The Programme : ANNEXURE-1

Description of the Seminar:

A One Day NAAC Sponsored National Seminar on “UNDERSTANDING THE NEW FRAMEWORK OF

NAAC” was organized at C P Patel & F H Shah Commerce College, Anand. The Seminar was organized

under the aegis of NATIONAL ASSESSMENT AND ACCREDITATION COUNCIL, BANGALORE.The

main aim of the Seminar was to understand and learn the New Methodology adopted by NAAC since , July,

2017.

The seminar was Formerly Inaugurated by the President of the Seminar Shri B N Patel, the Managing

Trustee and secretary of Sardar Patel Education Trust, Anand, the Chief Guest and Keynote Speaker Dr B S

Madhuka, Former Advisor , NAAC Bangalore, Dr J M Trivedi, NAAC & AAA Pear Team member, Dr N T

Chotaliya, Dr N T Chotaliya, Head of the Department, H & HB Kotak Institute of Science, Rajkot, Former

Director, Knowledge Consortium of Gujarat, Ahmedabad, the Seminar Director, Dr R D Modi, Principal of

the College, NAAC & AAA Pear Team Member, Dr R D Tailor, Vice President Students’ Central

Committee and Organizing secretary of the Seminar, Dr S M Pillai.

The Program beginned with Invocation to Almighty and followed by the College Song. The Welcome

Speech and introduction to the guests was given by Dr R D Modi, and after the Floral welcome of the

Dignitories, Dr S M Pillai, introduced the theme of the Seminar and the objectives behind organizing the

Seminar. There were three Technical Session in the Seminar and in all Five sessions including Inaugural

Session and Valedictory Session.

The Keynote address was given by Dr B S Madhukar, the Former Advisor, NAAC Bangalore, on “Impact of

NAAC Accreditation & Rethinking the strategies for New System with different Case Studies”. In the

beginning he emphasized on the importance of NAAC. He gave information on various level of quality

indicators of NAAC and laid emphasis on the important role of students in building the quality in HEIs. He

explained the need for accreditation and concerns relating to the same specifically when it gets related to

funding, better quality standards and global trends in Higher Education. The benefits of assessment and

accreditation were explained. The interventions for accreditation as strategic tools were discussed along with

the shifting parameters. The process of data validation & verification (DVV) and the metrics introduced for

the same were briefly introduced. He touched upon the changes introduced in the revised accreditation

framework.The various scheme supporting initiatives were referred to and the steps to be taken by colleges

for timely accreditation were discussed in the backdrop of UGC quality mandate. He said that the students

should be given importance at the core level. According to him the Internal Management Process should be

more focused than the External Process of Quality Assurance. He also spoke about the importance of Value

Based Education. He urged to integrate Technology into the education system. He also touched on the

Criterion of Teaching, Learning and Evaluation Process and more particularly on Student Satisfaction

Survey. Through his Power Point Presentations he showed the metrics of evaluation for Grade and

Accreditation Status. He introduced the delegates about the Procedure of IIQA, SSR and Qualitative and

Quantitative Metrics of the New Methodology of NAAC, Data Verification & Validation, Pre-qualifier,

Grade-qualifier, and RAF.

The First Session was conducted by Dr J M Trivedi, Former Head of the Department of Sociology and

NAAC & AAA Peer Team Member. He delivered his deliberation on Teaching, Learning and Evaluation in

the context of New Framework of NAAC. He gave his deliberations from an Assessors Point of View. He

talked on the problems related to quantity, quality, accessibility and excellence. He said that the now in the

New Methodology the Peer Team Visit is just a simple Physical Verification on the HEI, but the main focus

should be laid on the Qlm and QnM aspects of the New Methodology. He emphasized on the aspect that to

make the Teaching and Learning effective, a Student Centric Method and reforms in the evaluation system

should be adopted. The Teacher’s Profile and Quality should be upgraded at specific intervals. He also gave

some highlights on the Student Satisfaction Survey.

Session-II : Dr N T Chotaliya

The Second Session was headed by Dr N T Chotaliya, Head of the Department, H & HB Kotak Institute Of

Science, Rajkot and Former Director, Knowledge Consortium of Gujarat, Ahmedabad. His reflections were

on Role of Governance & Leadership to sustain the Quality of Higher Education. He beginned with a

Sanskrit Shloka based on Peace and explained about it from the Medival Period. He elaborated the meaning

of NAAC with practical examples and put different questions to the delegates on the Theme of the Seminar.

