly and tracked annually.

In May, Council set out on the It's About You LTP campaign, visiting nine communities and holding 14 community conversations to let people share their views with elected members and Council staff about what they want for the future of the District.

Council met with more than 850 people from Waihi Beach to Maketu to raise awareness of the LTP, what it means and how the community can influence the future shape of the District. Online tools were also used.

Feedback has been analysed and key topics determined for their priority District-wide, while community specific issues having also been prioritised. Mayor Garry Webber was impressed with the wide range of issues that people brought to the table.

"Each of our communities clearly told us what's important to them. We listened, took people's views into account and now it is our task to determine where they sit in our future deliberations," says Garry.

While some of the community input revolved around issues outside the scope of the LTP, Garry says all would find their place somewhere in Council's future discussions.

"The nub of the planning process is to get a feel for the things that really matter to our communities in the long term so that we can do our best to set in place the building blocks to get there."

The next phase will be primarily focused online, with Council expanding on the key themes that came from the community conversations. We will also be discussing these with stakeholder groups.

This information will be online from early October at haveyoursay.westembay.govt.nz/.

The final phase will be a feedback process and 'have your say' events in March/April next year where residents can provide direction on the key LTP proposals.

Councillor Murray-Benge wil l provide a verbal update on the following topics:

CCTV Cameras on the Omokoroa Domain

The Western Bay of Plenty District Council is installing cameras around the Omokoroa Domain and boat club area over the coming summer. This initiative will give Council some data on the variety of users and how to best manage the recreation area as demands grows. In the new year Council will seek feedback on options to enable this great community asset to be used to its best potential and enjoyed by everyone in the years to come.

Long Term Plan

Council continues to work through various Long Term Plan topics.

The next Long Term Plan Focus Group meeting at Omokoroa will be held on Tuesday 17 October 2017 from 3.00 pm to 7.00 pm. The venue for this meeting is yet to be confirmed.

Western Bay District Road Safety

It is particularly concerning that the 2017 road crash statistics for the Western Bay District continue to be high.

The New Zealand Transport Agency Safety and Environment Business Group, the National Road Safety Committee and the New Zealand Police continue their work with various other national and local agencies to improve road safety for all users.

It was noted in the Joint Road Safety Committee Minutes of the meeting held on 3 August 2017 that the priority of the State Highway Two corridor was one of the most dangerous in New Zealand even more so because there was not one specific cause of accidents on the road but many. Planned improvements to the highway would be of particular importance to the Omokoroa community.

Council Community Matching Fund 2017/2018 Successful Applications

1. Executive Summary

The purpose of this information report is to identify groups who have successfully applied to Councils Community Matching Fund for the 2017/2018 year.

This is relevant because of Council policy CPM 04.09.00 which states that a group cannot receive a grant from Council and also from a Community Board in the same financial year.

2. Background

This is the thi rd year that Council has made available the Community Matching Fund, which is an annual contestable fund of $100,000. The framework is such that applicant groups will "match" any cash grant from Council, with an equivalent amount which can be made of volunteer hours, cash in hand and other similar matching. The guiding principles of the fund is that of providing public benefit, and as outlined.

The Community Matching Fund was open to receive applications from 20 June to 20 July 2017 inclusive. A total of 46 applications were received, resulting in a combined total of $456,756.30 requested.

The projected total costs of all of the projects for all groups was $2,148,282.00.

Three applications were suitable for the environmental portion of the fund ($40,000) and these totalled $42,226.52.

The delegated Community Matching Fund Working Party met on 17 August 2017 to consider all applications.

3. Methodology

The delegated Community Matching Fund Working Party used a pilot scoring guide to assess all applications received. This aligned applications against

1. Uti I ities

1.1 Te Puna West Wastewater The physical works contract for the construction of the Te Puna West Wastewater Scheme was awarded to Loveridge Ltd . Loveridge began construction of the scheme in early May 2017.

The reticulation in the roads has been installed across all of Te Puna West. The contractor has now started work on installing the tanks onsite. Approximately 10 onsite tanks have been commissioned and are now pumping into the Omokoroa Transfer Pipeline. Construction is on track to be completed by December 2017.

Council will be commissioning a trial with the Te Puna West community at the completion of the wastewater scheme construction . The trial will use information gathered by the new grinder pumps and water meters to help council to better understand the correlation between water usage and wastewater discharge, and the efficiencies of pressurised systems in reducing inflow into the network.

1.2 Omokoroa Stormwater Model The stormwater network model for Omokoroa is now complete. The information obtained from the model will help to assess the capacity of the network for future developments and to inform Councils LTP. The community board will be given an overview of the results at the meeting.

1.3 Home Worm Composting Workshops The next workshop will be held in Katikati on 4 November 2017 in the Memorial Hall and will be advertised on Council's website. Please see: http://www.westernbay.qovt.nz/our-services/rubbish-recycling­waste/Pages/Worm-Composti ng .aspx

1.4 Review of Waste Minimisation Management Plan (WMMP) The reviewed WMMP was adopted on 6 September 2017 and community consultation commenced on 22 September 2017 and will continue to 23 October. The final WMMP is likely to be adopted early December 2017 after Council followed the special consultative procedure. The draft plan will be uploaded to Council's website for comment during the consultation period, and the final plan will be uploaded following decisions.

1.5 Junction Reservoir The Junction Reservoir is on line and in operation. Leaks in the liner are to be addressed .

1.6 Trunk Water Main Replacement & Omokoroa Road Construction -State Highway to Railway Work is underway to replace the t runk water main into Omokoroa in conjunction with new road reconstruction. Water main will be commissioned in late September along new Eastern Road berm .

2. Reserves

2.1 Omokoroa Sports Ground -Tennis Courts 3 and 4 Construction is underway. Subject to weather, it is expected that the courts will be completed in time for the summer tennis season.

2.2 Omokoroa to Tauranga Cycleway Section 1: Omokoroa Boat Ramp to Tinopai Reserve - 120m of boardwalk to construct within the next few months. The remainder of this section is complete.

Since installed, the counter has recorded 10,250 pedestrians and 2730 cyclists between 28 June and 19 September - approximately 1/5th of users are cyclists.

Substantial feedback on the glow-disc trial section has been received. A decision is now required as to whether more of these are installed on the remaining boardwalk sections where there is no artificial lighting.

Section 3: Lynley Park to railway - no change from the last report - The Archaeological Authority application to Heritage NZ for construction of a small section of the cycleway over the Mangiwhai Pa is being finalised before lodgement asap. The timing of this affects the construction of this section. In the meantime, users will be required to follow the local street network to connect to other completed sections.

Section 4: Tamihana Park to Kiwirail Bridge - Due to issues of public trespass along the newly constructed trail within the Kiwirail corridor, security fencing is going to be installed to discourage access until Kiwirail approvals and construction allows public access.

Section 5: Bridge across Mangawhai inlet - Resource consent has been lodged and construction will commence as soon as possible before Christmas.

Section 6: Plummers Point trail from bridge to Huharua Park. Track vegetation clearance operations are underway. Resource consent planning, trail design, and specifications are being prepared. Construction is anticipated to begin prior to Christmas and this will not affect the holiday season.

2.3 Omokoroa Ferry to Opureora/Matakana Island- Facilities Upgrade FERRY FACILmES: Ferry ramp widening construction activities at both locations are completed except for dredging at Opureora. The new ferry is in operation but only during high tide until t he dredging works have been completed.

Some local pavement interface improvements for Opureora between the widened ramp and the road have been priced and approved to proceed, for completion mid October. This work has priority over the jetty renewal project.

JETTY RENEWAL: A revised concept will be circulated as soon as it is available before detailed design and pricing is undertaken. Construction timing is now delayed until the next financial year due to the available funding diverted into the ramp upgrades.

2.4 Omokoroa Jetty and Panepane Wharf Repairs Piling repairs to Omokoroa has now been put on hold as it is planned to renew the jetty within the next 2-3 years. The piles themselves will be regularly monitored to ensure public safety maintained. Repairs for Panepane wharf are expected to occur October/November and will need to be closed for a few days while the work is carried out. Public notification of closure will be advertised.

2.5 Omokoroa Sportsground Playground The playground consultancy has been awarded to LOAM - Tim Lander, a local landscape architect. Tim will be providing advice to the group and will provide concept plans for wider consultation before playground construction begins. Construction is not expected to be undertaken until March to June 2018.

2.6 Omokoroa Slips Awaiting Geotechnical report update on changes to scarps around Omokoroa. EQC has advised that their specific reports will be made available to Council. EQC determination on current vacant properties has not yet been made.

3. Strategic Property

3.1 Omokoroa Cell Phone Tower The Resource Consent application is on hold pending further information from Spark. Spark are reviewing their position regarding the need to make an application under the RMA and staff are awaiting their motivation for this.

4. Development Engineering and Projects

4.1 Kayelene Place Physical works are complete

5. Emergency Management

5.1 Omokoroa On 25 July, Emergency Management Advisor Naomi Luckett attended the inaugural Community Response Team meeting.

The event was well attended with good representation from across the community. During the meeting, a Community Response Team was established and planning for the development of a Community Guide was completed.

The Community Guide is currently undergoing some small changes following the finalisation of the tsunami signage boards (to ensure alignment and consistent messaging). EMBOP have engaged with The Lizard (community newspaper distributed from Katikati through to Wairoa (Te Puna)) who have expressed an interest in supporting the Omokoroa Community with the printing and distribution of the Community Guide (once finalised). The Lizard has also offered to write an article to support the promotion of the plan.

Te Puna On 1 September 2017, Emergency Management Advisor Naomi Luckett met with Te Puna Heartlands coordinator Liz Riepen to discuss the Community Guide to Emergencies that the community would like to develop. The coordinator confirmed hazards, Community Led Centres, and contact details and reported that planning is well underway and the Community Response Plan is close to completion.

5.2 General Emergency Management Activities

Get Ready Week 9 October to 15 October 2017 The Emergency Management Bay of Plenty Community Resilience team completed a planning session for Get Ready Week on the 13 September and confirmed plans for promoting preparedness across the region. Western Bay of Plenty District Council Community Engagement team have been provided with the Civil Defence Emergency Management Guide and creative for the week and Rupana Keno, Emergency Management Advisor for the Western Bay of Plenty will liaise with council staff to promote resources to the community; this will include displays in libraries and correspondence with stakeholder groups.

Emergency Operations Centre An exercise for the Western Zone Emergency Operations Centre staff was organised and facilitated by Emergency Management Bay of Plenty in the Chambers on 22 August, with 2 repeat sessions and 18 Western Bay of Plenty District Council staff in attendance. The objectives of the exercise were to develop staff capability and understanding of their roles in a response and implement learnings from recent events and exercise Tangaroa. This also included testing recently developed checklists for key roles. Feedback from participants is being incorporated into a corrective action plan and actions are already underway to address issues.

Three new WBOPDC staff were provided Civil Defence Emergency Management Induction training on 21 September. The next induction training session will be held in October. On 1 and 2 August, Emergency Management Bay of Plenty ran an ITF Intermediate workshop for EOC and GECC staff, including two staff from WBOPDC.