He made us aware of the expected outcome of the Seminar topic. He also gave us an understanding on the

Program and Course. He told how it was important to maintain deadlines in every stage of accreditation

process. The seven criteria which are considered as a basis for assessment were explained with key

indicators under each criteria and the weightage thereto. Her session was filled with demonstration on how

colleges could pursue the accreditation process.

Session-III : Dr Charudutt Gurjar

The Third Session was conducted by Dr Charudutt Gurjar, IQAC Co-coordinator, V P & R P T P Science

College, Sardar Patel University, Vallabh Vidhyanagar and spoke on the topic Involving Students as

Significant Participants of Higher Education. He opined that the responsibility of the Quality Assurance is of

teacher, Student, Management,Society & Government. He mentioned the purpose and importance of Higher

education. He highlighted on the data of AISHE and its relevance to the HEIs and also talked on students’

involvement and participation in the process of Quality Enhancement of HEIs.

The Valedictory Session was Chaired by Dr N T Chotaliya, Shri B N Patel and the Speaker for the session

was Dr Nikunj Bhatt, IQAC Coordinator, V P & R P T P Science College, Sardar Patel University, Vallabh

Vidhyanagar. He delivered his speech on, “Role of IQAC , Documentation and Peer Team Visit.” Dr Nikunj

Bhatt emphasized on various aspects regarding the Role of IQAC Coordinator and gave very detailed

information on the same. He said that the IQAC Coordinator has to be in good faith with the Principal and

Administrative Persons. In order to be successful as an IQAC Coordinator, he/she has to focus on Human

Psychology and has to very calmly work and carry out his/her role. He said that all the functions of the

IQAC need to support continuous assessment of internal processes so as to build up quality standards. He

also gave information regarding the Eligibility Criteria to apply for NAAC. In the end he talked about a

comprehensive database for documentation, the list of documents required and the process involved for

accreditation of colleges were explained the how the documents relevant to different metrics has to be

documented and uploaded in a proper manner.

Our Students also actively participated in the Seminar

In all the sessions there was Open House where delegates from various college students raised their

questions and sought clarification on issues relating to accreditation, reaccreditation, UGC mandate, filing of

SSR, SSS and so on.

In all the Seminar has facilitated a broader understanding of NEW FRAME WORK OF NAAC through

Eminent Personalities and Scholars. The seminar has covered the minute details of the New Process of

NAAC Accreditation /Re-accreditation. The Seminar gave us an opportunity to meet and listen to the Dr B S

Madhukar, a Former Advisor from NAAC Bangalore, as Chief Guest and Key Note Speaker for the

Significant Seminar which was a moment of pride for the whole Gujarat.

The workshop concluded with distribution of certificates to the participants and a formal vote of thanks.

Altogether, 90 delegates (70 Faculties + 20 Students) representing 18 colleges of the universities in and

outside Gujarat had participated. We place on record our sincere thanks to NAAC for giving us an

opportunity to be the host for the National Seminar and for it’s wholehearted support and involvement in the

same. We have not taken the registration fees of student volunteers and the faculties of our sister institutes in

order to motivate them to undergo for the process of NAAC and augment research related activities.

Outcome of the Seminar:

As per the New Framework of NAAC, it is important for the HEI to download the relevant manual

guidelines and study each of the assessment indicators, weightage/instruction carefully. Collect all the data

and do appropriate calculation to ensure proper data validation and verification (DVV) to get the maximum

weighted score. There is a need to double check the data and value before filling the online respective

quantitative formats. No flexible with respect to quantitative Data/ metrics. While filling online format

instruction which might come up from time to time and may be failed technical /system issues may come up

during online data /entry submission; in this regard it required to train a few faculty members to overcome

such issues for smooth uploading. We have an apprehension that most of the averages college specially

located in under developed areas may not be able to cope up with the technology driven information and

document management system newly envisages by NAAC, some of the issues raised above need to get

accredited will be lose to the disadvantages student community.

Follow up actions the institution proposes to undertake:

The Seminar has served as an inspiring platform for the affiliated institutes to explore and understand the

New Framework of NAAC. This will help everyone to aim for and work towards achieving academic and

administrative excellence.

The Seminar has provided everyone a change of perception to make the students active shapers and

assessors of quality and therefore we will be able to move in a right direction after this seminar.

The IQAC has to ensure continuous improvement in all the operational aspects of an institution and also

assure its stakeholders of the accountability of the institution for its own quality. We will be more attentive

in the role of IQAC of our college.

The institution can impart the teaching-learning-evaluation activity, curriculum, infrastructure, library,

management, research, student support, best practices in such a manner that it all should be fulfilling the

quality norms and catering to the student needs
